11 Nov 2019 – The world has been confronted by the assertion by President Macron that NATO is “brain dead”. Rather than explore the case made with regard to NATO alone, the institutional problem recognized is far more fundamental and general. Given its coincidental timing, the assessment could then be readily dismissed as a riposte to the recent formal withdrawal of the US from the Paris Climate Change Agreement.
