Talk on 9 Mar 2022 at the Global Studies Colloquium, UCSB. When we agreed on a theme for my presentation, we were in a pre-Ukraine world. Interim developments: the imprudent US-led provocations, Russian aggression against a sovereign state of over 44 million people, the confrontational Western sanctions, and a surging Russophobia produced a win/lose calculus rather than partial win/win political outcomes.
