NATO just turned 75. During all these years, we have heard repeatedly that the “Russians”–the Soviet Union/Warsaw Pact/today’s Russia–are coming! Having been wrong all this time, why do we spend trillions guarding against a threat that never happens–a bit like waiting for Godot in Beckett’s equally absurd drama?
