{"id":10042,"date":"2011-02-14T00:00:33","date_gmt":"2011-02-13T23:00:33","guid":{"rendered":"http:\/\/www.transcend.org\/tms\/?p=10042"},"modified":"2011-02-09T09:31:10","modified_gmt":"2011-02-09T08:31:10","slug":"haiti-issues-passport-for-aristide","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2011\/02\/haiti-issues-passport-for-aristide\/","title":{"rendered":"Haiti Issues Passport for Aristide"},"content":{"rendered":"<p><em>Move paves the way for the ousted president to return from exile ahead of a March 20 presidential runoff election.<\/em><\/p>\n<p>In a move that worried the US, Haiti has issued a diplomatic passport for ousted President Jean-Bertrand Aristide, clearing the way for\u00a0his return from exile,\u00a0just in time for a presidential election runoff.<\/p>\n<p>Interior Minister Paul Antoine Bien-Aime\u00a0said the diplomatic passport was handed over via an intermediary to Aristide&#8217;s Miami-based lawyer Ira Kurzban, who was due to deliver it to Aristide.<\/p>\n<p>Kurzban confirmed that he was given the ousted leader&#8217;s diplomatic passport during a brief stopover in Haiti&#8217;s capital.<\/p>\n<p>&#8220;Yes, I have it,&#8221; he said\u00a0on Tuesday,\u00a0while his evening flight back to Miami was on the tarmac in Port-au-Prince&#8217;s international airport.<\/p>\n<p>But it remained unclear exactly when Aristide, a former priest and Haiti&#8217;s first democratically elected<br \/>\npresident in 1990, might make the trip home from his exile in South Africa.<\/p>\n<p>Kurzban said he asked Haiti to establish a security plan for Aristide in accordance with a law requiring the government to provide security for former presidents &#8211; to ensure\u00a0a smooth transition.<\/p>\n<p><strong>US &#8216;wary&#8217;<\/strong><\/p>\n<p>Aristide, ousted from Haiti by an armed revolt in 2004, said in January he was ready to return &#8220;today, tomorrow, at any time&#8221; to his poor Caribbean homeland, which is struggling to recover from a <a target=\"_blank\" href=\"http:\/\/english.aljazeera.net\/news\/americas\/2011\/01\/201111221435726874.html\" >crippling 2010 earthquake<\/a>.<\/p>\n<p>A spokeswoman for Aristide, Maryse Narcisse, said, &#8220;We will not have to wait too long&#8221; for his return. &#8220;The food is cooking,&#8221; she said, citing a Haitian Creole proverb.<\/p>\n<p>Major Western donors like the United States are wary that the return of the <a target=\"_blank\" href=\"http:\/\/english.aljazeera.net\/news\/africa\/2010\/01\/201011513247850356.html\" >populist former president<\/a>, who still has a <a target=\"_blank\" href=\"http:\/\/english.aljazeera.net\/news\/americas\/2008\/07\/2008716124151935127.html\" >passionate following<\/a> in Haiti, could be disruptive at a time when the country is preparing to hold a decisive presidential election runoff on March 20.<\/p>\n<p>Outgoing President Rene Preval&#8217;s government last month agreed to Aristide&#8217;s request for a passport to return, saying he had the right as a Haitian national to visit his country.<\/p>\n<p><strong>Election\u00a0runoff<\/strong><\/p>\n<p>This followed the shock homecoming in January of another exile, former Haitian dictator Jean-Claude &#8220;Baby Doc&#8221; Duvalier, who now faces charges of corruption and &#8220;crimes against humanity&#8221; after 25 years of life in France.<\/p>\n<p>Aristide&#8217;s Fanmi Lavalas party, the country&#8217;s biggest, has been barred from taking part in elections, which has led many to question the credibility of the United Nations-backed presidential and legislative vote held on November 28.<\/p>\n<p>After weeks of fraud allegations and street protests, Haiti&#8217;s electoral authorities announced on Thursday that the March 20 presidential runoff would be contested between former first lady <a target=\"_blank\" href=\"http:\/\/english.aljazeera.net\/news\/americas\/2011\/02\/20112443134809732.html\" >Mirlande Manigat, 70, and popular singer and entertainer Michel &#8220;Sweet Mickey&#8221;
