Photograph: Abir Abdullah\/EPA<\/p><\/div>\n<p><em>17 Oct 2017 &#8211; <\/em>The <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/unitednations\" >United Nations<\/a> food aid agency withdrew a critical report revealing desperate hunger among the persecuted Rohingya population after the Myanmar government demanded it be taken down, the Guardian has learned.<\/p>\n<p>The July assessment by the World Food Programme (WFP) <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/jul\/17\/rohingya-crisis-un-warns-80000-children-wasting-from-hunger-in-myanmar\" >warned<\/a> that more than 80,000 children under the age of five living in majority-Muslim areas were \u201cwasting\u201d \u2014 a potentially fatal condition of rapid weight loss.<\/p>\n<p>The six-page document, which was <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/jul\/17\/rohingya-crisis-un-warns-80000-children-wasting-from-hunger-in-myanmar\" >reported on<\/a> at the time, was <a target=\"_blank\" href=\"http:\/\/vam.wfp.org\/CountryPage_assessments.aspx?iso3=mmr\" >replaced with a statement<\/a> saying Myanmar and WFP were \u201ccollaborating on a revised version\u201d.<\/p>\n<p>That process would involve \u201crepresentatives from various ministries, and will respond to the need for a common approach\u201d that was in line with \u201cWFP\u2019s future cooperation with the government\u201d.<\/p>\n<p>The report should not be cited in any way, the statement added.<\/p>\n<p>However, WFP\u2019s executive director David Beasley said in an emailed statement to the Guardian later on Tuesday that the agency would republish the report.<\/p>\n<p>\u201cThe assessment should not have been removed and I have directed that it be republished immediately in its original form,\u201d Beasley said. \u201cPut simply, the World Food Programme stands firmly behind the findings of the report.\u201d<\/p>\n<p>He said that the level of food needs in Rakhine state had likely since changed for the worse and called for authorities to allow free and unhindered access to aid deliveries.<\/p>\n<p>The revelation that the report was spiked will add to a series of recent criticisms that UN did not push the government hard enough for the rights of 1.1 million Rohingya in <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/myanmar\" >Myanmar<\/a> or sound the alarm on their spiralling oppression.<\/p>\n<p>The issue exploded on 25 August when Rohingya insurgents attacked security forces, who responded with a severe counteroffensive. More than half a million Rohingya have since fled to neighbouring Bangladesh, many alleging the army conducted <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/sep\/07\/massacre-at-tula-toli-rohingya-villagers-recall-horror-of-myanmar-army-attack\" >mass killings <\/a>and rapes, claims the government denies.<\/p>\n<p>The UN\u2019s most senior official in the country will leave at the end of the month amid allegations she <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/global-development\/2017\/oct\/05\/rohingya-crisis-un-suppressed-report-predicting-its-shortcomings-in-myanmar\" >suppressed another report<\/a>, a damning consultation of the UN\u2019s strategy, and also <a target=\"_blank\" href=\"http:\/\/www.bbc.co.uk\/news\/world-asia-41420973\" >attempted to shut down<\/a> public advocacy on Rohingya suffering. She leaves in the middle of the current crisis, the worst in decades, while a replacement has not been publicly announced.<\/p>\n<p>Asked why the July study on Rakhine state was removed, WFP said <strong>earlier that<\/strong> it was withdrawn from the website \u201cfollowing a request by the government to conduct a joint review\u201d.<\/p>\n<p><iframe loading=\"lazy\" style=\"width: 95%; height: 350px; border: none;\" src=\"https:\/\/www.scribd.com\/embeds\/361791984\/content?start_page=1&amp;view_mode=scroll&amp;access_key=key-CPghRZhRaFAAeLBdZ9UW&amp;show_recommendations=false\" width=\"500\" height=\"350\"><\/iframe><\/p>\n<p>The August violence, however, halted the joint review, it said.A consultant who has worked with the UN\u2019s Myanmar office including WFP said the agency\u2019s in-country team were already extremely nervous about the report getting too much attention.<\/p>\n<p>The assessment indicated that controversial <a target=\"_blank\" href=\"https:\/\/frontiermyanmar.net\/en\/un-agency-cuts-food-aid-to-rakhine-idp-camps\" >WFP food aid cuts<\/a> to internally displaced Rohingya over the previous two years had left people in dire need, said the consultant, who asked to remain anonymous in order to speak freely.<\/p>\n<p>\u201cThat was the discussion that was going on behind the scenes and at a senior level,\u201d the source said. \u201cThey knew it was potentially damaging. It was all to do with the fact that internally, there was a belief that the decision made to stop feeding some of the [internally displaced people] was actually causing people serious harm, in terms of food security, hunger and even starvation.<\/p>\n<p>\u201cThere was a real sense that they had things to hide in their work in Myanmar. Things had not been going to plan there,\u201d the source added.<\/p>\n<p>The WFP country office had also been prioritising its relationship with the government above humanitarian needs, the source added, in an attempt to attract millions in donor funding by showing it had government-approved access to work in other parts of the country.<\/p>\n<p>\u201cIt\u2019s a funny thing in the UN. It\u2019s all about how much money you can raise,\u201d the source said. But the access came at the expense of Myanmar\u2019s most hated minority, the Rohingya, a toxic topic to raise with the government, leading to it being side-lined.<\/p>\n<p>Meanwhile, WFP knew the \u201cgovernment wouldn\u2019t have been happy\u201d, the source said, about the report, which found that in one district, Maungdaw, one-third of all homes were experiencing extreme food deprivation.<\/p>\n<p>The report called for further humanitarian assistance for more than 225,000 people, a move the government, which has since <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/sep\/04\/myanmar-blocks-all-un-aid-to-civilians-at-heart-of-rohingya-crisis\" >blocked aid<\/a> to Rakhine, would not want.<\/p>\n<p>And alarmingly, the assessment pointed to widespread accounts of security forces preventing Rohingya from reach markets and their crops.<\/p>\n<p>\u201cRestriction of movement was one of the main constraints for the population for accessing food,\u201d it said. \u201cResidents still did not have full access to the forest, agricultural land and fishing grounds due to continuous military presence.\u201d<\/p>\n<p>The Guardian has contacted the Myanmar government for comment.<\/p>\n<p>WFP did not respond directly to questions about whether food aid cuts had left vulnerable people in need or whether it the agency had prioritised good relations with the government over the immediate humanitarian needs of the Rohingya.<\/p>\n<p>\u201cWFP\u2019s purpose in Myanmar is and always has been to address the food and nutrition needs of vulnerable people,\u201d it said.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/oct\/17\/un-report-on-rohingya-hunger-is-shelved-at-myanmars-request\" >Go to Original \u2013 theguardian.com<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>17 Oct 2017 &#8211; The United Nations food aid agency withdrew a critical report revealing desperate hunger among the persecuted Rohingya population after the Myanmar government demanded it be taken down, the Guardian has learned.
