These \u201csecurity\/welfare checks\u201d cause ongoing sleep deprivation. The United Nations and many sleep and mental health experts have long defined <u><a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/law\/2014\/nov\/28\/un-condemns-sleep-deprivation-among-us-detainees\" >sleep deprivation<\/a><\/u> as a form of torture, and sleep deprivation often is used as a torture technique for prisoners of war. So California tortures its prisoners to prevent them from killing themselves.<\/p>\n<p>Dr. Jamie Zeitzer, Ph.D., an expert in sleep and circadian rhythms, <u><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.files.wordpress.com\/2016\/02\/dr-zeitzer-report.pdf\" >concluded in a 2015 report<\/a><\/u>:<\/p>\n<blockquote><p><em>\u201cThe current practice of 30 minute \u2026 checks of inmates housed in the [Security Housing Units] is likely a cause of severe sleep disruption \u2026 The mandated purpose of these \u2026 checks (i.e. suicide prevention) is, in fact, likely to have the opposite effect and inadvertently increase suicidality in these individuals \u2026 <\/em>There have been no direct studies of intentionally waking an individual every thirty minutes every night for days, weeks, or months, as doing so would be considered highly unethical in a research environment.\u201d<\/p><\/blockquote>\n<p>Yet this is the reality for people housed in California\u2019s Security Housing Units (SHUs), Administrative Segregation Units (Ad-Segs\/ASUs), Condemned Units (death row) and Psychiatric Services Units (PSUs). In these solitary confinement cells, prisoners are kept alone 24 hours a day with no direct contact with other people \u2014 except guards. <u><a target=\"_blank\" href=\"https:\/\/ccrjustice.org\/sites\/default\/files\/attach\/2016\/12\/Medical_and_Other_Scientific_and_Health-Related_Professionals_Amicus.pdf\" >Known effects of such isolation<\/a> <\/u>include suicidal thoughts and behavior, yet the California Department of Corrections and Rehabilitation (CDCR) fails to provide adequate, if any, <u><a target=\"_blank\" href=\"http:\/\/scholarship.law.edu\/cgi\/viewcontent.cgi?article=1106&amp;context=jchlp\" >mental<\/a><\/u> or <u><a target=\"_blank\" href=\"https:\/\/ww2.kqed.org\/stateofhealth\/2016\/02\/22\/chowchilla-another-california-prison-fails-health-review\/\" >physical health<\/a><\/u> services. Instead, it keeps people locked up in brutally oppressive conditions, and jars them awake every 30 minutes, purportedly to see if they\u2019ve committed suicide.<\/p>\n<div id=\"attachment_105450\" style=\"width: 310px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/2-sleep-dep-ca-prisons-poster.png\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-105450\" class=\"wp-image-105450\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/2-sleep-dep-ca-prisons-poster.png\" alt=\"\" width=\"300\" height=\"388\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/2-sleep-dep-ca-prisons-poster.png 398w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/2-sleep-dep-ca-prisons-poster-232x300.png 232w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-105450\" class=\"wp-caption-text\">artwork by R.T. 2016<\/p><\/div>\n<p><u><a target=\"_blank\" href=\"http:\/\/www.rollingstone.com\/politics\/news\/searching-for-the-truth-about-californias-prison-hunger-strike-20130813\" >CDCR does not even acknowledge<\/a><\/u> that <u><a target=\"_blank\" href=\"http:\/\/www.pbs.org\/wgbh\/frontline\/article\/craig-haney-solitary-confinement-is-a-tried-and-true-torture-device\/\" >prolonged isolation is torture<\/a><\/u> and psychologically harmful. They use the \u201cchecks\u201d as a blanket practice, whether or not prisoners are suicidal and despite the fact that sleep deprivation increases the risk of suicide. In CCWF death row, where the checks began in May 2014, there has <u><a target=\"_blank\" href=\"http:\/\/womenprisoners.org\/wp\/wp-content\/uploads\/2016\/02\/Fire-Inside-53.pdf\" >not been a suicide since 1991<\/a><\/u> [pg 6 in link]; in Pelican Bay SHU where the checks began in August 2015, there has been one suicide in 13 years. Prisoners point out these histories as they question the purpose of the \u201cchecks.\u201d These \u201cchecks\u201d only exacerbate<u> <a target=\"_blank\" href=\"http:\/\/sfbayview.com\/2013\/09\/testimony-of-everett-d-allen-m-d-former-chief-physician-and-surgeon-at-pelican-bay-state-prison-to-us-senate-judiciary-hearing\/\" >CDCR\u2019s abuse of prisoners<\/a><\/u> and historic refusal to compassionately treat prisoners dealing with serious mental health issues, including suicide.<\/p>\n<p>\u201cCO\u2019s can save lives by talking to potentially suicidal inmates\u2026\u201d<a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/2018\/01\/10\/policy-of-the-cruel-and-absurd-sleep-deprivation-in-californias-prisons\/#sdfootnote1sym\" ><sup>1<\/sup><\/a> Good interpersonal communication skills by guards are consistently recommended to prevent suicides in prison, but such skills are rare in CA prisons. Admitting suicidal feelings to prison staff will, ironically, subject prisoners to the brutality of \u201csuicide watch.\u201d Prisoners report that guards use the \u201csecurity\/welfare checks\u201d to be as loud and disturbing as possible.<\/p>\n<p>Paradoxically, these so-called \u201csecurity\/welfare checks\u201d come as the result of a settlement, theoretically a <em>victory <\/em>to improve the conditions of prisoners, in a federal class-action lawsuit, <em>Coleman v.<\/em><em> Governor of CA. <\/em>The <em>Coleman<\/em> court determined that California prison officials did <u><a target=\"_blank\" href=\"http:\/\/solitarywatch.com\/2013\/04\/08\/systemic-failures-persist-in-california-prison-mental-health-care-judge-rules\/\" >not provide adequate mental health care<\/a><\/u>, thus violating prisoners\u2019 Eighth Amendment protection from cruel and unusual punishment.<\/p>\n<p>The judge appointed <u><a target=\"_blank\" href=\"http:\/\/www.pldolaw.com\/Attorney-Profiles\/Matthew-A-Lopes-Jr.shtml\" >Matthew Lopes as Special Master<\/a><\/u> to oversee CDCR\u2019s implementation of <em>Coleman <\/em>reforms for 35,000 prisoners with serious mental illness, and Lopes brought in \u201csuicide expert\u201d Lindsay Hayes as a consultant. Just prior to becoming the \u201csuicide expert\u201d under the <em>Coleman<\/em> Special Master, Hayes worked as <a target=\"_blank\" href=\"https:\/\/www.prisonlegalnews.org\/news\/2013\/apr\/15\/cdcr-tried-to-conceal-report-on-prisoner-suicides\/\" >a consultant for the <em>defendant<\/em><\/a> \u2014 the California Department of Corrections and Rehabilitation itself. Hayes endorses the 30-minute checks.<\/p>\n<p>Even as <a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/2016\/10\/17\/securitywelfare-checks-updates-continued-call-for-letters-oct-2016\/\" >he receives letters from prisoners suffering<\/a> from the checks and those who support the prisoners from the outside, he has not responded, or, to our knowledge, recommended a change.<\/p>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-logo.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-105451\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-logo.jpg\" alt=\"\" width=\"600\" height=\"74\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-logo.jpg 845w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-logo-300x37.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-logo-768x95.jpg 768w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><br \/>\nThe California State Auditor recently released a report on suicides in CA prisons commissioned by the Joint Audit Committee of the CA legislature (<u><a target=\"_blank\" href=\"http:\/\/tinyurl.com\/yca9tvf5\" >http:\/\/tinyurl.com\/yca9tvf5<\/a><\/u>.) While the report concludes that \u201cIt [CDCR] Must Increase Its Efforts to Prevent and Respond to Inmate Suicides,\u201d it does not address prison conditions \u2013 like brutal and racist guards and administration, solitary confinement, and the horrific \u201csuicide watch,\u201d when prisoners considered suicidal are \u201callowed only a no-tear smock or gown, a safety mattress, and a no-tear blanket. All furniture is removed, [and] staff must provide continuous, direct visual observation as well as nursing checks every 15 minutes,\u201d instead of any kind of humane and compassionate care.<\/p>\n<p>A representative from the Auditor\u2019s office had contacted our committee for input. We provided written descriptions of the \u201csecurity\/welfare checks\u201d, documentation from prisoners in 13 prisons describing the checks as torture and explaining the harm to their mental and physical health, and material opposing the checks from 3 sleep experts and the American Public Health Association. Nevertheless, the audit completely ignored the input of our committee and all \u201cadvocacy groups,\u201d and apparently the auditor did not seek any input at all from prisoners. The report has little mention of the \u201csecurity\/welfare checks,\u201d except to say 2 of the 4 prisons the Auditor examined \u201cdid not conduct these checks as required.\u201d The report refers frequently, however, to the \u201csuicide expert,\u201d and calls for his recommendations to be implemented, clearly indicating support for the \u201csecurity\/welfare checks\u201d.<\/p>\n<p>Other experts, however, have <u><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/2016\/02\/12\/sleep-expert-reports-about-30-minute-welfare-checks\/\" >recommended the checks be halted<\/a><\/u>:<\/p>\n<blockquote><p><em>\u201cRepeated intrusions, especially to nightly sleep, lead to a variety of negative physical, cognitive and emotional consequences, adding to the already well-documented harms of solitary confinement.\u2026 There are other strategies for suicide prevention that can be pursued in prison contexts that do not result in the suffering caused by th[is] approach \u2026\u201d \u2014 Jail and Prison Health Committee, <u><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/sleep-deprivation-in-ca-solitary\/open-letter-from-the-jail-and-prison-health-committee-of-the-american-public-health-association-opposing-the-30-minute-checkschecks\/\" >American Public Health Association<\/a><\/u><\/em><\/p>\n<p><em>\u201cThis level of [interrupted] sleep has been shown to have profound effects on cognitive performance, memory, mood, immune function, pain sensitivity, metabolism, and other parameters.\u2026 Importantly these effects accumulate across time. Thus as these checks are done nightly their negative effects will become greater across time \u2026 There is much research on disturbed sleep in Intensive Care Units in hospitals. Checking on patients for their safety has resulted in many ill effects. Today there are many initiatives to overcome the negative effects of this safety monitoring.\u201d \u2014 <u><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.files.wordpress.com\/2016\/02\/dr-roth-statement.pdf\" >Dr. Thomas Roth<\/a><\/u>, PhD Chief, Sleep Disorders and Research Center, Henry Ford Hospital<\/em><\/p>\n<p><em>\u201cA recent series of studies in Veterans has further pointed to the strong connection between suicidality and sleep, so much so that treatment of sleep problems in Veterans is considered part of the first line of treatment in reducing the risk of suicides.\u201d \u2014 Dr. Jamie Zeitzer, PhD. Stanford University and the VA Palo Alto Health Care System<\/em><\/p><\/blockquote>\n<p>The \u201csecurity\/welfare checks\u201d involve a system called Guard One, where an officer hits a metal pipe into a metal receiving hole in or next to the cell door to electronically register that a \u201ccheck\u201d has been done. Most guards rush through the checks, loudly banging the pipe once or twice at each cell. The unrelenting sound of the Guard One \u201cmetal on metal\u201d strikes, the reverberating \u201cbooms\u201d of steel unit doors opening and slamming shut, the noise from guards stomping through pods and up and down stairs, rattling their keys and chains, sometimes talking loudly to each other, and shining flashlights in prisoners\u2019 faces at all hours create nightmarish conditions for the people in prisons who are forced to endure these \u201cchecks.\u201d At the same time, prisoners report that the guards ignore their cries or requests for help with problems they are having, and may not even look inside the cell at all.<\/p>\n<div id=\"attachment_105452\" style=\"width: 410px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-demo-california.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-105452\" class=\"wp-image-105452\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-demo-california.jpg\" alt=\"\" width=\"400\" height=\"369\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-demo-california.jpg 562w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/01\/sleep-deprivation-torture-demo-california-300x277.jpg 300w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><p id=\"caption-attachment-105452\" class=\"wp-caption-text\">Sacramento, CA in front of California Department of Corrections and Rehabilitation (CDCR) headquarters. These \u201cchecks\u201d are inhumane, serve no welfare or security purpose, and cause serious mental and physical harm. On May 25, 2017, people in Old Folsom State Prison ASU went on <u><a target=\"_blank\" href=\"http:\/\/sfbayview.com\/2017\/05\/folsom-hunger-strike-begins-today-may-25-your-support-is-needed\/\" >hunger strike<\/a><\/u>, with one of their <u><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/2017\/05\/28\/hunger-strikers-demands-and-grievances-at-folsom-prison\/\" >demands<\/a><\/u>\u2013 end the cruelty, noise and sleep deprivation of the welfare checks.<\/p>\n<p>The Committee to End Sleep Deprivation of the Prisoner Hunger Strike Solidarity Coalition formed in late 2015 to end these so-called \u201csecurity\/welfare checks,\u201d as we received prisoners\u2019 complaints of relentless and traumatizing noise and intrusion every 20-30 minutes.<\/p>\n<p>We\u2019ve initiated campaigns <u><a target=\"_blank\" href=\"http:\/\/kiem-tv.com\/video\/alleged-sleep-deprivation-pelican-bay-state-prison\" >protesting the checks<\/a><\/u> and calling for them to end. We have called and <u><a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=zjWF3OtGSkQ&amp;list=FLwc_6lm6fa2cwdYpROk81Vg\" >demonstrated against prison officials<\/a><\/u>, and called and sent petitions to Gov. Jerry Brown and the Public Safety Committees of the California Assembly and Senate. There has been a<u> <a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/2016\/10\/17\/securitywelfare-checks-updates-continued-call-for-letters-oct-2016\/\" >letter<\/a><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/2016\/10\/17\/securitywelfare-checks-updates-continued-call-for-letters-oct-2016\/\" >\u2013<\/a><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.wordpress.com\/2016\/10\/17\/securitywelfare-checks-updates-continued-call-for-letters-oct-2016\/\" >writing campaign<\/a> <\/u>to Hayes and Lopes from people inside and outside California prisons. We have provided information and documentation to the <u><a target=\"_blank\" href=\"https:\/\/www.prisonactivist.org\/resources\/federal-receiver-j-clark-kelso\" >Federal Receiver<\/a>,<\/u> regarding the extreme <u><a target=\"_blank\" href=\"http:\/\/healthysleep.med.harvard.edu\/healthy\/matters\/consequences\/sleep-and-disease-risk\" >physical<\/a><a target=\"_blank\" href=\"http:\/\/healthysleep.med.harvard.edu\/healthy\/matters\/consequences\/sleep-and-disease-risk\" > health damage and dangers<\/a><\/u> from the sleep deprivation. Also, we are supporting a person incarcerated at Pelican Bay who has filed a <u><a target=\"_blank\" href=\"https:\/\/prisonerhungerstrikesolidarity.files.wordpress.com\/2015\/09\/2ndamendedcomplaint_rico.pdf\" >civil rights suit<\/a> <\/u>to stop the \u201cchecks.\u201d<\/p>\n<p>****<\/p>\n<p><em>Please help end this practice.
