{"id":113065,"date":"2018-06-20T12:00:58","date_gmt":"2018-06-20T11:00:58","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=113065"},"modified":"2018-06-19T17:28:54","modified_gmt":"2018-06-19T16:28:54","slug":"un-general-assembly-adopts-text-urging-greater-protection-for-palestinians-and-deploring-israels-excessive-use-of-force","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2018\/06\/un-general-assembly-adopts-text-urging-greater-protection-for-palestinians-and-deploring-israels-excessive-use-of-force\/","title":{"rendered":"UN General Assembly Adopts Text Urging Greater Protection for Palestinians and Deploring Israel\u2019s \u2018Excessive\u2019 Use of Force"},"content":{"rendered":"<blockquote><p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/04\/un-news-logo-e1524746883441.png\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-109474\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/04\/un-news-logo-150x150.png\" alt=\"\" width=\"150\" height=\"150\" \/><\/a>13 Jun 2018 &#8211;<em> In an emergency meeting today the UNGA adopted an Arab-sponsored resolution calling for greater protection for Palestinians and deploring any use of \u201cexcessive, disproportionate and indiscriminate\u201d force by the Israeli military against Palestinian civilians, particularly in Gaza.<\/em><\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<p>The emergency session of the 193-member Assembly, came about following weeks of violence along the border of the Gaza Strip \u2013 the Palestinian enclave blockaded by Israel \u2013 where hundreds of thousands of Palestinians participated in \u201cthe Great March of Return\u201d protests, beginning at the end of March.<\/p>\n<p>More than 120 Palestinian civilians were reportedly killed by Israeli forces while participating in the protests against Israel\u2019s years-long blockade.<\/p>\n<p>The resolution was adopted by a vote of 120 in favour, 8 against, with 45 abstentions.<\/p>\n<p>A US amendment which condemned the role played in Gaza by the Hamas extremist group, which controls the enclave, was voted on first.<\/p>\n<p>After several rounds of procedural voting, and delays over tallying votes,\u00a0the US text\u00a0secured the support of 62 countries, with 58 against; coming up short of the two-thirds majority support needed.<\/p>\n<p>Assembly President Miroslav Laj\u010d\u00e1k convened the meeting, following a formal request from Algeria and Turkey, in their respective capacities as Chair of the Arab Group and Chair of the Summit of the Organization of Islamic Cooperation.<\/p>\n<p>Unlike a resolution on Palestinian civilian protection that was vetoed by the US in the UN Security Council on 1 June, Wednesday\u2019s identical resolution in the Assembly was not subject to the same rules as exist in the Council.<\/p>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/09\/un-leaders-quotes-islamicstate.si-69th-unga-sep-2014.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-47955\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/09\/un-leaders-quotes-islamicstate.si-69th-unga-sep-2014.jpg\" alt=\"\" width=\"500\" height=\"281\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/09\/un-leaders-quotes-islamicstate.si-69th-unga-sep-2014.jpg 690w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/09\/un-leaders-quotes-islamicstate.si-69th-unga-sep-2014-300x168.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p>Ambassador Nikki R. Haley of the United States addresses General Assembly on the &#8220;Illegal Israeli actions in Occupied East Jerusalem and the rest of the Occupied Palestinian Territory&#8221;.<\/p>\n<p>Introducing the amendment before voting, the US Ambassador to the UN, Nikki Haley, said that \u201cthe nature of this resolution clearly demonstrates that politics is driving the day.\u201d<\/p>\n<p>\u201cIt is totally one-sided. It makes not one mention of Hamas, who routinely initiates violence in Gaza. Such one-sided resolutions at the UN do nothing to advance peace between Israel and the Palestinians,\u201d she said.<\/p>\n<p>Also prior to voting, the Permanent Observer of the State of Palestine to the UN, Riyad Mansour, said that \u201cour decision to approach to the Assembly was prompted by the Security Council\u2019s failure to act due to the veto cast on 1 June by a permanent member.\u201d<\/p>\n<p>\u201cWe therefore firmly reject the bad-faith attempt to insert an amendment that would radically unbalance the text and shift the Assembly&#8217;s focus away from the core objective of protecting civilians and upholding international law,\u201d he said.<\/p>\n<p>The text adopted \u201cdeplores the use of any excessive, disproportionate and indiscriminate force by the Israeli forces against Palestinian civilians in the Occupied Palestinian Territory, including East Jerusalem, and particularly in the Gaza Strip, including the use of live ammunition against civilian protesters, including children, as well as medical personnel and journalists, and expresses its grave concern at the loss of innocent lives.\u201d<\/p>\n<p>It also \u201cdemands that Israel, the occupying Power, refrain from such actions and fully abide by its legal obligations and responsibilities\u201d under the fourth Geneva Convention on protecting civilians in times of war.<\/p>\n<p>It also requests that the Secretary-General, within 60 days, present his \u201cproposals on ways and means for ensuring the safety, protection and well-being of the Palestinian civilian population under Israeli occupation, including \u201crecommendations regarding an international protection mechanism.\u201d<\/p>\n<p>The text also \u201cdeplores the firing of rockets from the Gaza Strip against Israeli civilian areas,\u201d but does not single out Hamas as being responsible for such launches.<\/p>\n<p>The US amendment sought to add to the Arab-sponsored text, a paragraph, by which the Assembly would \u201ccondemn Hamas for repeatedly firing rockets into Israel and for inciting violence along the boundary fence, thereby putting civilians at risk.\u201d<\/p>\n<p>It would have also demanded that \u201cHamas cease all violent activity and provocative actions,\u201d and condemned the use of resources in Gaza to construct military infrastructure, including tunnels to infiltrate Israel and equipment to launch rockets into civilian areas, saying that such funds should be used to address the critical needs of the civilian population.<\/p>\n<p>Briefing journalists earlier in the day, Spokesperson for the President of the General Assembly, Brenden Varma, said that if the resolution passed, it would represent an \u201cimportant expression of political will\u201d and an \u201cimportant recommendation by the General Assembly.\u201d However, it would not be binding in the same way as a Security Council resolution.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/news.un.org\/en\/story\/2018\/06\/1012162\" >Go to Original \u2013 news.un.org<\/a><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #ff0000;\"><strong><em>Join the<\/em><\/strong><strong><em> BDS-BOYCOTT, DIVESTMENT, SANCTIONS <\/em><\/strong><strong><em>campaign<\/em><\/strong> <\/span>to protest the Israeli barbaric siege of Gaza, illegal occupation of the Palestine nation\u2019s territory, the apartheid wall, its inhuman and degrading treatment of the Palestinian people, and the more than 7,000 Palestinian men, women, elderly and children arbitrarily locked up in Israeli prisons.<\/p>\n<p><span style=\"color: #ff0000;\"><strong>DON&#8217;T BUY<\/strong> <strong>PRODUCTS WHOSE<\/strong> <strong>BARCODE<\/strong><strong> STARTS WITH<\/strong> <strong>729<\/strong>, which indicates that it is produced in Israel.\u00a0\u00a0\u00a0 <strong>DO YOUR PART!
