Have Prof. Johan Galtung and Editor Antonio C S Rosa decided to move from Alicante and Porto, respectively, to Delhi? Antonio had visited Delhi last year. Was it to scout for some alternate venue?<\/p>\n<p>No, this is not true. But what is true is the fact that there is a <em>TMS<\/em> plus and a <em>TMS<\/em> minus in Delhi.<\/p>\n<p>Both these are printed on the public buses that ply in Delhi. <em>TMS<\/em> stands for <em>Teevra Mudrika Seva, <\/em>which means <em>Fast Circular Service<\/em>.
