{"id":116864,"date":"2018-08-20T12:00:31","date_gmt":"2018-08-20T11:00:31","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=116864"},"modified":"2018-08-19T12:34:02","modified_gmt":"2018-08-19T11:34:02","slug":"india-is-introducing-free-health-care-for-500-million-people","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2018\/08\/india-is-introducing-free-health-care-for-500-million-people\/","title":{"rendered":"India Is Introducing Free Health Care\u2014for 500 Million People"},"content":{"rendered":"<p><em>16 Aug 2018 &#8211; <\/em>The Indian government will pay for health care for around 500 million of its poorest citizens, with Prime Minister <a target=\"_blank\" href=\"http:\/\/www.newsweek.com\/topic\/narendra-modi\" >Narendra Modi<\/a> declaring that the country can reach its potential only with a healthy population.<\/p>\n<p>During a speech to mark the country\u2019s independence day on 15 Aug, Modi said, \u201cIt is essential to ensure that we free the poor of <a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/topic\/india\" >India<\/a> from the clutches of poverty due to which they cannot afford health care,\u201d <a target=\"_blank\" href=\"https:\/\/timesofindia.indiatimes.com\/india\/ayushman-bharat-will-be-launched-on-sept-25-pm-modi-in-i-day-speech\/articleshow\/65408790.cms\" ><em>The Times of India<\/em><\/a> reported.<\/p>\n<p>The National Health Protection Mission\u2014also known as \u201cModicare\u201d\u2014will give impoverished families health insurance coverage of up to $7,100 every year. The system is strained to the point of collapse, with hospitals struggling to secure enough beds and staff to care for the sick. The lack of access for rural communities\u2014where\u00a0<a target=\"_blank\" href=\"https:\/\/data.worldbank.org\/indicator\/SP.RUR.TOTL.ZS\" >66 percent<\/a> of Indians live\u2014forces people to travel many hours to reach urban facilities if they want treatment. This means the private medical sector cares for the <a target=\"_blank\" href=\"https:\/\/international.commonwealthfund.org\/countries\/india\/\" >majority of India&#8217;s patients<\/a>\u00a0and charges them accordingly.<\/p>\n<p>When the project was announced in February, then-Finance Minister <a target=\"_blank\" href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-india-42899402\" >Arun Jaitley<\/a> declared it the \u201cworld\u2019s biggest government-funded health care program.\u201d According to the mission\u2019s chief executive officer, <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2018\/08\/14\/india-is-rolling-out-healthcare-plan-half-billion-people-are-there-enough-doctors\/?utm_term=.3ee192e5a658\" >Indu Bhushan<\/a>, \u201cThis is going to be a game changer.\u201d<\/p>\n<p>Medical costs are one of the primary causes of poverty in India. Around\u00a0<a target=\"_blank\" href=\"https:\/\/www.cddep.org\/blog\/posts\/63_million_indians_are_pushed_poverty_health_expenses_each_year-and_drugs_are_chief_cause\/\" >63 million<\/a> Indians fall into poverty each year because of health care bills, and 70 percent of all charges are paid directly by patients.<\/p>\n<p>As India looks to become an economic superpower rivaling the U.S. and China, crippling health care costs and preventable illnesses and deaths are significant problems. Average <a target=\"_blank\" href=\"https:\/\/data.worldbank.org\/indicator\/SP.DYN.LE00.IN\" >life expectancy<\/a> in India is 69, significantly below China, at 76, and the U.S., at 79. REUTERS\/Ajay Verma<\/p><\/div>\n<p>Rather than invest in\u00a0the public system, Modi\u2019s government has decided to pay for private hospitals to pick up more of the slack. The private health care industry is booming, drawing staff away from already chronically under-resourced hospitals. The country has promoted itself as a health care tourism destination, and the value of the private medical sector is expected to triple to <a target=\"_blank\" href=\"https:\/\/www.ibef.org\/industry\/healthcare-india.aspx\" >$133 billion<\/a> by 2020. But the network is still not large enough to take on responsibility for half of the country\u2019s population.<\/p>\n<p>Doctors are in short supply, with just one for every 1,315 Indians, <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2018\/08\/14\/india-is-rolling-out-healthcare-plan-half-billion-people-are-there-enough-doctors\/?utm_term=.3ee192e5a658\" ><em>The Washington Post<\/em><\/a> reported. Modicare will put huge pressure on India\u2019s private hospitals, and Bhushan said that he expects 5 million more operations and that facilities\u00a0will need to find 35 million more hospital beds. Asked how hospitals would deal with the influx, he simply said,\u00a0\u201cThe market will do that.\u201d<\/p>\n<p>In February, he\u00a0said, 8,000 hospitals had signed up for Modicare and agreed to set costs for certain procedures. He also suggested the expansion of the patient pool would encourage investors to build more medical centers to meet demand.<\/p>\n<p>India\u00a0spends only around 4 percent of its gross domestic product on health care, of which only just over 1\u00a0percent is provided by the government, according to <a target=\"_blank\" href=\"https:\/\/data.worldbank.org\/indicator\/SH.XPD.CHEX.GD.ZS?locations=IN-US\" >World Bank<\/a> figures. This is far below economically advanced nations, including the U.S., which spends 17 percent, although this is\u00a0arguably <a target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2018\/03\/13\/us-health-care-spending-is-twice-the-rate-of-other-high-income-nations.html\" >far higher<\/a> than it should be.<\/p>\n<p>Modicare will cost around $1.7 billion each year, according to <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-india-health\/indias-modicare-to-cost-about-1-7-billion-a-year-sources-idUSKBN1FM0QD\" >Reuters<\/a>.
