Photograph: Philimon Bulawayo\/Reuters<\/p><\/div>\n<p><em>21 May 2019 &#8211; <\/em>Zimbabwe, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/botswana\" >Botswana<\/a> and Namibia are making a fresh appeal for a global watchdog to lift restrictive measures on the trade in raw ivory.<\/p>\n<p>The watchdog, <a target=\"_blank\" href=\"https:\/\/www.cites.org\/\" >Cites<\/a>, prohibits unregulated commercial trade in endangered species around the world.<\/p>\n<p>The three southern African countries, home to 61% of the continent\u2019s elephants, will make their application for the change at the next Cites conference, in Colombo, Sri Lanka. Their last appeal for a lifting of the measures, at the 2016 Cites conference in South <a target=\"_blank\" href=\"https:\/\/viewer.gutools.co.uk\/world\/africa\" >Africa<\/a>, was rejected.<\/p>\n<p>According to Zimbabwe\u2019s ministry of information, it is almost 13 years since the country\u2019s last commercial sale of ivory. \u201cOur ivory stockpile is worth over $300m [\u00a3235m], which we can\u2019t sell because countries without elephants are telling those with them what to do with their animals,\u201d Nick Mangwana, the ministry\u2019s permanent secretary, said.<\/p>\n<p>There is a growing outcry over the ban, and moves to lift it could earn <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/zimbabwe\" >Zimbabwe<\/a> much-needed funds for conservation.<\/p>\n<p>Zimbabwe will also make a separate appeal at the conference for permission to sell some of its elephants, as conflict between people and wildlife escalates.<\/p>\n<p>The country has a booming elephant population, which is increasingly coming into contact with people. About<a target=\"_blank\" href=\"https:\/\/www.thesouthafrican.com\/news\/zimbabwe-sells-elephants-china-dubai-details\/\" > 200 people have died<\/a> from elephant attacks in the past five years.<\/p>\n<p>An estimated 40% of the cases involved elephants encroaching on human habitats <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2017\/jan\/11\/water-relief-for-8000-thirsty-elephants-neglected-zimbabwe\" >in search of water<\/a>. This year alone four people were <a target=\"_blank\" href=\"https:\/\/www.myzimbabwe.co.zw\/news\/40768-tragedy-teacher-crushed-to-death-trying-to-get-close-up-picture-of-elephants.html\" >trampled<\/a>, according to the <a target=\"_blank\" href=\"https:\/\/zimparks.org\/\" >Zimbabwe Parks and Wildlife Management Authority<\/a> (Zimparks).<\/p>\n<p>Zimbabwe has 85,000 elephants but the country\u2019s national parks and conservation areas can only cope with 55,000.<\/p>\n<div id=\"attachment_134116\" style=\"width: 560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/05\/elefantes-elephants-africa-ivory-marfim2.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-134116\" class=\"wp-image-134116\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/05\/elefantes-elephants-africa-ivory-marfim2.jpg\" alt=\"\" width=\"550\" height=\"365\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/05\/elefantes-elephants-africa-ivory-marfim2.jpg 620w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/05\/elefantes-elephants-africa-ivory-marfim2-300x199.jpg 300w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><\/a><p id=\"caption-attachment-134116\" class=\"wp-caption-text\">Local children chase after a tractor carrying a dead elephant to their village.<br \/>Photograph: Gemma Catlin\/Rex Features<\/p><\/div>\n<p>Villages in low-lying areas near major game parks such as Hwange and Gonarezhou have complained of incursions by straying wildlife.<\/p>\n<p>\u201cPeople are dying. Four people have died this year already when they were attacked by elephants,\u201d a Zimparks spokesperson, Tinashe Farawo, said. \u201cWe are saying \u2013 listen to us, people are dying and livelihoods are being lost. We can\u2019t just sit and see people die. It is a big threat.\u201d<\/p>\n<p>Zimparks said farmers living near conservation areas have lost more than 7,000 hectares (17,300 acres) of crops to straying elephants.<\/p>\n<p>A growing human population, meanwhile, has led to people encroaching on game parks, forests and other ecosystems in search of land.<\/p>\n<p>The Zimbabwe government is developing a policy to limit conflict between humans and wildlife as it moves to ease friction over resources. It also wants to see the Cites ruling relaxed so it can sell more animals. Between 2012 and 2018, Zimbabwe sold 98 elephants, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/jan\/05\/zimbabwe-sells-elephants-china-economy\" >mainly to China<\/a>.<\/p>\n<p>Farawo said El Ni\u00f1o-induced drought was threatening wildlife as water bodies became depleted. \u201cWe are facing drought. How are we going to take care of these elephants?
