{"id":135940,"date":"2019-06-24T12:00:05","date_gmt":"2019-06-24T11:00:05","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=135940"},"modified":"2019-07-01T11:37:07","modified_gmt":"2019-07-01T10:37:07","slug":"record-displacement-shows-were-almost-unable-to-make-peace-warns-un-refugee-agency-chief","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2019\/06\/record-displacement-shows-were-almost-unable-to-make-peace-warns-un-refugee-agency-chief\/","title":{"rendered":"Record Displacement Shows \u2018We&#8217;re Almost Unable to Make Peace\u2019, Warns UN Refugee Agency Chief"},"content":{"rendered":"<blockquote><p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/01\/unhcr-logo.jpeg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-86046\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/01\/unhcr-logo-150x150.jpeg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a><\/p><\/blockquote>\n<p>19 Jun 2019 &#8211; <em>A record 70.8 million people fled war, persecution and conflict in 2018, UN refugee agency chief\u00a0<a target=\"_blank\" href=\"https:\/\/www.unhcr.org\/en-us\/the-high-commissioner.html\" >Filippo Grandi<\/a>\u00a0said today, appealing\u00a0for greater international solidarity to counter the fact that \u201cwe have become almost unable to make peace\u201d.\u00a0<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Unveiling\u00a0<a target=\"_blank\" href=\"https:\/\/www.unhcr.org\/global-trends-2018-media.html?utm_source=&amp;utm_medium=email&amp;utm_content=page&amp;utm_campaign=\" >new data<\/a>\u00a0indicating that global displacement numbers are at \u201cthe highest level\u201d that\u00a0the UN refugee agency,\u00a0<a target=\"_blank\" href=\"https:\/\/www.unhcr.org\/en-us\/about-us.html\" >UNHCR<\/a>,\u00a0has seen in its almost 70-year existence, Mr. Grandi noted that these were \u201cconservative\u201d estimates.<\/p>\n<p>In\u00a0<a target=\"_blank\" href=\"https:\/\/news.un.org\/en\/tags\/venezuela\" >Venezuela<\/a>, he added, only half a million of\u00a0the\u00a0four million\u00a0people\u00a0that had left that\u00a0country amid an ongoing economic and political crisis have formally applied for asylum and refugee status.<\/p>\n<h3>Peru Restrictions Risks Creating \u2018Bottleneck\u2019 Upstream<\/h3>\n<p>Amid reports that regional neighbour Peru had tightened restrictions on Venezuelans trying to cross its border after struggling to cope with the migrant influx, Mr.\u00a0Grandi\u00a0noted that the risk was that other countries closer to Venezuela \u2013 such as Ecuador and Colombia \u2013 might follow suit, creating a \u201cbottleneck\u201d.<\/p>\n<p>\u201cThese are people who are escaping so it is difficult for them to get documents from their own country,\u201d Mr.\u00a0Grandi\u00a0said, adding that such papers were also difficult to obtain in Colombia and Ecuador.<\/p>\n<p>httpv:\/\/www.youtube.com\/watch?v=ax5f9KsGfv8<\/p>\n<p>It was almost counter-intuitive to ask these Venezuelans who are \u201crefugee or refugee-like\u201d to present passports and visas, he insisted.<\/p>\n<p>\u201cPeru is the second-largest recipient of Venezuelans after Colombia,\u00a0and they are really overwhelmed by the presence of all these people and they have my full sympathy for that,\u201d Mr.\u00a0Grandi\u00a0told journalists.<\/p>\n<p>\u201cBut we have been urging them to be just like Colombia and Ecuador and Brazil to keep their borders open, because these people really are in need of safety, or protection,\u201d\u00a0he said.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Tens of millions of people have been forced to flee their homes. This is where they come from. <a target=\"_blank\" href=\"https:\/\/t.co\/2WNUbYGvd3\" >pic.twitter.com\/2WNUbYGvd3<\/a><\/p>\n<p>&mdash; UNHCR, the UN Refugee Agency (@Refugees) <a target=\"_blank\" href=\"https:\/\/twitter.com\/Refugees\/status\/1141209240637284352?ref_src=twsrc%5Etfw\" >June 19, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3>Venezuela displacement pressures reminiscent of Europe in 2015<\/h3>\n<p>Drawing parallels with Europe\u2019s recent, so-called refugee crisis, when hundreds of thousands of people fleeing wars,\u00a0including the Syrian conflict,\u00a0risked their lives crossing\u00a0treacherous\u00a0Mediterranean waters to reach Greece and Italy, the <a target=\"_blank\" href=\"http:\/\/www.unhcr.org\/\" >UNHCR<\/a> chief insisted that an open-door policy was essential.<\/p>\n<p>\u201cIt\u2019s a little bit like what happened in Europe in 2015 when you had one border closing after the other, and it\u2019s the first country, Greece, as it was then\u00a0\u2013\u00a0and which in this case would be Colombia, and maybe even now, because they cannot bear the burden any more \u2026so there\u2019s a lot of risks in this and I would like to use this opportunity to appeal to those countries; I know we are asking them a lot, but it is my job to appeal to those countries to keep the borders open.\u201d<\/p>\n<p>According to UNHCR\u2019s\u00a0<a target=\"_blank\" href=\"https:\/\/www.unhcr.org\/global-trends-2018-media.html?utm_source=&amp;utm_medium=email&amp;utm_content=page&amp;utm_campaign=\" >Global Trends<\/a>\u00a0report, displacement levels today are double what they were 20 years ago, confirming a long-term rising trend in the number of people in need of international protection.<\/p>\n<h3>Some\u00a037,000 people uprooted from homes every day in 2018<\/h3>\n<p>Of 41.3 million internally displaced people in 2018 \u2013 at a rate of 37,000 a day\u00a0\u2013some 13.6 million were newly displaced last year.<\/p>\n<p>This included nearly 11 million individuals who were uprooted inside their country and 2.8 million new refugees and asylum-seekers, UNHCR\u2019s data shows, as well as the fact that while richer countries hosted 16 per cent of refugees in 2018, least developed nations sheltered one in three.<\/p>\n<p>The report also illustrates how fallout from conflict zones continues to drive displacement, with more than two-thirds of all refugees coming from just five countries: Syria (6.7 million), Afghanistan (2.7 million), South Sudan (2.3 million) Myanmar (1.1 million) and Somalia (900,000).<\/p>\n<div id=\"attachment_135941\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/06\/refugee-syria-migrant.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-135941\" class=\"wp-image-135941\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/06\/refugee-syria-migrant-1024x461.jpg\" alt=\"\" width=\"500\" height=\"225\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/06\/refugee-syria-migrant-1024x461.jpg 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/06\/refugee-syria-migrant-300x135.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/06\/refugee-syria-migrant-768x346.jpg 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/06\/refugee-syria-migrant.jpg 1178w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-135941\" class=\"wp-caption-text\">Sam is a displaced boy from Hudaydah. (8 May 2019) UNHCR\/Mahmood Al-Falastiny<\/p><\/div>\n<p>While calling for more funding to help countries deal with the impact of these increased migration flows \u2013 particularly\u00a0in\u00a0neighbouring\u00a0crisis-hit States where most displacement victims are hosted \u2013 Mr. Grandi underlined the need for better regional and international cooperation in the face of \u201cnew conflicts, new situations producing refugees, adding themselves to the old ones\u201d.<\/p>\n<p>This remains a challenge, he said, given the lack of unity in the\u00a0<a target=\"_blank\" href=\"https:\/\/www.un.org\/securitycouncil\/\" >UN Security Council<\/a>\u00a0\u2013 \u201cthe international community\u2019s supreme body for peace and security &#8211; \u201ceven when it discusses humanitarian matters in Yemen, in Libya\u201d.<\/p>\n<p>Citing the example of the 2016 Gambia conflict as the last one that he could remember being resolved &#8211; and where 50,000 Gambians returned to the country once it was safe \u2013 Mr.\u00a0Grandi\u00a0said that it proved \u201cwhere there is a regional effort, an international effort, a conflict is addressed, people go back\u201d.<\/p>\n<p>In addition, Mr.\u00a0Grandi\u00a0dismissed numerous preconceptions about migrants and refugees \u201cjust taking advantage and seeking opportunities\u201d, given that \u201chalf of the refugees\u2026are children.
