{"id":144233,"date":"2019-09-30T12:00:00","date_gmt":"2019-09-30T11:00:00","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=144233"},"modified":"2019-09-30T08:31:00","modified_gmt":"2019-09-30T07:31:00","slug":"the-untold-story-of-the-trump-ukraine-scandal-the-routine-corruption-of-us-foreign-policy","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2019\/09\/the-untold-story-of-the-trump-ukraine-scandal-the-routine-corruption-of-us-foreign-policy\/","title":{"rendered":"The Untold Story of the Trump-Ukraine \u2018Scandal\u2019: The Routine Corruption of US Foreign Policy"},"content":{"rendered":"<blockquote><p><em>The impeachment offensive against Donald Trump is another symptom of a partisan disease that ignores an even greater malignancy.<\/em><\/p><\/blockquote>\n<p><em>26 Sep 2019 &#8211; <\/em>The most crucial aspects of the Trump-Ukraine \u201cscandal,\u201d which has led to impeachment proceedings against Donald Trump, are not being told, even by Republicans.<\/p>\n<p>Trump was very likely motivated by politics if he indeed withheld military aid to Ukraine in exchange for Kiev launching an investigation into Democratic presidential frontrunner Joe Biden, though the <a target=\"_blank\" href=\"https:\/\/www.cnn.com\/2019\/09\/25\/politics\/donald-trump-ukraine-transcript-call\/index.html\" >transcript<\/a> of the call released by the White House between Trump and Ukrainian President Volodymr Zelinsky does not make certain such a quid-pro-quo.<\/p>\n<p>But what\u2019s not being talked about in the mainstream is the context of this story, which shows that, politics aside, Biden should indeed be investigated in both Ukraine and in the United States.<\/p>\n<p>We know from the<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=WV9J6sxCs5k&amp;fbclid=IwAR39__0hcipTiNxjh6Gs2mnhguw52WUS1sgr1TN5o1bnqthUHIlSfM6a0tc\" > leaked,<\/a> early 2014 telephone conversation between Victoria Nuland, then assistant secretary of state for European and Eurasian affairs, and Geoffrey Pyatt, then U.S. ambassador to Ukraine, that then Vice President Biden played a role in \u201cmidwifing\u201d the U.S.-backed overthrow of an elected Ukrainian government soon after that conversation.<\/p>\n<p>That\u2019s the biggest crime in this story that isn\u2019t being told. The illegal overthrow of a sovereign government.<\/p>\n<p>As booty from the coup, the sitting vice president\u2019s son, Hunter Biden, soon got a seat on the board of Ukraine\u2019s biggest gas producer, Burisma Holdings. This can only be seen as a transparently neocolonial maneuver to take over a country and install one\u2019s own people. (State Dept.)<\/p><\/div>\n<p>A family friend of then Secretary of State John Kerry also joined Burisma\u2019s board. U.S. agricultural giant Monsanto got a Ukrainian <a target=\"_blank\" href=\"https:\/\/consortiumnews.com\/2014\/03\/16\/corporate-interests-behind-ukraine-putsch\/\" >contract<\/a> soon after the overthrow. \u00a0And the first, post-coup Ukrainian finance minister was an <a target=\"_blank\" href=\"https:\/\/consortiumnews.com\/2014\/12\/05\/ukraines-made-in-usa-finance-minister\/\" >American citizen<\/a>, a former State Department official, who was given Ukrainian citizenship the day before she took up the post.<\/p>\n<p>After a Ukrainian prosecutor began <a target=\"_blank\" href=\"https:\/\/thehill.com\/opinion\/campaign\/463307-solomon-these-once-secret-memos-cast-doubt-on-joe-bidens-ukraine-story\" >looking<\/a> into possible corruption at Burisma, Biden <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?time_continue=17&amp;v=UXA--dj2-CY\" >openly admitted<\/a> at a conference last year that as vice president he withheld a $1 billion credit line to Ukraine until the government fired the prosecutor. As Biden says himself, it took only six hours for it to happen.<\/p>\n<p>Exactly what Biden boasted of doing is what the Democrats are now accusing Trump of doing, and it isn\u2019t clear\u00a0if Trump got what he wanted as Biden did.<\/p>\n<p><strong>Threats, Bribes and Blackmail<\/strong><\/p>\n<p>That leads to another major part of this story not being told: the routine way the U.S. government conducts foreign policy: with bribes, threats and blackmail.<\/p>\n<p>Trump may have withheld military aid to seek a probe into Biden, but it is hypocritically being framed by Democrats as an abuse of power out of the ordinary. But it is very much ordinary.<\/p>\n<p>Examples abound. The threat of withholding foreign aid was wielded against nations on the UN Security Council in 1991 when the U.S. sought authorization for the First Gulf War. Yemen had the temerity to vote against. A member of the U.S. delegation <a target=\"_blank\" href=\"https:\/\/www.wrmea.org\/010-march\/united-nations-report-a-costly-vote-yemen-paid-a-high-price-for-1990-security-council-veto.html\" >told<\/a> Yemen\u2019s ambassador: \u201cThat\u2019s the most expensive vote you ever cast.\u201d The U.S. then cut $70 million in foreign aid to the Middle East\u2019s poorest nation, and Saudi Arabia repatriated about a million Yemeni workers.<\/p>\n<div id=\"attachment_144235\" style=\"width: 310px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/09\/Katharine-Gun.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-144235\" class=\"wp-image-144235 size-medium\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/09\/Katharine-Gun-300x201.jpg\" alt=\"\" width=\"300\" height=\"201\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/09\/Katharine-Gun-300x201.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/09\/Katharine-Gun.jpg 700w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-144235\" class=\"wp-caption-text\">Katharine Gun<\/p><\/div>\n<p>The same thing happened before the Second Gulf War in 2003, as revealed by whistleblower Katharine Gun (who will appear Friday night on <a target=\"_blank\" href=\"https:\/\/consortiumnews.com\/cn-live\/\" ><strong>CN Live!<\/strong><\/a>). Gun leaked an NSA memo that showed the U.S. sought help from its British counterpart in signals intelligence to spy on the missions of Security Council members to get \u201cleverage\u201d over them to influence their vote to authorize the invasion of Iraq.<\/p>\n<p>In 2001 the U.S. <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2002\/08\/10\/world\/us-ties-military-aid-to-peacekeepers-immunity.html\" >threatened<\/a> the end of military and foreign aid if nations did not conclude bilateral agreements granting immunity to U.S. troops before the International Criminal Court.<\/p>\n<p>More recently, the U.S. used its muscle against Ecuador, including <a target=\"_blank\" href=\"https:\/\/www.mintpressnews.com\/ecuadors-cooperation-bought-imf-loans-washington-waxes-optimistic-assange-extradition\/255942\/\" >dangling<\/a> a $10 billion IMF loan, in exchange for the expulsion of <em>WikiLeaks<\/em> founder Julian Assange from its London embassy.<\/p>\n<p>This is how the U.S. conducts \u201cdiplomacy.\u201d<\/p>\n<p>As former UN Secretary General Boutros Boutros Ghali <a target=\"_blank\" href=\"https:\/\/archive.nytimes.com\/www.nytimes.com\/books\/99\/06\/13\/reviews\/990613.13crosset.html\" >wrote<\/a>:<\/p>\n<blockquote><p><em>\u201cComing from a developing country, I was trained extensively in international law and diplomacy and mistakenly assumed that the great powers, especially the United States, also trained their representatives in diplomacy and accepted the value of it. But <strong>t<\/strong>he Roman Empire had no need for diplomacy. Nor does the United States. Diplomacy is perceived by an imperial power as a waste of time and prestige and a sign of weakness.\u201d<\/em><\/p><\/blockquote>\n<p>This fundamental corruption of U.S. foreign policy, which includes overthrowing elected governments, is matched only by the corruption of a political system that exalts partisan political power above all else.
