{"id":146590,"date":"2019-11-04T12:00:52","date_gmt":"2019-11-04T12:00:52","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=146590"},"modified":"2024-09-23T14:41:30","modified_gmt":"2024-09-23T13:41:30","slug":"by-protecting-syrias-idlib-the-us-created-a-safe-haven-for-baghdadi-and-isis","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2019\/11\/by-protecting-syrias-idlib-the-us-created-a-safe-haven-for-baghdadi-and-isis\/","title":{"rendered":"By Protecting Syria\u2019s Idlib, the US Created a Safe Haven for Baghdadi and ISIS"},"content":{"rendered":"<blockquote><p>29 Oct 2019 &#8211; <em>With the killing of self-proclaimed ISIS \u201ccaliph\u201d Abu Bakr al-Baghdadi, the shoddy narrative pushed by US government officials and regime change propagandists about Idlib was blown to pieces as well.<\/em><\/p><\/blockquote>\n<div id=\"attachment_146591\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/10\/isis-iraq-syria-baghdadi-cia-usa.png\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-146591\" class=\"wp-image-146591\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/10\/isis-iraq-syria-baghdadi-cia-usa.png\" alt=\"\" width=\"500\" height=\"332\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/10\/isis-iraq-syria-baghdadi-cia-usa.png 546w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2019\/10\/isis-iraq-syria-baghdadi-cia-usa-300x199.png 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-146591\" class=\"wp-caption-text\">The Grayzone<\/p><\/div>\n<p>October has been a tough month for the motley crew of self-styled Syria experts and regime-change diehards who spent years cheering on the so-called \u201cmoderate rebels.\u201d<\/p>\n<p>First, the \u201cFree Syrian Army\u201d fighters they had long championed were finally and undeniably <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=Tkg4wJFpc_E\" >exposed as the brutal extremists<\/a> they always were.<\/p>\n<p>All it took for the curtain to be pulled back was for President Trump to green-light a <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2019\/10\/14\/aaron-mate-ben-norton-syria-war-us-withdrawal-turkish-invasion\/\" >Turkish invasion of Syria<\/a>, and those once-\u201cmoderate\u201d CIA-trained contras that had long terrorized civilians in Syrian government territory were revealed to be Turkish-backed mercenaries, slaughtering and beheading their way throughout the Kurdish-majority regions of northeastern Syria.<\/p>\n<p>As The Grayzone\u2019s Max Blumenthal reported, 21 of the 28 former Syrian \u201crebel\u201d factions employed in Turkey\u2019s invasion of northern Syria were <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2019\/10\/16\/us-backed-crazy-militias-turkeys-invasion-syria\/\" >previously armed or trained by the US<\/a>.<\/p>\n<p>Almost as soon as that episode was in the rear-view mirror, ISIS leader Abu Bakr al-Baghdadi was killed by a US-led operation in Idlib, the northwestern Syrian providence <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2017\/05\/02\/lindsey-snell-idlib-syria-al-qaeda\/\" >controlled by Syria\u2019s local al-Qaeda affiliate<\/a>, Hayat Tahrir al-Sham.<\/p>\n<p>Even as US officials acknowledged that Idlib was home to the largest faction of al-Qaeda fighters since 9\/11, supporters of regime change and the US government itself fiercely protected the province, upholding it as the last rebel stronghold resisting the government of President Bashar al-Assad.<\/p>\n<p>With Baghdadi\u2019s killing, they were forced to contend with the fact that they helped provide a sanctuary to the bloodthirsty ruler of ISIS.<\/p>\n<p>Following US President Donald Trump\u2019s announcement of Baghdadi\u2019s death, mainstream pundits honed in on Trump\u2019s hyperbolic commentary \u2013 \u201che died like a dog, he died like a coward\u201d \u2013\u00a0 and sneered at the president\u2019s compliments to Russia, Turkey, and Syria for not obstructing the operation.<\/p>\n<p>But the proverbial elephant in the room continued to go unnoticed, or ignored: The US had been using diplomatic leverage and threats of military force to keep Baghdadi\u2019s hosts in power.<\/p>\n<p><strong>Smearing the truth-tellers<\/strong><\/p>\n<p>Only a few political outliers have dared to state the inconvenient truth about Idlib. Chief among the marginalized truth-tellers was Democratic presidential hopeful and congresswoman Tulsi Gabbard.<\/p>\n<p>During a Democratic primary debate, Gabbard accused Trump of \u201c<a target=\"_blank\" href=\"https:\/\/twitter.com\/CNNPolitics\/status\/1156755828625555457\" >supporting al-Qaeda<\/a>\u201d by protecting Idlib with threats of military force.<\/p>\n<p>Senator Kamala Harris lashed out at Gabbard, branding her as an \u201capologist for an individual, Assad, who has murdered people in his country like cockroaches.\u201d Neoconservative Washington Post columnist <a target=\"_blank\" href=\"https:\/\/twitter.com\/joshrogin\/status\/1156776400206127110?s=20\" >Josh Rogin <\/a>piled on, writing that Gabbard \u201chelped Assad whitewash a mass atrocity.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Tulsi Gabbard: &quot;This current President is continuing to betray us. We were supposed to be going after al Qaeda, but over years now, not only have we not gone after al Qaeda &#8230; our President is supporting al Qaeda&quot; <a target=\"_blank\" href=\"https:\/\/twitter.com\/hashtag\/DemDebate?src=hash&amp;ref_src=twsrc%5Etfw\" >#DemDebate<\/a> <a target=\"_blank\" href=\"https:\/\/t.co\/RM5q7yb5aE\" >pic.twitter.com\/RM5q7yb5aE<\/a><\/p>\n<p>&mdash; CNN Politics (@CNNPolitics) <a target=\"_blank\" href=\"https:\/\/twitter.com\/CNNPolitics\/status\/1156755828625555457?ref_src=twsrc%5Etfw\" >August 1, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>After the debate, the supposed fact-checking website Politifact <a target=\"_blank\" href=\"https:\/\/www.politifact.com\/truth-o-meter\/statements\/2019\/aug\/02\/tulsi-gabbard\/tulsi-gabbard-cites-us-arms-sales-saudi-arabia-fal\/\" >rated<\/a> Gabbard\u2019s statement as \u201cfalse.\u201d<\/p>\n<p>But it was not only Gabbard who had lifted the mask on the US\u2019s disturbing relationship with Idlib. In July 2017, Brett McGurk, the former special presidential envoy for the global coalition to counter ISIL, announced that \u201cIdlib province is the largest al-Qaeda safe haven since 9\/11.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The smears have gotten so dumb that even when US envoy Brett McGurk points out (in July 2017) that &quot;Idlib Province is the largest Al Qaeda safe haven since 9\/11&quot; &#8212; these cowards still attack the journalists who have the minimal honesty to point that out. <a target=\"_blank\" href=\"https:\/\/t.co\/VhLVeBeL6e\" >pic.twitter.com\/VhLVeBeL6e<\/a><\/p>\n<p>&mdash; Aaron Mat\u00e9 (@aaronjmate) <a target=\"_blank\" href=\"https:\/\/twitter.com\/aaronjmate\/status\/1170837060233678848?ref_src=twsrc%5Etfw\" >September 8, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>While Gabbard was targeted for political destruction, McGurk was simply ignored.<\/p>\n<p><strong>The US and Europe preserve Idlib as a jihadist haven<\/strong><\/p>\n<p>Meanwhile, the millions of Syrians living within firing range of Idlib have had to live next door to some of the world\u2019s most vicious extremists, withstanding constant <a target=\"_blank\" href=\"https:\/\/www.rt.com\/news\/423571-militants-strike-damascus-aftermath\/\" >mortar shelling<\/a> and threats of genocide against religious minorities.<\/p>\n<p>Having suffered massive personnel losses throughout the brutal seven-year war, the Syrian government momentarily acquiesced to international pressure against a full-scale offensive to retake Idlib.<\/p>\n<p>But in the summer months of 2018, UN-brokered ceasefires between the Syrian and Russian militaries and insurgents in Idlib fell apart. As mortar shells continued to rain down on Damascus and kill civilians, the Syrian government became convinced that it was time to oust al-Qaeda from its stronghold.<\/p>\n<p>Western European governments seemed desperate to preserve Idlib as a holding pen for foreign fighters who originated from their countries, and who threatened to return if their jihadist haven collapsed. EU governments thus implicitly acknowledging the reality of Idlib as a purgatory for the extremist proxies they had used to <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2018\/08\/01\/libya-blowback-cia-uk-navy-manchester-suicide-bomber\/\" >wreak havoc on Libya<\/a> and Syria, and which threatened to destabilize their own.<\/p>\n<p>The United States vehemently <a target=\"_blank\" href=\"https:\/\/twitter.com\/USUN\/status\/1039642247631982592\" >opposed<\/a> the Syrian government\u2019s operation too, but for a different set of reasons. While the Trump administration claimed to reject the mission on humanitarian grounds, its stated motive was contradicted by scenes of ruin only a few hundred miles away, in the Iraqi city of Mosul, where the US employed what then-Secretary of Defense Jim Mattis <a target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/fight-against-isis-has-shifted-to-annihilation-tactics-mattis-says\/\" >called<\/a> \u201cannihilation tactics.\u201d There, the US carried out 1,250 air strikes with 29,000 bombs, reducing huge swaths of the city to rubble and <a target=\"_blank\" href=\"https:\/\/www.apnews.com\/bbea7094fb954838a2fdc11278d65460\" >killing<\/a> at least 9,000 civilians, all in the name of defeating ISIS.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\u201cWe consider any assault on Idlib to be a reckless escalation of the conflict. If Assad, Russia, and Iran continue down the path they are on, the consequences will be dire. The world will hold them responsible.\u201d <a target=\"_blank\" href=\"https:\/\/t.co\/vSf0CPNvn1\" >pic.twitter.com\/vSf0CPNvn1<\/a><\/p>\n<p>&mdash; U.S. Mission to the UN (@USUN) <a target=\"_blank\" href=\"https:\/\/twitter.com\/USUN\/status\/1039642247631982592?ref_src=twsrc%5Etfw\" >September 11, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Though Washington refused to say it outright, it clearly saw al-Qaeda-controlled Idlib as a powerful cudgel that would keep the Syrian military weak and force Assad to negotiate. This cynical strategy was employed throughout the dirty war on Syria, and met with little opposition inside the US government.<\/p>\n<p>A rare piece of dissent was conveyed to Obama in a secret 2012 Defense Intelligence Agency memo which <a target=\"_blank\" href=\"https:\/\/consortiumnews.com\/2018\/12\/27\/critics-of-syria-withdrawal-fueled-rise-of-isis\/\" >foresaw<\/a> the establishment of a \u201cSalafist principality\u201d or \u201cIslamic state\u201d in eastern Syria. Instead of taking action against the spread of the Islamic State to Syria, the Obama administration stood by and watched a jihadist enclave develop, hoping that it would force increased pressure on Assad to leave.<\/p>\n<p>Their cold calculus was nearly proven right, until Russia intervened and tipped the scales of the war in Assad\u2019s favor.<\/p>\n<p>And all along, self-proclaimed Syria experts nested in Beltway think tanks insisted that more arms had to be handed over to the so-called \u201cmoderate rebels\u201d \u2013 including among local al-Qaeda allies \u2013 in order to defeat ISIS.<\/p>\n<p><strong>Regime change propagandists duck and cover<\/strong><\/p>\n<p>As soon as Trump blasted out his late night <a target=\"_blank\" href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1188264965930700801\" >tweet<\/a> declaring \u201cSOMETHING VERY BIG JUST HAPPENED\u201c and reports that Baghdadi had been killed began to spread, the pro-regime change think tank crowd went into damage control mode, feigning astonishment that the leader of ISIS could have been hidden inside al-Qaeda\u2019s Idlib stronghold, which they had insisted rejected Takfiri ideology.<\/p>\n<p>\u201cThis is shocking,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/Elizrael\/status\/1188287503259852800\" >declared<\/a> former Israeli soldier and think tank fellow Elizabeth Tsurkov, who has long run a veritable Israeli-jihadist pen pal <a target=\"_blank\" href=\"https:\/\/twitter.com\/dancohen3000\/status\/810964717183217664\" >program<\/a>.<\/p>\n<p>Daily Beast editor and longtime <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2018\/10\/29\/shamiwitness-how-bellingcat-and-neocons-collaborated-with-the-most-influential-isis-propagandist-on-twitter\/\" >neoconservative operative Michael Weiss <\/a>called Baghdagi\u2019s location \u201c<a target=\"_blank\" href=\"https:\/\/twitter.com\/michaeldweiss\/status\/1188306185998491649\" >bizarre<\/a>.\u201d Weiss\u2019s co-author Hassan Hassan <a target=\"_blank\" href=\"https:\/\/twitter.com\/hxhassan\/status\/1188359191544696832?s=21\" >assured<\/a> his readers that \u201cunder no circumstances would al-Qaeda or other jihadists help ISIS hide Baghdadi.\u201d<\/p>\n<p>Middle East Institute think tank fellow Charles Lister <a target=\"_blank\" href=\"https:\/\/twitter.com\/charles_lister\/status\/1188371625764368385?s=21\" >declared<\/a> he would \u201cbe amazed if Baghdadi had made Idlib a semi-permanent hiding place,\u201d and even <a target=\"_blank\" href=\"https:\/\/twitter.com\/Charles_Lister\/status\/1188588879324033026\" >denied<\/a> that al-Qaeda controlled Idlib.<\/p>\n<p>Jennifer Cafarella, a neoconservative Institute for the Study of War researcher whose predecessor was fired after she was found to have <a target=\"_blank\" href=\"https:\/\/thinkprogress.org\/the-inside-story-of-how-a-fake-phd-hijacked-the-syria-debate-e0cef38fcf93\/\" >faked<\/a> her PhD, <a target=\"_blank\" href=\"https:\/\/twitter.com\/JennyCafarella\/status\/1188267360563675136\" >pontificated<\/a> that \u201cBaghdadi in Idlib would be wow.\u201d<\/p>\n<p>Emma Beals, a think tank fellow based in southern Turkey and Beirut, <a target=\"_blank\" href=\"https:\/\/twitter.com\/democracynow\/status\/1188803070676873217\" >called<\/a> Baghdadi\u2019s appearance in Idlib \u201csomething of a surprise.\u201d<\/p>\n<p>One of the few academic experts on terrorism and jihadist groups who was not surprised to see Baghdadi flee to Idlib was Northeastern University professor <a target=\"_blank\" href=\"https:\/\/twitter.com\/MaxAbrahms\" >Max Abrahms<\/a>.<\/p>\n<p>\u201cThe think tank crowd gets an F for ISIS and Syria analysis,\u201d he told The Grayzone. \u201cThese same pundits who got the main points about ISIS and Syria so obviously wrong are now shocked that Baghdadi was hiding in Idlib, the opposition stronghold. This is because they have been arguing since day one that ISIS is not part of the opposition to Assad, but rather his ally. And they have been trying to minimize the portion of the opposition seen as extreme.\u201d<\/p>\n<p>Since the fall of the Islamic State\u2019s capital in the eastern Syrian city of Raqqa in late 2017, Baghdadi\u2019s whereabouts were unknown. But it was no secret that thousands of his fighters had <a target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/al-qaeda-benefit-isis-loses-raqqa-syria-territory\/\" >escaped<\/a> to Idlib. There, they joined forces with their jihadist brethren and strengthened Idlib\u2019s al-Qaeda rulers. The presence of ISIS militants in Idlib was even <a target=\"_blank\" href=\"https:\/\/www.irishtimes.com\/news\/world\/middle-east\/isis-far-from-finished-as-jihadi-fighters-regroup-in-syria-1.3380429\" >reported<\/a> in <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/02\/twin-bombings-kill-15-people-syria-idlib-city-190218185052320.html\" >Anglophone<\/a> <a target=\"_blank\" href=\"https:\/\/www.mei.edu\/sites\/default\/files\/2018-11\/PP10_Hassan_ISISCT.pdf\" >media<\/a>, and referred to as \u201csleeper cells.\u201d<\/p>\n<p>\u201cFor those of us who understood that ISIS and Assad are not friends and that the rebels have been al-Qaeda-tainted for some time, it\u2019s no surprise that the ISIS leader would set up shop in the heart of the opposition, where al-Qaeda and friends are the dominant groups,\u201d Abrahms explained.<\/p>\n<p>He added, \u201cWhy did Baghdadi go there? Not because he\u2019s irrational. Baghdadi went there for a simple reason: This is the best place for him to find sympathizers to recruit and rebuild the Caliphate.\u201d<\/p>\n<p><strong>Whitewashing al-Qaeda as \u201cmoderate\u201d<\/strong><\/p>\n<p>The same pundits who were shocked by Baghdadi\u2019s presence in Idlib have sought to downplay the extremist nature of al-Qaeda\u2019s rebranded local affiliate, known as HTS, portraying it as the arch-nemesis of ISIS. In effect, they were marketing the extremist group responsible for the 9\/11 attacks as a bunch of \u201cmoderate rebels.\u201d<\/p>\n<p>\u201cHTS was once as extreme as they come, with roots in al Qaeda. But with Syrian leader Bashar al-Assad\u2019s victorious Russian-aided forces bearing down, and mindful of the collapse of the ultra-hard-line Islamic State, the group\u2019s leaders are taking a more lenient, pragmatic approach to enlistment,\u201d Elizabeth Tsurkov <a target=\"_blank\" href=\"https:\/\/foreignpolicy.com\/2019\/09\/19\/idlib-faces-a-fearsome-future-islamist-rule-or-mass-murder-syria-civil-war-hayat-tahrir-al-sham\/\" >wrote<\/a> in Foreign Policy in September.<\/p>\n<p>Among all the pundits seeking to remake al-Qaeda\u2019s image, Charles Lister has been perhaps the most energetic. During a 2017 meeting on Capitol Hill, Lister proclaimed that \u201cal-Qaeda has really got it right.\u201d<\/p>\n<p>Then, this August, he <a target=\"_blank\" href=\"https:\/\/twitter.com\/Charles_Lister\/status\/1159116400474148866\" >wrote<\/a> that HTS \u201ccontinues to evolve in intriguing ways \u2013 into a more politically mature &amp; intelligent jihadist movement,\u201d in an apparent <a target=\"_blank\" href=\"https:\/\/twitter.com\/dancohen3000\/status\/1159147259071803395\" >effort<\/a> to have the group\u2019s designation as a terrorist organization lifted.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\u201cAl-Qaeda has really got it right\u201d &#8211; <a target=\"_blank\" href=\"https:\/\/twitter.com\/Charles_Lister?ref_src=twsrc%5Etfw\" >@Charles_Lister<\/a>. <\/p>\n<p>From my new <a target=\"_blank\" href=\"https:\/\/twitter.com\/GrayzoneProject?ref_src=twsrc%5Etfw\" >@GrayzoneProject<\/a> mini-doc \u201cThe Syria Deception \u2013 Al-Qaeda Goes to Hollywood\u201d.  Watch here: <a target=\"_blank\" href=\"https:\/\/t.co\/KOxwQx8Xro\" >https:\/\/t.co\/KOxwQx8Xro<\/a> <a target=\"_blank\" href=\"https:\/\/t.co\/mXPcLN5q10\" >pic.twitter.com\/mXPcLN5q10<\/a><\/p>\n<p>&mdash; Dan Cohen (@dancohen3000) <a target=\"_blank\" href=\"https:\/\/twitter.com\/dancohen3000\/status\/1041140488781357056?ref_src=twsrc%5Etfw\" >September 16, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Michael Weiss, a self-styled Syria and Russia expert who has never visited Russia and speaks neither Arabic nor Russian, forcefully <a target=\"_blank\" href=\"https:\/\/twitter.com\/michaeldweiss\/status\/1060245138738307072\" >dismissed<\/a> a November 2018 <a target=\"_blank\" href=\"https:\/\/tass.com\/defense\/1029611\" >warning<\/a> from Russia\u2019s FSB intelligence agency that al-Qaeda and ISIS could merge, denouncing it a false justification for an assault on Idlib.<\/p>\n<p>The whitewashing of al-Qaeda extended to the opinion pages of the New York Times, where neoliberal columnist Thomas Friedman has urged the US to arm and create a no-fly zone around the \u201cmoderate rebels in Idlib\u201d and to \u201cback off fighting territorial ISIS in Syria.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Thomas Friedman calls for supporting ISIS, giving rebels Manpads &amp; providing air cover for Al Qaeda-dominated Idlib <a target=\"_blank\" href=\"https:\/\/t.co\/JoNzDDLiQI\" >https:\/\/t.co\/JoNzDDLiQI<\/a> <a target=\"_blank\" href=\"https:\/\/t.co\/9FsUqSo5Vo\" >pic.twitter.com\/9FsUqSo5Vo<\/a><\/p>\n<p>&mdash; Max Blumenthal (@MaxBlumenthal) <a target=\"_blank\" href=\"https:\/\/twitter.com\/MaxBlumenthal\/status\/852158582019829760?ref_src=twsrc%5Etfw\" >April 12, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>While such thinking may sound absurd, outrageous, and even treasonous to the average American, Friedman\u2019s thinking underscored the prevalent mindset among policymakers in Washington.<\/p>\n<p>Among them was former CIA director David Petraeus, who was a driving force behind President Obama\u2019s 2012 decision to enact a <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2018\/02\/09\/us-ambassador-robert-ford-billions-spent-regime-change-syria-obama\/\" >multi-billion dollar covert CIA train-and-equip program<\/a>.
