UN Photo\/Evan Schneider<\/p><\/div>\n<p><strong>Blockade \u2018An Act of Genocide\u2019: Cuban Foreign Minister<\/strong><\/p>\n<p>The embargo is rooted in the Cold War, when Fidel Castro and his revolutionaries seized power.<\/p>\n<p>Tensions only eased more than a half-century later when the Obama administration established diplomatic relations with Cuba, modifying several aspects of the embargo such as lifting some travel restrictions.<\/p>\n<p>As the resolution states, these policies \u201ccontrast\u201d with measures implemented by the current President, Donald Trump, in 2017.<\/p>\n<p>Cuba\u2019s Foreign Minister, Bruno Rodr\u00edguez Parrilla, reported that in recent months Washington has begun to \u201cescalate aggression\u201d, including by preventing international fuel shipments to the island, scaling down consular services, and attacking national programmes that support other developing countries.<\/p>\n<p>\u201cThe blockade has caused incalculable humanitarian damages. It is a flagrant, massive and systematic violation of human rights,\u201d he charged. \u201cIt qualifies as an act of genocide under Articles II (b) and (c) of <a target=\"_blank\" href=\"https:\/\/treaties.un.org\/doc\/publication\/unts\/volume%2078\/volume-78-i-1021-english.pdf\" >the Convention on the Prevention and Punishment of the Crime of Genocide<\/a>, adopted in 1948. There is not one single Cuban family that has not suffered the consequences of this.\u201d<\/p>\n<p>The vote was preceded by presentations, which began on Tuesday.<\/p>\n<p>Palestine, speaking on behalf of the developing countries\u2019 bloc the Group of 77 and China, regretted that the US has strengthened the embargo.<\/p>\n<p>\u201cFrom April 2018 to March this year, the impact of the US embargo on Cuba\u2019s foreign trade amounts to more than $4 billion,\u201d Ambassador Riyad Mansour said. \u201cLimited foreign investment and difficult access to development credits translate directly into economic hardship and humanitarian impacts for the people Cuba. The country\u2019s socio-economic reforms have also been hampered by the embargo.\u201d<\/p>\n<p><strong>Embargo Threatens Our Development: Caribbean Countries<\/strong><\/p>\n<p>The 15 members of the Caribbean Community (CARICOM) highlighted Havana\u2019s support to the region. Cuba has deployed medical professionals to distressed areas, including those affected by natural disasters, among other initiatives.<\/p>\n<p>Keisha McGuire, Grenada\u2019s Ambassador to the UN, recalled that the country was among the first to assist The Bahamas in the aftermath of Hurricane Dorian in September.<\/p>\n<p>She characterized the embargo as \u201can anachronism and aberration\u201d in an era when global cooperation is critical to address common challenges such as climate change.<\/p>\n<p>\u201cIt is in this broader context that we view the embargo\u2014not just as a punitive act against Cuba but as an impediment to Caribbean regional development as a whole,\u201d she told the General Assembly.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/news.un.org\/en\/story\/2019\/11\/1050891\" >Go to Original \u2013 news.un.org<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>For the 28th consecutive year, the UN General Assembly has adopted a resolution calling for an end to the economic, commercial and financial embargo imposed by the United States against Cuba.
