{"id":15385,"date":"2011-11-07T12:00:29","date_gmt":"2011-11-07T12:00:29","guid":{"rendered":"http:\/\/www.transcend.org\/tms\/?p=15385"},"modified":"2015-03-09T11:25:54","modified_gmt":"2015-03-09T11:25:54","slug":"palestine-approved-for-full-unesco-membership","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2011\/11\/palestine-approved-for-full-unesco-membership\/","title":{"rendered":"Palestine Approved for Full UNESCO Membership"},"content":{"rendered":"<p>Palestine has been approved for <a target=\"_blank\" href=\"http:\/\/www.unesco.org\/nac\/index.php?lc=E&amp;module=national_commissions&amp;rid=405\" >full membership<\/a> to the United Nations Educational, Scientific and Cultural Organization (UNESCO) after a vote on Monday [31 Oct 2011] successfully passed the resolution. Of the 173 countries eligible to vote, 107 members were in favor of recognizing Palestine with 14 against and 52 choosing to abstain.<\/p>\n<p>For the membership to take effect, Palestine must <a target=\"_blank\" href=\"http:\/\/unesdoc.unesco.org\/images\/0012\/001255\/125590e.pdf#page=21\" >sign and ratify the organization\u2019s constitution<\/a> in the city of London (the UK abstained from voting on the resolution).<\/p>\n<p>Palestine is not yet a member of the United Nations itself, <a href=\"http:\/\/www.nationofchange.org\/palestinian-search-un-membership-puts-us-bind-1316016795\"  target=\"_blank\">though it has resolved to become one<\/a>\u00a0amongst <a target=\"_blank\" href=\"http:\/\/www.nationofchange.org\/obama-palestinians-seek-goals-negotiating-table-not-un-1316620492\" >heavy opposition<\/a>, including a threat from President Obama to veto any such attempt should it come to a vote. Palestine\u2019s lack of true United Nations membership made the approval process for UNESCO much more difficult, requiring nomination by the organization\u2019s Executive Board as well as a two-thirds majority vote among member states that choose to participate.<\/p>\n<p>\u201cThis vote will erase a tiny part of the injustice done to the Palestinian people,\u201d said Palestinian Foreign Minister Riyad al-Malki at the UNESCO meeting in Paris, reflecting on the announcement of successful recognition.<\/p>\n<p>The United States quickly denounced the recognition of Palestine, of <a target=\"_blank\" href=\"http:\/\/www.scribd.com\/doc\/63695186\/Summary-United-Nations-Transparency-Accountability-And-Reform-Act\" >which it is heavily opposed to<\/a> in all forms at the United Nations, having previously\u00a0<a href=\"http:\/\/www.democracynow.org\/2011\/10\/6\/headlines\/us_threatens_to_cut_unesco_funding_for_palestine_vote\"  target=\"_blank\">threatened to cut as much as $80,000,000 in UNESCO funding<\/a> should they approve Palestine\u2019s request. With strong support from Arabic states, and a large list of abstaining nations, the fact that the resolution passed despite strong efforts by the US to prevent it may represent a shift of influence within the UN.
