The Times<\/p><\/div>\n<div class=\"content__article-body from-content-api js-article__body\" data-test-id=\"article-review-body\">\n<p><em>13 Apr 2020 &#8211; <\/em>A second wave of desert locusts is threatening east <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/africa\" class=\"u-underline\"  data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Africa<\/a> with estimates that it will be 20 times worse then the plague that descended two months ago.<\/p>\n<p>The locusts present \u201c<a target=\"_blank\" href=\"http:\/\/www.fao.org\/news\/story\/en\/item\/1258877\/icode\/\" class=\"u-underline\" title=\"http:\/\/www.fao.org\/news\/story\/en\/item\/1258877\/icode\/\"  data-link-name=\"in body link\">an extremely alarming and unprecedented threat<\/a>\u201d to food security and livelihoods, according to the UN. The insects follow spring rains, seeking emerging crops and other vegetation.<\/p>\n<aside class=\"element element-rich-link element-rich-link--tag element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link-tag\" data-link-name=\"rich-link-tag\">\n<div class=\"rich-link tone-news--item rich-link--pillar-news\">\n<div class=\"rich-link__container\"><\/div>\n<\/div>\n<\/aside>\n<p>Hellen Adoa, a minister at Uganda\u2019s agriculture department, said: \u201cThis is very active, destructive and we are worried it has come at the time of lockdown. We are a bit overwhelmed.<\/p>\n<p>\u201cThe moment they arrive in a place the first thing they do is to eat anything green. These will emerge as young swarms in June, just as many farmers start to harvest,\u201d said Antonio Querido of the UN\u2019s food and agriculture agency in Uganda.<\/p>\n<p>\u201cBy now, most farmers have planted the first season annual crops. If the locust swarms persist and control operations are not effectively undertaken the food crops will be lost and agriculture-based livelihoods will be impacted upon.<\/p>\n<p>\u201cImmature swarms are the most voracious stage of locust development. They are aggressive feeders and as such can cause a lot of damage to crops and forage.\u201d<\/p>\n<p>Christine Apolot, the chairperson for Uganda\u2019s Kumi district, which was hit by a swarm last week, said people were filled with despair, having already endured flooding and the previous swarm: \u201cThis is seriously going to bring food insecurity. It\u2019s the fear we have at hand right now.<\/p>\n<p>\u201cAs we were hopeful of to receive some relief food to support the situation on ground, the locust invaded and Covid-19 lockdown is moving towards devastating the economy.<\/p>\n<p>\u201cWe expect government, number of partners and World Food Programme to come to our rescue with relief food.
