But beyond its beauty it is one of the Pentagon\u2019s most valued testing and training sites in the Pacific.<\/p>\n<p>In Hawaii, where the military is the second-largest economic driver, after tourism, weapons testing and training enjoy widespread support, but some residents view the islands\u2019 highly militarized state as misguided or even\u00a0<a target=\"_blank\" href=\"https:\/\/www.civilbeat.org\/2017\/12\/overkill-the-us-military-in-hawaii\/\" class=\"u-underline\"  data-link-name=\"in body link\">illegal<\/a>.<\/p>\n<p>In missile defense circles, Kauai is known for its outsized role in weapons testing at the navy\u2019s <a target=\"_blank\" href=\"https:\/\/www.cnic.navy.mil\/regions\/cnrh\/installations\/pacific_missile_range_facility_barking_sands.html\" class=\"u-underline\"  data-link-name=\"in body link\">Pacific Missile Range Facility<\/a><a target=\"_blank\" href=\"https:\/\/www.cnic.navy.mil\/regions\/cnrh\/installations\/pacific_missile_range_facility_barking_sands.html\" class=\"u-underline\"  data-link-name=\"in body link\"> Barking Sands<\/a> (PMRF), which its commanding officer, Capt Timothy Young, likens to a sports stadium that provides a venue for customers (weapons manufacturers, government agencies and military branches) to train people or test new technology.<\/p>\n<p>That technology includes ballistic missiles, rockets, drones and hypersonic weapons. In March at PMRF, the US navy and army collaborated in the test launch of a <a target=\"_blank\" href=\"https:\/\/www.defense.gov\/Newsroom\/Releases\/Release\/Article\/2119458\/department-of-defense-tests-hypersonic-glide-body\/source\/GovDelivery\/\" class=\"u-underline\"  data-link-name=\"in body link\">common-hypersonic glide body<\/a>, which the Pentagon described as a major milestone in its goal to enhance its \u201chypersonic warfighting capabilities in the early- to mid-2020s\u201d. Donald Trump said China and Russia had left the US no choice but to develop hypersonic weapons, which\u00a0<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=PTZJFNCqvYI\" class=\"u-underline\"  data-link-name=\"in body link\">he described<\/a>\u00a0as \u201csuper duper\u201d missiles.<\/p>\n<p>Hypersonic weapons fly faster than five times the speed of sound, making it possible to hit targets thousands of miles away in minutes. said: \u201cWe test systems and facilitate the fleet\u2019s training that ultimately enable our safety and security.\u201d<\/p>\n<p>As the island\u2019s third-largest employer, PMRF also provides jobs that are attractive in a community where the tourism and service sector often pay less and are vulnerable during disruptions like the coronavirus pandemic and associated mandatory 14-day quarantine for all <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2020\/may\/23\/hawaii-coronavirus-reopening-tourism\" class=\"u-underline\"  data-link-name=\"in body link\">visitors from outside the islands<\/a>.<\/p>\n<p>Young said he appreciated the relationship the base has with multi-generational Hawaiian families. He added that PMRF partnered with local businesses to encourage science, technology, reading and math education. \u201cIt\u2019s not only the right thing to do when helping to educate our young people, but it also makes good business sense to develop a local workforce.\u201d<\/p>\n<h2>Space force comes to Hawaii<\/h2>\n<p>PMRF will soon be offering even more jobs on the island as Hawaii\u2019s air national guard stands up the 293rd offensive space control squadron using existing infrastructure on the base.<\/p>\n<p>The squadron will be one of four units administered by the national guard in California, Colorado, Florida and Hawaii. Photograph: Jon Letman\/The Guardian<\/figcaption><\/figure>\n<p>\u201cWhether we have a military here or not, if we\u2019re making enemies out there, we\u2019re a target and so it\u2019s best to have at least a shield of defense to protect our people,\u201d Kawakami said. \u201cBecause we have a presence here, it makes us less vulnerable than not having a presence.<\/p>\n<p>\u201cHistorically, Hawaii has been a strategic location for national and international defense,\u201d the mayor continued. \u201cI understand many people may have mixed feelings about that. For myself, I understand the importance of keeping our nation protected and our state protected.\u201d<\/p>\n<p>Critics of Hawaii\u2019s large military presence are less sanguine.<\/p>\n<p>Kyle Kajihiro, an instructor with the department of geography and environment at the University of Hawaii at Manoa, said: \u201cThe technologies involved in these space programs are not only for defense; they can also enhance offensive capabilities. The expansion of these programs in Hawaii would cause countries who may be in the crosshairs of US war plans to perceive us as a threat.<\/p>\n<p>\u201cHistory teaches us what happens when other powerful countries weaponize our islands \u2026 If the 2018 <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2018\/jan\/13\/hawaii-ballistic-missile-threat-alert-false-alarm\" class=\"u-underline\"  data-link-name=\"in body link\">false missile alert<\/a> did anything positive, it forced a conversation about how the massive military presence puts a big target over these islands.\u201d<\/p>\n<p>Sparky Rodrigues, a Native Hawaiian activist opposed to the military in Hawaii, called the US military presence, which dates back to the 1893 <a target=\"_blank\" href=\"https:\/\/www.nlm.nih.gov\/nativevoices\/timeline\/578.html\" class=\"u-underline\"  data-link-name=\"in body link\">overthrow<\/a> of the Kingdom of Hawaii, an illegal occupation. Every time they do training and missile firing, there\u2019s contamination that goes into the environment \u2026 I don\u2019t want Hawaii to be known as the purveyor of death.\u201d<\/p>\n<h2>Rockets and missiles<\/h2>\n<p>Base proponents value PMRF as a facility that can accommodate testing and training below the sea, on land, in the sky and in space. In 2018, Japan\u2019s ground self-defense forces achieved a first <a target=\"_blank\" href=\"https:\/\/youtu.be\/p8I8sN8topk\" class=\"u-underline\"  data-link-name=\"in body link\">when <\/a><a target=\"_blank\" href=\"https:\/\/youtu.be\/p8I8sN8topk\" class=\"u-underline\"  data-link-name=\"in body link\">they launched<\/a> Type 12 surface-to-surface missiles and Himars rockets at PMRF during the huge <a target=\"_blank\" href=\"https:\/\/nationalinterest.org\/blog\/buzz\/us-army-and-marines-have-plan-take-china-and-russias-navies-88996\" class=\"u-underline\"  data-link-name=\"in body link\">Rim of the Pacific<\/a> maritime exercises.<\/p>\n<p>PMRF also hosts the <a target=\"_blank\" href=\"https:\/\/www.sandia.gov\/locations\/kauai_test_facility.html\" class=\"u-underline\"  data-link-name=\"in body link\">Kauai <\/a><a target=\"_blank\" href=\"https:\/\/www.sandia.gov\/locations\/kauai_test_facility.html\" class=\"u-underline\"  data-link-name=\"in body link\">test <\/a><a target=\"_blank\" href=\"https:\/\/www.sandia.gov\/locations\/kauai_test_facility.html\" class=\"u-underline\"  data-link-name=\"in body link\">facility<\/a>, operated by Sandia, one of the department of energy\u2019s national nuclear laboratories. KTF, which has operated on Kauai since 1962, has supported more than 450 launches, including a series of<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=fa_AtKtidjw&amp;feature=youtu.be\" class=\"u-underline\"  data-link-name=\"in body link\"> experimental rocket tests<\/a> in 2019 to test new technologies being considered for future nuclear weapons life-extension programs.<\/p>\n<p>Two of PMRF\u2019s most important functions have been for testing Lockheed Martin\u2019s Aegis Ashore and Terminal High Altitude Area Defense (Thaad) ballistic missile defense (BMD) systems.<\/p>\n<aside class=\"element element-pullquote element--supporting\"><\/aside>\n<aside class=\"element element-pullquote element--supporting\">\n<blockquote>\n<p class=\"pullquote-paragraph\"><strong><em>&#8220;They have occupied the space, taken the land \u2026 and we are now stuck with them holding the checkbook that supports our families.&#8221;<\/em><\/strong><br \/>\n<strong>&#8212; Sparky Rodrigues<\/strong><cite class=\"pullquote-cite\"><br \/>\n<\/cite><\/p>\n<\/blockquote>\n<\/aside>\n<p>Thaad, which is intended to neutralize short-, medium- and limited intermediate-range ballistic missiles, is deployed in Guam, the United Arab Emirates, Saudi Arabia, Israel and <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/apr\/26\/us-installs-missile-defence-in-south-korea-site-amid-tensions-with-north\" class=\"u-underline\"  data-link-name=\"in body link\">South Korea<\/a>.<\/p>\n<p>Aegis Ashore, a land adaptation of a ship-based BMD system, was introduced to a US naval base in Romania in 2016 and will deployed at a missile defense facility in Poland where it is years behind schedule and <a target=\"_blank\" href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/18\/polands-aegis-ashore-delayed-to-2022-with-new-way-forward-coming-soon\/\" class=\"u-underline\"  data-link-name=\"in body link\">$96<\/a><a target=\"_blank\" href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/18\/polands-aegis-ashore-delayed-to-2022-with-new-way-forward-coming-soon\/\" class=\"u-underline\"  data-link-name=\"in body link\">m<\/a><a target=\"_blank\" href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/18\/polands-aegis-ashore-delayed-to-2022-with-new-way-forward-coming-soon\/\" class=\"u-underline\"  data-link-name=\"in body link\"> over budget<\/a>.<\/p>\n<p>Japan also plans to deploy Aegis Ashore in two locations by 2025. In 2019 and earlier this year, Japan\u2019s defense minister traveled to PMRF to inspect the system. And while Tokyo and Washington insist Aegis Ashore is meant to defend against <a target=\"_blank\" href=\"https:\/\/news.usni.org\/2018\/04\/18\/ambassador-aegis-ashore-program-focused-rogue-states-not-russia\" class=\"u-underline\"  data-link-name=\"in body link\">North Korea and Iran<\/a>, both <a target=\"_blank\" href=\"https:\/\/nationalinterest.org\/blog\/buzz\/why-russia-angry-americas-missile-defense-systems-90111\" class=\"u-underline\"  data-link-name=\"in body link\">Moscow<\/a> and <a target=\"_blank\" href=\"https:\/\/hir.harvard.edu\/aegis-ashore-deployment-jeopardizes\/\" class=\"u-underline\"  data-link-name=\"in body link\">Beijing<\/a> see the system as an offensive threat.<\/p>\n<p>Patrick Shanahan, the former acting secretary of defense, may have stoked those fears when he <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=TRehghJk-jY&amp;feature=youtu.be\" class=\"u-underline\"  data-link-name=\"in body link\">announced<\/a> US policy would \u201cshift towards greater integration of offensive and defensive capabilities because missile defense necessarily includes missile offense\u201d.<\/p>\n<p>PMRF\u2019s expanding role comes at a time of heightened tensions between the US and Russia, China, North Korea and Iran. Photograph: Jon Letman\/The Guardian<\/figcaption><\/figure>\n<p>With the 2019 demise of the<a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2019\/aug\/01\/inf-treaty-us-russia-arms-control-to-end\" class=\"u-underline\"  data-link-name=\"in body link\"> INF treaty<\/a>, the US withdrawal from the Iran nuclear deal, growing worries that the US appears poised to abandon the bilateral <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2019\/aug\/01\/us-senate-pushes-trump-to-safeguard-last-russian-nuclear-arms-control-treaty\" class=\"u-underline\"  data-link-name=\"in body link\">New Start treaty<\/a>, which might not be renewed in 2021, and the US Missile Defense Agency <a target=\"_blank\" href=\"https:\/\/www.armscontrol.org\/act\/2020-03\/news\/budget-augment-national-missile-defense\" class=\"u-underline\"  data-link-name=\"in body link\">seeking new ways<\/a> to use BMD systems, PMRF\u2019s role appears likely to grow.<\/p>\n<p>William Hartung, the director of the arms and security project at the Center for International Policy, worries about the lack of public awareness of dramatic policy shifts or scrutiny of emerging technologies, such as hypersonic weapons, that reduce an already short response time to missile launches, as well as the further weaponization of space.<\/p>\n<p>\u201cI think the economic impact of these military facilities all over the country is a big obstacle to changing how we spend our money, what kind of weapons are pursued, what nuclear policy we have, how we approach space,\u201d Hartung said.<\/p>\n<p>\u201cBecause these places become entrenched, local communities depend on them economically and then there\u2019s less inclination to question the value or the danger of the activities that are going on.\u201d<\/p>\n<p>In the face of institutionalized military opacity, Hartung said there was an incentive for the military to avoid openness because \u201ctransparency can lead to criticism, criticism can lead to changes in policy, and so if they can stick to generic language and general boilerplate it may serve their interests.
