Israeli forces often use the knee-on-neck restraint on Palestinians. <\/em><\/li>\n<li><em>Israel has been training law enforcement officers around the US for many years, despite the fact that <\/em><em>Israeli forces have a long record of <a href=\"https:\/\/israelpalestinenews.org\/human-rights-reports-on-israel-palestine-regularly-updated\/\"  target=\"_blank\" rel=\"noopener noreferrer\">human rights violations<\/a>.<\/em><\/li>\n<li><em>(Meanwhile, Congress is poised to pass a bipartisan <a href=\"https:\/\/israelpalestinenews.org\/senate-committee-slips-through-38-billion-package-to-israel\/\"  target=\"_blank\" rel=\"noopener noreferrer\">$38 billion<\/a> package to Israel)\u2026 <\/em><\/li>\n<\/ul>\n<h1>Minnesota cops \u2018trained by Israeli forces in restraint techniques\u2019<\/h1>\n<p><em>By Jon Collins, reposted from the UK <a href=\"https:\/\/morningstaronline.co.uk\/article\/minnesota-cops-trained-israeli-forces-restraint-techniques\"  target=\"_blank\" rel=\"noopener noreferrer\">Morning Star<\/a>\u00a0<\/em><em>newspaper (embedded links added by IAK)<\/em><\/p>\n<p>Officers from the US police force responsible for the killing of George Floyd received training in restraint techniques and anti-terror tactics from Israeli law-enforcement officers.<\/p>\n<p>Mr Floyd\u2019s death in custody last Monday, the latest in a succession of police killings of African Americans, has sparked continuing protests and rioting in US cities.<\/p>\n<p>At least 100 Minnesota police officers attended a <a href=\"https:\/\/www.mprnews.org\/story\/2012\/06\/25\/minn-police-learn-from-israeli-counter-terrorism-conference\"  target=\"_blank\" rel=\"noopener noreferrer\">2012 conference<\/a> hosted by the Israeli consulate in Chicago, the second time such an event had been held.<\/p>\n<p>There they learned the violent techniques used by Israeli forces as they terrorise the occupied Palestinian territories under the guise of security operations.<\/p>\n<p>The so-called counterterrorism training conference in Minneapolis was jointly hosted by the FBI.<\/p>\n<p>Israeli deputy consul Shahar Arieli claimed that the half-day session brought \u201ctop-notch professionals from the Israeli police\u201d to share knowledge with their US counterparts.<\/p>\n<p>It is unclear whether any of the officers involved in the incident in which Mr Floyd was killed attended the conference.<\/p>\n<h4>Israeli forces broke necks<\/h4>\n<p>But in a chilling testimony, a Palestinian rights activist said that when she saw the image of Derek Chauvin kneeling on Mr Floyd\u2019s neck, she was reminded of the Israeli forces\u2019 policing of the occupied territories.<\/p>\n<p>Neta Golan, the co-founder of International Solidarity Movement (ISM) said: \u201cWhen I saw the picture of killer cop Derek Chauvin murdering George Floyd by leaning in on his neck with his knee as he cried for help and other cops watched, I remembered noticing when many Israeli soldiers began using this technique of leaning in on our chest and necks when we were protesting in the West Bank sometime in 2006.<\/p>\n<p>\u201cThey started twisting and breaking fingers in a particular way around the same time. It was clear they had undergone training for this. They continue to use these tactics \u2014 two of my friends have had their necks broken but luckily survived \u2014 and it is clear that they [Israel] share these methods when they train police forces abroad in \u2018crowd control\u2019 in the US and other countries including Sudan and Brazil.\u201d<\/p>\n<h4>Israeli training of US police is widespread<\/h4>\n<p>The training of US police officials by Israeli forces is widespread.<\/p>\n<p>Even <a href=\"https:\/\/www.amnestyusa.org\/with-whom-are-many-u-s-police-departments-training-with-a-chronic-human-rights-violator-israel\/\"  target=\"_blank\" rel=\"noopener noreferrer\">Amnesty<\/a> was compelled to report that hundreds of police from Florida, New Jersey, Pennsylvania, California, Arizona, Connecticut, New York, Massachusetts, North Carolina, Georgia, Washington state and Washington DC had been flown to Israeli for training.<\/p>\n<p>Thousands more have been trained by Israeli forces who have come to the US to host similar events to the one held in Minneapolis. See information about Palestinian rockets <a href=\"https:\/\/ifamericansknew.org\/stat\/rockets.html\"  target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.]<\/strong><\/p>\n<\/blockquote>\n<p dir=\"ltr\">The similarities do not end there, as some activists have drawn parallels between the way US police have handled protests against police brutality in the aftermath of Floyd\u2019s death and the way Israel has dealt with protests in Gaza.<\/p>\n<p dir=\"ltr\">Such comparisons come with caveats, as US police officers despite the controversy over their tactics have yet to kill anywhere near the numbers Israel killed in the <a href=\"https:\/\/israelpalestinenews.org\/latest-news-on-great-march-of-return-in-gaza-constantly-updated\/\"  target=\"_blank\" rel=\"noopener noreferrer\">Gaza right of return protests<\/a> that began in 2018, for example. Nevertheless, some of the tactics used are the same, according to pro-Palestinian groups.<\/p>\n<p dir=\"ltr\">On Twitter, the BDS and Palestinian Solidarity working group within the Democratic Socialists of America wrote: \u00a0\u201cThe police violence happening tonight in Minneapolis is straight out of the IDF playbook. How many times have we seen uprisings in Gaza met w\/ a storm of tear gas? How many times are Palestinians in the West Bank doused w\/ skunk water during a protest? href=\"https:\/\/www.amnestyusa.org\/with-whom-are-many-u-s-police-departments-training-with-a-chronic-human-rights-violator-israel\/\"  target=\"_blank\" rel=\"noopener noreferrer\">Amnesty International<\/a> has warned that hundreds of police departments have been training in Israeli alongside military officers, who \u201chave racked up documented human rights violations for years.\u201d<\/p>\n<p dir=\"ltr\">The rights group notes that one of the departments involved in the training, the Baltimore Police Department, had been cited by the\u00a0<a href=\"https:\/\/www.amnestyusa.org\/with-whom-are-many-u-s-police-departments-training-with-a-chronic-human-rights-violator-israel\/\"  target=\"_blank\" rel=\"noopener noreferrer\">US Department of Justice<\/a>\u00a0for \u201cwidespread constitutional violations, discriminatory enforcement, and culture of retaliation.\u201d<\/p>\n<p dir=\"ltr\">Both <a href=\"https:\/\/www.amnestyusa.org\/with-whom-are-many-u-s-police-departments-training-with-a-chronic-human-rights-violator-israel\/\"  target=\"_blank\" rel=\"noopener noreferrer\">Amnesty<\/a> and the US State Department have cited incidences of Israeli security officials engaging in brutality against Palestinians.<\/p>\n<p dir=\"ltr\">The rights group said: \u201cBaltimore and other police departments should find partners that will train on de-escalation techniques, how to handle mentally challenged or ill citizens, on the constitutional rights of citizens concerning filming and how to appropriately respond to those using non-violent protest to express their opinions. Israel is not such a partner\u2026\u201d<\/p>\n<hr \/>\n<h1>U.S. Police are Being Trained by Israel\u2014And Communities of Color Are Paying the Price<\/h1>\n<h4><em>In recent years, Georgia has experienced troubling trends in fatal police shootings. As this has unfolded, the state continues to pursue a \u201cpolice exchange\u201d program with the state of Israel.<\/em><\/h4>\n<p><em>reposted from <a href=\"https:\/\/progressive.org\/dispatches\/us-police-trained-by-israel-communities-of-color-paying-price-shahshahani-cohen-191007\/\"  target=\"_blank\" rel=\"noopener noreferrer\">The Progressive<\/a><\/em><\/p>\n<p>In recent years, Georgia has experienced troubling trends in fatal police shootings. These incidents <a href=\"https:\/\/www.ajc.com\/news\/crime--law\/georgia-sees-spike-deadly-police-shootings-2018\/kJLSwHjzlYvGM9KeMHvrgI\/\"  target=\"_blank\" rel=\"noopener noreferrer\">nearly doubled<\/a>\u00a0in the state, up 77 percent between 2017 to 2018. By May 2018, Georgia was already reportedly experiencing a more\u00a0<a href=\"https:\/\/www.ajc.com\/news\/crime--law\/days-officer-involved-shootings-georgia\/76uKWBVUbw2vwUpZfKkvUK\/\"  target=\"_blank\" rel=\"noopener noreferrer\">rapid rise<\/a>\u00a0in officer-involved shootings than the rest of the country. According to an\u00a0<a href=\"http:\/\/investigations.ajc.com\/overtheline\/\"  target=\"_blank\" rel=\"noopener noreferrer\">investigation<\/a>\u00a0of deadly police shootings in Georgia, in the six years after 2010, 184 people were shot and killed by police; almost half of them unarmed or shot in the back.<\/p>\n<p>In 2019, Georgia has already recorded twenty-two fatal police shootings,<em>\u00a0The Washington Post<\/em>\u00a0<a href=\"https:\/\/www.washingtonpost.com\/graphics\/2019\/national\/police-shootings-2019\/\"  target=\"_blank\" rel=\"noopener noreferrer\">reports<\/a>.<\/p>\n<p>As this has unfolded, Georgia continues to pursue a \u201cpolice exchange\u201d program with the state of Israel. Run\u00a0<a href=\"https:\/\/gilee.gsu.edu\/programs\/overview-stats\/\"  target=\"_blank\" rel=\"noopener noreferrer\">through<\/a>\u00a0Georgia State University, the Georgia International Law Enforcement Exchange arranges for American law enforcement officials, corporate security executives, and police officers to engage in trainings, briefings, and seminars with governments including that of China, Colombia, Egypt, Hungary, Kazakhstan, Uzbekistan and the original and primary focus of the program, Israel.<\/p>\n<p>For twenty-seven years, police departments in Georgia have received grants from the U.S. Department of Justice that subsidize these trainings. Since the program\u2019s inception in 1992, it has trained\u00a0<a href=\"https:\/\/gilee.gsu.edu\/programs\/overview-stats\/\"  target=\"_blank\" rel=\"noopener noreferrer\">at least 1,700<\/a>\u00a0participants, including officers from the Atlanta Police Department.<\/p>\n<p>Law enforcement from other U.S. states\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/ng-interactive\/2019\/mar\/29\/a-year-of-bloodshed-at-gaza-border-protests\"  target=\"_blank\" rel=\"noopener noreferrer\">have participated<\/a>\u00a0in the program, including those from Tennessee, Alabama, Arizona, Arkansas, California, Floria, Georgia, Indiana, North Carolina, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Nevada, Michigan, New Jersey, New York, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, Texas, Utah, Virginia, Washington, Wahsington, D.C., and West Virginia.<\/p>\n<p>Open records requests have forced program leaders\u00a0<a href=\"https:\/\/projectsouth.org\/wp-content\/uploads\/2019\/09\/2019-GILEE-Letter.pdf\"  target=\"_blank\" rel=\"noopener noreferrer\">to reveal<\/a>\u00a0some of its content topics, including border policing, community policing, and urban policing.<\/p>\n<p>Activists in Georgia are pushing for an end to Atlanta\u2019s police exchange program. Seventy local organizations and leaders\u2014including our organizations, Jewish Voice for Peace-Atlanta and Project South\u2014are\u00a0<a href=\"https:\/\/projectsouth.org\/wp-content\/uploads\/2019\/09\/2019-GILEE-Letter.pdf\"  target=\"_blank\" rel=\"noopener noreferrer\">demanding<\/a>\u00a0that Atlanta get out of these deadly police exchanges.<\/p>\n<p>Among other objections, activists point to Israel\u2019s clear record of human rights abuses and state violence toward Palestinians,\u00a0<a href=\"http:\/\/blackyouthproject.com\/after-israeli-police-kill-ethiopian-woman-community-rallies-to-protest-anti-blackness-police-brutality\/\"  target=\"_blank\" rel=\"noopener noreferrer\">Jews of color<\/a>, and African\u00a0<a href=\"https:\/\/www.aljazeera.com\/indepth\/opinion\/black-lives-matter-israel-180329061234932.html\"  target=\"_blank\" rel=\"noopener noreferrer\">refugees<\/a>. According to the United Nations Office for the Coordination of Humanitarian Affairs, 2018 brought a\u00a0<a href=\"https:\/\/www.un.org\/unispal\/document\/2018-more-casualties-and-food-insecurity-less-funding-for-humanitarian-aid-ocha-press-release\/\"  target=\"_blank\" rel=\"noopener noreferrer\">69 percent increase<\/a>\u00a0over the previous year in Israeli settler violence toward Palestinians, and a\u00a0<a href=\"https:\/\/www.ochaopt.org\/content\/humanitarian-snapshot-casualties-context-demonstrations-and-hostilities-gaza-30-march-2018\"  target=\"_blank\" rel=\"noopener noreferrer\">rise<\/a>\u00a0in Palestinian deaths and injuries in Gaza. In the year since 2018 Great March of Return demonstrations began,\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/ng-interactive\/2019\/mar\/29\/a-year-of-bloodshed-at-gaza-border-protests\"  target=\"_blank\" rel=\"noopener noreferrer\">more than<\/a>\u00a0190 Palestinians were killed and 28,000 were injured by Israeli Forces.<\/p>\n<p>Regardless of how the Israeli government coalition is shaped after its recent elections, its two largest parties show no indication of ending the fifty-two year Israeli military occupation of Palestine, nor its militarized tactics to control the Palestinian population.<\/p>\n<p>This systematic repression of Palestinians by Israel warrants the\u00a0<a href=\"https:\/\/jewishvoiceforpeace.org\/wp-content\/uploads\/2018\/09\/Deadly-Exchange-Report-Code-939480235.pdf\"  target=\"_blank\" rel=\"noopener noreferrer\">U.S. public\u2019s refusal<\/a>\u00a0to accept such training programs for their police departments. Racism and violence\u00a0<a href=\"https:\/\/mappingpoliceviolence.org\/\"  target=\"_blank\" rel=\"noopener noreferrer\">are endemic<\/a>\u00a0problems to police departments around the country, and the influence of Israeli military police trainings only threatens to exacerbates the problem.<\/p>\n<p>Two examples of police violence in Atlanta bring this home. In 2006, one elderly Atlanta resident, Kathryn Johnston, was mistaken for a cocaine dealer and\u00a0<a href=\"https:\/\/www.aclu.org\/blog\/smart-justice\/mass-incarceration\/informants-are-watching-us\"  target=\"_blank\" rel=\"noopener noreferrer\">killed by SWAT team<\/a>\u00a0 conducting a \u201cNo Knock\u201d drug raid. In January 2019, twenty-one-year-old Jimmy Atchison was\u00a0<a href=\"https:\/\/www.11alive.com\/article\/news\/witness-comes-forward-saying-jimmy-atchison-never-committed-armed-robbery\/85-d4d1a2e2-6a89-4469-b15f-1aa18afd74f4\"  target=\"_blank\" rel=\"noopener noreferrer\">fatally shot in the face<\/a> by Atlanta police\u2014even though the robbery he was accused of may have never taken place.<\/p>\n<p>*****************************<\/p>\n<p>In April 2018, the Durham, North Carolina city council <a href=\"https:\/\/forward.com\/fast-forward\/398942\/north-carolina-city-votes-to-bar-international-police-exchanges\/\"  target=\"_blank\" rel=\"noopener noreferrer\">voted unanimously<\/a>\u00a0to pass a policy barring Durham\u2019s participation in militarized police exchange trainings with Israel and other foreign countries.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.heraldsun.com\/news\/local\/counties\/durham-county\/article207800909.html\"  target=\"_blank\" rel=\"noopener noreferrer\">initial petition<\/a>, created by a coalition of ten Durham organizations states that \u201cthe Israeli Defense Forces and the Israel Police have a long history of violence and harm against Palestinian people and Jews of color.\u201d One coalition member said, \u201ctraining [with Israel] makes it worse in terms of racial profiling and use of force in crowd control.\u201d<\/p>\n<p>The\u00a0<a href=\"https:\/\/forward.com\/fast-forward\/398942\/north-carolina-city-votes-to-bar-international-police-exchanges\/\"  target=\"_blank\" rel=\"noopener noreferrer\">victory in Durham<\/a>\u00a0highlights a national movement that seeks to disband military and police training exchanges with Israel.<\/p>\n<p>In December 2018, grassroots organizing efforts succeeded in forcing the Vermont State Police and the Northampton, Massachusetts police chief to\u00a0<a href=\"https:\/\/www.haaretz.com\/us-news\/.premium-u-s-police-departments-cancel-participation-in-israel-program-due-to-bds-pressure-1.6701898\"  target=\"_blank\" rel=\"noopener noreferrer\">pull out<\/a>\u00a0of a police exchange program managed by the Anti-Defamation League.<\/p>\n<p>Clearly, many in Atlanta feel it must do the same.<\/p>\n<p>\u201cAs long as these programs exist,\u201d says Dawn O\u2019Neal of\u00a0<a href=\"https:\/\/www.facebook.com\/pg\/usprotectingus\/community\/?mt_nav=0&amp;msite_tab_async=0\"  target=\"_blank\" rel=\"noopener noreferrer\">Us Protecting Us<\/a>, formerly Black Lives Matter Atlanta, in an email, \u201cas long as police are sent into war zones to train, there will continue to be Tamir Rices and Trayvon Martins.
