Photograph: Ben Curtis\/AP<\/figcaption><\/figure>\n<\/header>\n<div class=\"content__article-body from-content-api js-article__body\" data-test-id=\"article-review-body\">\n<p>Locust swarms threaten a \u201crolling emergency\u201d that could endanger harvests and food security across parts of <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/africa\" class=\"u-underline\"  data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Africa<\/a> and Asia for the rest of the year, experts warn.<\/p>\n<p>An initial infestation of locusts in December was expected to die out during the current dry season. But unseasonal rains have allowed several generations of locust to breed, resulting in new swarms forming.<\/p>\n<p>Huge swarms of locusts have been causing devastation across swathes of Africa, Asia and the Middle East. Erratic weather conditions and storms have aided their path. As a result, countries have been battling the pests for months to avoid a hunger crisis.<\/p>\n<\/div>\n<p>Desert locusts, which live in areas between west Africa and <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/india\" class=\"u-underline\"  data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">India<\/a>, cause the most devastation and like to breed in moist conditions. These locusts live for three months. Eggs hatch two weeks after they have been laid, and hoppers become adults after about six weeks.<\/p>\n<aside class=\"element element-rich-link element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link\" data-link-name=\"rich-link-1 | 1\">\n<div class=\"rich-link tone-news--item rich-link--pillar-news\">\n<div class=\"rich-link__container\"><\/div>\n<\/div>\n<\/aside>\n<p>Adult locusts can eat their body weight every day, and fly up to 150km a day in search of new supplies.<\/p>\n<p>Kenya is experiencing its <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2020\/jan\/26\/kenya-suffers-worst-locust-infestation-in-70-years-as-millions-of-insects-swarm-farmland\" class=\"u-underline\"  data-link-name=\"in body link\">worst <\/a><a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2020\/jan\/26\/kenya-suffers-worst-locust-infestation-in-70-years-as-millions-of-insects-swarm-farmland\" class=\"u-underline\"  data-link-name=\"in body link\"> infestation for 70 years<\/a>, with <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/global-development\/2020\/may\/15\/kenyas-pastoralists-face-hunger-and-conflict-as-locust-plague-continues\" class=\"u-underline\"  data-link-name=\"in body link\">pastoralists complaining<\/a> that the vegetation on which their livestock feeds is being wiped out. Ethiopia and Somalia have not seen an outbreak this bad for 25 years. Swarms have also been destroying crops in Uganda, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/global-development\/2020\/may\/28\/make-noise-and-dont-panic-india-tries-to-ward-off-locust-invasion\" class=\"u-underline\"  data-link-name=\"in body link\">India<\/a> and <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2020\/may\/25\/many-will-starve-locusts-devour-crops-and-livelihoods-in-pakistan\" class=\"u-underline\"  data-link-name=\"in body link\">Pakistan<\/a>.<\/p>\n<figure class=\"element element-interactive interactive\" data-interactive=\"https:\/\/interactive.guim.co.uk\/embed\/iframe-wrapper\/0.1\/boot.js\" data-canonical-url=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2020\/06\/map1_wider_region-zip\/giv-3902X7ddcjBnRns8\/\" data-alt=\"graphic showing locust swarms\"><iframe src=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2020\/06\/map1_wider_region-zip\/giv-3902X7ddcjBnRns8\/\" height=\"588\" data-mce-fragment=\"1\"><\/iframe><\/figure>\n<p>Fears that millions of people could be forced into hunger prompted mass control operations earlier in the year, which have had an impact in Kenya and southern <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/ethiopia\" class=\"u-underline\"  data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Ethiopia<\/a>. But experts fear rains and insecurity in Somalia and South Sudan could undermine efforts in the east and Horn of Africa.<\/p>\n<p>Keith Cressman, locust forecasting expert for the UN\u2019s Food and Agriculture Organization, said that over the coming months locusts are expected to move farther north into Ethiopia and South Sudan. High food prices in South Sudan could compound the threat of hunger.<\/p>\n<p>\u201cEthiopia\u2019s going to be the recipient of swarms from <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/kenya\" class=\"u-underline\"  data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Kenya<\/a> and then also probably from Yemen so it\u2019s going to be busy for the whole\u00a0year,\u201d said Cressman.<\/p>\n<p>Kenneth Kemucie Mwangi, from the Nairobi-based IGAD Climate Prediction and Applications Centre, which monitors 11 countries, said initial reports suggest 2,500 sq km of crop damage in Kenya, largely among marginalised communities.<\/p>\n<p>\u201cA lot of crop areas are in their planting stage and we\u2019ve already had reports in Turkana [county] that the herbaceous vegetation planted by the community to supplement their diet [has been damaged]. We\u2019ve had reports of locusts invading farms,\u201d he said. \u201cWe really need a plan to [help] people because it can really shock the food security of agro-pastoralists who are in marginalised communities.\u201d<\/p>\n<figure class=\"element element-interactive interactive element--supporting\" data-interactive=\"https:\/\/interactive.guim.co.uk\/embed\/iframe-wrapper\/0.1\/boot.js\" data-canonical-url=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2020\/06\/map2_africa-zip\/giv-3902W56E3aLaHd5L\/\" data-alt=\"graphic showing locust swarms\"><iframe src=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2020\/06\/map2_africa-zip\/giv-3902W56E3aLaHd5L\/\" height=\"504\" data-mce-fragment=\"1\"><\/iframe><\/figure>\n<p>Lark Walters, food security specialist for the Famine Early Warning Systems Network (Fews Net), said some regional bread basket areas had not yet been hit, but there was still reason for concern.<\/p>\n<p>\u201cDespite the successes of the control measures and the stroke of luck of where desert locusts have or have not entered due to environmental reasons, we do expect the impacts of desert locusts to contribute to the food-insecure population in parts of Ethiopia, parts of <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/somalia\" class=\"u-underline\"  data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Somalia<\/a> and parts of south-east South Sudan,\u201d she said.<\/p>\n<p>Fews Net predicted locusts could damage enough crops to <a target=\"_blank\" href=\"https:\/\/reliefweb.int\/report\/somalia\/somalia-food-assistance-fact-sheet-updated-april-30-2020\" class=\"u-underline\"  data-link-name=\"in body link\">feed 280,000 people<\/a> for six months in Somalia.<\/p>\n<p>The current locust outbreak originated in Yemen, where breeding conditions created by unseasonable rains combined with ongoing conflict had allowed an almost unchecked outbreak.<\/p>\n<p>Cressman said Yemen had \u201cbecome a reservoir\u201d that could continue to stoke the crisis because it was still unable to monitor and control locusts. As well as the fighting, heavy rains that were once unusual have become an almost monthly occurrence.<\/p>\n<p>Increasingly unpredictable weather will be crucial to how long the crisis goes on and which places will be affected, he said. Photograph: Jamal Taraqai\/EPA<\/figcaption><\/figure>\n<p>He said the timing of rain in Sudan could determine whether there was an outbreak in west Africa.<\/p>\n<p>\u201cThis is typical for desert locusts. It\u2019s not a problem that starts in one place and ends in one place, it\u2019s a rolling emergency.\u201d<\/p>\n<p>Mwangi said Kenya has been able to successfully limit the outbreak to areas near the border with Ethiopia, where operations have been focused.<\/p>\n<p>He said the crisis had shown the importance of regional coordination in fighting the pests, highlighting how countries such as Kenya, which is not used to locust outbreaks, had to scramble for equipment and resources.<\/p>\n<p>Security threats had also hampered cross-border activity.
