Under the influence of this crusading mentality, US foreign policy has often swerved from diplomacy to war. It is in danger of doing so again.<\/p>\n<\/div>\n<ol id=\"editorspicks\" class=\"list\"><\/ol>\n<p>Last month, Secretary of State Mike Pompeo launched yet another evangelical crusade, this time against China. His <a href=\"https:\/\/www.state.gov\/communist-china-and-the-free-worlds-future\/\"  target=\"_blank\" rel=\"noopener noreferrer\">speech<\/a> was extremist, simplistic, and dangerous \u2013 and may well put the US on a path to conflict with China.<\/p>\n<p>According to Pompeo, Chinese President Xi Jinping and the Communist Party of China (CPC) harbor a \u201cdecades-long desire for global hegemony.\u201d This is ironic. Only one country \u2013 the US \u2013 has a <a href=\"https:\/\/dod.defense.gov\/Portals\/1\/Documents\/pubs\/2018-National-Defense-Strategy-Summary.pdf\"  target=\"_blank\" rel=\"noopener noreferrer\">defense strategy<\/a> calling for it to be the \u201cpreeminent military power in the world,\u201d with \u201cfavorable regional balances of power in the Indo-Pacific, Europe, the Middle East, and the Western Hemisphere.\u201d China\u2019s <a href=\"http:\/\/english.www.gov.cn\/archive\/whitepaper\/201907\/24\/content_WS5d3941ddc6d08408f502283d.html\"  target=\"_blank\" rel=\"noopener noreferrer\">defense white paper<\/a>, by contrast, states that \u201cChina will never follow the beaten track of big powers in seeking hegemony,\u201d and that, \u201cAs economic globalization, the information society, and cultural diversification develop in an increasingly multi-polar world, peace, development, and win-win cooperation remain the irreversible trends of the times.\u201d<\/p>\n<p>One is reminded of Jesus\u2019s own admonition: \u201cThou hypocrite, first cast out the beam out of thine own eye; and then shalt thou see clearly to cast out the mote out of thy brother\u2019s eye\u201d (Matthew 7:5). US military spending totaled $732 billion in 2019, <a href=\"https:\/\/www.sipri.org\/media\/press-release\/2020\/global-military-expenditure-sees-largest-annual-increase-decade-says-sipri-reaching-1917-billion\"  target=\"_blank\" rel=\"noopener noreferrer\">nearly three times<\/a> the $261 billion China spent.<\/p>\n<p>The US, moreover, has around <a href=\"https:\/\/www.politico.com\/magazine\/story\/2015\/06\/us-military-bases-around-the-world-119321\"  target=\"_blank\" rel=\"noopener noreferrer\">800 overseas military bases<\/a>, while China has <a href=\"https:\/\/www.theguardian.com\/world\/2019\/may\/03\/china-will-build-string-of-military-bases-around-world-says-pentagon\"  target=\"_blank\" rel=\"noopener noreferrer\">just one<\/a> (a small naval base in Djibouti). The US has many military bases close to China, which has none anywhere near the US. The US has <a href=\"https:\/\/fas.org\/issues\/nuclear-weapons\/status-world-nuclear-forces\/\"  target=\"_blank\" rel=\"noopener noreferrer\">5,800 nuclear warheads<\/a>; China has roughly 320. The US has <a href=\"https:\/\/worldpopulationreview.com\/country-rankings\/aircraft-carriers-by-country\"  target=\"_blank\" rel=\"noopener noreferrer\">11 aircraft carriers<\/a>; China has one. The US has launched many overseas wars in the past 40 years; China has launched none (though it has been criticized for border skirmishes, most recently with India, that stop short of war).<\/p>\n<p>The US has repeatedly rejected or withdrawn from United Nations treaties and UN organizations in recent years, including UNESCO, the Paris climate agreement, and, most recently, the World Health Organization, while China supports UN processes and agencies. US President Donald Trump recently threatened the staff of the International Criminal Court with <a href=\"https:\/\/news.un.org\/en\/story\/2020\/06\/1067142\"  target=\"_blank\" rel=\"noopener noreferrer\">sanctions<\/a>. Pompeo rails against China\u2019s clampdown on its mainly Muslim Uighur population, but Trump\u2019s former national security adviser, John Bolton, <a href=\"https:\/\/www.nytimes.com\/2020\/06\/18\/world\/asia\/china-trump-pompeo-xinjiang-uighurs-bolton.html\"  target=\"_blank\" rel=\"noopener noreferrer\">claims that Trump<\/a> privately gave China\u2019s actions a pass, or even <a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/06\/17\/bolton-says-trump-didnt-just-ignore-human-rights-encouraged-chinas-concentration-camps\/\"  target=\"_blank\" rel=\"noopener noreferrer\">encouraged them<\/a>.<\/p>\n<p data-line-id=\"82e3ef238e134f01bf04c316def2bc74\">The world took relatively little notice of Pompeo\u2019s speech, which offered no evidence to back up his claims of China\u2019s hegemonic ambition. China\u2019s rejection of US hegemony does not mean that China itself seeks hegemony. Indeed, outside of the US, there is little belief that China aims for global dominance. China\u2019s explicitly stated national goals are to be a \u201cmoderately prosperous society\u201d by 2021 (the centenary of the CPC), and a \u201cfully developed country\u201d by 2049 (the centennial of the People\u2019s Republic).<\/p>\n<p>Moreover, at an estimated $10,098 in 2019, <a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/weo\/2019\/02\/weodata\/index.aspx\"  target=\"_blank\" rel=\"noopener noreferrer\">China\u2019s GDP per capita<\/a> was less than one-sixth that of the US ($65,112) \u2013 hardly the basis for global supremacy. China still has a lot of catching up to do to achieve even its basic economic development goals.<\/p>\n<p>Assuming that Trump loses in November\u2019s presidential election, Pompeo\u2019s speech will likely receive no further notice. The Democrats will surely criticize China, but without Pompeo\u2019s brazen exaggerations. Yet, if Trump wins, Pompeo\u2019s speech could be a harbinger of chaos. Pompeo\u2019s evangelism is real, and white evangelicals are the political base of today\u2019s Republican Party.<\/p>\n<p>Pompeo\u2019s zealous excesses have deep roots in American history. As I recounted in my recent book <a href=\"https:\/\/cup.columbia.edu\/book\/a-new-foreign-policy\/9780231547888\"  target=\"_blank\" rel=\"noopener noreferrer\">A New Foreign Policy<\/a>, English protestant settlers believed that they were founding a New Israel in the new promised land, with God\u2019s providential blessings. In 1845, John O\u2019Sullivan coined the phrase \u201c<a href=\"https:\/\/www.americanyawp.com\/reader\/manifest-destiny\/john-osullivan-declares-americas-manifest-destiny-1845\/\"  target=\"_blank\" rel=\"noopener noreferrer\">Manifest Destiny<\/a>\u201d to justify and celebrate America\u2019s violent annexation of North America. \u201cAll this will be our future history,\u201d he <a href=\"https:\/\/www.mtholyoke.edu\/acad\/intrel\/osulliva.htm\"  target=\"_blank\" rel=\"noopener noreferrer\">wrote<\/a> in 1839, \u201cto establish on earth the moral dignity and salvation of man \u2013 the immutable truth and beneficence of God. For this blessed mission to the nations of the world, which are shut out from the life-giving light of truth, has America been chosen&#8230;\u201d<\/p>\n<p>On the basis of such exalted views of its own beneficence, the US engaged in mass enslavement until the Civil War and mass apartheid thereafter; slaughtered Native Americans throughout the nineteenth century and subjugated them thereafter; and, with the closure of the Western frontier, extended Manifest Destiny overseas. Later, with the onset of the Cold War, anti-communist fervor led the US to fight disastrous wars in Southeast Asia (Vietnam, Laos, and Cambodia) in the 1960s and 1970s, and brutal wars in Central America in the 1980s.<\/p>\n<p>After the September 11, 2001, terrorist attacks, the evangelical ardor was directed against \u201cradical Islam\u201d or \u201cIslamic fascism,\u201d with four US wars of choice \u2013 in Afghanistan, Iraq, Syria, and Libya \u2013 all of which remain debacles to this day. Suddenly, the supposed existential threat of radical Islam has been forgotten, and the new crusade targets the CPC.<\/p>\n<p data-line-id=\"11a23b5dd7024bd7857f12c613eb8281\">Pompeo himself is a biblical literalist who believes that the end time, the apocalyptic battle between good and evil, is imminent. Pompeo described his beliefs in a <a href=\"https:\/\/www.youtube.com\/watch?v=sO0opXYM52w\"  target=\"_blank\" rel=\"noopener noreferrer\">2015 speech<\/a> while a Congressman from Kansas: America is a Judeo-Christian nation, the greatest in history, whose task is to fight God\u2019s battles until the Rapture, when Christ\u2019s born-again followers, like Pompeo, will be swept to heaven at the Last Judgment.<\/p>\n<p>White evangelicals represent only around <a href=\"https:\/\/www.prri.org\/research\/american-religious-landscape-christian-religiously-unaffiliated\/\"  target=\"_blank\" rel=\"noopener noreferrer\">17% of the US adult population<\/a>, but comprise around <a href=\"https:\/\/www.rollcall.com\/2018\/12\/06\/are-white-evangelicals-the-saviors-of-the-gop\/\"  target=\"_blank\" rel=\"noopener noreferrer\">26% of voters<\/a>. They vote overwhelmingly Republican (an estimated <a href=\"https:\/\/www.cfr.org\/conference-calls\/role-religion-could-play-2020-election\"  target=\"_blank\" rel=\"noopener noreferrer\">81% in 2016<\/a>), making them the party\u2019s single most important voting bloc. That gives them powerful influence on Republican policy, and in particular on foreign policy when Republicans control the White House and Senate (with its treaty-ratifying powers). Fully <a href=\"https:\/\/www.pewforum.org\/2019\/01\/03\/faith-on-the-hill-116\/\"  target=\"_blank\" rel=\"noopener noreferrer\">99%<\/a> of Republican congressmen are Christian, of whom around 70% are Protestant, including a <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/lsq.12200\"  target=\"_blank\" rel=\"noopener noreferrer\">significant<\/a> though unknown proportion of evangelicals.<\/p>\n<p>Of course, the Democrats also harbor some politicians who proclaim American exceptionalism and launch crusading wars (for example, President Barack Obama\u2019s interventions in Syria and Libya). On the whole, however, the Democratic Party is less wedded to claims of US hegemony than is the Republican Party\u2019s evangelical base.<\/p>\n<p>Pompeo\u2019s inflammatory anti-China rhetoric could become even more apocalyptic in the coming weeks, if only to fire up the Republican base ahead of the election. If Trump is defeated, as seems likely, the risk of a US confrontation with China will recede.
