He has ordered a restoration of American aid to the Palestinian Authority (PA).<\/p>\n<p dir=\"ltr\">In 2018, Trump stopped transferring aid to the PA and closed down its US mission in East Jerusalem as well as the PA office in Washington.<\/p>\n<p dir=\"ltr\">Trump pursued an extraordinarily pro-Israel foreign policy, persuading some Middle Eastern states like the UAE, Bahrain, Morocco and Sudan to normalise relations with the Zionist state, breaking up the pro-Palestinian Arab bloc.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">While this is an improvement over the position of the previous administration, simply expressing desire for a solution is not enough. But Palestinians like Kemal Hawwash, the Chair of the Palestine Solidarity Campaign (PSC) and a founding member of the British Palestinian Policy Council (BPPC), still welcome Biden\u2019s aid announcement.<\/p>\n<p dir=\"ltr\">\u201cIt\u2019s clear that the situation under the Trump administration reached a complete deadlock with both the Palestinian leadership and Palestinian people because they cut all aid including to hospitals in Jerusalem,\u201d Hawwash tells\u00a0<em>TRT World<\/em>.<\/p>\n<p dir=\"ltr\">\u201cIt was not political. It was really vengeful,\u201d he says, referring Trump\u2019s anti-Palestinian policies.<\/p>\n<p dir=\"ltr\">After all, even the mere disappearance of that vengeful stance makes Palestinians feel better about the new US administration, according to Hawwash.<\/p>\n<p dir=\"ltr\">\u201cI think it would be good to see reestablishing [ties with the PA], reopening the Palestinian Liberation Organisation (PLO) mission in Washington and reopening of the American consulate in East Jerusalem,\u201d he says.<\/p>\n<p dir=\"ltr\">While the acting US envoy to the UN, Richard Mills, indicated that Washington will enable the PA to access aid cut out by the Trump administration, he did not specify whether the PLO mission will be allowed to operate in the American capital and if the US will reopen its consulate in East Jerusalem.<\/p>\n<p dir=\"ltr\">However, at the end of the day, the Biden administration has displayed goodwill towards the Palestinians.<\/p>\n<p dir=\"ltr\">\u201cWe do not view these steps as a favor to the Palestinian leadership,\u201d<a href=\"https:\/\/www.nytimes.com\/2021\/01\/26\/world\/middleeast\/biden-palestinians-israel.html?action=click&amp;module=Latest&amp;pgtype=Homepage\"  target=\"_blank\" rel=\"noopener noreferrer\">\u00a0Mills said.<\/a><\/p>\n<p dir=\"ltr\">\u201cU.S. assistance benefits millions of ordinary Palestinians and helps to preserve a stable environment that benefits both Palestinians and Israelis,\u201d the US envoy added.<\/p>\n<p dir=\"ltr\">Yousef Alhelou, a Palestinian political analyst, hails the new political mood in Washington.<\/p>\n<p dir=\"ltr\">\u201cIt\u2019s a good shift, it\u2019s the right move to correct Trump\u2019s dangerous reckless moves namely sabotaging the international system and international consensus on main issues such as the status of the occupied Palestinian Territories, Jerusalem, UNRWA\u2019s support to Palestinian refugees, etc..,\u201d Alhelou tells\u00a0<em>TRT World<\/em>.<\/p>\n<p dir=\"ltr\">The UNRWA is the United Nations Relief and Works Agency for Palestine Refugees in the Near East. Its assistance to Palestinians living out of their homeland has been crucial for their survival.<\/p>\n<p dir=\"ltr\"><strong>Is the two-state solution back?<\/strong><\/p>\n<p dir=\"ltr\">Mills also endorsed the two-state solution as long as it\u2019s \u201cmutually agreed\u201d, signalling that Washington wants to bring both sides back to the negotiating table.<\/p>\n<p dir=\"ltr\">\u201cI think Biden will be able to revive the US\u2019s image and restore its slogan as a peace mediator,\u201d says Alhelou.<\/p>\n<p dir=\"ltr\">He, however, has typical Palestinian scepticism towards Western promises to his people after the many disappointments since the Balfour Declaration of 1917 by the British, the then-colonial power over Palestine, which paved the way for the creation of Israel.<\/p>\n<p dir=\"ltr\">\u201cIt\u2019s too early to judge his intentions. The US administration has been always pro-Israel and I doubt he will be be pro-Justice [pro-Palestinian],\u201d he says.<\/p>\n<p dir=\"ltr\">\u201cLet\u2019s wait and see,\u201d he adds.<\/p>\n<p dir=\"ltr\">The optimism is not shared simply among Palestinians like Alhelou and Hawwash, but supporters of Israel also feel buoyant about the US approach to the conflict in the Holy Land.<\/p>\n<p dir=\"ltr\">\u201cThis is exactly the type of swift action the administration needs to take to restore American credibility as a diplomatic mediator between Israelis and Palestinians,\u201d\u00a0<a href=\"https:\/\/www.nytimes.com\/2021\/01\/26\/world\/middleeast\/biden-palestinians-israel.html?action=click&amp;module=Latest&amp;pgtype=Homepage\"  target=\"_blank\" rel=\"noopener noreferrer\">said Jeremy Ben-Ami,<\/a>\u00a0the president of J Street, a pro-Democrat American-Jewish political action group, which backs the Palestinian-Israeli peace process.<\/p>\n<p dir=\"ltr\">Leading Palestinians also reacted positively to the restoration of American aid to the PA.<\/p>\n<p dir=\"ltr\">\u201cFor the first time, President Biden\u2019s administration has officially expressed its position toward the peace process and the two-state solution,\u201d said Ahmed Majdalani, a member of the PLO\u2019s executive committee and minister of social development at the PA.<\/p>\n<p dir=\"ltr\">Despite positive messages, Hawwash thinks Palestinians should be careful when navigating a political route with the Americans and not to give any concessions on their rights guaranteed by international law.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The US will restore aid for the Palestinian people, and it will reopen diplomatic missions shuttered under the Trump administration, a US official says.<a target=\"_blank\" href=\"https:\/\/t.co\/PbYu45TT36\" >https:\/\/t.co\/PbYu45TT36<\/a><\/p>\n<p>&mdash; Al Arabiya English (@AlArabiya_Eng) <a target=\"_blank\" href=\"https:\/\/twitter.com\/AlArabiya_Eng\/status\/1354356928344969219?ref_src=twsrc%5Etfw\" >January 27, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<div>\n<div class=\"twitter-tweet twitter-tweet-rendered\"><\/div>\n<\/div>\n<p dir=\"ltr\">\u201cIt will bring the Palestinians back to talking with the Americans. But interesting that although [US] comments say that they seek the two-state solution, the Americans are not anxious to get talks going. It may take a while for them to restart,\u201d he says.<\/p>\n<p dir=\"ltr\">\u201cI think the Palestinian Authority will return and will be ready to go to negotiations. But the question will be on what base,\u201d he says.
