From the onset, Cuba\u2019s approach has been holistic and integrated.<\/p>\n<p>Its response <a target=\"_blank\" href=\"https:\/\/www.emerald.com\/insight\/content\/doi\/10.1108\/JTF-10-2020-0187\/full\/html\" >is among the most respected in the world<\/a>. Widespread confidence in the Cuban government\u2019s science-based policies, public service media messaging and volunteerism are key reasons as to why Cuba has been able to control the viral reproduction rate until mass vaccination begins.<\/p>\n<p>The cash-strapped Caribbean island risked opening to holiday visitors at the end of 2020 and is currently managing <a target=\"_blank\" href=\"https:\/\/covid19cubadata.github.io\/#cuba\" >higher COVID-19 caseloads than ever before<\/a>. Its health experts are combining international clinical trials of its vaccine candidates with mass production. Cuba is the <a target=\"_blank\" href=\"https:\/\/www.peoplesworld.org\/article\/cuba-develops-covid-19-vaccines-takes-socialist-approach\/\" >only Latin American country with the capacity to manufacture a vaccine<\/a> domestically <a target=\"_blank\" href=\"https:\/\/www.cnn.com\/2021\/02\/01\/americas\/brazil-coronavirus-vaccination\/index.html\" >other than Brazil<\/a>, which is not doing so. Cuba\u2019s <a target=\"_blank\" href=\"https:\/\/upf.com\/book.asp?id=9780813061054\" >Henry Reeve Medical Brigade<\/a> has been fighting the pandemic in at least 37 countries and has been <a target=\"_blank\" href=\"https:\/\/www.coha.org\/coha-is-honored-to-nominate-the-cuban-henry-reeve-international-medical-brigade-for-the-2021-nobel-peace-prize\/\" >nominated for a Nobel Peace Prize<\/a>. When COVID-19 stranded the cruise ship MS Braemar, <a target=\"_blank\" href=\"https:\/\/www.periodicocubano.com\/choferes-que-trasportaron-a-los-pasajeros-del-crucero-ms-braemar-terminan-su-cuarentena\/\" >only Cuba allowed it to dock<\/a>.<\/p>\n<p>In contrast, many countries\u2019 pandemic responses have been haphazard, with well-funded lobby groups <a target=\"_blank\" href=\"https:\/\/www.motherjones.com\/food\/2020\/12\/a-powerful-lobbying-group-pushes-to-keep-restaurants-open-but-for-whom\/\" >representing restaurants<\/a> and <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2021\/02\/20\/poor-countries-arent-getting-vaccines-waiving-intellectual-property-rights-could-help\/\" >pharmaceutical companies<\/a>, to name just two sectors, wielding excessive influence. Oscillating virus reproduction rates have required disruptive and costly mitigation measures and resulted in illness and death. <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2020\/jun\/07\/cuba-coronavirus-success-contact-tracing-isolation?utm_source=pocket-ff-recs\" >The media<\/a>, academics who include <a target=\"_blank\" href=\"https:\/\/mondediplo.com\/outsidein\/cuban-medical-covid\" >Helen Yaffe<\/a>, <a target=\"_blank\" href=\"https:\/\/theconversation.com\/coronavirus-response-why-cuba-is-such-an-interesting-case-135749\" >Emily Morris<\/a> and <a target=\"_blank\" href=\"https:\/\/video.unbc.ca\/media\/Cuban+Medical+Internationalism+in+a+Time+of+Covid+-+Dr.+John+Kirk%2C+Department+of+Spanish+and+Latin+American+Studies%2C++Dalhousie+University+-+October+9+2020\/0_77lp6caf\/19773\" >John Kirk<\/a> and non-governmental organizations like Havana and Oakland-based <a target=\"_blank\" href=\"https:\/\/medicc.org\/ns\/cuba-vs-covid-19-10-strategies-that-matter-for-us\/\" >Medicc<\/a> have long documented Cuba\u2019s emulation-worthy health system.<\/p>\n<blockquote><p><em><strong>Read more: <a target=\"_blank\" href=\"https:\/\/theconversation.com\/coronavirus-response-why-cuba-is-such-an-interesting-case-135749\" >Coronavirus response: why Cuba is such an interesting case<\/a><\/strong><\/em><\/p><\/blockquote>\n<h2>Hard work, hard science<\/h2>\n<p>Care in Cuba is universal, research and training is robust and disease and disaster mitigation is well-organized. The public health-care system is co-ordinated across research institutes and centres of disease control, through to <a target=\"_blank\" href=\"https:\/\/yalebooks.yale.edu\/book\/9780300230031\/we-are-cuba\" >dispersed local neighbourhood clinics<\/a>. Cuba also has a <a target=\"_blank\" href=\"http:\/\/uis.unesco.org\/en\/country\/cu\" >near 100 per cent literacy rate<\/a>, with much attention paid to science, technology, engineering and mathematics (STEM) education.<\/p>\n<p>Cuba\u2019s achievements are the result of hard work and hard science in a not-for-profit system. The populace\u2019s confidence has been earned through science-based campaigns against the likes of <a target=\"_blank\" href=\"https:\/\/press.uchicago.edu\/ucp\/books\/book\/chicago\/C\/bo9733558.html\" >HIV, Ebola, dengue fever and the Zika virus<\/a>.<\/p>\n<p>Nations that have responded well to the pandemic have communicated clearly and factually with their people. Cuba has a tradition of multi-pronged <a target=\"_blank\" href=\"http:\/\/www.cubadebate.cu\/especiales\/2020\/06\/04\/de-cuando-fernanda-y-otros-dibujos-animados-cubanos-se-pusieron-el-nasobuco-video\/\" >public-service messaging<\/a>.<\/p>\n<p>The country\u2019s epidemiology director has become a trusted household expert through his daily news reports. Every day at 9 a.m., a seated and masked <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/207782292764647\/videos\/469391334195258\" >Dr. Francisco Dur\u00e1n<\/a> speaks directly to the public, noting and lamenting every fatality, detailing disease spread and treatments, answering viewer questions and sternly advising continued adherence to preventative measures.<\/p>\n<p>The well-known psychologist Manuel Calvi\u00f1o discusses topics such as self-discipline and positive thinking. Cheerier spots feature famous actors urging fortitude and depict groups of people <a target=\"_blank\" href=\"https:\/\/salud.msp.gob.cu\/video-gallery\/\" >following health protocols<\/a>.<\/p>\n<p>In cartoons, angry \u201cred meanie\u201d viruses <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=07rpZNMxLd8\" >are drowned by hand-washing<\/a> and blocked by face masks, animation heroes celebrate <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=wjP4o8EoTQg\" >International Workers\u2019 Day<\/a> from their balconies, youngsters stay home to protect their grandparents and <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=pi4H10w84pw\" >families play inside together<\/a>. The socially distanced 42nd <a target=\"_blank\" href=\"http:\/\/habanafilmfestival.com\/spots\/spot-42-festival-primera-dosis\/\" >International Festival of New Latin American Cinema<\/a> featured animated doctor\u2019s orders in its promotional video. Ubiquitously <a target=\"_blank\" href=\"https:\/\/cubasi.cu\/en\/article\/cuban-music-protocol-against-covid-19\" >stated, sung and danced slogans<\/a> include \u201cCuba for life, with a new (masked) smile.\u201d<\/p>\n<figure>\n<div class=\"fluidvids\"><iframe loading=\"lazy\" class=\"fluidvids-item\" src=\"https:\/\/www.youtube.com\/embed\/wjP4o8EoTQg?wmode=transparent&amp;start=0\" width=\"440\" height=\"260\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-fluidvids=\"loaded\" data-mce-fragment=\"1\"><\/iframe><\/div><figcaption><span class=\"caption\">Beloved cartoon characters participate in International Workers\u2019 Day from home rather than in Cuba\u2019s annual parade at Revolution Plaza, courtesy of Animados ICAIC.<\/span><\/figcaption><\/figure>\n<h2>Mask-wearing is popular<\/h2>\n<p>I surveyed residents of Havana online and later in-person while in Cuba in December and January. Computer science students have developed helpful apps and supported medical staff in their dorms-turned-quarantine centres. Necessary work got done while public buy-in solidified the mitigation efforts. The initial growth curve was inverted early on.<\/p>\n<p>Banking on individual responsibility among its well-educated citizens, Cuba shifted to a \u201cnew normal\u201d at the year-end holiday season. Tourists headed to isolated beach resorts and expats to their relatives\u2019 homes. Some visitors, many of them arriving from areas with high rates of infection and science denial such as Miami, breached the <a target=\"_blank\" href=\"https:\/\/salud.msp.gob.cu\/preguntas-y-respuestas-sobre-el-control-sanitario-internacional\/\" >requisite protocols<\/a>: one PCR test with a negative result upon arrival, a five-day home quarantine and another negative PCR test before mingling.<\/p>\n<h2>Pandemic has been costly<\/h2>\n<p>All indicators show Cuba has put its limited resources to efficient use for the public good. But especially coupled with former U.S. president Donald Trump\u2019s tightening of <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/opinions\/2020\/6\/21\/cubas-two-pandemics-the-coronavirus-and-the-us-embargo\" >the American blockade against Cuba<\/a>, the pandemic and the resulting plunge in tourism are costly. Scarcity of affordable food and consumer goods, along with an increased cost of living accelerated by a long-overdue <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=mHRFOb3cHLc\" >monetary unification<\/a>, have increased stress levels.<\/p>\n<blockquote><p><em><strong>Read more: <a target=\"_blank\" href=\"https:\/\/theconversation.com\/u-s-cuba-relations-will-joe-biden-pick-up-where-barack-obama-left-off-153269\" >U.S.-Cuba relations: Will Joe Biden pick up where Barack Obama left off?<\/a><\/strong><\/em><\/p><\/blockquote>\n<p>Sensing an opportunity, foreign interest groups are supporting small, lively <a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/d4b31bda-bd29-462c-afbb-3dd99e3d7b8e\" >social media<\/a> and in-person protests, most characterized by vociferous yet vague demands <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=Xu4Huw3i-lE\" >for artistic freedom<\/a>.<\/p>\n<p>Daily cases are also now hovering around 850 compared to 42 on Nov. 15, 2020 \u2014 just before Havana\u2019s airport reopened. Although the curve is again flat \u2014 exponential growth has been halted for the second time \u2014 medical personnel and supplies are strained. Against this backdrop, however, there are Cuba\u2019s advances on the vaccination front.<\/p>\n<p>In this breakneck race, Cuba is simultaneously running Phase 3 international clinical trials of Soberana (Sovereignty) 2 and, planned for late March, <a target=\"_blank\" href=\"https:\/\/www.telesurenglish.net\/news\/Cubas-Abdala-Vaccine-to-Begin-Phase-III-Clinical-Trials-20210308-0008.html\" >Abdala<\/a>, with robust production of these vaccine candidates. Work is also continuing on Soberana 1 and Mambisa.<\/p>\n<p>Looking ahead to COVID-19 variants and reinfections, a booster <a target=\"_blank\" href=\"http:\/\/www.cubadebate.cu\/noticias\/2021\/03\/04\/biocubafarma-e-instituto-finlay-informan-sobre-inicio-del-ensayo-clinico-fase-iii-del-candidato-vacunal-soberana-02\/#anexo-1508011\" >Soberana Plus<\/a> is now being developed.<\/p>\n<p>If Cuba\u2019s vaccination program is successful, the country will have once again provided for its people against enormous odds as it produces and distributes a vaccine domestically, then shares it with the world.<\/p>\n<p>Many market-driven, rich nations of the Global North, including Canada, are not so well-positioned. Cuba\u2019s access to internationally produced vaccines was highly improbable due to the U.S. blockade.
