{"id":18927,"date":"2012-05-07T12:00:05","date_gmt":"2012-05-07T11:00:05","guid":{"rendered":"http:\/\/www.transcend.org\/tms\/?p=18927"},"modified":"2013-05-17T15:22:54","modified_gmt":"2013-05-17T14:22:54","slug":"map-us-bases-encircle-iran","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2012\/05\/map-us-bases-encircle-iran\/","title":{"rendered":"Map: US Bases Encircle Iran"},"content":{"rendered":"<p><em>Dozens of US and allied forces&#8217; military installations dot the region, from Oman, UAE and Kuwait to Turkey and Israel.<\/em><\/p>\n<p>US military bases continue to form a strategic envelope around Iran, although the American withdrawal from Iraq at the end of 2011 may have changed the regional balance somewhat towards Iran&#8217;s favour. While\u00a0US forces are scaling back in many parts of the globe due to budget cuts &#8211; and have begun a gradual depature from Afghanistan to be completed by 2014 &#8211; their international presence remains vast.<\/p>\n<p>From an active-duty force of 1.4 million soldiers, the US has deployed\u00a0some\u00a0<a href=\"http:\/\/siadapp.dmdc.osd.mil\/personnel\/MILITARY\/history\/hst1112.pdf\"  target=\"_blank\">350,000 troops<\/a>\u00a0to at least\u00a0<a href=\"http:\/\/www.politifact.com\/truth-o-meter\/statements\/2011\/sep\/14\/ron-paul\/ron-paul-says-us-has-military-personnel-130-nation\/\"  target=\"_blank\">130 foreign countries<\/a>\u00a0around the world.\u00a0Some are at Cold War-era installations, but\u00a0many are in or near combat zones in the Middle East. At more than\u00a0<a href=\"http:\/\/www.acq.osd.mil\/ie\/download\/bsr\/bsr2011baseline.pdf\"  target=\"_blank\">750 bases<\/a>\u00a0internationally, private contractors and third-country nationals also form a large percentage of the staff, in addition to military reservists and civilian employees of the Pentagon.<\/p>\n<p>US military installations in the Middle East\u00a0serve to keep an eye on Iran, but their regional footprint was significantly expanded well before Iran became the most publicly cited foreign &#8220;threat&#8221;.<\/p>\n<p>There were three reasons why the US sought a presence across the Middle East, says Mehran Kamrava,\u00a0Director of the Center for International and Regional Studies at Georgetown University&#8217;s School of Foreign Service in Qatar:<\/p>\n<p>&#8220;Securing oil resources, guaranteeing the security of the state of Israel and combating threats to American interests&#8221; were the initial priorities of US military activity in the region prior to the first Gulf War, Kamrava says.<\/p>\n<p>&#8220;Subsequently, direct military presence wasn&#8217;t in the form of impositions, but the [security umbrella] was a\u00a0conscious policy decision on the part of the Persian Gulf states.&#8221;<\/p>\n<p><iframe loading=\"lazy\" style=\"width: 100%; height: 300px;\" src=\"http:\/\/maps.google.com\/maps\/ms?msa=0&amp;msid=204401305100193944749.0004bd6c370c083cb7145&amp;ie=UTF8&amp;t=h&amp;ll=27.80021,53.217773&amp;spn=30.823114,43.945313&amp;z=5&amp;output=embed\" frameborder=\"0\" scrolling=\"no\" width=\"320\" height=\"240\"><\/iframe><br \/>\n<small>Click on installations for more information about facilities and troops, or view\u00a0<a target=\"_blank\" href=\"http:\/\/maps.google.com\/maps\/ms?msa=0&amp;msid=204401305100193944749.0004bd6c370c083cb7145&amp;ie=UTF8&amp;t=h&amp;ll=27.80021,53.217773&amp;spn=30.823114,43.945313&amp;z=5&amp;source=embed\" >American Military Bases near Iran<\/a>\u00a0in a larger map<\/small><\/p>\n<p>Kamrava says US forces &#8220;have the ability to project force when needed, by\u00a0intimidating and signalling to potential threats that the US can flex its muscles if necessary &#8230; This is a combination of &#8216;showing the flag&#8217; and practical, logistical issues such as the movement of troops, supplies and services&#8221;.<\/p>\n<p>&#8220;So, these bases are not necessarily because of Iran, but certainly Iran has given the US a compelling reason to further the number of bases,&#8221; Kamrava told Al Jazeera. &#8220;But it doesn&#8217;t take a rocket scientist to figure out that Iran is encircled militarily.&#8221;<\/p>\n<p>Since tensions with Iran further escalated in early January, a\u00a0<a href=\"http:\/\/a6.sphotos.ak.fbcdn.net\/hphotos-ak-ash4\/377249_278904845495696_199067310146117_849951_965821340_n.jpg\"  target=\"_blank\">map<\/a>\u00a0of assumed locations of bases in the vicinity of the Islamic Republic has been circulating\u00a0across various\u00a0social media platforms.\u00a0But our map, above, reflects the latest information, either officially acknowledged by the US military, sourced in the media or described on military information sites such as\u00a0<a href=\"http:\/\/www.globalsecurity.org\/\"  target=\"_blank\">Global Security<\/a>.<\/p>\n<p>Prior to the September 11, 2001, attacks in the US,\u00a0most of the\u00a0American military\u00a0abroad\u00a0was stationed in Europe and East Asia. But the\u00a0number of\u00a0<a href=\"http:\/\/www.economist.com\/blogs\/dailychart\/2011\/11\/american-troop-deployments\"  target=\"_blank\">Middle East\u00a0deployments<\/a>\u00a0climbed dramatically\u00a0during\u00a0subsequent campaigns in Iraq and Afghanistan.<\/p>\n<p>The wide range\u00a0and function of the new\u00a0facilities became expedient to the simultaneous fighting of two massive wars on either side of Iran.<\/p>\n<p>A decade ago in 2002, Rear Admiral Craig R Quigley, senior spokesman at US Central Command (CENTCOM) in Tampa, Florida, said: &#8220;There is great value, for instance, in continuing to\u00a0<a href=\"http:\/\/www.nytimes.com\/2002\/01\/09\/world\/nation-challenged-military-planning-us-building-up-its-military-bases-afghan.html\"  target=\"_blank\">build airfields<\/a>\u00a0in a variety of locations on the perimeter of Afghanistan that, over time, can do a variety of functions, like combat operations, medical evacuation and delivering humanitarian assistance.&#8221;<\/p>\n<p>And while the US largely shifted its military\u00a0focus to the region, it also moved most\u00a0troops out of Saudi Arabia and into other Arab states of the Gulf, where US-friendly governments ironed out new\u00a0security and basing\u00a0arrangements.<\/p>\n<p><strong>Massive troop presence<\/strong><\/p>\n<p>According to new CENTCOM figures\u00a0given to Al Jazeera on\u00a0April 30,\u00a0there are about 125,000 US troops in close proximity to Iran: 90,000 soldiers in\/around Afghanistan\u00a0on Operation Enduring Freedom;\u00a0some 20,000\u00a0soldiers deployed ashore elsewhere\u00a0in the Near East region; and\u00a0a variable\u00a015-20,000 afloat on\u00a0naval vessels.<\/p>\n<p>US Defence Secretary Leon Panetta has said the US would have\u00a0<a href=\"http:\/\/gulfnews.com\/news\/region\/iran\/us-downplays-reports-of-military-build-up-amid-rising-tensions-1.965744\"  target=\"_blank\">40,000 troops in the\u00a0Gulf<\/a>\u00a0following the withdrawal from Iraq. But the\u00a0exact number, location and mission of these forces beyond Afghanistan is virtually impossible to determine.<\/p>\n<p>&#8220;We are obliged to respect the stated desires of various host countries, who have asked that we not acknowledge details of any US presence on their sovereign soil,&#8221; Oscar Seara, public affairs officer at CENTCOM, told Al Jazeera in an email.<\/p>\n<p>&#8220;Partner-nation sensitivities limit what we are able to say about our military relationships,&#8221; Seara said, when asked to confirm or deny information about the\u00a0bases in the map above.<\/p>\n<p>The troop tally released\u00a0on December 31, 2011, by the\u00a0<a href=\"http:\/\/siadapp.dmdc.osd.mil\/personnel\/MILITARY\/history\/hst1112.pdf\"  target=\"_blank\">Defense Manpower Data Center<\/a>\u00a0reported 57,479 &#8220;<a href=\"http:\/\/www.thedailybeast.com\/articles\/2011\/08\/05\/president-obama-president-bush-and-the-march-of-u-s-soldiers-abroad-where-they-are-and-why.html\"  target=\"_blank\">undistributed<\/a>&#8221; troops around the world &#8211;\u00a0on unknown assignment in unspecified locations. The organisation&#8217;s data\u00a0department declined to clarify whether a significant number of these troops\u00a0are stationed in the Middle East.<\/p>\n<p>In the Gulf, CENTCOM spokesman Seara only confirmed that the &#8220;Fifth Fleet is headquartered in Bahrain.\u00a0For anything else, you\u2019ll have to contact the Bahraini Ministry of Defence &#8230; We can confirm Camps Arifjan, Buehring and Patriot.\u00a0For anything else, you\u2019ll have to contact the Kuwaiti Ministry of Defence.&#8221;<\/p>\n<p>Despite such official efforts to remain inconspicuous in the post-9\/11 era, US forces from the Air Force, Army, Navy and Marines are boldly positioned\u00a0in Oman and the UAE to the south of Iran, Turkey and Israel to the west, Turkmenistan and Kyrgyzstan to the north, and Afghanistan and Pakistan\u00a0in the east.<\/p>\n<p>In addition, the US has close military partnerships with Georgia and Azerbaijan in the Caucasus, where\u00a0US troops are\u00a0involved in training missions, and where local facilities are used in moving supplies across the Caspian Sea towards Afghanistan.<\/p>\n<p>When Pakistan closed NATO supply routes into Afghanistan, Central Asian countries such as Uzbekistan and Tajikistan\u00a0became even more crucial\u00a0for shipping non-lethal\u00a0goods\u00a0through the\u00a0<a href=\"http:\/\/www.npr.org\/2011\/09\/16\/140510790\/u-s-now-relies-on-alternate-afghan-supply-routes\"  target=\"_blank\">Northern Distrbution Network<\/a>\u00a0into the conflict zone to the south.\u00a0Fears of a\u00a0new &#8220;Great Game&#8221; emerged, as the US began more directly competing with Russia and China for regional influence.<\/p>\n<p>While 2012 has clearly seen a\u00a0<a href=\"http:\/\/www.atimes.com\/atimes\/Middle_East\/NB03Ak04.html\"  target=\"_blank\">US military buildup<\/a>\u00a0in the Gulf, especially an increase in the size of the\u00a0<a href=\"http:\/\/www.nytimes.com\/2011\/10\/30\/world\/middleeast\/united-states-plans-post-iraq-troop-increase-in-persian-gulf.html?_r=1\"  target=\"_blank\">standby combat force<\/a>\u00a0in Kuwait, the extent of troop movements is obscured by official secrecy surrounding the &#8220;globe-spanning American\u00a0<a href=\"http:\/\/www.atimes.com\/atimes\/South_Asia\/MA12Df01.html\"  target=\"_blank\">archipelago of bases<\/a>&#8220;.<\/p>\n<p>The Pentagon has said it is now prioritising smaller, more nimble deployments to work in partnership with local troops, rather than emphasising the sheer number of &#8220;boots on the ground&#8221;. And officials say an\u00a0enhanced\u00a0presence in the\u00a0Gulf\u00a0is meant to\u00a0serve as a &#8220;<a href=\"http:\/\/articles.latimes.com\/2012\/jan\/12\/world\/la-fg-us-persian-gulf-20120113\"  target=\"_blank\">quick-reaction and contingency force<\/a>&#8220;, not simply a prelude to war.<\/p>\n<p><strong>Floating bases<\/strong><\/p>\n<p>In addition to the sites in the map above, the US Navy has announced the summer 2012 launch of a floating\u00a0<a target=\"_blank\" href=\"http:\/\/www.aljazeera.com\/video\/americas\/2012\/01\/201212963512107935.html\" >mothership<\/a>\u00a0base likely to be deployed in the Gulf. The converted USS Ponce warship is slated to be used by the Navy on anti-piracy missions and for &#8220;containment&#8221; of\u00a0Iran. While aircraft carriers\u00a0must move regularly around the Gulf, the\u00a0new ship will be able to remain\u00a0in the same place\u00a0for weeks.<\/p>\n<p>&#8220;There are two aircraft carrier strike groups operating in the US Fifth Fleet AOR [Area Of Responsibility],&#8221;\u00a0Lt Rebecca Rebarich, US Fifth Fleet spokeswoman, told Al Jazeera in an email.<\/p>\n<p>&#8220;Aircraft carrier\u00a0<em>USS Enterprise<\/em>\u00a0(CVN 65) is operating in the Arabian Sea, conducting missions in support of Operation Enduring Freedom,&#8221; Rebarich said. &#8220;Aircraft carrier<em>USS Abraham Lincoln<\/em>\u00a0(CVN 72) is conducting maritime security operations in the Arabian Gulf.&#8221;<\/p>\n<p>&#8220;There are approximately 16,000 personnel at sea aboard more than 40 US Navy, Coast Guard and fleet auxiliary ships in the US Fifth Fleet AOR.&#8221;<\/p>\n<p>France also has a nuclear-powered aircraft carrier, the\u00a0<em>Charles Gaulle,\u00a0<\/em>which was reported to be\u00a0<a href=\"http:\/\/rt.com\/news\/iran-boats-uss-lincoln-hormuz-279\/\"  target=\"_blank\">heading to the Gulf<\/a>\u00a0in February.<\/p>\n<p>For its part, France in 2009\u00a0established\u00a0<a href=\"http:\/\/www.guardian.co.uk\/world\/2009\/may\/26\/france-military-base-uae\"  target=\"_blank\">Peace Camp<\/a>, a naval air station\u00a0in Abu Dhabi. While the base is officially not just directed towards Iran, the dominant power on the other side of the Gulf then responded with a statement rejecting &#8220;increased\u00a0<a href=\"http:\/\/www.huffingtonpost.com\/2009\/05\/26\/france-opens-uae-base-to-_n_207505.html\"  target=\"_blank\">foreign military<\/a>\u00a0presence&#8221; in the region.<\/p>\n<p>Although US installations in Turkey, Israel, Djibouti and Diego Garcia are not in the CENTCOM area of responsibility, they could\u00a0also be used in the event of any conflict with Iran.<\/p>\n<p>Besides the bases shown on the map above, there are additional US micro-bases, as well as sites belonging to other countries that are used by US troops but not acknowledged as bases, and\u00a0<a href=\"http:\/\/www.atimes.com\/atimes\/South_Asia\/MA12Df01.html\"  target=\"_blank\">covert installations<\/a>\u00a0that are suspected but not confirmed.<\/p>\n<p>As\u00a0explained by Chalmers Johnson, the US author who coined the term &#8220;<a href=\"http:\/\/www.motherjones.com\/politics\/2008\/08\/americas-unwelcome-advances\"  target=\"_blank\">empire of bases<\/a>&#8220;,\u00a0the defence department&#8217;s\u00a0<a href=\"http:\/\/www.acq.osd.mil\/ie\/download\/bsr\/bsr2011baseline.pdf\"  target=\"_blank\">2011 report<\/a>\u00a0omits espionage bases, as well as facilities located in warzones and other sensitive places.<\/p>\n<p>US commandos are also deployed throughout the region as part of the Special Operations Command (SOCOM), which conducts clandestine activities with a\u00a0<a target=\"_blank\" href=\"http:\/\/www.aljazeera.com\/indepth\/opinion\/2011\/08\/20118485414768821.html\" >combined force<\/a>\u00a0of Army Green Berets and Rangers, Navy SEALs, Air Force Commandos and Marine Corps Special Operations teams.<\/p>\n<p><a target=\"_blank\" href=\" http:\/\/www.aljazeera.com\/indepth\/interactive\/2012\/04\/2012417131242767298.html\" >Go to Original &#8211; aljazeera.com<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>From an active-duty force of 1.4 million soldiers, the US has deployed some 350,000 troops to at least 130 foreign countries around the world.
