(Photo: Yamil Lage\/AFP via Getty Images)<\/p><\/div>\n<\/div>\n<div>\n<p><em>30 Jul 2021 &#8211; <\/em>While President Joe Biden campaigned on a <a target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/latino\/biden-slams-trump-abject-failure-venezuela-well-cuba-policies-n1239356\" >pledge<\/a> to reverse the &#8220;failed&#8221; policies of his predecessor that &#8220;inflicted harm on Cubans and their families,&#8221; his administration\u2014already under mounting pressure from progressives to deliver on that promise\u2014<a target=\"_blank\" href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy0298\" >announced<\/a> new sanctions against Cuba today.<\/p>\n<div class=\"headline__body prose node__body\">\n<p>Following Cubans&#8217; recent <a target=\"_blank\" href=\"https:\/\/www.commondreams.org\/news\/2021\/07\/12\/progressives-call-biden-lift-us-embargo-cuba-thousands-protest-critical-shortages\" >protests<\/a> over shortages of food, medicine, and other essentials during the Covid-19 pandemic, the U.S. Treasury Department&#8217;s Office of Foreign Assets Control sanctioned Cuba&#8217;s main law enforcement body, Polic\u00eda Nacional Revolucionaria (PNR), as well as its director and deputy director, Oscar Callejas Valcarce and Eddy Sierra Arias.<\/p>\n<p>The Treasury Department <a target=\"_blank\" href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy0298\" >said<\/a> in a statement announcing the moves that &#8220;the Cuban regime deployed the PNR\u2026 to suppress and attack protesters.&#8221; In the midst of these protests, progressives have highlighted the role of the United States&#8217; decadeslong blockade, and called out U.S. media for how it has handled that history and its present-day effects.<\/p>\n<p>&#8220;Cuba has a population of 11 million people. The protests pale in comparison, both in terms of turnout and in state repression, to mass mobilizations that have rocked Colombia, Haiti, Chile, Ecuador, and other Latin American countries over the past few years\u2014or even Portland, Oregon, or Ferguson, Missouri,&#8221; Medea Benjamin and Leonardo Flores of the U.S. anti-war group CodePink <a target=\"_blank\" href=\"https:\/\/www.commondreams.org\/views\/2021\/07\/13\/hidden-hand-us-blockade-sparks-cuba-protests\" >wrote<\/a> for <em>Common Dreams<\/em> this month. &#8220;Moreover, U.S. media have paid little attention to the counterprotesters, who have gone out into the streets to express their support for the government and Cuban Revolution.&#8221;<\/p>\n<p>Benjamin and Flores continued:<\/p>\n<blockquote><p>The protests should also be understood in the context of a brutal economic war waged by the United States against the island nation for more than 60 years. This was <a target=\"_blank\" href=\"https:\/\/history.state.gov\/historicaldocuments\/frus1958-60v06\/d499\" >laid out<\/a> clearly by the U.S. Deputy Assistant Secretary of State in 1960, when he explicitly called for &#8220;denying money and supplies to Cuba, to decrease monetary and real wages, to bring about hunger, desperation, and overthrow of government.&#8221; This strategy has failed in its goal of regime change for decades, and it is unlikely to be successful now.<\/p>\n<p>&#8230;While the blockade has been in place for over six decades, it was tightened in significant ways under the Trump administration&#8217;s policy of &#8220;<a target=\"_blank\" href=\"https:\/\/theconversation.com\/trump-declares-economic-war-on-cuba-115672\" >maximum pressure<\/a>.&#8221; This strategy targeted Cuba&#8217;s tourism, energy, and other key economic sectors. It even restricted the amounts of money Cuban Americans can send home and closed the Cuban branches of <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-cuba-remittances\/in-blow-to-struggling-cubans-western-union-offices-close-as-sanctions-bite-idUSKBN2840CI\" >Western Union<\/a>, the main vehicle for sending remittances. These policies have had a disastrous impact on the Cuban economy, especially when the Covid-induced shutdown of the tourist industry has deprived the island of billions of dollars and thousands of jobs. For its part, the Biden administration has been &#8220;reviewing&#8221; its Cuba policy for six months, all the while continuing Trump&#8217;s strategy of economic warfare that is designed precisely to create the shortages Cubans are now experiencing.<\/p><\/blockquote>\n<p>As Bel\u00e9n Fern\u00e1ndez <a target=\"_blank\" href=\"https:\/\/www.commondreams.org\/views\/2021\/07\/30\/sos-plea-freedom-misleading-media-narratives-cuba?utm_term=Autofeed&amp;utm_campaign=echobox&amp;utm_medium=Social&amp;utm_source=Twitter#Echobox=1627658654\" >put it<\/a> in a piece for <em>Al Jazeera<\/em> on Thursday: &#8220;Cuba&#8217;s dire situation has just about everything to do with United States interference\u2026 particularly the six-decades-long blockade that, under international law, technically qualifies as an act of war.&#8221;<\/p>\n<p>&#8220;Although mainstream articles do often mention U.S. sanctions,&#8221; Fern\u00e1ndez wrote of U.S. newspapers, &#8220;they almost never convey their comprehensively asphyxiating nature\u2014context without which none of Cuba&#8217;s contemporary history can begin to be understood.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">More registered US voters believe we should *help* the Cuban people (either by donating vaccines, loosening remittances, lifting the embargo, etc.) rather than sanction the Cuban government. <\/p>\n<p>The US should listen to the people and <a target=\"_blank\" href=\"https:\/\/twitter.com\/hashtag\/LetCubaLive?src=hash&amp;ref_src=twsrc%5Etfw\" >#LetCubaLive<\/a>: <a target=\"_blank\" href=\"https:\/\/t.co\/dCMsBI350G\" >https:\/\/t.co\/dCMsBI350G<\/a> <a target=\"_blank\" href=\"https:\/\/t.co\/jitctmP5oA\" >pic.twitter.com\/jitctmP5oA<\/a><\/p>\n<p>&mdash; CODEPINK (@codepink) <a target=\"_blank\" href=\"https:\/\/twitter.com\/codepink\/status\/1421165867258105859?ref_src=twsrc%5Etfw\" >July 30, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The Biden administration&#8217;s new sanctions come after Democratic leadership in the U.S. House of Representatives blocked an amendment from Rep. Jes\u00fas G. &#8220;Chuy&#8221; Garc\u00eda to roll back Trump&#8217;s $1,000-per-quarter limit on remittances that people in the United States can send to family in Cuba.<\/p>\n<p>&#8220;The United States has no business preventing Cuban Americans from sending lifesaving remittances to their families, especially while so many lack adequate food, water, and medicine,&#8221; Garc\u00eda <a target=\"_blank\" href=\"https:\/\/www.thenation.com\/article\/world\/cuba-remittances\/\" >told<\/a> <em>The Nation<\/em>. &#8220;We must end our decadeslong blockade against Cuba, which has led to desperation instead of democracy. It&#8217;s largely driven by the desire to placate Cuban Americans in Florida, who weren&#8217;t planning on voting Democratic in the first place. Most Cuban American voters nationwide identify as Republican, a 2020 Pew Research Center study <a target=\"_blank\" href=\"https:\/\/www.pewresearch.org\/fact-tank\/2020\/10\/02\/most-cuban-american-voters-identify-as-republican-in-2020\/\" >found<\/a>. And for years now, Republicans have outperformed Democrats in Florida on things like ground game and voter registration. So Democrats hold relief hostage, inflicting pain on countless ordinary Cubans in the process, for political gain that doesn&#8217;t actually materialize.<\/p><\/blockquote>\n<p>A senior Biden administration official <a target=\"_blank\" href=\"https:\/\/www.cnn.com\/2021\/07\/30\/politics\/biden-new-sanctions-cuba\/index.html\" >told<\/a> <em>CNN<\/em> that along with the new sanctions\u2014on top of those <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2021\/7\/22\/us-to-impose-new-sanctions-on-cuban-officials-media-reports\" >announced<\/a> last week\u2014the U.S. government is pursuing new &#8220;efforts to improve internet connectivity&#8221; on the island, and the president was set to discuss both topics in a meeting with Cuban-American leaders.<\/p>\n<p>CodePink&#8217;s Benjamin, in a Friday tweet about the latest sanctions, nodded to the argument that the Biden administration&#8217;s policies are intended to appease Democrats in South Florida.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Biden and the Democrats in South Florida are cruel hypocrites who don\u2019t care about the Cuban people. They want to keep the blockade to &quot;help the party regain ground with the state&#39;s diverse Hispanic voters, nearly half of whom voted for Trump in 2020.\u201d <a target=\"_blank\" href=\"https:\/\/t.co\/GQ5OivuN7j\" >https:\/\/t.co\/GQ5OivuN7j<\/a><\/p>\n<p>&mdash; Medea Benjamin (@medeabenjamin) <a target=\"_blank\" href=\"https:\/\/twitter.com\/medeabenjamin\/status\/1421203324771225608?ref_src=twsrc%5Etfw\" >July 30, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Benjamin is among hundreds of academics, activists, artists, clergy, musicians, politicians, and other public figures who have <a target=\"_blank\" href=\"https:\/\/www.codepink.org\/nytimes_letcubalive\" >signed<\/a> a public appeal to Biden calling on him to immediately lift Trump&#8217;s 243 unilateral and additional sanctions.<\/p>\n<p>The open letter urging Biden to &#8220;<a target=\"_blank\" href=\"https:\/\/www.letcubalive.com\" >Let Cuba Live!<\/a>&#8221; appeared as an advertisement in last Friday&#8217;s edition of <em>The New York Times<\/em> and as symbolically represented in Washington, D.C.&#8217;s Lafayette Square that same morning.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Cuban American activist Carlos Lazo says Joe Biden promised in 2020 to lift Trump sanctions on Cuba, but &quot;after seven months, he did nothing,&quot; even adding more sanctions this month. &quot;We get tired of waiting,&quot; says Lazo. <a target=\"_blank\" href=\"https:\/\/t.co\/RPfjIMWxxv\" >pic.twitter.com\/RPfjIMWxxv<\/a><\/p>\n<p>&mdash; Democracy Now! (@democracynow) <a target=\"_blank\" href=\"https:\/\/twitter.com\/democracynow\/status\/1419999339531939840?ref_src=twsrc%5Etfw\" >July 27, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The letter encourages the U.S. president to &#8220;reject the cruel policies put into place by the Trump White House that have created so much suffering among the Cuban people,&#8221; emphasizing that &#8220;while the Covid-19 pandemic has proven challenging for all countries, it has been even more so for a small island under the heavy weight of an economic embargo.&#8221;<\/p>\n<p>&#8220;We find it unconscionable, especially during a pandemic, to intentionally block remittances and Cuba&#8217;s use of global financial institutions, given that access to dollars is necessary for the importation of food and medicine,&#8221; the letter says, calling on Biden to &#8220;begin the process of ending the embargo and fully normalizing relations between the United States and Cuba.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Mexico\u2019s president asserted his country\u2019s right to send fuel to Cuba and said on Tuesday that U.S. sanctions on the island were \u201cinhumane.\u201d<a target=\"_blank\" href=\"https:\/\/t.co\/PbXDCdFLRJ\" >https:\/\/t.co\/PbXDCdFLRJ<\/a><\/p>\n<p>&mdash; NBC Latino (@NBCLatino) <a target=\"_blank\" href=\"https:\/\/twitter.com\/NBCLatino\/status\/1420403154634555400?ref_src=twsrc%5Etfw\" >July 28, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Last month, continuing a nearly three-decade trend, 184 members of the United Nations General Assembly <a target=\"_blank\" href=\"https:\/\/www.commondreams.org\/news\/2021\/06\/23\/us-and-israel-vote-no-184-nations-condemn-american-blockade-cuba\" >voted<\/a> in favor of a resolution demanding an end to the U.S. blockade on Cuba.
