But amid protests, Japan has announced it may <a target=\"_blank\" href=\"http:\/\/www.npr.org\/2012\/06\/28\/155842047\/amid-fierce-debate-japan-to-restart-nuclear-plants\" >restart two of its nuclear reactors<\/a> as soon as Sunday.
