AP<\/p><\/div>\n<p><em>9 Dec 2021 &#8211; <\/em>President Biden\u2019s virtual <a target=\"_blank\" href=\"https:\/\/www.state.gov\/summit-for-democracy\/\" >Summit for Democracy<\/a> on December 9-10 is part of a campaign to restore the United States\u2019 standing in the world, which took such a beating under President Trump\u2019s erratic foreign policies. Biden hopes to secure his place at the head of the \u201cFree World\u201d table by coming out as a champion for human rights and democratic practices worldwide.<\/p>\n<p>The greater possible value of this gathering of <a target=\"_blank\" href=\"https:\/\/www.state.gov\/participant-list-the-summit-for-democracy\/\" >111 countries<\/a> is that it could instead serve as an \u201cintervention,\u201d or an opportunity for people and governments around the world to express their concerns about the flaws in U.S. democracy and the undemocratic way the United States deals with the rest of the world. Here are just a few issues that should be considered:<\/p>\n<ol>\n<li>The U.S. claims to be a leader in global democracy at a time when its own already <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Inverted_totalitarianism\" >deeply flawed<\/a> democracy is crumbling, as evidenced by the shocking January 6 assault on the nation\u2019s Capitol. On top of the systemic problem of a duopoly that keeps other political parties locked out and the obscene influence of money in politics, the U.S. electoral system is being further eroded by the increasing tendency to contest credible election results and widespread efforts to suppress voter participation (19 states have enacted 33 <a target=\"_blank\" href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/voting-laws-roundup-october-2021\" >laws that make it more difficult<\/a> for citizens to vote).<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">A broad global <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/V-Dem_Institute\" >ranking<\/a> of countries by various measures of democracy puts the U.S. at # 33, while the U.S. government-funded Freedom House ranks the <a target=\"_blank\" href=\"https:\/\/freedomhouse.org\/countries\/freedom-world\/scores?sort=desc&amp;order=Total%20Score%20and%20Status\" >United States<\/a> a miserable # 61 in the world for political freedom and civil liberties, on a par with Mongolia, Panama and Romania.<\/p>\n<ol start=\"2\">\n<li>The unspoken U.S. agenda at this \u201csummit\u201d is to demonize and isolate China and Russia. But if we agree that democracies should be judged by how they treat their people, then why is the U.S. Congress failing to pass a bill to provide basic services like health care, child care, housing and education, which are <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Social_welfare_in_China\" >guaranteed <\/a>to most Chinese citizens for free or at minimal cost?<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">And <a target=\"_blank\" href=\"https:\/\/www.laprogressive.com\/democracy-and-human-rights\/\" >consider<\/a> China\u2019s extraordinary success in relieving poverty. As UN Secretary General Antonio Guterres <a target=\"_blank\" href=\"https:\/\/www.un.org\/press\/en\/2019\/sgsm19779.doc.htm\" >said<\/a>, \u201cEvery time I visit China, I am stunned by the speed of change and progress. You have created one of the most dynamic economies in the world, while helping more than 800 million people to lift themselves out of poverty \u2013 the greatest anti-poverty achievement in history.\u201d<\/p>\n<p style=\"padding-left: 40px;\">China has also far surpassed the U.S. in dealing with the pandemic. Little wonder a Harvard University <a target=\"_blank\" href=\"https:\/\/ash.harvard.edu\/publications\/understanding-ccp-resilience-surveying-chinese-public-opinion-through-time\" >report<\/a> found that over 90% of the Chinese people like their government. One would think that China\u2019s extraordinary domestic achievements would make the Biden administration a bit more humble about its \u201cone-size-fits-all\u201d concept of democracy.<\/p>\n<ol start=\"3\">\n<li>The climate crisis and the pandemic are a wake-up call for global cooperation, but this Summit is transparently designed to exacerbate divisions. The Chinese and Russian ambassadors to Washington have publicly <a target=\"_blank\" href=\"https:\/\/nationalinterest.org\/feature\/russian-and-chinese-ambassadors-respecting-people%E2%80%99s-democratic-rights-197165\" >accused<\/a> the United States of staging the summit to stoke ideological confrontation and divide the world into hostile camps, while China held a competing <a target=\"_blank\" href=\"https:\/\/www.globaltimes.cn\/page\/202112\/1240644.shtml\" >International Democracy Forum<\/a> with 120 countries the weekend before the U.S. summit.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">Inviting the government of Taiwan to the U.S. summit further erodes the 1972 Shanghai Communiqu\u00e9, in which the United States acknowledged the <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/One-China_policy\" >One-China policy<\/a> and agreed to cut back military installations on <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Taiwan\" >Taiwan<\/a>.<\/p>\n<p style=\"padding-left: 40px;\">Also invited is the <a target=\"_blank\" href=\"https:\/\/borgenproject.org\/10-facts-about-corruption-in-ukraine\/\" >corrupt<\/a> anti-Russian government installed by the 2014 U.S.-backed coup in Ukraine, which reportedly has <a target=\"_blank\" href=\"https:\/\/www.msn.com\/en-us\/news\/world\/russia-says-ukraine-has-deployed-half-its-army-to-donbass-conflict-zone\/ar-AARkFm7\" >half its military forces<\/a> poised to invade the self-declared People\u2019s Republics of Donetsk and Luhansk in Eastern Ukraine, who declared independence in response to the 2014 coup. The U.S. and NATO have so far <a target=\"_blank\" href=\"https:\/\/www.commondreams.org\/views\/2021\/11\/22\/high-stakes-us-russia-confrontation-over-ukraine\" >supported<\/a> this major escalation of a <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/War_in_Donbas\" >civil war<\/a> that already killed 14,000 people.<\/p>\n<ol start=\"4\">\n<li>The U.S. and its Western allies\u2014the self-anointed leaders of human rights\u2014just happen to be the major suppliers of weapons and training to some of the world\u2019s most vicious <a target=\"_blank\" href=\"https:\/\/davidswanson.org\/20dictators\/\" >dictators<\/a>. Despite its verbal commitment to human rights, the Biden administration and Congress recently <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/joe-biden-saudi-arabia-middle-east-rand-paul-yemen-1440cc97a0304f20ca080062a24ca001\" >approved a $650 million weapon<\/a>s deal for Saudi Arabia at a time when this repressive kingdom is bombing and starving the people of Yemen.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">Heck, the administration even uses U.S. tax dollars to \u201cdonate\u201d weapons to dictators, like General Sisi in Egypt, who oversees a regime with <a target=\"_blank\" href=\"https:\/\/www.anhri.info\/?p=23376&amp;lang=en\" >thousands<\/a> of political prisoners, many of whom have been <a target=\"_blank\" href=\"https:\/\/eipr.org\/en\/press\/2021\/06\/egypt-international-day-support-victims-torture-first-step-combating-torture\" >tortured<\/a>. Of course, these U.S. allies were not invited to the Democracy Summit\u2014that would be too embarrassing.<\/p>\n<ol start=\"5\">\n<li>Perhaps someone should inform Biden that the right to survive is a basic human right. The right to food is <a target=\"_blank\" href=\"https:\/\/www.un.org\/en\/about-us\/universal-declaration-of-human-rights\" >recognized<\/a> in the 1948 Universal Declaration of Human Rights as part of the right to an adequate standard of living, and is <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/International_Covenant_on_Economic,_Social_and_Cultural_Rights\" >enshrined<\/a> in the 1966 International Covenant on Economic, Social and Cultural Rights.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">So why is the U.S. imposing <a target=\"_blank\" href=\"https:\/\/truthout.org\/articles\/us-sanctions-are-deadly-illegal-and-ineffective\/\" >brutal sanctions<\/a> on countries from Venezuela to North Korea that are causing inflation, scarcity, and malnutrition among children? Former UN special rapporteur Alfred de Zayas has <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/venezuela-us-sanctions-united-nations-oil-pdvsa-a8748201.html\" >blasted <\/a>the United States for engaging in \u201ceconomic warfare\u201d and compared its illegal unilateral sanctions to medieval sieges. No country that purposely denies children the right to food and starves them to death can call itself a champion of democracy.<\/p>\n<ol start=\"6\">\n<li>Since the United States <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/opinions\/2021\/8\/16\/the-us-the-taliban-and-the-stunning-defeat-in\" >was defeated<\/a> by the Taliban and withdrew its occupation forces from Afghanistan, it is acting as a very sore loser and reneging on basic international and humanitarian commitments. Certainly Taliban rule in Afghanistan is a setback for human rights, especially for women, but pulling the plug on Afghanistan\u2019s economy is catastrophic for the entire nation.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">The United States is <a target=\"_blank\" href=\"https:\/\/www.unfreezeafghanistan.org\/\" >denying<\/a> the new government access to billions of dollars in Afghanistan\u2019s foreign currency reserves held in U.S. banks, causing a collapse in the banking system. Hundreds of thousands of public servants have not been <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/10\/12\/opinion\/afghanistan-taliban-g20-aid.html\" >paid<\/a>. The UN is <a target=\"_blank\" href=\"https:\/\/news.un.org\/en\/story\/2021\/12\/1107132\" >warning <\/a>that millions of Afghans are at risk of starving to death this winter as the result of these coercive measures by the United States and its allies.<\/p>\n<ol start=\"7\">\n<li>It\u2019s telling that the Biden administration had such a difficult time finding Middle Eastern countries to invite to the summit. The United States just spent 20 years and <a target=\"_blank\" href=\"https:\/\/www.brown.edu\/news\/2021-09-01\/costsofwar\" >$8 trillion<\/a> trying to impose its brand of democracy on the Middle East and Afghanistan, so you\u2019d think it would have a few proteges to showcase.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">\u00a0But no. In the end, they could only agree to invite the state of Israel, an <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2021\/jan\/12\/israel-is-a-non-democratic-apartheid-regime-says-rights-group\" >apartheid regime<\/a> that enforces Jewish supremacy over all the land it occupies, legally or otherwise. Embarrassed to have no Arab states attending, the Biden administration added Iraq, whose unstable government has been racked by corruption and sectarian divisions ever since the U.S. invasion in 2003. Its brutal security forces have <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/01\/iraq-protest-death-toll-surges-as-security-forces-resume-brutal-repression\/\" >killed<\/a> over 600 demonstrators since huge anti-government protests began in 2019.<\/p>\n<ol start=\"8\">\n<li>What, pray tell, is democratic about the U.S. gulag at <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Guantanamo_Bay_detention_camp\" >Guant\u00e1namo Bay<\/a>? The U.S. Government opened the Guantanamo detention center in January 2002 as a way to circumvent the rule of law as it kidnapped and jailed people without trial after the crimes of September 11, 2001. Since then, <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/interactive\/2021\/us\/guantanamo-bay-detainees.html\" >780 men <\/a>have been detained there. Very few were charged with any crime or confirmed as combatants, but still they were tortured, held for years without charges, and never tried.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">This gross violation of human rights continues, with most of the <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/07\/19\/us\/politics\/guantanamo-bay-detainee-released.html\" >39 remaining detainees<\/a> never even charged with a crime. Yet this country that has locked up hundreds of innocent men with no due process for up to 20 years still claims the authority to pass judgment on the legal processes of other countries, in particular on China\u2019s efforts to cope with Islamist radicalism and terrorism among its Uighur minority.<\/p>\n<ol start=\"9\">\n<li>With the recent investigations into the March 2019 <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/11\/13\/us\/us-airstrikes-civilian-deaths.html\" >S. bombing in Syria<\/a> that left 70 civilians dead and the <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/09\/10\/world\/asia\/us-air-strike-drone-kabul-afghanistan-isis.html\" >drone strike<\/a> that killed an Afghan family of ten in August 2021, the truth of massive civilian casualties in U.S. drone strikes and airstrikes is gradually emerging, as well as how these war crimes have perpetuated and fueled the \u201cwar on terror,\u201d instead of winning or ending it.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">If this was a real democracy summit, whistleblowers like <a target=\"_blank\" href=\"https:\/\/standwithdanielhale.org\/\" >Daniel Hale<\/a>, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2020\/mar\/11\/chelsea-manning-suicide-attempt-hospital\" >Chelsea Manning<\/a> and <a target=\"_blank\" href=\"https:\/\/shadowproof.com\/2020\/04\/10\/assange-arrest-detention-ecuador-embassy-belmarsh-year\/\" >Julian Assange<\/a>, who have risked so much to expose the reality of U.S. war crimes to the world, would be honored guests at the summit instead of political prisoners in the American gulag.<\/p>\n<ol start=\"10\">\n<li>The United States picks and chooses countries as \u201cdemocracies\u201d on an entirely self-serving basis. But in the case of Venezuela, it has gone even farther and invited an imaginary U.S.-appointed \u201cpresident\u201d instead of the country\u2019s actual government.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">The Trump administration anointed <a target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/venezuelas-u-s-backed-opposition-movement-in-danger-of-breaking-up-11638739849\" >Juan Guaid\u00f3<\/a> as \u201cpresident\u201d of Venezuela, and Biden invited him to the summit, but Guaid\u00f3 is neither a president nor a democrat, and he boycotted <a target=\"_blank\" href=\"https:\/\/www.resumen-english.org\/2020\/12\/low-turnout-but-free-elections-in-venezuela-are-a-blow-to-regime-change\/\" >parliamentary elections<\/a> in 2020 and <a target=\"_blank\" href=\"https:\/\/peoplesdispatch.org\/2021\/11\/25\/five-reasons-the-left-won-in-venezuela\/\" >regional elections<\/a> in 2021. But Guaido did come tops in one recent <a target=\"_blank\" href=\"https:\/\/www.globovision.com\/article\/hinterlaces-34-de-los-venezolanos-apoyaria-al-psuv-y-13-a-la-oposicion-en-las-megaelecciones\" >opinion poll<\/a>, with the highest public disapproval of any opposition figure in Venezuela at 83%, and the lowest approval rating at 13%.<\/p>\n<p style=\"padding-left: 40px;\">Guaid\u00f3 named himself \u201cinterim president\u201d (without any legal mandate) in 2019, and launched a <a target=\"_blank\" href=\"https:\/\/www.telesurenglish.net\/news\/New-Coup-Attempt-In-Venezuela-Led-by-Juan-Guaido-20190123-0022.html\" >failed coup<\/a> against the elected government of Venezuela. When all his U.S.-backed efforts to overthrow the government failed, Guaid\u00f3 signed off on a <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/world-latin-america-53686509\" >mercenary invasion<\/a> which failed even more spectacularly. The European Union <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-venezuela-politics-eu-idUSKBN29U1A3\" >no longer<\/a> recognizes Guaido\u2019s claim to the presidency, and his \u201cinterim foreign minister\u201d <a target=\"_blank\" href=\"https:\/\/www.telesurenglish.net\/news\/Venezuelan-Opposition-Admits-Guaidos-Team-Committed-Corruption-20211206-0013.html\" >recently resigned<\/a>, accusing Guaid\u00f3 of <a target=\"_blank\" href=\"https:\/\/orinocotribune.com\/borges-blames-guaido-for-theft-of-monomeros\/\" >corruption<\/a>.<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>Just as the people of Venezuela have not elected or appointed Juan Guaid\u00f3 as their president, the people of the world have not elected or appointed the United States as the president or leader of all Earthlings.<\/p>\n<p>When the United States emerged from the Second World War as the strongest economic and military power in the world, its leaders had the wisdom not to claim such a role. Instead they brought the whole world together to form the United Nations, on the principles of sovereign equality, non-interference in each other\u2019s internal affairs, a universal commitment to the peaceful resolution of disputes and a prohibition on the threat or use of force against each other.<\/p>\n<p>The United States enjoyed great wealth and international power under the UN system it devised. But in the post-Cold War era, power-hungry U.S. leaders came to see the UN Charter and the rule of international law as obstacles to their insatiable ambitions. They belatedly staked a claim to universal global leadership and dominance, relying on the threat and use of force that the UN Charter prohibits.
