In his view, today\u2019s joint statement is an historic, carefully considered articulation of the major shift underway from the de facto unipolar world that has existed since the fall of the Soviet Union and which was the eventual manifestation of post-FDR imperialist US foreign policy through the Cold War. Whatever the reader\u2019s own historical and political framework, understanding the goals and rationales of these powerful nations on this small planet is essential. Pool, Reuters<\/p><\/div>\n<\/div>\n<div>\n<p class=\"has-drop-cap\">Today, the\u00a0world is going through momentous changes, and\u00a0humanity is entering a\u00a0new era of\u00a0rapid development and\u00a0profound transformation. It sees the\u00a0development of\u00a0such processes and\u00a0phenomena as\u00a0multipolarity, economic globalization, the\u00a0advent of\u00a0information society, cultural diversity, transformation of\u00a0the\u00a0global governance architecture and\u00a0world order; there is increasing interrelation and\u00a0interdependence between the\u00a0States; a\u00a0trend has emerged towards redistribution of\u00a0power in\u00a0the\u00a0world; and\u00a0the\u00a0international community is showing a\u00a0growing demand for\u00a0the\u00a0leadership aiming at\u00a0peaceful and\u00a0gradual development. At\u00a0the\u00a0same time, as\u00a0the\u00a0pandemic of\u00a0the\u00a0new coronavirus infection continues, the\u00a0international and\u00a0regional security situation is complicating and\u00a0the\u00a0number of\u00a0global challenges and\u00a0threats is growing from day to\u00a0day. Some actors representing but the\u00a0minority on\u00a0the\u00a0international scale continue to\u00a0advocate unilateral approaches to\u00a0addressing international issues and\u00a0resort to\u00a0force; they interfere in\u00a0the\u00a0internal affairs of\u00a0other states, infringing their legitimate rights and\u00a0interests, and\u00a0incite contradictions, differences and\u00a0confrontation, thus hampering the\u00a0development and\u00a0progress of\u00a0mankind, against the\u00a0opposition from the\u00a0international community.<\/p>\n<p>The\u00a0sides call on\u00a0all States to\u00a0pursue well-being for\u00a0all and, with these ends, to\u00a0build dialogue and\u00a0mutual trust, strengthen mutual understanding, champion such universal human values as\u00a0peace, development, equality, justice, democracy and\u00a0freedom, respect the\u00a0rights of\u00a0peoples to\u00a0independently determine the\u00a0development paths of\u00a0their countries and\u00a0the\u00a0sovereignty and\u00a0the\u00a0security and\u00a0development interests of\u00a0States, to\u00a0protect the\u00a0United Nations-driven international architecture and\u00a0the\u00a0international law-based world order, seek genuine multipolarity with the\u00a0United Nations and\u00a0its Security Council playing a\u00a0central and\u00a0coordinating role, promote more democratic international relations, and\u00a0ensure peace, stability and\u00a0sustainable development across the\u00a0world.<\/p>\n<h3 id=\"i\"><strong>I<\/strong><\/h3>\n<p>The\u00a0sides share the\u00a0understanding that democracy is a\u00a0universal human value, rather than a\u00a0privilege of\u00a0a\u00a0limited number of\u00a0States, and\u00a0that its promotion and\u00a0protection is a\u00a0common responsibility of\u00a0the\u00a0entire world community.<\/p>\n<p>The\u00a0sides believe that democracy is a\u00a0means of\u00a0citizens\u2019 participation in\u00a0the\u00a0government of\u00a0their country with the\u00a0view to\u00a0improving the\u00a0well-being of\u00a0population and\u00a0implementing the\u00a0principle of\u00a0popular government. Democracy is exercised in\u00a0all spheres of\u00a0public life as\u00a0part of\u00a0a\u00a0nation-wide process and\u00a0reflects the\u00a0interests of\u00a0all the\u00a0people, its will, guarantees its rights, meets its needs and\u00a0protects its interests. There is no one-size-fits-all template to\u00a0guide countries in\u00a0establishing democracy. A\u00a0nation can choose such forms and\u00a0methods of\u00a0implementing democracy that would best suit its particular state, based on\u00a0its social and\u00a0political system, its historical background, traditions and\u00a0unique cultural characteristics. It is only up to\u00a0the\u00a0people of\u00a0the\u00a0country to\u00a0decide whether their State is a\u00a0democratic one.<\/p>\n<p>The\u00a0sides note that Russia and\u00a0China as\u00a0world powers with rich cultural and\u00a0historical heritage have long-standing traditions of\u00a0democracy, which rely on\u00a0thousand-years of\u00a0experience of\u00a0development, broad popular support and\u00a0consideration of\u00a0the\u00a0needs and\u00a0interests of\u00a0citizens. Russia and\u00a0China guarantee their people the\u00a0right to\u00a0take part through various means and\u00a0in\u00a0various forms in\u00a0the\u00a0administration of\u00a0the\u00a0State and\u00a0public life in\u00a0accordance with the\u00a0law. The\u00a0people of\u00a0both countries are certain of\u00a0the\u00a0way they have chosen and\u00a0respect the\u00a0democratic systems and\u00a0traditions of\u00a0other States.<\/p>\n<p>The\u00a0sides note that democratic principles are implemented at\u00a0the\u00a0global level, as\u00a0well as\u00a0in\u00a0administration of\u00a0State. Certain States\u2019 attempts to\u00a0impose their own \u201ddemocratic standards\u201c on\u00a0other countries, to\u00a0monopolize the\u00a0right to\u00a0assess the\u00a0level of\u00a0compliance with democratic criteria, to\u00a0draw dividing lines based on\u00a0the\u00a0grounds of\u00a0ideology, including by\u00a0establishing exclusive blocs and\u00a0alliances of\u00a0convenience, prove to\u00a0be nothing but flouting of\u00a0democracy and\u00a0go against the\u00a0spirit and\u00a0true values of\u00a0democracy. Such attempts at\u00a0hegemony pose serious threats to\u00a0global and\u00a0regional peace and\u00a0stability and\u00a0undermine the\u00a0stability of\u00a0the\u00a0world order.<\/p>\n<p>The\u00a0sides believe that the\u00a0advocacy of\u00a0democracy and\u00a0human rights must not be used to\u00a0put pressure on\u00a0other countries. They oppose the\u00a0abuse of\u00a0democratic values and\u00a0interference in\u00a0the\u00a0internal affairs of\u00a0sovereign states under the\u00a0pretext of\u00a0protecting democracy and\u00a0human rights, and\u00a0any attempts to\u00a0incite divisions and\u00a0confrontation in\u00a0the\u00a0world. The\u00a0sides call on\u00a0the\u00a0international community to\u00a0respect cultural and\u00a0civilizational diversity and\u00a0the\u00a0rights of\u00a0peoples of\u00a0different countries to\u00a0self-determination. They stand ready to\u00a0work together with all the\u00a0interested partners to\u00a0promote genuine democracy.<\/p>\n<p>The\u00a0sides note that the\u00a0Charter of\u00a0the\u00a0United Nations and\u00a0the\u00a0Universal Declaration of\u00a0Human Rights set noble goals in\u00a0the\u00a0area of\u00a0universal human rights, set forth fundamental principles, which all the\u00a0States must comply with and\u00a0observe in\u00a0deeds. At\u00a0the\u00a0same time, as\u00a0every nation has its own unique national features, history, culture, social system and\u00a0level of\u00a0social and\u00a0economic development, universal nature of\u00a0human rights should be seen through the\u00a0prism of\u00a0the\u00a0real situation in\u00a0every particular country, and\u00a0human rights should be protected in\u00a0accordance with the\u00a0specific situation in\u00a0each country and\u00a0the\u00a0needs of\u00a0its population. Promotion and\u00a0protection of\u00a0human rights is a\u00a0shared responsibility of\u00a0the\u00a0international community. The\u00a0states should equally prioritize all categories of\u00a0human rights and\u00a0promote them in\u00a0a\u00a0systemic manner. The\u00a0international human rights cooperation should be carried out as\u00a0a\u00a0dialogue between the\u00a0equals involving all countries. All States must have equal access to\u00a0the\u00a0right to\u00a0development. Interaction and\u00a0cooperation on\u00a0human rights matters should be based on\u00a0the\u00a0principle of\u00a0equality of\u00a0all countries and\u00a0mutual respect for\u00a0the\u00a0sake of\u00a0strengthening the\u00a0international human rights architecture.<\/p>\n<h3 id=\"ii\"><strong>II<\/strong><\/h3>\n<p>The\u00a0sides believe that peace, development and\u00a0cooperation lie at\u00a0the\u00a0core of\u00a0the\u00a0modern international system. Development is a\u00a0key driver in\u00a0ensuring the\u00a0prosperity of\u00a0the\u00a0nations. The\u00a0ongoing pandemic of\u00a0the\u00a0new coronavirus infection poses a\u00a0serious challenge to\u00a0the\u00a0fulfilment of\u00a0the\u00a0UN 2030 Agenda for\u00a0Sustainable Development. It is vital to\u00a0enhance partnership relations for\u00a0the\u00a0sake of\u00a0global development and\u00a0make sure that the\u00a0new stage of\u00a0global development is defined by\u00a0balance, harmony and\u00a0inclusiveness.<\/p>\n<p>The\u00a0sides are seeking to\u00a0advance their work to\u00a0link the\u00a0development plans for\u00a0the\u00a0Eurasian Economic Union and\u00a0the\u00a0Belt and\u00a0Road Initiative with a\u00a0view to\u00a0intensifying practical cooperation between the\u00a0EAEU and\u00a0China in\u00a0various areas and\u00a0promoting greater interconnectedness between the\u00a0Asia Pacific and\u00a0Eurasian regions. The\u00a0sides reaffirm their focus on\u00a0building the\u00a0Greater Eurasian Partnership in\u00a0parallel and\u00a0in\u00a0coordination with the\u00a0Belt and\u00a0Road construction to\u00a0foster the\u00a0development of\u00a0regional associations as\u00a0well as\u00a0bilateral and\u00a0multilateral integration processes for\u00a0the\u00a0benefit of\u00a0the\u00a0peoples on\u00a0the\u00a0Eurasian continent.<\/p>\n<p>The\u00a0sides agreed to\u00a0continue consistently intensifying practical cooperation for\u00a0the\u00a0sustainable development of\u00a0the\u00a0Arctic.<\/p>\n<p>The\u00a0sides will strengthen cooperation within multilateral mechanisms, including the\u00a0United Nations, and\u00a0encourage the\u00a0international community to\u00a0prioritize development issues in\u00a0the\u00a0global macro-policy coordination. They call on\u00a0the\u00a0developed countries to\u00a0implement in\u00a0good faith their formal commitments on\u00a0development assistance, provide more resources to\u00a0developing countries, address the\u00a0uneven development of\u00a0States, work to\u00a0offset such imbalances within States, and\u00a0advance global and\u00a0international development cooperation. The\u00a0Russian side confirms its readiness to\u00a0continue working on\u00a0the\u00a0China-proposed Global Development Initiative, including participation in\u00a0the\u00a0activities of\u00a0the\u00a0Group of\u00a0Friends of\u00a0the\u00a0Global Development Initiative under the\u00a0UN auspices. In\u00a0order to\u00a0accelerate the\u00a0implementation of\u00a0the\u00a0UN 2030 Agenda for\u00a0Sustainable Development, the\u00a0sides call on\u00a0the\u00a0international community to\u00a0take practical steps in\u00a0key areas of\u00a0cooperation such as\u00a0poverty reduction, food security, vaccines and\u00a0epidemics control, financing for\u00a0development, climate change, sustainable development, including green development, industrialization, digital economy, and\u00a0infrastructure connectivity.<\/p>\n<p>The\u00a0sides call on\u00a0the\u00a0international community to\u00a0create open, equal, fair and\u00a0non-discriminatory conditions for\u00a0scientific and\u00a0technological development, to\u00a0step up practical implementation of\u00a0scientific and\u00a0technological advances in\u00a0order to\u00a0identify new drivers of\u00a0economic growth.<\/p>\n<p>The\u00a0sides call upon all countries to\u00a0strengthen cooperation in\u00a0sustainable transport, actively build contacts and\u00a0share knowledge in\u00a0the\u00a0construction of\u00a0transport facilities, including smart transport and\u00a0sustainable transport, development and\u00a0use of\u00a0Arctic routes, as\u00a0well as\u00a0to\u00a0develop other areas to\u00a0support global post-epidemic recovery.<\/p>\n<p>The\u00a0sides are taking serious action and\u00a0making an\u00a0important contribution to\u00a0the\u00a0fight against climate change. Jointly celebrating the\u00a030th anniversary of\u00a0the\u00a0adoption of\u00a0the\u00a0UN Framework Convention on\u00a0Climate Change, they reaffirm their commitment to\u00a0this Convention as\u00a0well as\u00a0to\u00a0the\u00a0goals, principles and\u00a0provisions of\u00a0the\u00a0Paris Agreement, including the\u00a0principle of\u00a0common but differentiated responsibilities. The\u00a0sides oppose setting up new barriers in\u00a0international trade under the\u00a0pretext of\u00a0fighting climate change.<\/p>\n<p>The\u00a0sides strongly support the\u00a0development of\u00a0international cooperation and\u00a0exchanges in\u00a0the\u00a0field of\u00a0biological diversity, actively participating in\u00a0the\u00a0relevant global governance process, and\u00a0intend to\u00a0jointly promote the\u00a0harmonious development of\u00a0humankind and\u00a0nature as\u00a0well as\u00a0green transformation to\u00a0ensure sustainable global development.<\/p>\n<p>The\u00a0Heads of\u00a0State positively assess the\u00a0effective interaction between Russia and\u00a0China in\u00a0the\u00a0bilateral and\u00a0multilateral formats focusing on\u00a0the\u00a0fight against the\u00a0COVID-19 pandemic, protection of\u00a0life and\u00a0health of\u00a0the\u00a0population of\u00a0the\u00a0two countries and\u00a0the\u00a0peoples of\u00a0the\u00a0world. No State can or\u00a0should ensure its own security separately from the\u00a0security of\u00a0the\u00a0rest of\u00a0the\u00a0world and\u00a0at\u00a0the\u00a0expense of\u00a0the\u00a0security of\u00a0other States. The\u00a0international community should actively engage in\u00a0global governance to\u00a0ensure universal, comprehensive, indivisible and\u00a0lasting security.<\/p>\n<p>The\u00a0sides reaffirm their strong mutual support for\u00a0the\u00a0protection of\u00a0their core interests, state sovereignty and\u00a0territorial integrity, and\u00a0oppose interference by\u00a0external forces in\u00a0their internal affairs.<\/p>\n<p>The\u00a0Russian side reaffirms its support for\u00a0the\u00a0One-China principle, confirms that Taiwan is an\u00a0inalienable part of\u00a0China, and\u00a0opposes any forms of\u00a0independence of\u00a0Taiwan.<\/p>\n<p>Russia and\u00a0China stand against attempts by\u00a0external forces to\u00a0undermine security and\u00a0stability in\u00a0their common adjacent regions, intend to\u00a0counter interference by\u00a0outside forces in\u00a0the\u00a0internal affairs of\u00a0sovereign countries under any pretext, oppose colour revolutions, and\u00a0will increase cooperation in\u00a0the\u00a0aforementioned areas.<\/p>\n<p>The\u00a0sides condemn terrorism in\u00a0all its manifestations, promote the\u00a0idea of\u00a0creating a\u00a0single global anti-terrorism front, with the\u00a0United Nations playing a\u00a0central role, advocate stronger political coordination and\u00a0constructive engagement in\u00a0multilateral counterterrorism efforts. The\u00a0sides oppose politicization of\u00a0the\u00a0issues of\u00a0combating terrorism and\u00a0their use as\u00a0instruments of\u00a0policy of\u00a0double standards, condemn the\u00a0practice of\u00a0interference in\u00a0the\u00a0internal affairs of\u00a0other States for\u00a0geopolitical purposes through the\u00a0use of\u00a0terrorist and\u00a0extremist groups as\u00a0well as\u00a0under the\u00a0guise of\u00a0combating international terrorism and\u00a0extremism.<\/p>\n<p>The\u00a0sides believe that certain States, military and\u00a0political alliances and\u00a0coalitions seek to\u00a0obtain, directly or\u00a0indirectly, unilateral military advantages to\u00a0the\u00a0detriment of\u00a0the\u00a0security of\u00a0others, including by\u00a0employing unfair competition practices, intensify geopolitical rivalry, fuel antagonism and\u00a0confrontation, and\u00a0seriously undermine the\u00a0international security order and\u00a0global strategic stability. The\u00a0sides oppose further enlargement of\u00a0NATO and\u00a0call on\u00a0the\u00a0North Atlantic Alliance to\u00a0abandon its ideologized cold war approaches, to\u00a0respect the\u00a0sovereignty, security and\u00a0interests of\u00a0other countries, the\u00a0diversity of\u00a0their civilizational, cultural and\u00a0historical backgrounds, and\u00a0to\u00a0exercise a\u00a0fair and\u00a0objective attitude towards the\u00a0peaceful development of\u00a0other States. The\u00a0sides stand against the\u00a0formation of\u00a0closed bloc structures and\u00a0opposing camps in\u00a0the\u00a0Asia-Pacific region and\u00a0remain highly vigilant about the\u00a0negative impact of\u00a0the\u00a0United States\u2019 Indo-Pacific strategy on\u00a0peace and\u00a0stability in\u00a0the\u00a0region. Russia and\u00a0China have made consistent efforts to\u00a0build an\u00a0equitable, open and\u00a0inclusive security system in\u00a0the\u00a0Asia-Pacific Region (APR) that is not directed against third countries and\u00a0that promotes peace, stability and\u00a0prosperity.<\/p>\n<p>The\u00a0sides welcome the\u00a0Joint Statement of\u00a0the\u00a0Leaders of\u00a0the\u00a0Five Nuclear-Weapons States on\u00a0Preventing Nuclear War and\u00a0Avoiding Arms Races and\u00a0believe that all nuclear-weapons States should abandon the\u00a0cold war mentality and\u00a0zero-sum games, reduce the\u00a0role of\u00a0nuclear weapons in\u00a0their national security policies, withdraw nuclear weapons deployed abroad, eliminate the\u00a0unrestricted development of\u00a0global anti-ballistic missile defense (ABM) system, and\u00a0take effective steps to\u00a0reduce the\u00a0risks of\u00a0nuclear wars and\u00a0any armed conflicts between countries with military nuclear capabilities.<\/p>\n<p>The\u00a0sides reaffirm that the\u00a0Treaty on\u00a0the\u00a0Non-Proliferation of\u00a0Nuclear Weapons is the\u00a0cornerstone of\u00a0the\u00a0international disarmament and\u00a0nuclear non-proliferation system, an\u00a0important part of\u00a0the\u00a0post-war international security system, and\u00a0plays an\u00a0indispensable role in\u00a0world peace and\u00a0development. The\u00a0international community should promote the\u00a0balanced implementation of\u00a0the\u00a0three pillars of\u00a0the\u00a0Treaty and\u00a0work together to\u00a0protect the\u00a0credibility, effectiveness and\u00a0the\u00a0universal nature of\u00a0the\u00a0instrument.<\/p>\n<p>The\u00a0sides are seriously concerned about the\u00a0trilateral security partnership between Australia, the\u00a0United States, and\u00a0the\u00a0United Kingdom (AUKUS), which provides for\u00a0deeper cooperation between its members in\u00a0areas involving strategic stability, in\u00a0particular their decision to\u00a0initiate cooperation in\u00a0the\u00a0field of\u00a0nuclear-powered submarines. Russia and\u00a0China believe that such actions are contrary to\u00a0the\u00a0objectives of\u00a0security and\u00a0sustainable development of\u00a0the\u00a0Asia-Pacific region, increase the\u00a0danger of\u00a0an\u00a0arms race in\u00a0the\u00a0region, and\u00a0pose serious risks of\u00a0nuclear proliferation. The\u00a0sides strongly condemn such moves and\u00a0call on\u00a0AUKUS participants to\u00a0fulfil their nuclear and\u00a0missile non-proliferation commitments in\u00a0good faith and\u00a0to\u00a0work together to\u00a0safeguard peace, stability, and\u00a0development in\u00a0the\u00a0region.<\/p>\n<p>Japan\u2019s plans to\u00a0release nuclear contaminated water from the\u00a0destroyed Fukushima nuclear plant into the\u00a0ocean and\u00a0the\u00a0potential environmental impact of\u00a0such actions are of\u00a0deep concern to\u00a0the\u00a0sides. The\u00a0sides emphasize that the\u00a0disposal of\u00a0nuclear contaminated water should be handled with responsibility and\u00a0carried out in\u00a0a\u00a0proper manner based on\u00a0arrangements between the\u00a0Japanese side and\u00a0neighbouring States, other interested parties, and\u00a0relevant international agencies while ensuring transparency, scientific reasoning, and\u00a0in\u00a0accordance with international law.<\/p>\n<p>The\u00a0sides believe that the\u00a0U.S. withdrawal from the\u00a0Treaty on\u00a0the\u00a0Elimination of\u00a0Intermediate-Range and\u00a0Shorter-Range Missiles, the\u00a0acceleration of\u00a0research and\u00a0the\u00a0development of\u00a0intermediate-range and\u00a0shorter-range ground-based missiles and\u00a0the\u00a0desire to\u00a0deploy them in\u00a0the\u00a0Asia-Pacific and\u00a0European regions, as\u00a0well as\u00a0their transfer to\u00a0the\u00a0allies, entail an\u00a0increase in\u00a0tension and\u00a0distrust, increase risks to\u00a0international and\u00a0regional security, lead to\u00a0the\u00a0weakening of\u00a0international non-proliferation and\u00a0arms control system, undermining global strategic stability. The\u00a0sides will continue to\u00a0maintain contacts and\u00a0strengthen coordination on\u00a0this issue.<\/p>\n<p>The\u00a0Chinese side is sympathetic to\u00a0and\u00a0supports the\u00a0proposals put forward by\u00a0the\u00a0Russian Federation to\u00a0create long-term legally binding security guarantees in\u00a0Europe.<\/p>\n<p>The\u00a0sides note that the\u00a0denunciation by\u00a0the\u00a0United States of\u00a0a\u00a0number of\u00a0important international arms control agreements has an\u00a0extremely negative impact on\u00a0international and\u00a0regional security and\u00a0stability. The\u00a0sides express concern over the\u00a0advancement of\u00a0U.S. plans to\u00a0develop global missile defence and\u00a0deploy its elements in\u00a0various regions of\u00a0the\u00a0world, combined with capacity building of\u00a0high-precision non-nuclear weapons for\u00a0disarming strikes and\u00a0other strategic objectives. The\u00a0sides stress the\u00a0importance of\u00a0the\u00a0peaceful uses of\u00a0outer space, strongly support the\u00a0central role of\u00a0the\u00a0UN Committee on\u00a0the\u00a0Peaceful Uses of\u00a0Outer Space in\u00a0promoting international cooperation, maintaining and\u00a0developing international space law and\u00a0regulation in\u00a0the\u00a0field of\u00a0space activities. Russia and\u00a0China will continue to\u00a0increase cooperation on\u00a0such matters of\u00a0mutual interest as\u00a0the\u00a0long-term sustainability of\u00a0space activities and\u00a0the\u00a0development and\u00a0use of\u00a0space resources. The\u00a0sides oppose attempts by\u00a0some States to\u00a0turn outer space into an\u00a0arena of\u00a0armed confrontation and\u00a0reiterate their intention to\u00a0make all necessary efforts to\u00a0prevent the\u00a0weaponization of\u00a0space and\u00a0an\u00a0arms race in\u00a0outer space. They will counteract activities aimed at\u00a0achieving military superiority in\u00a0space and\u00a0using it for\u00a0combat operations. The\u00a0sides affirm the\u00a0need for\u00a0the\u00a0early launch of\u00a0negotiations to\u00a0conclude a\u00a0legally binding multilateral instrument based on\u00a0the\u00a0Russian-Chinese draft treaty on\u00a0the\u00a0prevention of\u00a0placement of\u00a0weapons in\u00a0outer space and\u00a0the\u00a0use or\u00a0threat of\u00a0force against space objects that would provide fundamental and\u00a0reliable guarantees against an\u00a0arms race and\u00a0the\u00a0weaponization of\u00a0outer space.<\/p>\n<p>Russia and\u00a0China emphasize that appropriate transparency and\u00a0confidence-building measures, including an\u00a0international initiative\/political commitment not to\u00a0be the\u00a0first to\u00a0place weapons in\u00a0space, can also contribute to\u00a0the\u00a0goal of\u00a0preventing an\u00a0arms race in\u00a0outer space, but such measures should complement and\u00a0not substitute the\u00a0effective legally binding regime governing space activities.<\/p>\n<p>The\u00a0sides reaffirm their belief that the\u00a0Convention on\u00a0the\u00a0Prohibition of\u00a0the\u00a0Development, Production and\u00a0Stockpiling of\u00a0Bacteriological (Biological) and\u00a0Toxin Weapons and\u00a0on\u00a0their Destruction (BWC) is an\u00a0essential pillar of\u00a0international peace and\u00a0security. Russia and\u00a0China underscore their determination to\u00a0preserve the\u00a0credibility and\u00a0effectiveness of\u00a0the\u00a0Convention.<\/p>\n<p>The\u00a0sides affirm the\u00a0need to\u00a0fully respect and\u00a0further strengthen the\u00a0BWC, including by\u00a0institutionalizing it, strengthening its mechanisms, and\u00a0adopting a\u00a0legally binding Protocol to\u00a0the\u00a0Convention with an\u00a0effective verification mechanism, as\u00a0well as\u00a0through regular consultation and\u00a0cooperation in\u00a0addressing any issues related to\u00a0the\u00a0implementation of\u00a0the\u00a0Convention.<\/p>\n<p>The\u00a0sides emphasize that domestic and\u00a0foreign bioweapons activities by\u00a0the\u00a0United States and\u00a0its allies raise serious concerns and\u00a0questions for\u00a0the\u00a0international community regarding their compliance with the\u00a0BWC. The\u00a0sides share the\u00a0view that such activities pose a\u00a0serious threat to\u00a0the\u00a0national security of\u00a0the\u00a0Russian Federation and\u00a0China and\u00a0are detrimental to\u00a0the\u00a0security of\u00a0the\u00a0respective regions. The\u00a0sides call on\u00a0the\u00a0U.S. and\u00a0its allies to\u00a0act in\u00a0an\u00a0open, transparent, and\u00a0responsible manner by\u00a0properly reporting on\u00a0their military biological activities conducted overseas and\u00a0on\u00a0their national territory, and\u00a0by\u00a0supporting the\u00a0resumption of\u00a0negotiations on\u00a0a\u00a0legally binding BWC Protocol with an\u00a0effective verification mechanism.<\/p>\n<p>The\u00a0sides, reaffirming their commitment to\u00a0the\u00a0goal of\u00a0a\u00a0world free of\u00a0chemical weapons, call upon all parties to\u00a0the\u00a0Chemical Weapons Convention to\u00a0work together to\u00a0uphold its credibility and\u00a0effectiveness. Russia and\u00a0China are deeply concerned about the\u00a0politicization of\u00a0the\u00a0Organization for\u00a0the\u00a0Prohibition of\u00a0Chemical Weapons and\u00a0call on\u00a0all of\u00a0its members to\u00a0strengthen solidarity and\u00a0cooperation and\u00a0protect the\u00a0tradition of\u00a0consensual decision-making. Russia and\u00a0China insist that the\u00a0United States, as\u00a0the\u00a0sole State Party to\u00a0the\u00a0Convention that has not yet completed the\u00a0process of\u00a0eliminating chemical weapons, accelerate the\u00a0elimination of\u00a0its stockpiles of\u00a0chemical weapons. The\u00a0sides emphasize the\u00a0importance of\u00a0balancing the\u00a0non-proliferation obligations of\u00a0states with the\u00a0interests of\u00a0legitimate international cooperation in\u00a0the\u00a0use of\u00a0advanced technology and\u00a0related materials and\u00a0equipment for\u00a0peaceful purposes. The\u00a0sides note the\u00a0resolution entitled \u201dPromoting international Cooperation on\u00a0Peaceful Uses in\u00a0the\u00a0Context of\u00a0International Security\u201c adopted at\u00a0the\u00a076th session of\u00a0the\u00a0UN General Assembly on\u00a0the\u00a0initiative of\u00a0China and\u00a0co\u2011sponsored by\u00a0Russia, and\u00a0look forward to\u00a0its consistent implementation in\u00a0accordance with the\u00a0goals set forth therein.<\/p>\n<p>The\u00a0sides attach great importance to\u00a0the\u00a0issues of\u00a0governance in\u00a0the\u00a0field of\u00a0artificial intelligence. The\u00a0sides are ready to\u00a0strengthen dialogue and\u00a0contacts on\u00a0artificial intelligence.<\/p>\n<p>The\u00a0sides reiterate their readiness to\u00a0deepen cooperation in\u00a0the\u00a0field of\u00a0international information security and\u00a0to\u00a0contribute to\u00a0building an\u00a0open, secure, sustainable and\u00a0accessible ICT environment. The\u00a0sides emphasize that the\u00a0principles of\u00a0the\u00a0non-use of\u00a0force, respect for\u00a0national sovereignty and\u00a0fundamental human rights and\u00a0freedoms, and\u00a0non-interference in\u00a0the\u00a0internal affairs of\u00a0other States, as\u00a0enshrined in\u00a0the\u00a0UN Charter, are applicable to\u00a0the\u00a0information space. Russia and\u00a0China reaffirm the\u00a0key role of\u00a0the\u00a0UN in\u00a0responding to\u00a0threats to\u00a0international information security and\u00a0express their support for\u00a0the\u00a0Organization in\u00a0developing new norms of\u00a0conduct of\u00a0states in\u00a0this area.<\/p>\n<p>The\u00a0sides welcome the\u00a0implementation of\u00a0the\u00a0global negotiation process on\u00a0international information security within a\u00a0single mechanism and\u00a0support in\u00a0this context the\u00a0work of\u00a0the\u00a0UN Open-ended Working Group on\u00a0security of\u00a0and\u00a0in\u00a0the\u00a0use of\u00a0information and\u00a0communication technologies (ICTs) 2021\u20132025 (OEWG) and\u00a0express their willingness to\u00a0speak with one voice within it. The\u00a0sides consider it necessary to\u00a0consolidate the\u00a0efforts of\u00a0the\u00a0international community to\u00a0develop new norms of\u00a0responsible behaviour of\u00a0States, including legal ones, as\u00a0well as\u00a0a\u00a0universal international legal instrument regulating the\u00a0activities of\u00a0States in\u00a0the\u00a0field of\u00a0ICT. The\u00a0sides believe that the\u00a0Global Initiative on\u00a0Data Security, proposed by\u00a0the\u00a0Chinese side and\u00a0supported, in\u00a0principle, by\u00a0the\u00a0Russian side, provides a\u00a0basis for\u00a0the\u00a0Working Group to\u00a0discuss and\u00a0elaborate responses to\u00a0data security threats and\u00a0other threats to\u00a0international information security.<\/p>\n<p>The\u00a0sides reiterate their support of\u00a0United Nations General Assembly resolutions 74\/247 and\u00a075\/282, support the\u00a0work of\u00a0the\u00a0relevant Ad Hoc Committee of\u00a0Governmental Experts, facilitate the\u00a0negotiations within the\u00a0United Nations for\u00a0the\u00a0elaboration of\u00a0an\u00a0international convention on\u00a0countering the\u00a0use of\u00a0ICTs for\u00a0criminal purposes. The\u00a0sides encourage constructive participation of\u00a0all sides in\u00a0the\u00a0negotiations in\u00a0order to\u00a0agree as\u00a0soon as\u00a0possible on\u00a0a\u00a0credible, universal, and\u00a0comprehensive convention and\u00a0provide it to\u00a0the\u00a0United Nations General Assembly at\u00a0its 78<sup>th<\/sup>\u00a0session in\u00a0strict compliance with resolution 75\/282. For\u00a0these purposes, Russia and\u00a0China have presented a\u00a0joint draft convention as\u00a0a\u00a0basis for\u00a0negotiations.<\/p>\n<p>The\u00a0sides support the\u00a0internationalization of\u00a0Internet governance, advocate equal rights to\u00a0its governance, believe that any attempts to\u00a0limit their sovereign right to\u00a0regulate national segments of\u00a0the\u00a0Internet and\u00a0ensure their security are unacceptable, are interested in\u00a0greater participation of\u00a0the\u00a0International Telecommunication Union in\u00a0addressing these issues.<\/p>\n<p>The\u00a0sides intend to\u00a0deepen bilateral cooperation in\u00a0international information security on\u00a0the\u00a0basis of\u00a0the\u00a0relevant 2015 intergovernmental agreement. To\u00a0this end, the\u00a0sides have agreed to\u00a0adopt in\u00a0the\u00a0near future a\u00a0plan for\u00a0cooperation between Russia and\u00a0China in\u00a0this area.<\/p>\n<h3 id=\"iv\"><strong>IV<\/strong><\/h3>\n<p>The\u00a0sides underline that Russia and\u00a0China, as\u00a0world powers and\u00a0permanent members of\u00a0the\u00a0United Nations Security Council, intend to\u00a0firmly adhere to\u00a0moral principles and\u00a0accept their responsibility, strongly advocate the\u00a0international system with the\u00a0central coordinating role of\u00a0the\u00a0United Nations in\u00a0international affairs, defend the\u00a0world order based on\u00a0international law, including the\u00a0purposes and\u00a0principles of\u00a0the\u00a0Charter of\u00a0the\u00a0United Nations, advance multipolarity and\u00a0promote the\u00a0democratization of\u00a0international relations, together create an\u00a0even more prospering, stable, and\u00a0just world, jointly build international relations of\u00a0a\u00a0new type.<\/p>\n<p>The\u00a0Russian side notes the\u00a0significance of\u00a0the\u00a0concept of\u00a0constructing a\u00a0\u201dcommunity of\u00a0common destiny for\u00a0mankind\u201c proposed by\u00a0the\u00a0Chinese side to\u00a0ensure greater solidarity of\u00a0the\u00a0international community and\u00a0consolidation of\u00a0efforts in\u00a0responding to\u00a0common challenges. The\u00a0Chinese side notes the\u00a0significance of\u00a0the\u00a0efforts taken by\u00a0the\u00a0Russian side to\u00a0establish a\u00a0just multipolar system of\u00a0international relations.<\/p>\n<p>The\u00a0sides intend to\u00a0strongly uphold the\u00a0outcomes of\u00a0the\u00a0Second World War and\u00a0the\u00a0existing post-war world order, defend the\u00a0authority of\u00a0the\u00a0United Nations and\u00a0justice in\u00a0international relations, resist attempts to\u00a0deny, distort, and\u00a0falsify the\u00a0history of\u00a0the\u00a0Second World War.<\/p>\n<p>In\u00a0order to\u00a0prevent the\u00a0recurrence of\u00a0the\u00a0tragedy of\u00a0the\u00a0world war, the\u00a0sides will strongly condemn actions aimed at\u00a0denying the\u00a0responsibility for\u00a0atrocities of\u00a0Nazi aggressors, militarist invaders, and\u00a0their accomplices, besmirch and\u00a0tarnish the\u00a0honour of\u00a0the\u00a0victorious countries.<\/p>\n<p>The\u00a0sides call for\u00a0the\u00a0establishment of\u00a0a\u00a0new kind of\u00a0relationships between world powers on\u00a0the\u00a0basis of\u00a0mutual respect, peaceful coexistence and\u00a0mutually beneficial cooperation. They reaffirm that the\u00a0new inter-State relations between Russia and\u00a0China are superior to\u00a0political and\u00a0military alliances of\u00a0the\u00a0Cold War era. Friendship between the\u00a0two States has no limits, there are no \u201dforbidden\u201c areas of\u00a0cooperation, strengthening of\u00a0bilateral strategic cooperation is neither aimed against third countries nor affected by\u00a0the\u00a0changing international environment and\u00a0circumstantial changes in\u00a0third countries.<\/p>\n<p>The\u00a0sides reiterate the\u00a0need for\u00a0consolidation, not division of\u00a0the\u00a0international community, the\u00a0need for\u00a0cooperation, not confrontation. The\u00a0sides oppose the\u00a0return of\u00a0international relations to\u00a0the\u00a0state of\u00a0confrontation between major powers, when the\u00a0weak fall prey to\u00a0the\u00a0strong. The\u00a0sides intend to\u00a0resist attempts to\u00a0substitute universally recognized formats and\u00a0mechanisms that are consistent with international law for\u00a0rules elaborated in\u00a0private by\u00a0certain nations or\u00a0blocs of\u00a0nations, and\u00a0are against addressing international problems indirectly and\u00a0without consensus, oppose power politics, bullying, unilateral sanctions, and\u00a0extraterritorial application of\u00a0jurisdiction, as\u00a0well as\u00a0the\u00a0abuse of\u00a0export control policies, and\u00a0support trade facilitation in\u00a0line with the\u00a0rules of\u00a0the\u00a0World Trade Organization (WTO).<\/p>\n<p>The\u00a0sides reaffirmed their intention to\u00a0strengthen foreign policy coordination, pursue true multilateralism, strengthen cooperation on\u00a0multilateral platforms, defend common interests, support the\u00a0international and\u00a0regional balance of\u00a0power, and\u00a0improve global governance.<\/p>\n<p>The\u00a0sides support and\u00a0defend the\u00a0multilateral trade system based on\u00a0the\u00a0central role of\u00a0the\u00a0World Trade Organization (WTO), take an\u00a0active part in\u00a0the\u00a0WTO reform, opposing unilateral approaches and\u00a0protectionism. The\u00a0sides are ready to\u00a0strengthen dialogue between partners and\u00a0coordinate positions on\u00a0trade and\u00a0economic issues of\u00a0common concern, contribute to\u00a0ensuring the\u00a0sustainable and\u00a0stable operation of\u00a0global and\u00a0regional value chains, promote a\u00a0more open, inclusive, transparent, non-discriminatory system of\u00a0international trade and\u00a0economic rules.<\/p>\n<p>The\u00a0sides support the\u00a0G20 format as\u00a0an\u00a0important forum for\u00a0discussing international economic cooperation issues and\u00a0anti-crisis response measures, jointly promote the\u00a0invigorated spirit of\u00a0solidarity and\u00a0cooperation within the\u00a0G20, support the\u00a0leading role of\u00a0the\u00a0association in\u00a0such areas as\u00a0the\u00a0international fight against epidemics, world economic recovery, inclusive sustainable development, improving the\u00a0global economic governance system in\u00a0a\u00a0fair and\u00a0rational manner to\u00a0collectively address global challenges.<\/p>\n<p>The\u00a0sides support the\u00a0deepened strategic partnership within BRICS, promote the\u00a0expanded cooperation in\u00a0three main areas: politics and\u00a0security, economy and\u00a0finance, and\u00a0humanitarian exchanges. In\u00a0particular, Russia and\u00a0China intend to\u00a0encourage interaction in\u00a0the\u00a0fields of\u00a0public health, digital economy, science, innovation and\u00a0technology, including artificial intelligence technologies, as\u00a0well as\u00a0the\u00a0increased coordination between BRICS countries on\u00a0international platforms. In\u00a0this context, they welcome the\u00a0adoption of\u00a0the\u00a0SCO Joint Action Plan on\u00a0Ensuring International Information Security for\u00a02022\u20132023 by\u00a0the\u00a0Council of\u00a0Heads of\u00a0State of\u00a0SCO Member States on\u00a0September\u00a017, 2021 in\u00a0Dushanbe.<\/p>\n<p>Russia and\u00a0China proceed from the\u00a0ever-increasing importance of\u00a0cultural and\u00a0humanitarian cooperation for\u00a0the\u00a0progressive development of\u00a0the\u00a0SCO. In\u00a0order to\u00a0strengthen mutual understanding between the\u00a0people of\u00a0the\u00a0SCO member States, they will continue to\u00a0effectively foster interaction in\u00a0such areas as\u00a0cultural ties, education, science and\u00a0technology, healthcare, environmental protection, tourism, people-to-people contacts, sports.<\/p>\n<p>Russia and\u00a0China will continue to\u00a0work to\u00a0strengthen the\u00a0role of\u00a0APEC as\u00a0the\u00a0leading platform for\u00a0multilateral dialogue on\u00a0economic issues in\u00a0the\u00a0Asia-Pacific region. The\u00a0sides intend to\u00a0step up coordinated action to\u00a0successfully implement the\u00a0\u201dPutrajaya guidelines for\u00a0the\u00a0development of\u00a0APEC until 2040\u201c with a\u00a0focus on\u00a0creating a\u00a0free, open, fair, non-discriminatory, transparent and\u00a0predictable trade and\u00a0investment environment in\u00a0the\u00a0region. Particular emphasis will be placed on\u00a0the\u00a0fight against the\u00a0novel coronavirus infection pandemic and\u00a0economic recovery, digitalization of\u00a0a\u00a0wide range of\u00a0different spheres of\u00a0life, economic growth in\u00a0remote territories and\u00a0the\u00a0establishment of\u00a0interaction between APEC and\u00a0other regional multilateral associations with a\u00a0similar agenda.<\/p>\n<p>The\u00a0sides intend to\u00a0develop cooperation within the\u00a0\u201dRussia-India-China\u201c format, as\u00a0well as\u00a0to\u00a0strengthen interaction on\u00a0such venues as\u00a0the\u00a0East Asia Summit, ASEAN Regional Forum on\u00a0Security, Meeting of\u00a0Defense Ministers of\u00a0the\u00a0ASEAN Member States and\u00a0Dialogue Partners. Russia and\u00a0China support ASEAN\u2019s central role in\u00a0developing cooperation in\u00a0East Asia, continue to\u00a0increase coordination on\u00a0deepened cooperation with ASEAN, and\u00a0jointly promote cooperation in\u00a0the\u00a0areas of\u00a0public health, sustainable development, combating terrorism and\u00a0countering transnational crime.
