Cohen and I sat down in Manhattan for what would be\u00a0<a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2019\/11\/13\/ukrainegate-impeachment-saga-worsens-us-russia-cold-war\/\" >our last in-person interview<\/a>\u00a0(Cohen\u00a0<a target=\"_blank\" href=\"https:\/\/www.thenation.com\/article\/world\/stephen-cohen-ukraine\/\" >passed away in September 2020 at the age of 81<\/a>).<\/p>\n<p>The House was gearing up to impeach Donald Trump for freezing weapons shipments to Ukraine while pressuring its government to investigate Joe Biden and his son Hunter. The Beltway media was consumed with frenzy of a presidency in peril. But Professor Cohen, one of the leading Russia scholars in the United States, was concerned with what the impeachment spectacle in Washington meant for the long-running war between the US-backed Ukrainian government and Russian-backed rebels in the Donbas.<\/p>\n<p>At that point, Ukraine\u2019s Volodymyr Zelensky was just months into an upstart presidency that he had won on a pledge to end the Donbas conflict. Instead of supporting the Ukrainian leader\u2019s peace mandate, Democrats in Congress were impeaching Trump for briefly impeding the flow of weapons that fueled the fight. As his Democratic allies now like to forget, President Obama\u00a0<a target=\"_blank\" href=\"https:\/\/mate.substack.com\/p\/urging-regime-change-in-russia-biden?s=w#:~:text=When%20it%20became,the%20president%20opposed.%22\" >refused to send<\/a>\u00a0these same weapons out of fear of\u00a0<a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2015\/06\/12\/world\/europe\/defying-obama-many-in-congress-press-to-arm-ukraine.html\" >prolonging the war<\/a>\u00a0and\u00a0<a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2015\/03\/11\/us\/politics\/obama-said-to-resist-growing-pressure-from-all-sides-to-arm-ukraine.html\" >arming Nazis<\/a>. By abandoning Obama\u2019s policy, the Democrats, Cohen warned, threaten to sabotage peace and strengthen Ukraine\u2019s far-right.<\/p>\n<p>\u201cZelensky ran as a peace candidate,\u201d Cohen explained. \u201cHe won an enormous mandate to make peace. So, that means he has to negotiate with Vladimir Putin.\u201d But there was a major obstacle. Ukrainian fascists \u201chave said that they will remove and kill Zelensky if he continues along this line of negotiating with Putin\u2026 His life is being threatened literally by a quasi-fascist movement in Ukraine.\u201d<\/p>\n<p>Peace could only come, Cohen stressed, on one condition. \u201c[Zelensky] can\u2019t go forward with full peace negotiations with Russia, with Putin, unless America has his back,\u201d he said. \u201cMaybe that won\u2019t be enough, but unless the White House encourages this diplomacy, Zelensky has no chance of negotiating an end to the war. So the stakes are enormously high.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">In October 2019, Stephen F. The overwhelming message from Congress, fervently amplified across the US media (including progressive outlets) with next to no dissent, was that when it comes to Ukraine\u2019s civil war, the US saw Ukraine\u2019s far-right as allies, and its civilians as cannon fodder.<\/p>\n<p>The Ukrainian battle against Russian-backed rebels, State Department official and opening impeachment witness George Kent testified, was being waged by the \u201cUkrainian equivalent of our own Minutemen of 1776.\u201d In his opening statement at Trump\u2019s trial, Democratic impeachment manager Adam Schiff approvingly quoted another Kent line: \u201cThe United States aids Ukraine and her people, so that we can fight Russia over there, and we don\u2019t have to fight Russia here.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">If you don\u2019t want Russia to fight Ukraine over there, don\u2019t use Ukraine to fight Russia from here.<a target=\"_blank\" href=\"https:\/\/t.co\/6B4QVFSZvV\" >pic.twitter.com\/6B4QVFSZvV<\/a><\/p>\n<p>&mdash; Aaron Mat\u00e9 (@aaronjmate) <a target=\"_blank\" href=\"https:\/\/twitter.com\/aaronjmate\/status\/1497602531467403270?ref_src=twsrc%5Etfw\" >February 26, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Although Trump\u2019s impeachment failed to remove him from office, it succeeded in cementing\u00a0<a target=\"_blank\" href=\"https:\/\/mate.substack.com\/p\/urging-regime-change-in-russia-biden?s=w\" >the proxy war aims of its chief proponents<\/a>: rather than support Zelensky\u2019s peace mandate, Ukraine would instead be used to \u201cfight Russia over there.\u201d<\/p>\n<p>In using Ukraine to bleed Russia, the US has showcased its contempt for everything in Ukraine that it claims to defend, namely its democracy and security. By treating Ukraine as a depot for US weapons, the US has joined Ukrainian fascists in sabotaging the 2015 Minsk accords that could have put an end to the civil war\u00a0<a target=\"_blank\" href=\"https:\/\/mate.substack.com\/p\/by-using-ukraine-to-fight-russia?s=w\" >triggered by a US-backed coup the year prior<\/a>. Minsk called for granting Ukraine\u2019s Russian-speaking population in the eastern Donbas limited autonomy and respect for their language. This prospect was a non-starter for the far-right nationalists and Nazis empowered by the 2014 US-backed Maidan coup.<\/p>\n<p>\u201cThe uncomfortable truth is that a sizeable portion of Kiev\u2019s current government \u2014 and the protesters who brought it to power \u2014 are, indeed, fascists,\u201d two specialists with prominent Western think tanks\u00a0<a target=\"_blank\" href=\"https:\/\/archive.ph\/lFRVs#selection-8505.0-8507.1\" >wrote in Foreign Policy in March 2014<\/a>, one month after the coup.<\/p>\n<p>The fascists have blocked peace in the Donbas at every turn. When the Ukrainian government voted on a \u201cspecial law\u201d advancing the Minsk accords in August 2015, the Svoboda party and other far-right groups\u00a0<a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/world-europe-34105925\" >led violent clashes<\/a>\u00a0that killed three Ukrainian soldiers and left dozens wounded. Then-Ukrainian President Petro Poroshenko, who had signed Minsk at a time when President Obama was resisting heavy bipartisan pressure to arm Ukraine, got the message and refused to uphold Ukraine\u2019s end of the bargain.<\/p>\n<p>In April 2019, Zelensky was elected with an overwhelming 73% of the vote on a promise to turn the tide. In his\u00a0<a target=\"_blank\" href=\"https:\/\/en.hromadske.ua\/posts\/full-text-of-volodymyr-zelenskyys-first-speech-as-president-of-ukraine\" >inaugural address the next month<\/a>, Zelensky declared that he was \u201cnot afraid to lose my own popularity, my ratings,\u201d and was \u201cprepared to give up my own position \u2013 as long as peace arrives.\u201d<\/p>\n<p>But Ukraine\u2019s powerful far-right and neo-Nazi militias made clear to Zelensky that reaching peace in the Donbas would have a much higher cost.<\/p>\n<p>\u201cNo, he would lose his life,\u201d Right Sector co-founder Dmytro Anatoliyovych Yarosh, then the commander of the Ukrainian Volunteer Army,\u00a0<a target=\"_blank\" href=\"https:\/\/www.moonofalabama.org\/2022\/03\/zelensky-and-the-fascists-he-will-hang-on-some-tree-on-khreshchatyk.html#more\" >responded one week after Zelensky\u2019s inaugural speech<\/a>. \u201cHe will hang on some tree on Khreshchatyk \u2013 if he betrays Ukraine and those people who died in the Revolution and the War.\u201d<\/p>\n<div id=\"attachment_209580\" style=\"width: 390px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/04\/zelensky-ukraine.webp\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-209580\" class=\"size-full wp-image-209580\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/04\/zelensky-ukraine.webp\" alt=\"\" width=\"380\" height=\"299\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/04\/zelensky-ukraine.webp 380w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/04\/zelensky-ukraine-300x236.webp 300w\" sizes=\"auto, (max-width: 380px) 100vw, 380px\" \/><\/a><p id=\"caption-attachment-209580\" class=\"wp-caption-text\">May 2019 headline: \u201cYarosh: if Zelensky betrays Ukraine, he will lose not his position, but his life\u201d<\/p><\/div>\n<p>Along with the threats to his life, Zelensky experienced direct obstacles to his peace mandate on multiple fronts.<\/p>\n<p>When Zelensky travelled to the Donbas in October 2019 to promote elections for the rebel-held areas,\u00a0<a target=\"_blank\" href=\"https:\/\/www.kyivpost.com\/ukraine-politics\/im-not-a-loser-zelensky-clashes-with-veterans-over-donbas-disengagement.html?__cf_chl_tk=SbolmTBS6QnjMnPJLiQEsivGNnuW6T4od28tzMOrEM0-1646110945-0-gaNycGzNCJE\" >he was confronted<\/a>\u00a0by angry members of the neo-Nazi Azov battalion rallying under the slogan of \u201cNo to Capitulation.\u201d In one exchange caught on video, Zelensky sparred with an Azov member over the president\u2019s calls for a military drawdown. \u201cI\u2019m the president of this country. I\u2019m 41 years old. I\u2019m not a loser. I came to you and told you: remove the weapons,\u201d Zelensky pleaded.<\/p>\n<p>https:\/\/twitter.com\/DenisRogatyuk\/status\/1510419008457039874<\/p>\n<p>But Zelensky met continued defiance. The same far-right forces set up an armed checkpoint to delay a Ukrainian military pullback. Thousands of far-right and nationalist protesters, cheered by the liberal intelligentsia and carrying flares as torches, also\u00a0<a target=\"_blank\" href=\"https:\/\/www.latimes.com\/world-nation\/story\/2019-10-14\/ukraine-protest-zelensky-peace-plan\" >marched in Kiev.<\/a><\/p>\n<p>When Zelensky\u2019s press secretary, Iuliia Mendel, \u201cdrew attention to the prevalence of civilian casualties\u201d in the Donbas, \u201cwhich she blamed on government forces\u2019 injudicious use of return fire,\u201d she was greeted instead with \u201ca prosecutorial summons,\u201d Katharine Quinn-Judge\u00a0<a target=\"_blank\" href=\"https:\/\/www.crisisgroup.org\/europe-central-asia\/eastern-europe\/ukraine\/peace-ukraine-promise-yet-be-kept\" >of the International Crisis Group reported<\/a>\u00a0in April 2020, one year after Zelensky\u2019s election. Mendel\u2019s recognition of the suffering in the Donbas, Quinn-Judge observed, resulted from \u201cZelensky\u2019s campaign pledge to treat residents of Russia-backed enclaves more like full-fledged Ukrainians,\u201d \u2013 a non-starter for the US-favored far-right nationalists, who harbored no such interest in Ukrainians\u2019 equality.<\/p>\n<p>Although Zelensky dithered on Minsk, he nonetheless continued talks on its implementation. The far-right continued to express its violent opposition at every turn, such as in August 2021,\u00a0<a target=\"_blank\" href=\"https:\/\/www.rferl.org\/a\/ukraine-right-protesters-zelenskiy\/31410694.html\" >when at least eight police officers were wounded<\/a>\u00a0in armed protests outside the presidential offices.<\/p>\n<p>The far-right threats to Zelensky undoubtedly thwarted a peace agreement that could have prevented the Russian invasion. Just two weeks before Russia troops entered Ukraine,\u00a0<a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/02\/10\/world\/europe\/ukraine-nationalism-russia-invasion.html\" >the New York Times noted<\/a>\u00a0that Zelensky \u201cwould be taking extreme political risks even to entertain a peace deal\u201d with Russia, as his government \u201ccould be rocked and possibly overthrown\u201d by far-right groups if he \u201cagrees to a peace deal that in their minds gives too much to Moscow.\u201d<\/p>\n<p>Yuri Hudymenko, leader of the far-right Democratic Ax, even threatened Zelensky with an outright coup: \u201cIf anybody from the Ukrainian government tries to sign such a document, a million people will take to the streets and that government will cease being the government.\u201d<\/p>\n<p>Zelensky has clearly gotten the message. Instead of pursuing the peace platform that he was elected on, the Ukrainian President has instead\u00a0<a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2022\/03\/04\/nazis-ukrainian-war-russia\/\" >made alliances with the Ukrainian far-right<\/a>\u00a0that violently opposed it. As recently as late January, amid last-chance talks to salvage the Minsk accords, Zelensky-appointed\u00a0<a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-russia-france-germany-europe-d9a2ed365b58d35274bf0c3c18427e81\" >Ukrainian security chief Oleksiy Danilov instead pronounced<\/a>\u00a0that \u201cthe fulfillment of the Minsk agreement means the country\u2019s destruction.\u201d At the final round of Minsk talks in February, just two weeks before Russia\u2019s invasion, a \u201ckey obstacle,\u201d the\u00a0<a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/02\/11\/russia-ukraine-minsk-agreements\/\" >Washington Post reported<\/a>, \u201cwas Kyiv\u2019s opposition to negotiating with the pro-Russian separatists.\u201d<\/p>\n<p>Zelensky\u2019s acquiescence to Nazi forces was most recently underscored on April 7th, when an address to the Greek parliament was overshadowed by his\u00a0<a target=\"_blank\" href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2022-04-07\/azov-fighter-video-overshadows-zelenskiys-address-to-greek-lawmakers\" >airing of a video featuring a member of the neo-Nazi Azov battalion<\/a>.<\/p>\n<p>\u201cI think Zelensky found out very quickly that because of the Ukrainian right, it was impossible to implement Minsk II,\u201d John Mearsheimer, the University of Chicago professor who has warned for years that US policies were pushing Ukraine into a conflict with Russia, said in\u00a0<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=hH3s7MRJkAI\" >a public event<\/a>\u00a0the same day. \u201c\u2026Zelensky understands that he cannot take the Ukrainian right on by himself. So basically we have a situation where Zelensky is stymied.\u201d<\/p>\n<p>Echoing his late friend and colleague Stephen F. Cohen, Mearsheimer stressed the centrality of the US role.<\/p>\n<p>\u201cThe Americans will side with the Ukrainian right,\u201d Mearsheimer said. \u201cBecause the Americans, and the Ukrainian right, both do not want Zelensky cutting a deal with the Russians that makes it look like the Russians won. So this is the principal reason I\u2019m very pessimistic about Ukraine\u2019s ability to help shut this one down.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">This week, John Mearsheimer, speaking to <a target=\"_blank\" href=\"https:\/\/twitter.com\/KatrinaNation?ref_src=twsrc%5Etfw\" >@KatrinaNation<\/a>, noted the continued alliance between DC and Ukraine&#39;s far-right:<\/p>\n<p>&quot;The Americans will side with the Ukrainian right&#8230; Both do not want Zelensky cutting a deal with the Russians that makes it look like the Russians won.&quot; <a target=\"_blank\" href=\"https:\/\/t.co\/yxDOlEaBLG\" >pic.twitter.com\/yxDOlEaBLG<\/a><\/p>\n<p>&mdash; Aaron Mat\u00e9 (@aaronjmate) <a target=\"_blank\" href=\"https:\/\/twitter.com\/aaronjmate\/status\/1513159755572862978?ref_src=twsrc%5Etfw\" >April 10, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>While claiming to profess concern for Ukrainian lives, NATO policymakers have made plain their disregard for diplomacy. Instead, as retired senior US diplomat Chas Freeman\u00a0<a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2022\/03\/24\/us-fighting-russia-to-the-last-ukrainian-veteran-us-diplomat\/\" >recently told me<\/a>, they have pursued a policy of fighting Russia \u201cto the last Ukrainian.\u201d<\/p>\n<p>\u201cEverything we are doing, rather than accelerate an end to the fighting and some compromise, seems to be aimed at prolonging the fighting,\u201d Freeman, the former Assistant Secretary of Defense for International Security Affairs, among a number of other senior positions, said.<\/p>\n<p>Invoking Freeman\u2019s warning, Noam Chomsky concurs that US policy amounts to a \u201cdeath warrant\u201d for Ukraine.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Chomsky cites my recent interview with veteran US diplomat Chas Freeman, who warned that US policy amounts to fighting Russia &quot;to the last Ukrainian.&quot; (<a target=\"_blank\" href=\"https:\/\/t.co\/sNZGoPGFIL\" >https:\/\/t.co\/sNZGoPGFIL<\/a>) <\/p>\n<p>Flooding Ukraine with weapons &amp; blocking diplomatic solutions is a &quot;death warrant&quot;, Chomsky says. <a target=\"_blank\" href=\"https:\/\/t.co\/l4AhVeJIA9\" >pic.twitter.com\/l4AhVeJIA9<\/a><\/p>\n<p>&mdash; Aaron Mat\u00e9 (@aaronjmate) <a target=\"_blank\" href=\"https:\/\/twitter.com\/aaronjmate\/status\/1511748821914734594?ref_src=twsrc%5Etfw\" >April 6, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Indeed,\u00a0<a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/04\/05\/ukraine-nato-russia-limits-peace\/\" >on April 5, the Washington Post<\/a>\u00a0made clear the prevailing viewpoint in Washignton and Brussels: \u201cFor some in NATO, it\u2019s better for the Ukrainians to keep fighting, and dying, than to achieve a peace that comes too early or at too high a cost to Kyiv and the rest of Europe.\u201d While rhetorically claiming to support Ukrainian agency, in reality, the Post added, \u201cthere are limits to how many compromises some in NATO will support to win the peace.\u201d This is undoubtedly the message being relayed to Zelensky from the White House in what National Security Advisor Jake Sullivan described as \u201cnear-daily contact\u201d with Zelensky\u2019s team about the negotiations with Russia.<\/p>\n<p>In sabotaging Zelensky\u2019s peace mandate to side with the Ukrainian far-right, the US pushed Ukraine into a calamity that Professor Cohen warned about nearly three years ago.<\/p>\n<p>\u201cThere were moments in history, political history, when there\u2019s an opportunity that is so good and wise and so often lost, the chance,\u201d Cohen told me in October 2019. \u201cSo, the chance for Zelensky, the new president who had this very large victory, 70 plus percent to negotiate with Russia an end to that war, it\u2019s got to be seized.
