This remains the official Israeli line until this day. Not many Israelis \u2013 certainly not in government, media or even ordinary people \u2013 would argue that Israel today is safer than it was prior to June 2007.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">It is widely understood that Israel has imposed the siege as a response to the Hamas <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2007\/jun\/15\/israel4\" >takeover<\/a> of the Strip, following a brief and violent <a target=\"_blank\" href=\"https:\/\/justvision.org\/glossary\/hamas-fatah-conflict\" >confrontation<\/a> between the two main Palestinian political rivals, Hamas, which currently rules Gaza, and Fatah, which dominates the Palestinian Authority in the occupied West Bank.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">However, the isolation of Gaza was planned years before the Hamas-Fatah clash, or even the Hamas legislative election <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2006\/jan\/26\/israel1\" >victory<\/a> of January 2006. Late Israeli Prime Minister Ariel Sharon was <a target=\"_blank\" href=\"https:\/\/english.alaraby.co.uk\/opinion\/israeli-disengagement-gaza-turning-point\" >determined<\/a> to redeploy Israeli forces out of Gaza, years prior to these dates.<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">What finally culminated in the Israeli Disengagement from Gaza in August-September 2005 was <a target=\"_blank\" href=\"https:\/\/www.jewishvirtuallibrary.org\/knesset-approves-disengagement-implementation-law-february-2005\" >proposed<\/a> by Sharon in 2003, approved by his government in 2004 and finally adopted by the Knesset in February 2005.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">The \u2018disengagement\u2019 was an Israeli tactic that aimed at removing a few thousand illegal Jewish settlers out of Gaza \u2013 to other illegal Jewish settlements in the West Bank \u2013 while redeploying the Israeli army from crowded Gaza population centers to the border areas. This was the actual start of the Gaza siege.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">The above assertion was even clear to James Wolfensohn, who was appointed by the Quartet on the Middle East as the Special Envoy for Gaza Disengagement. In 2010, he <a target=\"_blank\" href=\"https:\/\/books.google.it\/books\/about\/A_Global_Life.html?id=W8s8YAAACAAJ&amp;redir_esc=y\" >reached<\/a> a similar conclusion: \u201cGaza had been effectively sealed off from the outside world since the Israeli disengagement \u2026 and the humanitarian and economic consequences for the Palestinian population were profound.<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">The ultimate motive behind the \u2018disengagement\u2019 was not Israel\u2019s security, or even to starve Gazans as a form of collective punishment. The latter was one natural outcome of a much more sinister political plot, as communicated by Sharon\u2019s own senior advisor at the time, Dov Weisglass. In an interview with the Israeli newspaper Haaretz, in October 2004, Weisglass <a target=\"_blank\" href=\"https:\/\/www.haaretz.com\/2004-10-06\/ty-article\/u-s-asks-israel-to-clarify-comments-made-by-top-pm-aide\/0000017f-e4e4-df2c-a1ff-fef555650000\" >put it<\/a> plainly: \u201cThe significance of the disengagement plan is the freezing of the peace process.\u201d How?<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">\u201cWhen you freeze (the peace) process, you prevent the establishment of a Palestinian state, and you prevent a discussion on the refugees, the borders and Jerusalem,\u201d according to Weisglass. Not only was this Israel\u2019s ultimate motive behind the disengagement and subsequent siege on Gaza but, according to the seasoned Israeli politician, it was all done \u201cwith a presidential blessing and the ratification of both houses of Congress.\u201d The President in question here is no other than US president at the time, George W. Bush.<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">All of this had taken place before Palestine\u2019s legislative elections, Hamas\u2019 victory and the Hamas-Fatah clash. The latter merely served as a convenient justification to what had already been discussed, \u2018ratified\u2019 and implemented.<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">For Israel, the siege has been a political ploy, which acquired additional meaning and value as time passed. In response to the accusation that Israel was starving Palestinians in Gaza, Weisglass was very quick to muster an <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2006\/apr\/16\/israel\" >answer<\/a>: \u201cThe idea is to put the Palestinians on a diet, but not to make them die of hunger.\u201d\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">What was then understood as a facetious, albeit thoughtless statement, turned out to be actual Israeli policy, as indicated in a 2008 report, which was <a target=\"_blank\" href=\"https:\/\/www.haaretz.com\/2012-10-17\/ty-article\/.premium\/israels-gaza-quota-2-279-calories-a-day\/0000017f-e0f2-d7b2-a77f-e3f755550000\" >made<\/a> available in 2012. Thanks to the Israeli human rights organization Gisha, the \u201credlines (for) food consumption in the Gaza Strip\u201d \u2013 composed by the Israeli Coordinator of Government Activities in the Territories \u2013 was made public. It emerged that Israel was calculating the minimum number of calories necessary to keep Gaza\u2019s population alive, a number that is \u201cadjusted to culture and experience\u201d in the Strip.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">The rest is history. Gaza\u2019s suffering is absolute. 98 percent of the Strip\u2019s water is <a target=\"_blank\" href=\"https:\/\/www.jordantimes.com\/opinion\/ramzy-baroud\/gazas-forthcoming-crisis-might-be-worse-anything-we-have-ever-seen\" >undrinkable<\/a>. Hospitals <a target=\"_blank\" href=\"https:\/\/reliefweb.int\/report\/occupied-palestinian-territory\/pchr-warns-health-sector-collapse-and-suspension-health\" >lack<\/a> essential supplies and life-saving medications. Movement in and out of the Strip is practically <a target=\"_blank\" href=\"https:\/\/www.btselem.org\/topic\/freedom_of_movement\" >prohibited<\/a>, with minor exceptions.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Still, Israel has failed miserably in achieving any of its objectives. Tel Aviv hoped that the \u2018disengagement\u2019 would compel the international community to redefine the legal status of the Israeli occupation of Gaza. Despite Washington\u2019s pressure, that never happened. Gaza <a target=\"_blank\" href=\"https:\/\/www.un.org\/unispal\/document\/auto-insert-203742\/\" >remains<\/a> part of the Occupied Palestinian Territories as defined in international law.<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Even the September 2007 Israeli <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2007\/sep\/19\/usa.israel1\" >designation<\/a> of Gaza as an \u201cenemy entity\u201d and a \u201chostile territory\u201d changed little, except that it allowed the Israeli government to declare several devastating wars on the Strip, <a target=\"_blank\" href=\"https:\/\/www.middleeastmonitor.com\/20181227-remembering-israels-2008-war-on-gaza\/\" >starting<\/a> in 2008.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">None of these wars have successfully served a long-term Israeli strategy. Instead, Gaza continues to fight back on a much larger scale than ever before, frustrating the calculation of Israeli leaders, as it became clear in their befuddled, disturbing language. During one of the deadliest Israeli wars on Gaza in July 2014, Israeli right-wing Knesset member, Ayelet Shaked, <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2015\/05\/07\/israels-new-justice-minister-considers-all-palestinians-to-be-the-enemy\/\" >wrote<\/a> on Facebook that the war was \u201cnot a war against terror, and not a war against extremists, and not even a war against the Palestinian Authority.\u201d Instead, according to Shaked, who a year later became Israel\u2019s Minister of Justice, \u201c\u2026 is a war between two people. Who is the enemy? The Palestinian people.\u201d<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">In the final analysis, the governments of Sharon, Tzipi Livni, Ehud Olmert, Benjamin Netanyahu and Naftali Bennett failed to isolate Gaza from the greater Palestinian body, break the will of the Strip or ensure Israeli security at the expense of Palestinians.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Moreover, Israel has fallen victim to its own hubris. While prolonging the siege will achieve no short or long-term strategic value, lifting the siege, from Israel\u2019s viewpoint, would be tantamount to an admission of defeat \u2013 and could empower Palestinians in the West Bank to emulate the Gaza model. This lack of certainty further accentuates the political crisis and lack of strategic vision that continued to define all Israeli governments for nearly two decades.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Inevitably, Israel\u2019s political experiment in Gaza has backfired, and the only way out is for the Gaza siege to be completely lifted and, this time, for good.<\/span><\/p>\n<p>____________________________________________<\/p>\n<p style=\"padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/08\/ramzy-baroud-01-e1581847015958.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-116725\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/08\/ramzy-baroud-01-e1581847015958.jpg\" alt=\"\" width=\"100\" height=\"93\" \/><\/a> Dr. Ramzy Baroud is a journalist, author and editor of <\/em>The Palestine Chronicle<em>.
