(Photo by Keke Manera)<\/p><\/div>\n<p><em>26 Jul 2022 &#8211; <\/em>As headquarters to the U.S. \u201c<a href=\"https:\/\/www.policyforum.net\/finding-the-pacific-in-the-indo-pacific\/\" title=\"Indo-Pacific\u201d\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Indo-Pacific\u201d<\/a> Command, Hawai\u2018i is the site of RIMPAC 2022 where 26 nations, including 38 surface ships, four submarines, 170 aircraft, and 25,000 personnel are assaulting the Hawaiian islands, all at the invitation of the U.S. Navy. This bi-annual desecration has devastating impacts on Hawai\u2018i\u2019s land, water, and people, especially indigenous Hawaiians, who have suffered more than <a href=\"https:\/\/www.nlg.org\/nlg-calls-upon-us-to-immediately-comply-with-international-humanitarian-law-in-its-illegal-occupation-of-the-hawaiian-islands\/\" title=\"129 years of illegal occupation\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">129 years of illegal occupation<\/a> from this same Navy. Hawai\u2018i is already heavily militarized with 142 U.S. military bases and installations that occupy 224,897 acres of Hawaiian land. USINDOPACOM (formerly <a target=\"_blank\" href=\"https:\/\/fpif.org\/u-s-militarizing-pacific-not-taking-questions\/\" title=\"USPACOM\" role=\"link\" >USPACOM<\/a>) is the U.S. military\u2019s oldest and largest unified military command, claiming jurisdiction over more than half of the earth\u2019s surface and a majority of the world\u2019s population.<\/p>\n<p>As the center of the U.S. military empire and network of bases throughout the Pacific and Asia, Hawai\u2018i is a critical site to resist the endless U.S. quest for empire and war, especially against China. In the wake of the U.S. Navy\u2019s <a href=\"https:\/\/www.youtube.com\/watch?v=AuDsana5wvQ\" title=\"massive fuel leaks at Red Hill\/Kap\u016bkaki\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">massive fuel leaks at Red Hill\/Kap\u016bkaki<\/a> that contaminated O\u2018ahu\u2019s largest freshwater source, poisoning 93,000 people including mostly U.S. soldiers and their families, the U.S. military holding war games on Hawai\u2018i adds further insult to injury.<\/p>\n<p>Set over six weeks, RIMPAC is the largest maritime war exercise in the world. Although the U.S. military promises to be \u201c<a href=\"https:\/\/www.kitv.com\/news\/rimpac-is-back-to-full-scale-operations-and-some-residents-are-concerned\/article_963cad50-f82f-11ec-96da-8bfcacc8999f.html\" title=\"good stewards of the environment\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">good stewards of the environment<\/a>,\u201d RIMPAC has only ever increased harm, not reduced it.<\/p>\n<p>Two years ago, due to COVID, RIMPAC was scaled down to only \u201cat-sea\u201d war games. As a result, <a href=\"https:\/\/www.hawaiinewsnow.com\/2020\/06\/11\/dozens-honu-are-nesting-bellows-beach-thats-first\/\" title=\"dozens of endangered sea turtles \" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">dozens of endangered sea turtles <\/a>at Bellows beach on O\u2018ahu nested for the first time. That moment of hope and regeneration is fleeting as RIMPAC exercises <a href=\"https:\/\/www.youtube.com\/watch?v=TBBHXsZMA7A\" title=\"destroy our reef and marine habitats\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">destroy our reef and marine habitats<\/a> through large-scale <a href=\"https:\/\/www.staradvertiser.com\/2022\/07\/19\/hawaii-news\/land-and-amphibious-training-return-to-rimpac\/\" title=\"amphibious assault landings\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">amphibious assault landings<\/a>. From Jim Albertini<\/p><\/div>\n<p>Alongside the U.S. military\u2019s assault on the environment is its violence against women. Hawai\u02bbi has yet to comprehensively collect data on gender-based violence committed by the U.S. military like that collected by the <a href=\"https:\/\/www.japantimes.co.jp\/news\/2021\/03\/18\/national\/social-issues\/okinawa-women-military-violence\/\" title=\"Okinawan Women Act Against Military Violence\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Okinawan Women Act Against Military Violence<\/a> on women raped and murdered by the U.S. since World War II. Yet, there is ample evidence of violence committed by U.S. servicemen against women in Hawai\u2018i, such as <a href=\"https:\/\/militaryjusticeforall.com\/tag\/ivy-harris\/\" title=\"Ivy Harris\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Ivy Harris<\/a> who was murdered in 2013 by a Marine after being trafficked to Hawai\u2018i. Last year, <a href=\"https:\/\/www.hawaiinewsnow.com\/2021\/05\/21\/schofield-soldier-accused-murder-allegedly-googled-ways-kill-wife-wedding-anniversary\/\" title=\"Selena Roth\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Selena Roth<\/a> was murdered by her U.S. Army husband at Schofield barracks, and in 2020, <a href=\"https:\/\/www.hawaiinewsnow.com\/2020\/03\/26\/hpd-head-on-crash-wahiawa-tied-murder-investigation-ewa-beach\/\" title=\"Kayla Holder\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Kayla Holder<\/a><u> and <\/u>her six-month old baby Kainoa were both allegedly murdered by her Army reservist boyfriend. Just last week, <a href=\"https:\/\/www.hawaiinewsnow.com\/2022\/07\/21\/attempted-murder-investigation-closes-all-halawa-bound-lanes-h-3-freeway\/\" title=\"Dana Alotaibi,\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Dana Alotaibi,<\/a> was stabbed to death while pregnant, allegedly by her ex-husband, an active duty Marine in K\u0101ne\u2018ohe.<\/p>\n<p>According to the Hawai\u2018i Commission on the Status of Women, women and gender minorities face heightened vulnerability for military violence and sex trafficking during times of increased demand that surges during RIMPAC. As Executive Director Khara Jabola-Carolus explains, <a href=\"https:\/\/humanservices.hawaii.gov\/blog\/hawaii-state-commission-on-the-status-of-women-launches-anti-trafficking-campaign\/\" title=\"\u201cRIMPAC is the military\u2019s Super Bowl.\u201d\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">\u201cRIMPAC is the military\u2019s Super Bowl.\u201d<\/a> \u00a0That\u2019s because of the toxic symbiosis between militarism and tourism, or \u201c<a href=\"http:\/\/www2.hawaii.edu\/~noenoe\/Teaiwa.reading.pdf\" title=\"Militourism\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Militourism<\/a>,\u201d a term coined by the Pacific studies scholar Teresia Teaiwa. Sailors and soldiers arrive to the shores of Hawai\u02bbi with a sense of entitlement to have all of their desires fulfilled, leaving our people at heightened risk of <a href=\"https:\/\/ghrp.biomedcentral.com\/articles\/10.1186\/s41256-021-00232-0\" title=\"Covid-19\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a> and other diseases. \u201cHawai\u02bbi, like a lovely woman, is there for the taking,\u201d wrote professor and Hawaiian sovereignty leader Haunani-Kay Trask, who famously described <a href=\"https:\/\/journals.lib.unb.ca\/index.php\/bl\/article\/view\/24958\/28913\" title=\"the United States as Hawai\u02bbi\u2019s pimp\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">the United States as Hawai\u02bbi\u2019s pimp<\/a>, forever selling the islands to the highest bidder, with no concern for self-determination.<\/p>\n<p>The U.S. military\u2019s imperial patriarchal violence is important to highlight against RIMPAC\u2019s eerily cheerful slogan, \u201cCapable Adaptive Partners,\u201d its adventure-seeking promo <a href=\"https:\/\/www.youtube.com\/watch?v=1vB66f8cwvs\" title=\"trailer\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">trailer<\/a>, and non-stop reminders of RIMPAC\u2018s benefits to our <a href=\"https:\/\/www.hawaiinewsnow.com\/2022\/07\/02\/rimpacs-return-means-another-boost-oahus-economy\/\" title=\"economy\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">economy<\/a>. We are told to be grateful and to be silent about <a href=\"https:\/\/sierraclubhawaii.org\/rh-live-updates\" title=\"contaminated water\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">contaminated water<\/a>, to ignore the <a href=\"https:\/\/www.youtube.com\/watch?v=WgTr1Nq-yC4\" title=\"sex trafficking\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">sex trafficking<\/a>, to ignore the loss of <a href=\"https:\/\/biologicaldiversity.org\/w\/news\/press-releases\/lawsuit-launched-after-pair-of-fin-whales-killed-during-military-exercise-2021-05-17\/\" title=\"marine life\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">marine life<\/a> because they are all part of the business of RIMPAC and continued U.S. military presence to advance \u201cnational security.\u201d<\/p>\n<p>But what twisted version of national security doesn\u2019t include clean water? What kind of government poisons its own people, including its <a href=\"https:\/\/www.youtube.com\/watch?v=QToBQ9kCuSs&amp;t=1s\" title=\"military families\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">military families<\/a>, then <a href=\"https:\/\/www.civilbeat.org\/2022\/06\/red-hill-investigations-the-navy-failed-to-prevent-and-respond-to-fuel-contamination\/\" title=\"repeatedly lies about it\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">repeatedly lies about it<\/a>? Many grassroots organizations in Hawai\u2018i and multiple <a href=\"https:\/\/www.youtube.com\/watch?v=urdAVgQ6Fss&amp;t=48s\" title=\"international partners\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">international partners<\/a> reject the military\u2019s lies and demand genuine security.<\/p>\n<p>The containment of China is an absurd excuse to destroy Hawaiian land and the entire Pacific Ocean. The United States continues to use \u201c<a href=\"https:\/\/www.vox.com\/22558949\/china-violence-asian-americans\" title=\"yellow peril\u201d\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">yellow peril\u201d<\/a> and a culture of fear to stay in a permanent state of war. Instead, we must center the voices of Indigenous people of the Pacific who have the most to lose in the war between empires. <a href=\"https:\/\/www.instagram.com\/p\/CepMjsCJJpX\/\" title=\"\u201c\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">\u201c<\/a><a href=\"https:\/\/www.instagram.com\/p\/CepMjsCJJpX\/\" title=\"National security doesn\u2019t include us,\u201d\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">National security doesn\u2019t include us,\u201d<\/a><u> scholar and activist <\/u>Tina Grandinetti reminds us. If the United States declares war on China, Hawai\u02bbi will provide a most convenient target, as will Gu\u00e5han, Okinawa, South Korea, the Philippines, and all the places occupied by U.S. military bases. If the bombing of Pu\u2018uloa (Pearl Harbor) taught us anything, it\u2019s when the United States takes your land, you inherit all of America\u2019s enemies. From our perspective, islanders are protecting the United States, not the other way around.<\/p>\n<p>Over one million lives have been lost, $8 trillion of U.S. tax dollars have been spent, and 38 million people have been left refugees in the so-called \u201cwar on terror,\u201d according to the <a href=\"https:\/\/watson.brown.edu\/costsofwar\/\" title=\"Cost of War Project\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">Cost of War Project<\/a>. Add to that the increased <a href=\"https:\/\/www.cbsnews.com\/news\/militarys-domestic-violence-crisis-investigation-norah-odonnell-cbs-news\/\" title=\"domestic violence\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">domestic violence<\/a>, <a href=\"https:\/\/itvs.org\/films\/invisible-war\" title=\"rape\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">rape<\/a>, and <a href=\"https:\/\/stopsoldiersuicide.org\/\" title=\"suicide\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">suicide<\/a> within the U.S. military, and the evidence is clear: the U.S. version of militarized \u201csecurity\u201d isn\u2019t working. These endless wars only \u201csecure\u201d endless profits for the <a href=\"https:\/\/www.nationalreview.com\/corner\/re-we-cant-afford-a-1-trillion-defense-budget\/\" title=\"military industrial complex\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">military industrial complex<\/a>, and endless misery for ordinary people. As horrified as we are by what RIMPAC does to Hawai\u2018i, we are equally horrified to be the unwilling host of militaries from<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2022\/02\/israels-apartheid-against-palestinians-a-cruel-system-of-domination-and-a-crime-against-humanity\/\" title=\" Israel\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\"> Israel<\/a>, <a href=\"https:\/\/humanrightsph.org\/\" title=\"the Philippines\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">the Philippines<\/a>, and<a href=\"https:\/\/www.theguardian.com\/world\/2021\/may\/11\/we-are-living-in-a-war-zone-violence-flares-in-west-papua-as-villagers-forced-to-flee#:~:text=Indonesia%20has%20controlled%20West%20Papua,an%20estimated%20500%2C000%20Papuans%20killed.\" title=\" Indonesia\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\"> Indonesia<\/a>, all guilty of gross human rights violations against indigenous people.<\/p>\n<p>In November 2021, in response to the Red Hill leak, Hawaiian leaders built <a href=\"https:\/\/www.youtube.com\/watch?v=7mMsGi11F-U\" title=\"a beautiful ko\u2018a\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">a beautiful ko\u2018a<\/a> (shrine), a place of prayer where people have gathered weekly right outside the headquarters of the U.S. Pacific Fleet. This is a place to make offerings of clean water to K\u0101ne, the akua (deity) of creation. The movement to demilitarize and deoccupy Hawai\u2018i is guided by kapu aloha, a code of conduct grounded in non-violent resistance and Hawaiian values. Sadly, the ko\u2018a was <a href=\"https:\/\/www.instagram.com\/p\/CfgDImGj_hu\/\" title=\"desecrated on the first night of RIMPAC\" role=\"link\"  target=\"_blank\" rel=\"noopener noreferrer\">desecrated on the first night of RIMPAC<\/a>. The next day, it was rebuilt along with a k\u0101hea (a call) to come and protect the land from further desecration. Over the \u2018Anahulu (10 days of observation), the community was invited to practice aloha \u02bb\u0101ina (love for the land\/ that which feeds us), engage in grassroots political education on demilitarization, and gain a deeper understanding of ea (sovereignty, breath, life).
