{"id":217509,"date":"2022-08-08T12:00:06","date_gmt":"2022-08-08T11:00:06","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=217509"},"modified":"2022-08-03T06:38:48","modified_gmt":"2022-08-03T05:38:48","slug":"nato-backed-network-of-syria-dirty-war-propagandists-identified","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2022\/08\/nato-backed-network-of-syria-dirty-war-propagandists-identified\/","title":{"rendered":"NATO-Backed Network of Syria Dirty War Propagandists Identified"},"content":{"rendered":"<blockquote><p>1 Aug 2022 &#8211; <em>Defaming journalism on the OPCW\u2019s Syria cover-up scandal, <\/em>The Guardian<em> and its NATO-funded sources out themselves as the real \u201cnetwork of conspiracy theorists.\u201d <\/em><\/p><\/blockquote>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/NATO-Network-syria-pentagon.webp\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-217511\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/NATO-Network-syria-pentagon-1024x576.webp\" alt=\"\" width=\"600\" height=\"338\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/NATO-Network-syria-pentagon-1024x576.webp 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/NATO-Network-syria-pentagon-300x169.webp 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/NATO-Network-syria-pentagon-768x432.webp 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/NATO-Network-syria-pentagon.webp 1400w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>On June 10th, <em>The Guardian<\/em>\u2019s Mark Townsend published an article headlined <a href=\"https:\/\/archive.is\/FlCe0\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u201cRussia-backed network of Syria conspiracy theorists identified.\u201d<\/a> (\u201cRussia-backed\u201d <a href=\"https:\/\/twitter.com\/caitoz\/status\/1538503348822757376\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">has since been removed<\/a>).<\/p>\n<p>The article is based on what Townsend calls a \u201cnew analysis\u201d that \u201creveals\u201d a \u201cnetwork more than two dozen conspiracy theorists, frequently backed by a coordinated Russian campaign.\u201d This network, Townsend claims, is \u201cfocused on the denial or distortion of facts about the Syrian regime\u2019s use of chemical weapons and on attacking the findings of the world\u2019s foremost chemical weapons watchdog,\u201d the Organization for the Prohibition of Chemical Weapons (OPCW). According to Townsend, I am named \u201cas the most prolific spreader of disinformation\u201d among the nefarious bunch.<\/p>\n<p>In hawking this purported expos\u00e9 of \u201cdisinformation\u201d, Townsend violated every basic standard of journalism. He did not contact me before publishing his allegations; fails to offer a shred of evidence for them; and does not cite a single example of my alleged \u201cprolific\u201d disinformation. Instead, Townsend bases his claims entirely on a <a href=\"https:\/\/deadlydisinformation.org\/source\/Deadly_Disinformation_EN.pdf\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">think-tank report<\/a> \u00a0that also provides no evidence, nor even assert that I have said anything false. In the process, Townsend failed to disclose that the report\u2019s authors \u2014 the Institute for Strategic Dialogue (ISD) and the Syria Campaign \u2014 are groups funded by the US government and other belligerents in the Syria proxy war. To top it off, Townsend fabricates additional allegations that his state-funded sources do not even make.<\/p>\n<p>As a result, Townsend and the Guardian have engaged in the exact sort of conduct that they falsely impute to me and others: spreading Syria-related disinformation with coordinated support from state-funded actors. The aim of this propaganda network is transparent: defaming journalism that exposes the OPCW\u2019s ongoing Syria cover-up scandal and the dirty war waged by Western powers on Syria.<\/p>\n<p>The OPCW cover-up is arguably the most copiously documented pro-war deception since the US-led drive to invade Iraq. In Western media, as The Guardian\u2019s behavior newly demonstrates, it is also without question the most suppressed.<\/p>\n<p>At the center of the story are two veteran OPCW scientists, Dr. Brendan Whelan and Ian Henderson. The pair were among a team that deployed to Syria in April 2018 to investigate an alleged chemical attack in the town of Douma. They have since accused senior OPCW officials of manipulating the Douma probe to reach a conclusion that baselessly implicated the Syrian government in a chlorine gas attack. Their claims are backed up by <a href=\"https:\/\/wikileaks.org\/opcw-douma\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">a trove of leaked documents and emails<\/a> that show extensive doctoring and censoring of the Douma team\u2019s findings.<\/p>\n<p>The Douma cover-up extends far beyond the OPCW\u2019s executive suite. It also implicates NATO governments led by the US, which bombed Syria over the Douma chemical weapons allegation, and then, weeks later, <a href=\"https:\/\/www.counterpunch.org\/2019\/11\/15\/the-opcw-and-douma-chemical-weapons-watchdog-accused-of-evidence-tampering-by-its-own-inspectors\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">privately pressured the OPCW<\/a> to validate it. Since the OPCW scandal became public, the US and its allies have thwarted efforts to address it.<\/p>\n<p>At the most criminal level, the scandal implicates sectarian death squads armed and funded by the US and allies during their decade-long campaign for regime change in Syria.<\/p>\n<p>At the time of the incident, Douma was occupied by the Saudi-backed jihadi militia Jaysh-al-Islam and under bombardment from Syrian army forces attempting to retake control. Shortly before their surrender, local allies of Jaysh-al-Islam accused Syrian forces of using chemical weapons. They released gruesome footage of an apartment building filled with slain civilians. A gas cylinder was filmed positioned above a crater on the roof. Concurrently, the White Helmets, a NATO and Gulf state-funded, <a href=\"https:\/\/observers.france24.com\/en\/20180510-syria-white-helmets-terrorists-fact-fiction-islamic-state\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">insurgent-adjacent organization<\/a>, released footage of what it claimed were gas attack victims in a Douma field hospital. Several journalists, including <a href=\"https:\/\/twitter.com\/Dalatrm\/status\/1095677403198906369\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">Riam Dalati of the BBC<\/a>, <a href=\"https:\/\/www.independent.co.uk\/voices\/syria-chemical-attack-gas-douma-robert-fisk-ghouta-damascus-a8307726.html\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">Robert Fisk of the Independent<\/a>, and <a href=\"https:\/\/theintercept.com\/2019\/02\/09\/douma-chemical-attack-evidence-syria\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">James Harkin of the Intercept<\/a>, found evidence that the hospital scene was staged. (In February 2019, Dalati claimed that he can \u201cprove without a doubt that the Douma Hospital scene was staged.\u201d Oddly, more than three years later, he has not released his findings).<\/p>\n<p>The White Helmets\u2019 alleged fakery of a chemical attack aftermath, coupled with the censored OPCW findings showing no evidence that a chemical attack occurred, suggest the inescapable conclusion that insurgents in Douma carried out a deception to frame the Syrian government. And given the <a href=\"https:\/\/thegrayzone.com\/2021\/12\/06\/corrupting-science-part2\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">unexplained deaths<\/a> of the more than 40 victims filmed in the Douma apartment building, that deception may have entailed a murderous war crime.<\/p>\n<p>Unlike the Iraq WMD hoax, the very existence of the OPCW\u2019s Douma scandal is unknown to much of the Western world. With few exceptions, establishment media outlets have refused to acknowledge the OPCW whistleblowers and the leaks that brought their story to light.<\/p>\n<p>After largely ignoring the OPCW cover-up since it first surfaced in May 2019, the Guardian has now published defamatory claims about journalists, myself included, who have dared to report on the censored facts.<\/p>\n<p>When I wrote The Guardian about the Townsend article\u2019s journalistic lapses, I did not get a response. One week later, I phoned Townsend, who was now back in the office but had yet to reply. In our conservation, <a href=\"https:\/\/thegrayzone.com\/2022\/07\/19\/grayzone-guardian-syria-smears\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">which I recorded and recently published<\/a>, I repeatedly asked Townsend to substantiate his claims about me and identify even a single example of my alleged disinformation.<\/p>\n<div id=\"youtube2-I0L7LvsiyzE\" class=\"youtube-wrap\" data-attrs=\"{&quot;videoId&quot;:&quot;I0L7LvsiyzE&quot;,&quot;startTime&quot;:null,&quot;endTime&quot;:null}\">\n<div class=\"video-wrap\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube-nocookie.com\/embed\/I0L7LvsiyzE?rel=0&amp;autoplay=0&amp;showinfo=0&amp;enablejsapi=0\" width=\"728\" height=\"409\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>Townsend did not attempt to defend his article\u2019s assertions, beyond claiming that they were based on what was \u201cin a report.\u201d When I pressed further, he claimed that he had to \u201cdash for a meeting\u201d and promised that I would soon hear from the paper\u2019s reader\u2019s editor. (Before I published our phone call, and this article, I emailed Townsend a detailed list of questions and invited him to offer any additional comment. He did not respond).<\/p>\n<h3>\u201cDeadly Disinformation\u201d<\/h3>\n<p>Townsend could not provide any evidence for his assertions because the report that he parroted offers none as well.<\/p>\n<p>The report, titled \u201c<a href=\"https:\/\/deadlydisinformation.org\/source\/Deadly_Disinformation_EN.pdf\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">Deadly Disinformation<\/a>\u201d and authored by The Institute for Strategic Dialogue (ISD) and the Syria Campaign, contains bare references to my reporting and makes no effort to refute it. Nowhere does the report even claim that I have said anything false. It simply claims to have \u201cidentified 28 individuals, outlets and organisations who have spread disinformation about the Syrian conflict,\u201d and that I am \u201cthe most prolific spreader of disinformation\u201d among them.<\/p>\n<p>When the report bothers to mention of anything that I hace actually said, it engages in distortion. In its first mention, the report states that I wrote an article that \u201cattacks Bellingcat for its contributions to the Organization for the Prohibition of Chemical Weapons (OPCW).\u201d Here, they not only fail to assert that I said anything false, but offer a false portrayal of what happened.<\/p>\n<p>As for \u201cattacking\u201d Bellingcat \u2014 a website that, like the report\u2019s authors, is funded by NATO states that were belligerents in the Syria dirty war \u2013 what I really did was expose its disinformation.<\/p>\n<p>In this case, Bellingcat fraudulently attacked Whelan (the key OPCW whistleblower), along with several journalists (myself included) by falsely <a href=\"https:\/\/archive.is\/uxjd8\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">accusing us of concealing an OPCW letter that<\/a>, I quickly revealed, <a href=\"https:\/\/thegrayzone.com\/2020\/10\/28\/draft-debacle-bellingcat-smears-opcw-whistleblower-journalists-with-false-letter-farcical-claims\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">did not in fact exist<\/a>. Bellingcat was <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1321848573680619522\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">forced to add a correction<\/a>, delete <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1321855281538736129\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">embarrassing tweets<\/a>, and <a href=\"https:\/\/twitter.com\/bellingcat\/status\/1325088450509467648\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">apologize to one of the article\u2019s targets<\/a>, the journalist Peter Hitchens (who resides in the UK, home to strict libel laws). I later exposed that <a href=\"https:\/\/thegrayzone.com\/2021\/03\/24\/author-bellingcat-opcw-whistleblower\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">Bellingcat copied a hidden, external author<\/a> for some of their false material.<\/p>\n<p>In short, the ISD\/Syria Campaign\u2019s first purported example of my alleged \u201cdisinformation\u201d is an easily verifiable case where I\u2019ve exposed state-backed lies.<\/p>\n<p>The report\u2019s only other substantive example comes when it notes that I have argued that the OPCW probe\u2019s Douma probe \u201cwas flawed.\u201d This far understates my case: the OPCW\u2019s Douma investigation wasn\u2019t \u201cflawed\u201d; it\u2019s a scandalous cover-up worthy of global attention. Regardless, yet again, the report does not even assert that my argument is false, let alone try to explain why.<\/p>\n<p>In a July 13th email, I asked the ISD to substantiate their claim that I have spread disinformation, and provide even one example of it. On its <a href=\"https:\/\/www.isdglobal.org\/complaints-policy\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">website, the ISD claims<\/a> to \u201ctake complaints seriously,\u201d and promises a response \u201cwithin ten working days.\u201d As of this writing, after 13 working days, I have not heard back.<\/p>\n<h3>At The Guardian, OPCW leaks are \u201cproblematic\u201d<\/h3>\n<p>When I emailed a complaint about Townsend\u2019s reporting, The Guardian admitted fault only on failing to contact me before publishing his evidence-free allegations. This was the result, they claimed, of a \u201cbreakdown of communication internally.\u201d I was then offered the chance to respond to the article in 200 words.<\/p>\n<p>A key point in my reply <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1546552620843765760\/photo\/1\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">(which can be read here)<\/a> was that The Guardian and its state-funded source is unable to identify any falsehoods in anything I\u2019ve written \u201cbecause my<a href=\"https:\/\/thegrayzone.com\/category\/opcw-douma\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\"> reporting<\/a> on the OPCW\u2019s Douma cover-up scandal is based on damning OPCW <a href=\"https:\/\/wikileaks.org\/opcw-douma\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">leaks<\/a>.\u201d These leaks, I added, \u201creveal that veteran inspectors found no evidence of a chemical attack in Douma, and that expert toxicologists<a href=\"https:\/\/wikileaks.org\/opcw-douma\/document\/actual_toxicology_meeting_redacted\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\"> ruled out chlorine gas<\/a> as the victims\u2019 cause of death. But these findings were<a href=\"https:\/\/thegrayzone.com\/2021\/11\/22\/corrupting-science-in-syria-probe-opcw-erased-experts-inconvenient-findings\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\"> doctored and censored<\/a> by senior OPCW officials.\u201d<\/p>\n<p>At The Guardian, this passage set off an apparent alarm. After disparaging my reporting on the OPCW leaks, The Guardian informed me that they would now prevent me from even mentioning them. In a July 8 email, <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1546554838607171588\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">a Guardian editor wrote<\/a> that the \u201cthe part about the OPCW\u201d in my reply \u201ccontinues to be problematic.\u201d My reference to the OPCW leaks, the editor claimed, \u201cmakes an assertion that has been\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2020\/feb\/07\/inquiry-strikes-blow-to-russian-denials-of-syria-chemical-attack\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">rebutted<\/a>\u00a0by an independent inquiry.\u201d<\/p>\n<p>I responded by asking the editor to specify exactly which \u201cassertion\u201d of mine has been rebutted. I also proposed that, if they believe that I have said anything \u201cproblematic,\u201d they publish their own rebuttal.<\/p>\n<p>In multiple follow-up emails, the editor failed to identify any \u201crebutted\u201d assertion of mine. Despite that, the Guardian proceeded to publish my reply without its reference to the OPCW leaks. But this raised a new problem: in censoring my statement, <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1546553515312644097\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">they misquoted me<\/a>. When I pointed out that error, <a href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/19\/russia-backed-network-of-syria-conspiracy-theorists-identified\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">they updated my reply<\/a> to finally allow <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1546907887620001808\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">a (minimal) mention of the OPCW leaks<\/a>.<\/p>\n<p>The Guardian also took me up on my proposal that they publish their own rebuttal:<\/p>\n<blockquote><p><em>Editor\u2019s note: Both the ISD and the Syria Campaign list a diverse range of funders and describe themselves as \u201cfiercely independent\u201d. In 2020 the OPCW rebutted claims about its investigation into the Douma incident (<a href=\"https:\/\/www.theguardian.com\/world\/2020\/feb\/07\/inquiry-strikes-blow-to-russian-denials-of-syria-chemical-attack\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">Inquiry strikes blow to Russian denials of Syria chemical attack<\/a>).<\/em><\/p><\/blockquote>\n<p>As for the \u201cinquiry\u201d that The Guardian claims \u201crebutted claims about its investigation into the Douma incident,\u201d the inquiry was not independent, and did not rebut anything.<\/p>\n<p>The \u201cinquiry\u201d was appointed by the OPCW\u2019s Director General\u2019s office, the very body that presided over the cover-up. It was also staffed by two \u201cinvestigators\u201d from the US and UK. These happen to be the two states that bombed Syria based on the Douma allegations that the OPCW fraudulently validated, and that have since tried to <a href=\"https:\/\/thegrayzone.com\/2021\/04\/24\/challenged-on-syria-cover-up-opcw-chief-lies-and-us-uk-france-evade\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">bury the scandal<\/a> at every stage.<\/p>\n<p>Accordingly, the OPCW \u201cinquiry\u201d avoided the allegations of censorship in the Douma probe and instead disingenuously minimized the whistleblowers\u2019 role. The <a href=\"https:\/\/hitchensblog.mailonsunday.co.uk\/2020\/02\/a-and-b-respond-to-the-opcws-attacks-on-them-the-full-rebuttal.html\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">whistleblowers themselves<\/a> have <a href=\"https:\/\/thegrayzone.com\/2020\/03\/05\/opcw-whistleblowers-attacks-cover-up-douma-deception\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">rebutted the inquiry\u2019s claims<\/a> about them, as have I in <a href=\"https:\/\/thegrayzone.com\/2021\/07\/11\/why-is-opcw-chief-arias-afraid-of-his-own-inspectors\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">subsequent reporting<\/a>.<\/p>\n<h3>A network of NATO disinformation<\/h3>\n<p>As for what the Guardian calls the ISD and Syria Campaign\u2019s \u201cdiverse range of funders,\u201d both groups indeed enjoy a diverse range of funders: everyone from NATO governments to NATO government-funded organizations. On the private side, the ISD\u2019s funders include the foundations of three of the world\u2019s richest oligarchs: Pierre Omidyar\u2019s Omidyar Group, George Soros\u2019 Open Society Foundations, and the Bill and Melinda Gates Foundation.<\/p>\n<p>In using the ISD as a source, The Guardian has a conflict of interest that its article did not disclose. The latter two ISD donors have also given <a href=\"https:\/\/theguardian.org\/about-us-2\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">sizeable grants<\/a> to The Guardian: <a href=\"https:\/\/theguardian.org\/about-us-2\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">at least $625,000<\/a> from Open Society Foundations since 2019, and at least <a href=\"https:\/\/www.gatesfoundation.org\/about\/committed-grants?q=the%20guardian\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">$12.9 million<\/a> from the Bill\u00a0and Melinda Gates Foundation since 2011.<\/p>\n<p>Omidyar\u2019s foundation has a direct role in the ISD\/Syria Campaign report. The Omidyar Group\u2019s Luminate Strategic Initiatives is listed alongside the German government-funded Friedrich-Ebert-Stiftung foundation <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1538609772408229891\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">as the report\u2019s fiscal sponsor<\/a>.<\/p>\n<p>Omidyar\u2019s sponsorship of an attack on journalism about the OPCW scandal is highly fitting. The Intercept, the self-described \u201cfearless and adversarial\u201d outlet that Omidyar also funds with his vast fortune, has <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1319364220572545025\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">never once acknowledged<\/a> the OPCW leaks or whistleblowers\u2019 existence. While ignoring the OPCW scandal for more than three years, The Intercept has published <a href=\"https:\/\/twitter.com\/aaronjmate\/status\/1134251240962105350\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">multiple articles<\/a> promoting the allegation that Syria committed a chemical attack in Douma.<\/p>\n<p>Like the ISD, the Syria Campaign is also funded by governments and other belligerents in the Syria dirty war. As <a href=\"https:\/\/thegrayzone.com\/2016\/10\/02\/syria-campaign-pr-firm-lobbying-regime-change\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">The Grayzone\u2019s Max Blumenthal reported in 2017<\/a>, the Syria Campaign was founded by Ayman Asfari, a Syrian-British billionaire oil tycoon and leading financial supporter of the Syrian National Coalition, the largest government-in-exile group established after the Syria conflict erupted in 2011. The Syria Campaign has also done extensive P.R. and fundraising for the White Helmets, the <a href=\"https:\/\/thegrayzone.com\/2017\/05\/23\/video-white-helmets-executions-rebel-syria\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">insurgent-adjacent<\/a>, NATO state-funded organization implicated in the Douma incident.<\/p>\n<p>That these two state-funded groups \u201cdescribe themselves as \u2018fiercely independent&#8217;\u201d is apparently enough for The Guardian. I trust that the Guardian would feel differently if they were dealing with self-described \u201cfiercely independent\u201d groups funded by the Russian and Syrian governments.<\/p>\n<p>Unsurprisingly, the vast majority of sources quoted in the ISD\/Syria Campaign report are funded or employed by the same NATO state and private sponsors. This includes the White Helmets; the Global Public Policy Institute; <a href=\"https:\/\/thegrayzone.com\/2018\/04\/12\/al-qaedas-mash-unit-how-the-syrian-american-medical-society-is-selling-regime-change-and-driving-the-us-to-war\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">Syrian American Medical Society<\/a> (SAMS); self-described journalist Chloe Hadjimatheou of the BBC, who produced a podcast series that <a href=\"https:\/\/thegrayzone.com\/2020\/11\/30\/questions-bbc-podcast-opcw-whistleblowers\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">disparaged the OPCW whistleblowers and whitewashed the Douma cover-up<\/a>; and James Jeffrey, the former US Special Envoy for Syria.<\/p>\n<p>For a report that claims to be concerned with protecting Syrians from \u201creal-world harm,\u201d Jeffrey is a particularly interesting interview subject. Few US officials have been as candid about their willingness to immiserate Syrian civilians in pursuit of hegemonic US goals in their country.<\/p>\n<p>Jeffrey has declared <a href=\"https:\/\/thegrayzone.com\/2021\/06\/09\/washington-positioning-syrian-al-qaeda-mohammad-jolani-asset\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">that al-Qaeda is a US \u201casset\u201d<\/a> in Syria, and has <a href=\"https:\/\/www.defenseone.com\/threats\/2020\/11\/outgoing-syria-envoy-admits-hiding-us-troop-numbers-praises-trumps-mideast-record\/170012\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">admitted to misleading the Trump White House<\/a> to undermine an effort to withdraw the US military, whose illegal occupation <a href=\"https:\/\/thegrayzone.com\/2019\/11\/05\/us-economic-war-strategy-syria-oil-reconstruction\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">deliberately deprives Syria of its own wheat and fuel<\/a>. Jeffrey has <a href=\"https:\/\/www.al-monitor.com\/originals\/2020\/12\/trump-syria-envoy-jeffrey-mideast-policy-turkey-erdogan.html\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">openly bragged<\/a> about his \u201ceffective strategy\u201d to ensure \u201cno reconstruction assistance\u201d in Syria \u2014 even though the war-ravaged country is \u201cdesperate for it.\u201d And he has also taken credit for helping to impose crippling US sanctions on Syria that have \u201c<a href=\"https:\/\/www.foreignaffairs.com\/articles\/middle-east\/2021-01-15\/biden-doesnt-need-new-middle-east-policy\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">crushed the country\u2019s economy<\/a>.\u201d<\/p>\n<p>Jeffrey\u2019s proudly self-acknowledged real-world harms on millions of Syrians don\u2019t seem to bother the study\u2019s authors, presumably because their Western state sponsors implement them.<\/p>\n<p>The report is so invested in its state funders\u2019 aims in Syria that it approvingly airs frustration that other governments are failing to toe the NATO line. A \u201cformer Western diplomat\u201d complains that \u201cdisinformation\u201d on Syria is helping states \u201c<em>avoid making the decisions that we want them to make<\/em>, say in the Security Council or elsewhere.\u201d (emphasis added). From the point of view of Western officials, the anonymous diplomat is employing an accurate operative definition of what constitutes \u201cdisinformation\u201d: any information that causes those deemed subordinate to \u201cavoid making the decisions that we want them to make.\u201d<\/p>\n<p>Fittingly, another anonymous \u201csenior diplomat\u201d laments that supposed Syria disinformation is intended \u201cultimately to cast doubt upon the legitimacy and integrity of the people doing this kind of [policy] work.\u201d Daring to question the \u201clegitimacy and integrity\u201d of Western policymakers who oversaw <a href=\"https:\/\/www.nytimes.com\/2017\/08\/02\/world\/middleeast\/cia-syria-rebel-arm-train-trump.html\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">a multi-billion dollar CIA-led dirty war on Syria<\/a> that knowingly <a href=\"https:\/\/mate.substack.com\/p\/al-qaeda-is-on-our-side-how-obama\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">empowered al-Qaeda and other sectarian death squads<\/a> while leaving hundreds of thousands dead \u2014 another intolerable act that can only result from \u201cdisinformation.\u201d<\/p>\n<p>A member of the US-funded, insurgent-adjacent <a href=\"https:\/\/thegrayzone.com\/2016\/10\/02\/white-helmets-us-military-intervention-regime-change-syria\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">White Helmets<\/a> is also given space to lament that alleged \u201cdisinformation\u201d is hurting its donations. \u201cWe hear about billions of dollars for aid at conferences on Syria but most of that funding goes to the UN,\u201d a White Helmets manager complains. Unmentioned is that European governments have cut funding to the group after their late founder, the lavishly paid UK military veteran James le Mesurier, admitted to <a href=\"https:\/\/www.volkskrant.nl\/nieuws-achtergrond\/founder-of-foundation-behind-white-helmets-admits-fraud~b5dacd0c\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">pocketing donor funds and financial fraud<\/a> right before he took his own life.<\/p>\n<p>Having promoted the hegemonic agenda of its state sponsors, the report closes with a thinly veiled call to censor the dissenting voices it targets.<\/p>\n<p>The ISD and Syria Campaign urge policymakers to \u201cadopt a whole-of-government approach in tackling disinformation\u201d and \u201censure that loopholes or special privileges are not created for \u2018media\u2019 which would only exacerbate the spread of disinformation.\u201d These \u201cprivileges\u201d presumably refer to free speech. The report also notes favorably that platforms have addressed \u201cthematic harms such as public health disinformation or foreign interference in elections.\u201d As a result, the report calls on these platforms to \u201ccommit to applying similar levels of resourcing\u2026 in the context of the ongoing Syrian conflict.\u201d Perhaps they have in mind the censorship of journalism about Hunter Biden\u2019s laptop before the 2020 election, on the fake grounds that the story was \u201cRussian disinformation.\u201d<\/p>\n<p>The fact that this network of state-funded actors is devoting energy to disparaging journalism about the OPCW\u2019s Syria cover-up \u2014 and even advocating that it be censored \u2013 reflects their powerful sponsors\u2019 desperation to bury a damning scandal.<\/p>\n<p>In public, OPCW Director General Fernando Arias <a href=\"https:\/\/thegrayzone.com\/2021\/07\/02\/pressed-for-answers-on-syria-cover-up-opcw-chief-offers-new-lies-and-excuses\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">has provided misleading and outright false answers<\/a> about the Douma probe, including why he <a href=\"https:\/\/thegrayzone.com\/2021\/07\/11\/why-is-opcw-chief-arias-afraid-of-his-own-inspectors\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">refuses to meet with the dissenting inspectors<\/a> and the rest of the original investigative team.<\/p>\n<p>On top of the two known whistleblowers, Arias has ignored <a href=\"https:\/\/couragefound.org\/2021\/03\/statement-of-concern-the-opcw-investigation-of-alleged-chemical-weapons-use-in-douma-syria\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">calls for accountability<\/a> from his original predecessor, <a href=\"https:\/\/thegrayzone.com\/2020\/10\/18\/ex-opcw-chief-defends-syria-whistleblowers-and-reveals-he-was-spied-on-before-iraq-war\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">founding OPCW chief Jose Bustani<\/a>, as well as four other former senior OPCW officials. Along with Bustani, former senior UN official Hans von Sponeck has spearheaded <a href=\"https:\/\/berlingroup21.org\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">the Berlin Group 21<\/a>, a global initiative to address the OPCW scandal. The US has responded to Bustani <a href=\"https:\/\/thegrayzone.com\/2020\/10\/05\/ex-opcw-chief-jose-bustani-reads-syria-testimony-that-us-uk-blocked-at-un\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">by blocking his testimony<\/a> at the United Nations. Arias meanwhile refused to open a letter that he received from Sponeck\u2019s group, <a href=\"https:\/\/thegrayzone.com\/2021\/04\/19\/in-un-speech-veteran-diplomat-issues-moving-call-for-action-on-opcws-syria-cover-up\/\"  target=\"_blank\" rel=\"noopener noreferrer nofollow\">returning it back to sender<\/a>.<\/p>\n<p>The response of Western media outlets like the Guardian to the stonewalling of these veteran diplomats and senior OPCW officials has simply been to ignore it.<\/p>\n<p>In whitewashing the OPCW cover-up, the preponderance of state sources parroted by The Guardian reveals the ultimate irony in its allegations. While claiming to \u201cidentify\u201d a fictional network of Russia-backed disinformation actors about Syria, The Guardian\u2019s Townsend is himself spreading the disinformation of a NATO-funded network that defames voices who expose the dirty war on Syria.<\/p>\n<p>In fact, one of Townsend\u2019s central allegations goes well beyond his state-funded sources. Although Townsend\u2019s article is premised on identifying a \u201cnetwork of conspiracy theorists,\u201d Townsend\u2019s sole source \u2013 the ISD\/Syria Campaign report \u2013 never alleges that such a \u201cnetwork\u201d exists. Nowhere in the report does the word \u201cnetwork\u201d even appear.<\/p>\n<p>Thus, Townsend has not only parroted state-funded sources, but concocted an additional allegation in the service of their narrative.
