{"id":217685,"date":"2022-08-08T12:00:46","date_gmt":"2022-08-08T11:00:46","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=217685"},"modified":"2022-08-07T07:26:38","modified_gmt":"2022-08-07T06:26:38","slug":"russian-propaganda-just-means-disobedience","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2022\/08\/russian-propaganda-just-means-disobedience\/","title":{"rendered":"\u201cRussian Propaganda\u201d Just Means Disobedience"},"content":{"rendered":"<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/russia-amnesty-ukraine-war.png\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-217686\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/russia-amnesty-ukraine-war-1024x536.png\" alt=\"\" width=\"400\" height=\"209\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/russia-amnesty-ukraine-war-1024x536.png 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/russia-amnesty-ukraine-war-300x157.png 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/russia-amnesty-ukraine-war-768x402.png 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/08\/russia-amnesty-ukraine-war.png 1080w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><\/p>\n<p><em>6 Aug 2022 &#8211; <\/em>You can always tell how important narrative control is by watching the way people react when their control of the narrative is jeopardized.<\/p>\n<p>Empire apologists are raging at Amnesty International for pausing its <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/tag\/amnesty-international\/\" >aggressive facilitation<\/a> of <a target=\"_blank\" href=\"https:\/\/cse.google.com\/cse?cx=017930374292714292268%3Avw5cotp1r2c&amp;q=amnesty+international&amp;sa=Search\" >western imperialism<\/a> to issue <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2022\/08\/ukraine-ukrainian-fighting-tactics-endanger-civilians\/\" >one brief criticism<\/a> of the way Ukrainian forces have been endangering civilian lives with their warfare tactics against the Russian military.<\/p>\n<p>Amnesty is far from the first to highlight this extensively documented issue; that Ukrainian forces have been deliberately positioning themselves in civilian populations without taking proper measures to protect noncombatants is a concern that has been voiced repeatedly <a target=\"_blank\" href=\"https:\/\/twitter.com\/MotulX22\/status\/1502187523304419332\" >since the war began<\/a> and reported on by both <a target=\"_blank\" href=\"https:\/\/archive.ph\/zUAor\" >mainstream western news outlets<\/a> and <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-united-nations-bears-government-and-politics-6d04e2ef9d873f98826264eb47ebc690\" >the United Nations<\/a>.<\/p>\n<p>Nevertheless, Amnesty\u2019s claim that \u201cUkrainian forces have put civilians in harm\u2019s way by establishing bases and operating weapons systems in populated residential areas, including in schools and hospitals\u201d has drawn fire from <a target=\"_blank\" href=\"https:\/\/archive.ph\/XjOFj\" >Ukrainian officials<\/a>, from <a target=\"_blank\" href=\"https:\/\/www.skynews.com.au\/world-news\/global-affairs\/piers-morgan-slams-amnesty-international-for-claiming-ukrainian-forces-are-putting-civilian-lives-at-risk-by-setting-up-bases\/news-story\/226e7d1ed0c35438b7e171c327389c40\" >mass media pundits<\/a>, from <a target=\"_blank\" href=\"https:\/\/twitter.com\/caitoz\/status\/1555259762811449344\" >the brainwashed rank-and-file<\/a> on social media, and <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/aug\/05\/zelenskiy-and-envoys-attack-amnesty-report-on-endangering-civilians-in-russia-crossfire\" >from President Zelensky himself<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Incredible seeing Amnesty attacked for documenting what every minimally independent observer has from the start. See e.g. Washington Post, March 28 on &quot;Ukraine\u2019s strategy of placing heavy military equipment and other fortifications in civilian zones.&quot; <a target=\"_blank\" href=\"https:\/\/t.co\/vu3v3UCdIq\" >https:\/\/t.co\/vu3v3UCdIq<\/a> <a target=\"_blank\" href=\"https:\/\/t.co\/v0qy2ehVLV\" >https:\/\/t.co\/v0qy2ehVLV<\/a><\/p>\n<p>&mdash; Aaron Mat\u00e9 (@aaronjmate) <a target=\"_blank\" href=\"https:\/\/twitter.com\/aaronjmate\/status\/1555761155007717376?ref_src=twsrc%5Etfw\" >August 6, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>A common criticism circulating among the outrage is that Amnesty is facilitating Russian propaganda, has been influenced by Russian propaganda, or has itself become an instrument of Russian propaganda.<\/p>\n<p>The head of Amnesty International\u2019s Ukrainian branch resigned as a result of the report, <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/head-ukraines-amnesty-office-leaves-after-group-accuses-kyiv-2022-08-06\/\" >saying<\/a> that \u201cthe organization created material that sounded like support for Russian narratives\u201d and that in an effort to protect civilians, \u201cthis study became a tool of Russian propaganda.\u201d<\/p>\n<p>\u201cIt is a shame that the organization like Amnesty\u00a0is participating in this disinformation and propaganda campaign,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/Podolyak_M\/status\/1555140041055342593\" >tweeted<\/a>\u00a0Zelensky advisor\u00a0Mykhailo Podolyak.<\/p>\n<p>\u201cAmnesty International can go to hell for this garbage,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/Kasparov63\/status\/1555232842904489987?s=20\" >tweeted<\/a> Human Rights Foundation Chairman Garry Kasparov. \u201cOr go to Ukraine, which Putin\u2019s war is trying to turn into hell. As with their actions on Navalny, it reeks of Russian influence turning Kremlin propaganda into Amnesty statements.\u201d<\/p>\n<p>The Daily Mail <a target=\"_blank\" href=\"https:\/\/www.dailymail.co.uk\/news\/article-11083903\/Zelensky-fury-Amnesty-International-accuses-UKRAINE-endangering-civilians-lives.html\" >called the Amnesty report<\/a> \u201ca coup for Vladimir Putin\u2019s propaganda machine.\u201d<\/p>\n<p>\u201cThe organization gives a huge assist to Russian propaganda,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/mrsorokaa\/status\/1555138078393700358?s=20\" >tweeted<\/a>\u00a0Oleksiy Sorokin, chief operating officer of the\u00a0<a target=\"_blank\" href=\"https:\/\/www.mintpressnews.com\/280167-2\/280167\/\" >NATO propaganda outlet<\/a> Kyiv Independent.<\/p>\n<p>\u201cShameful victim-blaming. Russia invaded Ukraine and is committing unspeakable war crimes there. Please do not amplify Russian lies,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/apmassaro3\/status\/1555161751699742720?s=20\" >tweeted<\/a> Paul Massaro of the US government\u2019s <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Paul_Massaro\" >Helsinki Commission<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Pathetic. Which is odd, because Amnesty\u2019s reporting on the war has actually been overwhelmingly biased in favor of Ukraine this entire time.<\/p>\n<p>\u201cAnger directed at Amnesty is surprising given that it is the first critical piece the group has written on Ukraine since the war began,\u201d <a target=\"_blank\" href=\"https:\/\/unherd.com\/thepost\/amnesty-international-attacked-for-critical-report-on-ukraine\/\" >reports Unherd<\/a>. \u201cOver the last six months, Amnesty has published 40 articles on Ukraine, nearly all of which condemn Russia\u2019s invasion, with only one exception \u2014 its latest \u2014 that could be conceivably described as critical of Ukraine.\u201d<\/p>\n<p>Even the Amnesty report currently sparking all the outrage contains repeated condemnations of Russia\u2019s actions in Ukraine, citing \u201cindiscriminate attacks by Russian forces\u201d and \u201cwar crimes\u201d Amnesty has found Russia guilty of committing, as well as decrying the use of \u201cinherently indiscriminate weapons, including internationally banned\u00a0cluster munitions.\u201d<\/p>\n<p>But even ninety-nine percent loyalty to the official line is not enough for imperial spinmeisters and the empire\u2019s useful idiots. Anything short of 100 percent compliance counts as Russian propaganda.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Zelensky now implies that Amnesty International has now fallen under the spell of Kremlin propaganda for pointing out the obvious that Western press would not report &amp; that is Ukrainian forces have been using civilians as shields.<\/p>\n<p>&mdash; Ajamu Baraka (@ajamubaraka) <a target=\"_blank\" href=\"https:\/\/twitter.com\/ajamubaraka\/status\/1555521854286307328?ref_src=twsrc%5Etfw\" >August 5, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>But that\u2019s precisely the notion that has been drummed into western consciousness with ever-increasing fervor since 2016: that any dissent about US foreign policy is Russian propaganda. Don\u2019t support western interventionism in Syria? You\u2019re spouting Russian propaganda. Worried about nuclear war? Russian propaganda. Don\u2019t think the fight for US unipolar domination is worth all this dangerous brinkmanship? Russian propaganda. Don\u2019t like the idea of an expensive proxy war with no exit strategy whose economic fallout is making life harder and harder for more and more people all around the world? Russian propaganda.<\/p>\n<p>I myself am accused of being a peddler of Russian propaganda many times per day, and have been for years. This despite my hardly ever consuming Russian media, never receiving a penny from Russia, and never having worked for the Russian government or any other government at any time. Russian media have at times chosen of their own initiative to amplify my work since I have <a target=\"_blank\" href=\"https:\/\/caityjohnstone.medium.com\/i-permanently-release-all-copyrights-to-all-my-writing-use-any-of-it-however-you-want-9ad929b92d42\" >a standing invitation<\/a> for anyone to do so, but I\u2019m literally just an Australian woman writing her opinions online with her American husband. I only qualify as \u201cRussian propaganda\u201d because I disagree with US foreign policy.<\/p>\n<p>Ask anyone who says a criticism of the western empire\u2019s Ukraine policy is \u201cRussian propaganda\u201d to name a critic of western Ukraine policy who they don\u2019t consider a Russian propagandist. They won\u2019t be able to. For them, disagreeing with one\u2019s government about Ukraine is itself Russian propaganda.<\/p>\n<p>For empire apologists the measure of what constitutes \u201cRussian propaganda\u201d about Ukraine has nothing to do with whether or not what\u2019s being said is true or valid; it\u2019s literally just a question of obedience to one\u2019s government about the decisions it\u2019s been making with regard to that nation.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">So the <a target=\"_blank\" href=\"https:\/\/twitter.com\/amnesty?ref_src=twsrc%5Etfw\" >@amnesty<\/a> basically accused Ukraine of endangering civilians by continuing to resist Russian advances.<\/p>\n<p>The organization gives a huge assist to Russian propaganda.<\/p>\n<p>&mdash; Oleksiy Sorokin (@mrsorokaa) <a target=\"_blank\" href=\"https:\/\/twitter.com\/mrsorokaa\/status\/1555138078393700358?ref_src=twsrc%5Etfw\" >August 4, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>If the measure of whether something qualifies as propaganda is defined entirely by whether it agrees with one\u2019s government, then that measure is itself propaganda.<\/p>\n<p>That\u2019s exactly what\u2019s happening with criticism of the west\u2019s interventionism in Ukraine. Something doesn\u2019t have to come from Russia to be considered Russian propaganda, and its source doesn\u2019t need to have any connection to the Russian government. It doesn\u2019t even have to be false. All it needs to be is disobedient.<\/p>\n<p>We saw this illustrated this past June when The Guardian published a <a target=\"_blank\" href=\"https:\/\/mate.substack.com\/p\/nato-backed-network-of-syria-dirty\" >NATO-backed claim<\/a> that journalist Aaron Mat\u00e9 was \u201cthe most prolific spreader of disinformation\u201d among a \u201c<a target=\"_blank\" href=\"https:\/\/archive.ph\/FlCe0#selection-921.0-921.51\" >Russia-backed network of Syria conspiracy theorists<\/a>,\u201d despite being <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=I0L7LvsiyzE\" >incapable<\/a> of citing a single false thing in\u00a0Mat\u00e9\u2019s Syria reporting, and despite The Guardian having to\u00a0<a target=\"_blank\" href=\"https:\/\/twitter.com\/caitoz\/status\/1538503348822757376\" >hastily edit out<\/a> their \u201cRussia-backed\u201d claim.<\/p>\n<p>We also saw this illustrated this past June in a <a target=\"_blank\" href=\"https:\/\/www.policyschool.ca\/wp-content\/uploads\/2022\/06\/Briefing.DisinfoRussiaUkrWar.pdf\" >University of Calgary briefing paper<\/a> on \u201cdisinformation\u201d about the war in Ukraine which warns about \u201cfive primary narratives\u201d being circulated online:<\/p>\n<blockquote><p><em>1. Implying NATO expansionism legitimizes the Russian invasion<\/em><\/p>\n<p><em>2. Portraying NATO as an aggressive alliance using Ukraine as a proxy against\u00a0Russia<\/em><\/p>\n<p><em>3. Promoting a general mistrust in institutions and elites<\/em><\/p>\n<p><em>4. Suggesting that Ukraine is a fascist state or has extensive fascist influences<\/em><\/p>\n<p><em>5. Promoting a specific mistrust of Canada\u2019s Liberal government, and especially of\u00a0Prime Minister Trudeau<\/em><\/p><\/blockquote>\n<p>There are arguments of varying strengths to be made for every one of those points, but more importantly it is self-evident that all of them are matters of opinion and none of them meet any sane definition of \u201cdisinformation\u201d. They also can\u2019t in and of themselves rightly be called either \u201cRussian\u201d or \u201cpropaganda\u201d.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\u201cWe are moving into a situation where dissent from officially sanctioned opinion can be pathologized &amp; criminalised. But its capability is very, very limited, especially compared to the exponentially greater influence that <a target=\"_blank\" href=\"https:\/\/caitlinjohnstone.substack.com\/p\/imperial-narrative-control-has-five\" >western institutions<\/a> have <a target=\"_blank\" href=\"https:\/\/caityjohnstone.medium.com\/ten-times-empire-managers-showed-us-that-they-want-to-control-our-thoughts-708d767dbd40\" >over our minds<\/a>.<\/p>\n<p>Russia has a few trolls and some media outlets that <a target=\"_blank\" href=\"https:\/\/www.newstatesman.com\/comment\/2022\/02\/rt-is-irrelevant-banning-it-would-just-give-putin-propaganda\" >were barely viewed<\/a> by westerners even before they were banned; the US-centralized empire has the billionaire media, Silicon Valley, Hollywood, and the education system. Comparing the two is like comparing a candle to the sun, and the sun ain\u2019t Russia. But that\u2019s the one whose influence over our minds we\u2019re meant to worry about.<\/p>\n<p>In reality we are swimming in propaganda that is favorable to the US empire our entire lives; it\u2019s so ubiquitous that people don\u2019t even notice it. Claiming your support for US foreign policy on an issue has nothing to do with being propagandized is like someone who was raised in the Westboro Baptist Church claiming it was pure coincidence that he happens to agree with the church on the sinfulness of homosexuality. It pervades our minds and shapes our society, but they want us all freaking out about the virtually nonexistent problem of \u201cRussian propaganda\u201d.<\/p>\n<p>This is a thought-killing dynamic, and it is a major problem.
