Jolls received a Fulbright-NATO Security Studies Award to study \u201caspects of the current information ecosystem and the state of media literacy in NATO countries.\u201d<\/span><\/p>\n<p class=\"p2\">For historical context, the North Atlantic Treaty Organization (NATO) was created after World War II during the Cold War and has long since outlived its stated purpose of stopping the spread of communism. Indeed, as political sociologists such as <a target=\"_blank\" href=\"https:\/\/www.sevenstories.com\/books\/4097-giants\" ><span class=\"s1\">Peter Phillips<\/span><\/a> have noted, NATO has morphed into a global army that engages in questionable conflicts and other human rights abuses in an effort to serve the \u201ctransnational capitalist class.\u201d<\/p>\n<p class=\"p3\">Just like the crisis of \u201cfake news,\u201d media literacy can and is being weaponized by organizations and individuals seeking to increase their power by influencing the public\u2019s perception of reality. For example, Steve Bannon, former White House Chief Strategist for President Donald Trump has a long history of <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2020\/11\/20\/business\/media\/steve-bannon-china.html\" ><span class=\"s1\">spreading<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/election-us-2016-37971742\" ><span class=\"s1\">false<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/www.politifact.com\/factchecks\/list\/?speaker=steve-bannon\" ><span class=\"s1\">information<\/span><\/a>. Form 2012-18, he was the executive chairman of <i>Breitbart\u2019s <\/i>website which has been caught <a target=\"_blank\" href=\"http:\/\/www.cnn.com\/2010\/POLITICS\/07\/20\/agriculture.employee.naacp\/\" ><span class=\"s1\">manipulating<\/span><\/a> <a target=\"_blank\" href=\"http:\/\/nymag.com\/daily\/intel\/2010\/03\/damaging_brooklyn_acorn_sting.html\" ><span class=\"s1\">videos<\/span><\/a>, <a target=\"_blank\" href=\"http:\/\/nymag.com\/daily\/intelligencer\/2013\/02\/friends-of-hamas-made-up-chuck-hagel-boogeyman.html\" ><span class=\"s1\">manufacturing<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/www.buzzfeed.com\/briannasacks\/no-an-undocumented-immigrant-did-not-start-the-deadly\" ><span class=\"s1\">stories<\/span><\/a>, and <a target=\"_blank\" href=\"https:\/\/www.rollingstone.com\/politics\/politics-news\/anatomy-of-a-fake-news-scandal-125877\/\" ><span class=\"s1\">spreading<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2016\/11\/15\/us\/politics\/stephen-bannon-breitbart-words.html\" ><span class=\"s1\">baseless<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/www.factcheck.org\/2016\/06\/trumps-isis-conspiracy-theory\/\" ><span class=\"s1\">conspiracies<\/span><\/a>. Starting with Bannon\u2019s tenure, <i>Breitbart <\/i>published articles lauding <a target=\"_blank\" href=\"https:\/\/www.breitbart.com\/news\/alarmed-by-fake-news-states-push-media-literacy-in-schools\/\" ><span class=\"s1\">media literacy<\/span><\/a> as a way to combat \u201cfake news,\u201d while touting that its founder, Andrew Breitbart, integrated <a target=\"_blank\" href=\"https:\/\/www.breitbart.com\/radio\/2022\/03\/04\/exclusive-peter-schweizer-andrew-breitbart-had-profound-impact-me-taught-me-nterpret-media-completely-different-way\/\" ><span class=\"s1\">media literacy<\/span><\/a> into the platform. However, their consistent spreading of false information seems to run counter to traditional definitions of media literacy.<\/p>\n<p class=\"p1\">The standard <a target=\"_blank\" href=\"https:\/\/medialiteracyweek.us\/resources\/media-literacy-basics\/\" ><span class=\"s1\">U.S. definition<\/span><\/a> of media literacy is \u201cthe ability to access, analyze, evaluate, create, and act using all forms of communication.\u201d In response to the post-2016 moral panic over fake news, there was a demand for more media literacy education in schools. This provided a window of opportunity for <a target=\"_blank\" href=\"https:\/\/scholarworks.umass.edu\/cgi\/viewcontent.cgi?article=1123&amp;context=communication_faculty_pubs\" ><span class=\"s1\">media companies<\/span><\/a> \u2013 which had long sought to enter the classroom to advertise products and collect student data- to move at rapid speed to indoctrinate students with their corporate propaganda.<\/p>\n<p class=\"p1\">Jolls\u2019 report aids these efforts by arguing that corporations\u2019 \u201callocations for media literacy education are few and far between.\u201d Jolls\u2019 report speaks to the military industrial complex when it calls for \u201cfunding and programming from all corners: government, foundations, and the private sector (tech and media companies, other corporations).\u201d The military industrial complex refers to the relationship between the military and related defense and national security industries. In fact, <a target=\"_blank\" href=\"https:\/\/www.publicaffairsbooks.com\/titles\/yasha-levine\/surveillance-valley\/9781610398039\/\" ><span class=\"s1\">Big-Tech<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/accuracy.org\/release\/on-world-press-freedom-day-fighting-big-techs-censorship-by-proxy\/\" ><span class=\"s1\">emerged from<\/span><\/a> and continues to serve the same military industrial complex.<\/p>\n<p class=\"p1\"><span class=\"s3\">Rather than advocate for a <a target=\"_blank\" href=\"https:\/\/fair.org\/home\/not-all-media-literacy-programs-are-created-equal-and-most-have-yet-to-be-created\/\" ><span class=\"s1\"><i>critical<\/i> media literacy education<\/span><\/a> that would account for the power dynamics invested in NATO and its <a target=\"_blank\" href=\"https:\/\/www.sevenstories.com\/books\/4097-giants\" ><span class=\"s1\">long history<\/span><\/a> of working against democracy and social justice, Jolls\u2019 lauds the \u201c<\/span>values that NATO states<span class=\"s3\">\u201d arguing that they represent an \u201cexcellent foundation\u201d for \u201cmedia literacy initiatives.\u201d<\/span> To normalize NATO values in the educational process, Jolls suggests what amounts to a psychological operations campaign (PSYOP) to spread NATO\u2019s version of media literacy to the public through \u201cmass media, media aggregators such as AP, Reuters and LexisNexis, social media and influencers.\u201d The report calls on NATO to \u201cnurture grassroots efforts,\u201d which sounds more like <a target=\"_blank\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/astroturfing\" ><span class=\"s1\">astroturfing<\/span><\/a>.<\/p>\n<p class=\"p1\">Jolls\u2019 report ignores that <span class=\"s3\">members of the very same military and intelligence community that she lauds have been producing and spreading fake news to U.S. citizens from <a target=\"_blank\" href=\"https:\/\/www.carlbernstein.com\/the-cia-and-the-media-rolling-stone-10-20-1977\" ><span class=\"s1\">Operation Mockingbird<\/span><\/a> in the 20<\/span><span class=\"s5\"><sup>th<\/sup><\/span><span class=\"s3\"> century up through the present on various <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/09\/19\/pentagon-psychological-operations-facebook-twitter\/\" ><span class=\"s1\">social media<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/www.projectcensored.org\/12-us-quietly-established-new-anti-propaganda-center\/\" ><span class=\"s1\">platforms<\/span><\/a>. It dismisses the public\u2019s rejection of empowering the military industrial complex to determine truth for the citizenry. For example, in 2022, <\/span>critics from the\u00a0<a target=\"_blank\" href=\"https:\/\/twitter.com\/ggreenwald\/status\/1519858132775751680\" ><span class=\"s1\">left<\/span><\/a>\u00a0and the\u00a0<a target=\"_blank\" href=\"https:\/\/www.cnn.com\/2022\/05\/02\/politics\/dhs-disinformation-board\/index.html\" ><span class=\"s1\">right<\/span><\/a>\u00a0<a target=\"_blank\" href=\"https:\/\/www.dhs.gov\/news\/2022\/08\/24\/following-hsac-recommendation-dhs-terminates-disinformation-governance-board\" ><span class=\"s1\">successfully<\/span><\/a> lobbied to have <span class=\"s3\">the<\/span> Department of Homeland Security scrap its <a target=\"_blank\" href=\"https:\/\/www.politifact.com\/article\/2022\/may\/10\/what-exactly-will-new-dhs-disinformation-governanc\/\" ><span class=\"s1\">Disinformation Governance Board<\/span><\/a> because it was reminiscent of the\u00a0<a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/joe-bidens-disinformation-board-likened-orwells-ministry-truth-1702190\" ><span class=\"s1\">Ministry of Truth\u00a0<\/span><\/a>in George Orwell\u2019s\u00a0<span class=\"s6\"><i>1984<\/i><\/span>.<\/p>\n<div id=\"attachment_221384\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/10\/military-industrial-media-complex-mimac-us-military-propaganda.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-221384\" class=\"wp-image-221384\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/10\/military-industrial-media-complex-mimac-us-military-propaganda.jpg\" alt=\"\" width=\"500\" height=\"300\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/10\/military-industrial-media-complex-mimac-us-military-propaganda.jpg 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/10\/military-industrial-media-complex-mimac-us-military-propaganda-300x180.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/10\/military-industrial-media-complex-mimac-us-military-propaganda-768x461.jpg 768w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-221384\" class=\"wp-caption-text\">Chief Kaylor spoke with media representatives from Ariana and Azzizi television studios in Afghanistan about the steps required for media members to become embedded with a forward operating military unit, 2010.<br \/>(U.S. Air Force photo by Staff Sgt. Jeff Nevison)<\/p><\/div>\n<p class=\"p1\">Instead, Jolls is following the lead of similar media literacy projects from the military industrial complex such as the <span class=\"s1\">NewsGuard<\/span> browser extension. Known as an \u201cInternet Trust Tool,\u201d <span class=\"s1\">NewsGuard<\/span>\u2019s Advisory Board includes numerous people who served in the military and intelligence community as well as bureaucrats known for opposing the interests of educators. Yet, <span class=\"s1\">NewsGuard<\/span> positions itself as an objective tool for educators while its rating system is ideologically driven. It touts the legitimacy of establishment and legacy media sources that echo the status quo \u2013 even when they have been proven to spread false information \u2013 and downgrades independent and alternative media outlets that challenge powerful institutions of government, industry, and the military. Jolls\u2019 mirrors NewsGuard\u2019s top-down approach to media literacy education calling on <span class=\"s3\">NATO leaders to<\/span> determine \u201c<span class=\"s3\">the intent and purposes for media literacy interventions\u201d by choosing the \u201c<\/span>social problem or behavior or ideology\u201d or issue for educators to focus on.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p class=\"p2\">It is clear that we do need a <a target=\"_blank\" href=\"https:\/\/www.edweek.org\/teaching-learning\/many-adults-did-not-learn-media-literacy-skills-in-high-school-what-schools-can-do-now\/2022\/09\" ><span class=\"s1\">critical media literacy<\/span><\/a> <a target=\"_blank\" href=\"https:\/\/fair.org\/home\/not-all-media-literacy-programs-are-created-equal-and-most-have-yet-to-be-created\/\" ><span class=\"s1\">curriculum<\/span><\/a> in the U.S., but that is not what Jolls and her ilk are promoting. A true media literacy education empowers students to be autonomous and sophisticated media users, who ask their own questions about who controls media messaging and interrogate the power structures behind them.
