As such, it is a distraction at this time and we withdraw the letter.\u201d<\/p>\n<p class=\"dcr-2v2zi4\">Jayapal\u2019s retraction is the latest twist in a strange 24 hours of Democratic politics, which has seen the progressive caucus apparently lend its name to a call for direct talks with Moscow to end the war in Ukraine, followed by a fierce backlash and then staged walking back of the position.<\/p>\n<p class=\"dcr-2v2zi4\">In <a target=\"_blank\" href=\"https:\/\/progressives.house.gov\/_cache\/files\/5\/5\/5523c5cc-4028-4c46-8ee1-b56c7101c764\/B7B3674EFB12D933EA4A2B97C7405DD4.10-24-22-cpc-letter-for-diplomacy-on-russia-ukraine-conflict.pdf\"  data-link-name=\"in body link\">the original letter<\/a>, sent to the White House on Monday and first reported by the <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/10\/24\/biden-ukraine-liberals\/\"  data-link-name=\"in body link\">Washington Post<\/a>, the progressive Democrats called on Biden to make \u201cvigorous diplomatic efforts\u201d towards a \u201cnegotiated settlement and ceasefire\u201d. They highlighted the global hunger and poverty that could ensue from Russia\u2019s illegal invasion of Ukraine as well as \u201celevated gas and food prices at home\u201d, concluding that America\u2019s top priority should be to seek \u201ca rapid end to the conflict\u201d.<\/p>\n<p class=\"dcr-2v2zi4\">Perhaps the most controversial aspect of the letter was the proposal that Biden should explore \u201cincentives to end hostilities, including some form of sanctions relief\u201d for <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/russia\"  data-component=\"auto-linked-tag\" data-link-name=\"in body link\">Russia<\/a>.<\/p>\n<p class=\"dcr-2v2zi4\">The letter provoked fierce pushback from several Democratic lawmakers \u2013 including one of its own signatories \u2013 and elicited a frosty White House response. It was interpreted as the first sign of friction over Ukraine within the Democratic party, which has until now stood firm behind Biden\u2019s unconditional backing of Kyiv in its battle to defend and retrieve its sovereign territory from Moscow.<\/p>\n<p class=\"dcr-2v2zi4\">The timing of the correspondence was also criticised, coming at a crucial stage in the war and just a week after Kevin McCarthy, the top Republican in the House, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2022\/oct\/18\/republicans-ukraine-midterm-elections\"  data-link-name=\"in body link\">said<\/a> that Congress was \u201cnot going to write a blank check to Ukraine\u201d.<\/p>\n<p class=\"dcr-2v2zi4\">The blowback from Democrats was so intense that within hours of the letter being dispatched, Jayapal was <a target=\"_blank\" href=\"https:\/\/progressives.house.gov\/press-releases#:~:text=The%20Progressive%20Caucus%20is%20proud,family%20who%20calls%20America%20home.%E2%80%9D\"  data-link-name=\"in body link\">forced to issue<\/a> a \u201cclarification\u201d.<\/p>\n<p class=\"dcr-2v2zi4\">\u201cLet me be clear: we are united as <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/democrats\"  data-component=\"auto-linked-tag\" data-link-name=\"in body link\">Democrats<\/a> in our unequivocal commitment to supporting Ukraine in their fight for their democracy and freedom in the face of the illegal and outrageous Russian invasion, and nothing in the letter advocates for a change in that support,\u201d she said.<\/p>\n<p class=\"dcr-2v2zi4\">The original letter was signed by several of the most prominent leftwing Democrats in the House, including the so-called \u201cSquad\u201d of <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/alexandria-ocasio-cortez\"  data-component=\"auto-linked-tag\" data-link-name=\"in body link\">Alexandria Ocasio-Cortez<\/a>, Ilhan Omar, Ayanna Pressley and Rashida Tlaib. Jamie Raskin, a member of the House committee investigating the January 6 insurrection at the US Capitol, was also among the 30.<\/p>\n<p class=\"dcr-2v2zi4\">The White House responded by repeating Biden\u2019s central approach \u2013 that Ukraine will decide for itself when and how to negotiate with Russia. The press secretary, Karine Jean-Pierre, reiterated that there would be \u201cnothing about Ukraine without Ukraine\u201d.<\/p>\n<p class=\"dcr-2v2zi4\">Individual Democratic lawmakers were more pointed in their reaction \u2013 including signatories. Mark Pocan, a congressman from Wisconsin who signed the letter, said it had first been drafted in July and indicated that he had been caught off guard by its publication.<\/p>\n<p class=\"dcr-2v2zi4\">\u201cI have no idea why it went out now. He wrote: \u201cThe way to end a war? Win it quickly. How is it won quickly? By giving Ukraine the weapons to defeat Russia.\u201d<\/p>\n<p class=\"dcr-2v2zi4\">The sharpest comment from any Democrat came from the former marine and representative from Massachusetts, Jake Auchincloss. He <a target=\"_blank\" href=\"https:\/\/twitter.com\/JakeAuch\/status\/1584727936816803842\"  data-link-name=\"in body link\">condemned the letter<\/a> as \u201can olive branch to a war criminal who\u2019s losing his war. Ukraine is on the march. Congress should be standing firmly behind [Biden\u2019s] effective strategy, including tighter \u2013 not weaker! \u2013 sanctions.\u201d<\/p>\n<p class=\"dcr-2v2zi4\">After the initial eruption of criticism, some of the progressive signatories defended their action. Ro Khanna of California, who <a target=\"_blank\" href=\"https:\/\/twitter.com\/RoKhanna\/status\/1584749697566052353?s=20&amp;t=qMV7R4TrRrBG0WV76S2G0w\"  data-link-name=\"in body link\">pointed out<\/a> that he had voted for each of the aid packages to Ukraine, said: \u201cOur nation should never silence or shout down debate.\u201d<\/p>\n<p class=\"dcr-2v2zi4\">Congress has so far approved about $66bn for Ukraine since the Russian invasion began in February, including military, humanitarian and economic help. With Ukraine stepping up its advance on Russian positions as a potentially punishing winter approaching, and with the US midterm elections looming on 8 November, the progressives\u2019 letter could not have landed at a more sensitive time.<\/p>\n<p class=\"dcr-2v2zi4\">Russia specialists warned that the intervention could embolden Putin and loosen US commitment to lead the international coalition in support of Ukraine. Yoshiko Herrera, a political science professor at the University of Wisconsin-Madison, said, \u201cThe biggest problem in the letter is that it may weaken US support for Ukraine by fostering the appearance of divisions among those who support Ukraine.\u201d<\/p>\n<p class=\"dcr-2v2zi4\">Cracks, albeit fine ones, are already clearly visible on the Republican side. The largest aid package for Ukraine, amounting to $40bn, was passed in May with 57 Republicans in the House and 11 in the Senate voting against.<\/p>\n<p class=\"dcr-2v2zi4\">Supporters of the letter said that it reflected a desire to end the war through diplomacy \u2013 an aspiration which Biden himself has championed. He was explicit about that goal in <a target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2022\/06\/03\/remarks-by-president-biden-on-the-may-jobs-report-2\/\"  data-link-name=\"in body link\">a speech<\/a> he made in Delaware in June.<\/p>\n<p class=\"dcr-2v2zi4\">Biden said: \u201cIt appears to me that, at some point along the line, there\u2019s going to have to be a negotiated settlement here.
