6 Dec 2022 – The unelected\u00a0 UN health agency inches closer toward being granted unprecedented, legally-binding censorship powers. <\/em><\/p><\/blockquote>\n

\"\"<\/a><\/p>\n

Members of the World Health Organization<\/a> (WHO), an unelected international public health agency, are meeting to consider a draft version of a proposed international pandemic treaty which will give the WHO new powers to \u201ctackle false, misleading, misinformation or disinformation\u201d and be legally binding under international law.<\/p>\n

The draft treaty contains various provisions in Article 16 (\u201cStrengthening pandemic and public health literacy\u201d) that require the WHO\u2019s 194 member states<\/a> (which represent 98% of all the countries in the world) to target so-called misinformation.<\/p>\n

Member states are told to \u201cconduct regular social media analysis to identify and understand misinformation,\u201d design their own messaging to \u201ccounteract misinformation, disinformation and false news,\u201d and manage \u201cinfodemics<\/a>\u201d (a phrase that was created by the WHO and describes \u201ctoo much information including false or misleading information in digital and physical environments during a disease outbreak\u201d).<\/p>\n

While the provisions in Article 16 don\u2019t directly call for member states to censor content that\u2019s deemed to be misinformation, a provision in Article 14 (\u201cWhole-of-government and other multisectoral actions\u201d) paves the way for Big Tech to perform this censorship on the WHO\u2019s behalf.<\/p>\n

Under this provision, member states are required to collaborate with non-state actors and the private sector through an \u201call-encompassing whole-of-government, multistakeholder, multi-disciplinary and multi-level approach.\u201d<\/p>\n

Before this pandemic treaty existed, Big Tech willingly mass censored any content that it deemed to be \u201cCovid misinformation,\u201d<\/a> even though there were no agreements or laws forcing them to do so. YouTube even introduced a far-reaching policy that made going against the WHO a violation of YouTube\u2019s rules<\/a> and deleted over 800,000 videos under this policy<\/a>.<\/p>\n

Under the pandemic treaty, the ties between governments and pro-censorship Big Tech companies will become even stronger and collaboration will be required.<\/p>\n
