{"id":227152,"date":"2023-01-16T12:00:46","date_gmt":"2023-01-16T12:00:46","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=227152"},"modified":"2023-01-10T08:27:09","modified_gmt":"2023-01-10T08:27:09","slug":"african-solutions-to-african-problems-let-the-african-union-resolve-the-gerd-dispute","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2023\/01\/african-solutions-to-african-problems-let-the-african-union-resolve-the-gerd-dispute\/","title":{"rendered":"African Solutions to African Problems: Let the African Union Resolve the GERD Dispute!"},"content":{"rendered":"<p style=\"text-align: center;\"><strong>Is the Biden administration a \u201cfriend\u201d of Ethiopia?<\/strong><\/p>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/01\/African-Solutions-problems.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-227154\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/01\/African-Solutions-problems.jpg\" alt=\"\" width=\"400\" height=\"266\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/01\/African-Solutions-problems.jpg 653w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/01\/African-Solutions-problems-300x200.jpg 300w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><\/p>\n<p><em>9 Jan 2023 &#8211; <\/em>Following the US-Africa Summit last month, the million dollar question is whether Ethiopia and the US have kissed and made up.<\/p>\n<p>Some Ethiopians suggest bilateral relations have turned a corner with the\u00a0<a target=\"_blank\" href=\"https:\/\/almariam.com\/wp-content\/uploads\/2022\/11\/Peace-Agreement-Official.pdf\" >ceasefire agreement<\/a> and US-Ethiopia relations will soon be in an upswing.<\/p>\n<p>Others cautiously note recent developments merely point to a thawing out of bilateral relations after two years in deep freeze over the terrorist war in Northern Ethiopia.<\/p>\n<p>Some non-Ethiopian \u201cexperts\u201d suggest the nomination of <a target=\"_blank\" href=\"https:\/\/www.state.gov\/biographies\/ervin-massinga\/\" >Ervin Massinga<\/a> (soon to be confirmed), an African American,\u00a0 as US ambassador to Ethiopia signals a reset\/reboot in bilateral relations.<\/p>\n<p>Many informed Ethiopians are cautions and skeptical and would rather wait and see.<\/p>\n<p>They say all that glitters is not gold and the public display of cordiality and amiability between PM Abiy Ahmed and President Joe Biden during the US-Africa Summit last month should be taken with a grain of salt.<\/p>\n<p>A crusty, cynical and skeptical lawyer, political scientist and professional doubting Thomas I know who slices and dices facts for a living says any change in relations between the Ethiopian Government and the Biden administration is skin-deep.<\/p>\n<p>Says he, \u201cI believe improvements in bilateral relations only when I see it, slice and dice it.\u201d<\/p>\n<p>True the Scripture verse: \u201cCan the Ethiopian change his skin or the leopard its spots?\u201d<\/p>\n<blockquote><p><em>I know the Ethiopian cannot change his black skin but can the bald eagle change its white feathered head?<\/em><\/p><\/blockquote>\n<p>Former US Secretary of State Henry Kissinger is reputed to have said, \u201cAmerica has no permanent friends or enemies, only interests.\u201d<\/p>\n<p>Despite the quaint witticism attributed to Kissinger, what he actually <a target=\"_blank\" href=\"https:\/\/www.fordlibrarymuseum.gov\/library\/document\/0204\/7368359.pdf\" >said<\/a> was, \u201cWe have <a target=\"_blank\" href=\"https:\/\/www.fordlibrarymuseum.gov\/library\/document\/0204\/7368359.pdf\" >permanent<\/a> interests and values that we must nurture and defend.\u201d<\/p>\n<p>I should like to believe the developments during the recent US-Africa Summit provide some hopeful signs of improvements in bilateral relations between Ethiopia and the Biden administration.<\/p>\n<p>But I am not convinced they will lead to real engagement.<\/p>\n<p>I believe the wounds inflicted on Ethiopia by the Biden administration are too deep and harrowing to heal in a short time.<\/p>\n<p>For the past two years, the Biden administration and the Ethiopian Government have been at odds, indeed at loggerheads, on the question of the terrorist TPLF war in Ethiopia\u2019s Tigray region.<\/p>\n<p>The Biden administration backed the terrorist TPLF to the hilt. That has angered and deeply disappointed, disheartened, disillusioned and dumbfounded the majority of ordinary Ethiopians.<\/p>\n<p>I have been asked so many times, \u201cWhy does the US support the terrorist TPLF?\u201d<\/p>\n<p>Truth be told, over the past two years, the Biden administration has resorted to all kinds of dirty tricks \u2014 sanctions, pressuring multilateral institutions to deny or withhold loans, manipulate the United Nations to launch \u201chuman rights investigations\u201d, appointment of special envoys, coordination of demonization propaganda with the Western press-titute media and tactical support including satellite intelligence to TPLF fighters \u2014 to bring Ethiopia down on its knees.<\/p>\n<p>In my November 21, 2021 commentary, I made the \u201c<a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/11\/21\/the-legal-case-against-u-s-state-sponsored-terrorism-in-ethiopia\/\" >legal case<\/a> against US state-sponsored terrorism in Ethiopia.\u201d<\/p>\n<p>With all of the pre-Summit recriminations about \u201chuman rights violations,\u201d \u201cunhindered access,\u201d protection of civilians,\u201d \u201cceasefire, \u201cremoval of Eritrean troops\u201d, etc., I expected to see some verbal pyrotechnics from the Biden administration against Ethiopia in much the same way as occurred in the <a target=\"_blank\" href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2021\/03\/22\/the-us-and-china-finally-get-real-with-each-other\/\" >first meeting<\/a> between the US and China in Alaska in March 2021.<\/p>\n<p>Despite my skepticism and cynicism, I was pleasantly surprised that neither Biden nor members of his administration tried to deliver a sucker punch to PM Abiy.<\/p>\n<p>Much to the astonishment of many observers, during the US-Africa Summit in mid-December 2022, PM Abiy Ahmed and President Joe Biden appeared in <a target=\"_blank\" href=\"https:\/\/almariam.com\/2022\/12\/17\/pm-abiy-ahmed-in-washington-dc-he-came-he-saw-he-conquered-with\/\" >informal setting<\/a> and exhibited sociability, good will, rapport, manifest comfort in each other\u2019s presence and amity.<\/p>\n<p>Some have humorously described photos of their informal appearances as bordering on \u201clovey-dovey.\u201d<\/p>\n<p>I noted the only thing missing while PM Abiy and President Biden were watching the World Cup game was the popcorn.<\/p>\n<p>In my commentary on the outcome of the Summit, I <a target=\"_blank\" href=\"https:\/\/almariam.com\/2022\/12\/17\/pm-abiy-ahmed-in-washington-dc-he-came-he-saw-he-conquered-with\/\" >concluded<\/a> with one of <a target=\"_blank\" href=\"https:\/\/archive.vn\/20180320091111\/http:\/archive.defense.gov\/Transcripts\/Transcript.aspx?TranscriptID=2636\" >Donald Rumsfeld<\/a>\u2019s, former US Defense Secretary, brain teasers:<\/p>\n<blockquote><p><em>As we know [about Africa and the US], there are known knowns; there are things we know we know. We also know there are known unknowns; that is to say we know there are some things we do not know. But there are also unknown unknowns.<\/em><\/p><\/blockquote>\n<p>In other words, \u201cQue sera sera! Whatever will be, will be.\u201d<\/p>\n<p><strong>Turning to the GERD elephant in the living room<\/strong><\/p>\n<p>Will the Biden administration try to arm-twist Ethiopia, as did the Trump administration, into signing over its sovereign rights over the Abai (\u201cNile\u201d) River to Egypt?<\/p>\n<blockquote><p><em>The looming and soon to become cantankerous issue between the Biden administration and Ethiopia is resolution of the dispute over the Grand Ethiopian Renaissance Dam (GERD) with Egypt.<\/em><\/p><\/blockquote>\n<p>The Biden administration wants to dictate the terms of the GERD agreement to Ethiopia just like the <a target=\"_blank\" href=\"https:\/\/almariam.com\/2020\/06\/16\/my-private-letter-to-u-s-treasury-secretary-steven-mnuchin-on-the-grand-ethiopian-renaissance-dam-talks\/\" >Trump administration.<\/a><\/p>\n<p>There are known knowns, known unknowns and the unknown unknowns in the Biden administration\u2019s policy in Ethiopia and particularly on the GERD.<\/p>\n<p><strong>Known knowns about Biden administration\u2019s policy in Ethiopia<\/strong><\/p>\n<p>That the planets revolve around the sun and the earth is not the center of the universe is a known known. Copernicus proposed the idea and Galileo proved it.<\/p>\n<p>Ethiopia-US relations date back to 1903 when the two countries \u00a0concluded a <a target=\"_blank\" href=\"https:\/\/history.state.gov\/countries\/ethiopia\" >treaty of commerce<\/a> \u201cto perpetuate and strengthen the friendly relations which exist between\u201d them.<\/p>\n<p>The Biden administration claims the \u201cdiplomatic relationship between the United States and Ethiopia is important, complex and focused on <a target=\"_blank\" href=\"https:\/\/www.state.gov\/u-s-relations-with-ethiopia\/\" >four broad goals<\/a>.\u201d<\/p>\n<p>There are many known knowns about the Biden administration\u2019s policy in Ethiopia over the past 2 years.<\/p>\n<p>The Biden administration has<\/p>\n<blockquote><p>fully supported the <a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/11\/21\/the-legal-case-against-u-s-state-sponsored-terrorism-in-ethiopia\/\" >terrorist TPLF\u2019s efforts<\/a> to overthrow the legitimately elected government of Ethiopia providing material and <a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/11\/04\/who-is-supporting-the-tplf-wage-war-in-ethiopia-with-military-spy-satellites-here-is-the-evidence\/\" >tactical intelligence support<\/a>.<\/p>\n<p>used <a target=\"_blank\" href=\"https:\/\/agoa.info\/news\/article\/15941-us-president-terminates-agoa-preferences-for-ethiopia-mali-and-guinea.html\" >sanctions<\/a>\u00a0and threatened to expand the use of sanctions over the past 2 years to bring Ethiopia to its knees.<\/p>\n<p>sought to economically paralyze and thwart massive economic reforms in Ethiopia by pressuring multilateral lending institutions such as The World Bank and the International Monetary Fund to deny and delay loans and debt restricting by using \u201cthe voice and vote of the United States in the respective institution to <a target=\"_blank\" href=\"https:\/\/www.govinfo.gov\/content\/pkg\/BILLS-117hr6600ih\/pdf\/BILLS-117hr6600ih.pdf\" >oppose any loan or extension of financial or technical assistance<\/a> to the Governments of Ethiopia.\u201d<\/p>\n<p>sought to effect regime change in Ethiopia by coordinating pressure with the European Union, the United Nations and by pressuring certain Middle Eastern governments to pressure Ethiopia claiming the Ethiopian Government is \u201c<a target=\"_blank\" href=\"https:\/\/www.usaid.gov\/news-information\/press-releases\/jun-10-2021-us-eu-joint-statement-humanitarian-emergency-tigray\" >using starvation of civilians<\/a> as a weapon of war is putting at risk the lives of millions.\u201d<\/p>\n<p>undertaken efforts to <a target=\"_blank\" href=\"https:\/\/et.usembassy.gov\/elections-in-ethiopia\/\" >delegitimize and discredit democratic elections<\/a> certified by the African Union as free and fair.<\/p>\n<p>pressured Ethiopia to limit its relations with China and sought to eventually make Ethiopia the <a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/02\/08\/the-second-pillar-of-the-biden-administrations-policy-in-ethiopia-make-ethiopia-chinas-graveyard-in-africa\/\" >graveyard of China in Africa<\/a>.<\/p>\n<p>waged a relentless media campaign globally in cooperation with various fake news outlets including <a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/09\/13\/fight-back-cnns-crap-caca-news-network-lies-damned-lies-and-disinformation-on-ethiopia\/\" >CNN<\/a>, the <a target=\"_blank\" href=\"https:\/\/almariam.com\/2020\/12\/20\/people-of-ethiopia-v-the-new-york-times-the-forensic-medical-opinion-on-photograph-of-alleged-ethnic-violence-victim-ashenafi-hailu\/\" >New York Times<\/a>, Reuters, etc. and so-called human rights organizations s such as Human Rights Watch and amnesty International to spoil the image of Ethiopia and demonize its leaders.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/11\/05\/u-s-gone-def-con-1-propaganda-psyops-war-on-ethiopia\/\" >waged psyops<\/a> (psychological operations) against the Ethiopian people to create alarm, fear, panic and despair.<\/p>\n<p>Sought to <a target=\"_blank\" href=\"https:\/\/usun.usmission.gov\/remarks-by-ambassador-linda-thomas-greenfield-at-a-un-security-council-briefing-on-ethiopia-and-the-situation-in-tigray-2\/\" >weaponize the United Nations<\/a> and its Security Council to isolate, ostracize, sanction and persecute Ethiopia.<\/p>\n<p>provided \u201chumanitarian aid\u201d with <a target=\"_blank\" href=\"https:\/\/www.state.gov\/continuing-atrocities-and-denial-of-humanitarian-access-in-ethiopias-tigray-region\/\" >only the Tigray region in mind<\/a> although the entire Northern part of Ethiopia was affected by the terrorist TPLF war.<\/p>\n<p>sought to drive a wedge between Ethiopia and Eritrea and by denying Eritrea\u2019s sovereign right to self-defense after it was <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-ethiopia-conflict\/rockets-fired-at-eritrean-capital-from-ethiopia-diplomats-say-idUSKBN27U074\" >attacked repeatedly by missiles<\/a> and ground incursion by TPLF forces.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/foreignpolicy.com\/2021\/08\/11\/ethiopia-abiy-ahmed-samantha-power-usaid-biden-tigray-conflict-humanitarian-crisis\/\" >demonstrated contempt and disrespect<\/a> to Ethiopian leaders as the legitimate government of Ethiopia demanding to meet without regard to protocol.<\/p>\n<p>sought to devise \u201cways to <a target=\"_blank\" href=\"https:\/\/www.ethiopiaobserver.com\/2021\/11\/16\/samantha-power-reportedly-asked-staffers-about-ways-to-embarrass-the-ethiopian-government\/\" >embarrass the Ethiopian government<\/a> given its role in the unfolding catastrophe in the Tigray region and beyond.\u201d<\/p>\n<p>appointed special envoys who cannot tell the difference between their ***hole and a hole in the ground. One proved to be a \u201c<a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/11\/03\/ugly-american-diplomat-jeffrey-tplf-hitman-feltman-headed-to-beautiful-ethiopia-again-say-what\/\" >hitman for the TPLF<\/a>\u201d and the other a <a target=\"_blank\" href=\"https:\/\/almariam.com\/2022\/08\/08\/us-special-envoy-for-the-tplf-from-the-ugly-american-to-the-american-easter-bunny-or-is-it-porky-pig\/\" >selfie-addicted gourmand<\/a> who belongs in the kitchen than the diplomatic halls.<\/p><\/blockquote>\n<p>The list can go on and on.<\/p>\n<p><strong>Known knowns about Trump\/Biden policy on the GERD<\/strong><\/p>\n<p>It is a known known that US administrations have proven beyond a shadow of doubt they will put their thumb on the scale in favor of Egypt in the GERD dispute.<\/p>\n<p>In his\u00a0<a target=\"_blank\" href=\"http:\/\/davidshinn.blogspot.com\/2020\/02\/grand-ethiopian-renaissance-dam-what.html\" >February 29, 2020 blog<\/a>, former US Ambassador to Ethiopia David Shinn expressed surprise over the so-called GERD agreement \u201cfacilitated\u201d by former Secretary Steven Mnuchin and The World Bank\u2019s president David Malpass:<\/p>\n<blockquote><p><em>The fact that the U.S. Treasury Department is in charge of this effort is surprising. In any other administration, the State Department, which actually has expertise on this issue, would broker the agreement. So, I wonder. What are the United States up to?<\/em><\/p><\/blockquote>\n<p>Ambassador Shinn then hit the nail on the head:<\/p>\n<blockquote><p><em>The United States seems to be putting its thumb on the scale in favor of Egypt. Perhaps it is time to make the agreement public so that everyone can see what the United States is proposing.<\/em><\/p><\/blockquote>\n<p>As I have expansively argued in \u201c<a target=\"_blank\" href=\"https:\/\/almariam.com\/2020\/06\/16\/my-private-letter-to-u-s-treasury-secretary-steven-mnuchin-on-the-grand-ethiopian-renaissance-dam-talks\/\" >My Private Letter to U.S. Treasury Secretary Steven Mnuchin<\/a> on the Grand Ethiopian Renaissance Dam Talks,\u201d the Trump administration tried to snooker Ethiopia into a \u201cdiscussion\u201d and then shove down Ethiopia\u2019s throat an agreement Mnuchin, Malpass and Egyptian foreign minister Sameh Shoukry cooked up in the back room to the exclusion of Ethiopia.<\/p>\n<p>Then Ethiopia\u2019s Foreign Minister Gedu Andargachew denounced the Treasury Department\u2019s\u00a0<a target=\"_blank\" href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sm875\" >announcement<\/a>\u00a0 by <a target=\"_blank\" href=\"https:\/\/www.africanews.com\/2020\/03\/01\/ethiopia-disappointed-with-us-mediation-in-nile-dam-dispute\/\" >declaring<\/a>:<\/p>\n<blockquote><p><em>The statement issued by US Treasury on GERD is unacceptable &amp; highly partisan, Ethiopia believes in continued engagement with Egypt &amp; Sudan to address the outstanding issues and finalize the Guidelines and Rules on a win-win basis for all.<\/em><\/p><\/blockquote>\n<p>The Ethiopian Government issued a <a target=\"_blank\" href=\"https:\/\/www.fanabc.com\/english\/ethiopian-government-statement-on-gerd-negotiations\/\" >statement<\/a> which effectively accused Secretary Mnuchin of trying to scam Ethiopia:<\/p>\n<p>Ethiopia does not accept the characterization that the negotiation on the Guidelines and Rules on the First Filling and Annual Operation of the GERD (Guidelines and Rules) is completed. <em><strong>The \u201ctext\u201d reportedly initialed by the Arab Republic of Egypt in Washington D.C. is not the outcome of the negotiation or the technical and legal discussion of the three countries.<\/strong><\/em> Ethiopia made it clear that the Guidelines and Rules must be prepared by the three countries. The Countries are yet to address outstanding issues pertaining to the finalization of the Guidelines and Rules. (Boldface added.)<\/p>\n<p>Trump, for all intents and purposes, egged the Egyptians to <a target=\"_blank\" href=\"https:\/\/almariam.com\/2020\/10\/24\/donald-trumps-bluster-to-blow-up-the-grand-ethiopia-renaissance-dam-a-tale-told-by-a-clown-full-of-sound-and-fury-signifying-nothing\/\" >bomb the GERD<\/a> if Ethiopia refuses to sign the \u201cagreement\u201d cooked up by Mnuchin, Malpass and\u00a0 Shoukry:<\/p>\n<p>And they\u2019ll end up blowing up the dam. And I said it \u2014 and <em><strong>I say it loud and clear, \u201cThey\u2019ll blow up that dam.\u201d<\/strong><\/em><strong> <em>And they have to do something<\/em><\/strong><em>.<\/em> So whatever you can do to get them, Ethiopia, to do that, they\u2019re going to have to. Okay? <em><strong>And we\u2019ve cut off all payment and everything else to Ethiopia. <\/strong><\/em>(Boldface added.)<\/p>\n<p>Secretary Antony Blinken appointed US Special Envoy Mike Hammer (after <a target=\"_blank\" href=\"https:\/\/almariam.com\/2021\/11\/03\/ugly-american-diplomat-jeffrey-tplf-hitman-feltman-headed-to-beautiful-ethiopia-again-say-what\/\" >Jeffrey Feltman<\/a> and\u00a0<a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-ethiopia-conflict-usa\/u-s-focused-on-delivery-of-humanitarian-aid-to-ethiopias-tigray-idUSKCN2LK1ZL\" >David Satterfield<\/a> crashed and burned) who has travelled to Egypt several times since his appointment on <a target=\"_blank\" href=\"https:\/\/twitter.com\/secblinken\/status\/1531987688810749955\" >June 1, 2022<\/a>.<\/p>\n<p>Hammer is a poor and pathetic excuse for a diplomat.<\/p>\n<p>Hammer, in his first mission, was sent to Ethiopia as a negotiator \u2014 truth be told as a hitman \u2014 for the <a target=\"_blank\" href=\"https:\/\/twitter.com\/RedwanHussien\/status\/1555231163270176768?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1555231163270176768%7Ctwgr%5E44210553f193b55ef0437000dc237a6b1719e7ca%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fborkena.com%2F2022%2F08%2F04%2Fethiopian-govt-says-dismayed-by-us-envoy-and-ambassadors-met-with-tplf-leaders%2F\" >terrorist TPLF<\/a>.<\/p>\n<p>Hammer\u2019s first mission failed when the African Union took over mediation and negotiations between the Ethiopian Government and the TPLF and successfully arranged for a <a target=\"_blank\" href=\"https:\/\/almariam.com\/wp-content\/uploads\/2022\/11\/Peace-Agreement-Official.pdf\" >permanent \u00a0ceasefire<\/a> and transition to civilian rule.<\/p>\n<p><em>Hammer\u2019s second mission is to reprise his role as a TPLF hit man for Egypt.<\/em><\/p>\n<p>Hammer\u2019s mission as special envoy is to <a target=\"_blank\" href=\"https:\/\/et.usembassy.gov\/25493\/\" >strategize<\/a> with Egyptian officials on the best way to sell <em>Ethiopia down the Nile River.<\/em><\/p>\n<div id=\"attachment_227155\" style=\"width: first official trip to the region to hear from our Egyptian partners on the critical issue of the Grand Ethiopian Renaissance Dam and to better understand Egypt\u2019s water needs. <em><strong>We are We will make the case with passion and persistence to every country in the world that they should speak out against these flagrant violations of the U.N. Charter. That is assuming there will be such largess available for Africa.<\/p>\n<p>My motto is, \u201cPut your money where your mouth is\u201d and then I believe you.<\/p>\n<p>Will the Biden administration use Ethiopia\u2019s \u201cportion\u201d of the 55 billion largess to arm-twist \u2014 and indeed as a gun to Ethiopia\u2019s head \u2014 Ethiopia into accepting an imposed GERD agreement?<\/p>\n<p>Will the Biden administration pressure certain Middle Eastern countries to pressure Ethiopia into accepting a Biden brokered GERD deal?<\/p>\n<p><em>The fact of the matter is that Ethiopia, Egypt and Sudan already have agreed to a set of declarations to deal with any disputes over the GERD.<\/em><\/p>\n<p>The <a target=\"_blank\" href=\"https:\/\/english.ahram.org.eg\/News\/125941.aspx\" >2015 Declaration of Principles<\/a> sets and reaffirms riparian (water) rights in the parties\u2019 \u00a0rights to use Nile waters.\u00a0 Article 10 of the Declaration states:<\/p>\n<p><em>If the parties involved do not succeed in solving the dispute through talks or negotiations, they can ask for mediation or refer the matter to their heads of states or prime ministers.<\/em><\/p>\n<p>What if the heads of state or prime ministers do not succeed in solving the dispute through talks or negotiations, at that point there is ONE AND ONLY ONE ALTERNATIVE:<\/p>\n<p><strong>RESOLVE THE GERD DISPUTE THROUGH TALKS AND NEGOTIATIONS UNDER THE AUSPICES OF THE AFRICAN UNION.<\/strong><\/p>\n<p>And no one else. PERIOD!<\/p>\n<p>Indeed, as\u00a0Hammer <a target=\"_blank\" href=\"https:\/\/eg.usembassy.gov\/the-united-states-is-committed-to-egypts-water-security-advancing-a-resolution-on-the-grand-ethiopian-renaissance-dam\/\" >said,<\/a> the Biden administration ration is \u201cactively engaged in supporting a diplomatic way forward under the African Union\u2019s auspices that arrives at an agreement that provides for the long-term needs of every citizen along the Nile.\u201d<\/p>\n<p>What exactly is Hammer saying though he knows not what he says?<\/p>\n<p>\u201cAfrican solutions to African problems,\u201d of course!<\/p>\n<p><strong>What is the meaning of \u201cAfrican solutions to African problems\u201d<\/strong><\/p>\n<p>The Ghanaian economist George Ayittey is credited with <a target=\"_blank\" href=\"https:\/\/issafrica.org\/iss-today\/african-solutions-to-african-problems#:~:text=The%20catchall%20phrase%20%E2%80%9CAfrican%20solutions,acquired%20a%20degree%20of%20autonomy.\" >coining the phrase\/maxim<\/a>, \u201cAfrican solutions to African problems.\u201d<\/p>\n<p>Though Ayittey believes Africa\u2019s problems can be solved only by Africans, he has been \u00a0hypercritical of African leaders for their inability and willful failure to deal with the rampant and never-ending problems of poverty, conflict, war, corruption, ethnic conflict, coups and so on.<\/p>\n<p>Indeed, he holds them responsible for \u201c<a target=\"_blank\" href=\"https:\/\/www.laits.utexas.edu\/africa\/ads\/815.html\" >Africa in Chaos<\/a>,\u201d unable to produce effective or lasting solutions.<\/p>\n<p>Ayittey describes post-independence Africa as a collection centralized \u00a0\u201cvampire\u201d or \u201cmafia\u201d states which enrich the elites while depriving the masses of basic necessities.<\/p>\n<p>However, Ayittey\u2019s maxim is an expression of his ultimate confidence in the inherent potential of Africans, African leaders and institutions to deal with Africa\u2019s multidimensional problems. It is indeed his clarion call to action.<\/p>\n<p>The essential message of Ayittey\u2019s maxim is that Africans and their leaders must put their shoulders to the wheel and noses to the grindstone and take the bull by the horn.<\/p>\n<p>The maxim implies Africa has a choice of sinking to the bottom or swimming out of its sea of troubles.<\/p>\n<p>No one will come to rescue Africa or throw it a lifesaving rope.<\/p>\n<p>Africans should not expect Europe or America to come over and save them or do the heavy lifting for them.<\/p>\n<p>Those who may foolishly expect to be saved will find out their saviors will watch from the sidelines as they drown in the abyss of poverty, war and corruption.<\/p>\n<p><em>My interpretation of \u201cAfrican solutions to African problems\u201d is simply a declaration of \u201cPax Africana\u201d (\u201cAfrican Peace\u201d).<\/em><\/p>\n<p>I have previously sketched out my ideas about a homegrown \u201c<a target=\"_blank\" href=\"https:\/\/almariam.com\/2022\/02\/14\/pax-ethiopiana-ethiopia-at-peace-through-dialogue-and-her-enemies-in-pieces-part-ii\/\" >Pax Ethiopiana<\/a>\u201d (\u201cEthiopian Peace\u201d) in the context of the 2-year terrorist war and the need to devise \u201cEthiopian solutions for Ethiopian problems.\u201d<\/p>\n<p>\u201cAfrican solutions to African problems\u201d to me means \u201cPax Africana\u201d (African Peace).<\/p>\n<p>Pax Africana should not be a surprising historical evolution in Africa\u2019s global footprint.<\/p>\n<p>Britain,\u00a0<a target=\"_blank\" href=\"https:\/\/www.mylifeelsewhere.com\/country-size-comparison\/ethiopia\/united-kingdom\" >4.5 times smaller<\/a> than Ethiopia in land mass, became a global hegemonic power and styled itself as the world\u2019s policeman and imposed its <a target=\"_blank\" href=\"https:\/\/military-history.fandom.com\/wiki\/Pax_Britannica\" >Pax Britannica<\/a>.<\/p>\n<p>During\u00a0<a target=\"_blank\" href=\"https:\/\/www.britannica.com\/place\/Spain\/The-reign-of-Philip-III#ref587590\" >Pax Hispanica<\/a>, Spain managed to avoid the European wars of religion and preserved its peace.<\/p>\n<p>There was\u00a0<a target=\"_blank\" href=\"https:\/\/www.worldhistory.org\/Pax_Romana\/\" >Pax Romana<\/a>\u00a0which purportedly sought to spread peace throughout the Mediterranean world (Roman Empire) of antiquity by military conquest.<\/p>\n<p>And of course,\u00a0<a target=\"_blank\" href=\"https:\/\/www.theatlantic.com\/international\/archive\/2012\/04\/the-end-of-pax-americana-how-western-decline-became-inevitable\/256388\/\" >Pax Americana<\/a>\u00a0which I have <a target=\"_blank\" href=\"https:\/\/almariam.com\/2022\/02\/14\/pax-ethiopiana-ethiopia-at-peace-through-dialogue-and-her-enemies-in-pieces-part-ii\/\" >previously discussed<\/a>.<\/p>\n<p>Suffice it to say, the essence of Pax Americana is simply this: If there is to be <a target=\"_blank\" href=\"https:\/\/worldview.stratfor.com\/article\/coming-terms-american-empire\" >peace in the post-War world<\/a>, it will be dictated and controlled by U.S. interests and demands.<\/p>\n<p><em>The essence of Pax Africana is this: If there is to be peace in Africa, it is the task and responsibility of Africans to bring it about. No one else!<\/em><\/p>\n<p>Regional peace in Africa is the business of Africans, and Africans alone, acting through their African Union.<\/p>\n<p>It is not the business of the superpowers, the multilateral institutions or the former colonial masters masquerading as sheep in wolf\u2019s clothing.<\/p>\n<p><em>Pax Africana is based on a few simple principles.<\/em><\/p>\n<p>First, peace and security issues must be committed first and foremost to the African Union and other African institutions.<\/p>\n<p>Second, African diplomacy should be the principal and exclusive means of addressing African security issues and threats to peace.<\/p>\n<p>Third, non-Africans who seek to promote and support peace and security should provide support to build African institutions at arm\u2019s length and without strings attached.<\/p>\n<p>Alternatively, they can keep their aid and help out their own populations suffering under economic privations.<\/p>\n<p>Ghanaian President Nana Akufo-Addo said it best at a <a target=\"_blank\" href=\"https:\/\/almariam.com\/2017\/12\/08\/beggar-continent-no-more-ghanaian-president-nana-akufo-addo\/\" >press conference<\/a> with French President Emmanuel Macron:<\/p>\n<p>I think there\u2019s a fundamental misstatement of the issue and the question. We can no longer continue to make policy for ourselves and for our country and our region and our continent on the basis of whatever support the Western world or France or the European Union can give us.\u00a0 It will not work. It has not worked, and it will not work.<\/p>\n<p>Fourth, African countries are free to choose their alliances without fear or threats of sanctions by other global powers or institutions.<\/p>\n<p>Fifth, Africans will commit to resolving conflict over land, air and water through dialogue using African institutions exclusively.<\/p>\n<p>Sixth, the best foundation for peace and security in Africa is a commitment to build inter-African relations based on strong commercial, business and trade ties.<\/p>\n<p><strong>The African Union has come of age<\/strong><\/p>\n<p>The man who argued African solutions for African problems, out of frustration, once dared to suggest \u201c<a target=\"_blank\" href=\"https:\/\/www.africanliberty.org\/2020\/08\/17\/a-case-for-the-dissolution-of-the-african-union\/\" >disbanding of the African Union<\/a>.\u201d<\/p>\n<p>The African Union (AU) was established in 2002 after the disbanding of the Organization of African Unity (OAU).<\/p>\n<p>There are those who claim the AU has little to show for its over much of its two-decades long history of operation.\u00a0But that criticism must be seen in perspective.<\/p>\n<p>The AU Commission <a target=\"_blank\" href=\"https:\/\/issafrica.org\/iss-today\/as-the-au-turns-20-it-must-speak-with-one-voice\" >budget for 2022<\/a> is reported at<\/p>\n<p><em>just over US$650 million. This comprises\u00a0 US$176 million for operations, US$195 million for programmes, and US$279 million for peace support. International partners were expected to fund 66% of the budget and member states 31%. The remaining 3% was to come from the administrative and maintenance reserve funds. This is, however, far from the AU\u2019s goal of self-financing its total regular budget and at least 75% of its programme budget, which is still fully funded by partners.<\/em><\/p>\n<p>Lo and behold, the African Union is at the mercy of the<\/p>\n<p><em><a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/fr\/memo_15_4808\" >European Union and its Member States<\/a> are the biggest contributors to the African Union programme budget, supporting approximately 80% of it, in particular through the newly created Pan-African programme to support African continental cooperation and integration.<\/em><\/p>\n<p>In contrast, by October 2022, \u201cHarvard University brought in <a target=\"_blank\" href=\"https:\/\/www.thecrimson.com\/article\/2022\/10\/14\/harvard-budget-fy22\/#:~:text=Harvard%20ended%20fiscal%20year%202022%20with%20a%20%24406%20million%20budget,percent%20from%20fiscal%20year%202021.\" >$5.8 billion in revenue<\/a> over the last fiscal year \u2014 up 11 percent from fiscal year 2021.\u201d<\/p>\n<p>AU\u2019s 2022 budget to deal with the problems of 1.2 billion people is <em>only 9 percent of Harvard\u2019s haul for just one year<\/em>.<\/p>\n<p>Whoever said, \u201cLife is not fair?\u201d<\/p>\n<p>The fact of the matter is that the AU, despite its miniscule budget, has demonstrated capacity to address the continent\u2019s problems. No doubt, there is a long way to go.<\/p>\n<p>Since 2007, the African Union Mission in Somalia (AMISOM) has done a pretty good job in <a target=\"_blank\" href=\"https:\/\/www.ipinst.org\/wp-content\/uploads\/2019\/10\/1910_Lessons-from-AMISOM.pdf\" >providing peace support<\/a> and <a target=\"_blank\" href=\"https:\/\/effectivepeaceops.net\/publication\/amisom\/\" >stabilization operations<\/a> in Somalia and in facilitating a secure environment for the delivery of humanitarian aid.<\/p>\n<p>The AU is shaping an <a target=\"_blank\" href=\"https:\/\/www.sustainablegoals.org.uk\/shaping-development-africa\/\" >African agenda<\/a> on the global stage by \u201cintegrating global and African priorities into a single agenda that will help the continent to navigate challenges such as food security and resource mobilization.\u201d<\/p>\n<p>The AU has launched <a target=\"_blank\" href=\"https:\/\/au.int\/en\/agenda2063\/overview\" >Agenda 2063<\/a> which is \u201cAfrica\u2019s blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the continent\u2019s strategic framework that aims to deliver on its goal for inclusive and sustainable development.\u201d<\/p>\n<p>The AU has created the <a target=\"_blank\" href=\"https:\/\/www.unicef.org\/supply\/african-unions-african-vaccine-acquisition-trust-avat-initiative\" >African Vaccine Acquisition Trust<\/a> (AVAT) to \u201censure widespread access to COVID-19 vaccines across Africa and secure vaccine doses to attain a target immunization of 60 per cent of Africa\u2019s population.\u201d<\/p>\n<p>The AU has established the <a target=\"_blank\" href=\"https:\/\/au-afcfta.org\/\" >African Continental Free Trade Area<\/a> (AfCFTA), as one of the \u00a0flagship projects of Agenda 2063, with the aim of creating a single continental market for 1.3 billion Africans by promoting intra-African and digital trade and investment protection across all sectors of Africa\u2019s economy.<\/p>\n<p>The AU has established an <a target=\"_blank\" href=\"https:\/\/trainingforpeace.org\/wp-content\/uploads\/ASF-Report_Standby-Arrangements.pdf\" >African Standby Force<\/a> (ASF) for peacekeeping combining military, police, and civilian elements for deployment in crisis and emergency situations.<\/p>\n<p>There has been no dearth of criticism of the African Union for its acts of commissions and omission.<\/p>\n<p>The AU has been accused of negligence and timidity in reacting to coups and unconstitutional changes of governments in Africa.<\/p>\n<p>The AU has been criticized for failing to effectively promote democratic institutions, strengthening civil society institutions and for failing to act aggressively in asserting Africa\u2019s interests on the global stage.<\/p>\n<p><strong>Prometheus Ethiopia: Trials and tribulations over the GERD<\/strong><\/p>\n<p>In ancient mythology (Percy Bysshe Shelley\u2019s play \u201c<a target=\"_blank\" href=\"http:\/\/l-adam-mekler.com\/shelley-pu_excerpts.pdf\" >Prometheus Unbound<\/a>\u201d, an adaptation of Aeschylus \u201c<a target=\"_blank\" href=\"http:\/\/classics.mit.edu\/Aeschylus\/prometheus.html\" >Prometheus Bound<\/a>\u201d) , Prometheus, the Titan god, surreptitiously stole fire from the gods and gave it to mankind. In that singular act, Prometheus became a hero to \u00a0humankind.<\/p>\n<p>Angered by Prometheus\u2019 defiant act, \u201cJupiter, the tyrant of the world, which nations, panic-stricken, served\u201d imprisoned him for thousands of years condemning him to suffer eternal punishment, including the pecking out of his liver, which grows overnight, by an eagle.<\/p>\n<p>In the preface, Shelley writes: \u201cBut Prometheus is, as it were, the type of the highest perfection of moral and intellectual nature, impelled by the purest and the truest motives to the best and nobles ends.\u201d<\/p>\n<p>The moral of the myth is that Prometheus by giving fire to mankind liberated humanity from the vagaries of the capricious gods and enabled them to acquire knowledge, enlightenment and knowhow.<\/p>\n<p><em>In my literary imagination, Ethiopia is a modern-day Prometheus who stole fire from the Jupiter and the Titan gods of the West and gave it to Africans.<\/em><\/p>\n<p><em>That fire is \u201cAfrican solutions to African problems.\u201d<\/em><\/p>\n<p>On November 2, 2022, the Ethiopian Government and an insurrectionist group known as the Tigray People\u2019s Liberation Front (TPLF) signed a permanent ceasefire agreement and made peace.<\/p>\n<p>The agreement was concluded with the help and mediation of distinguished former African presidents.<\/p>\n<p>That agreement proved to the world Africans can provide solutions to their own problems without the intervention or unsolicited aid of the West.<\/p>\n<p>Ethiopians proved to the world, and especially to their African brothers and sisters, they can start a war, end it and make peace!<\/p>\n<p>The greatest African \u201cpost-independence\u201d tragedy has been the inability of African countries to end conflicts and wars on their own.<\/p>\n<p>Western governments, their press-titute media and intelligence agents donning academic garb have fanned the flames of ethnic division and hate to keep Africans at each other\u2019s throats.<\/p>\n<p><em>Nary a single instance in Africa\u2019s modern history when the West has not sought to create peace in Africa while fanning the flames of war.<\/em><\/p>\n<p>During the Cold War, the West fought its proxy wars in Africa resulting in unspeakable death and destruction.<\/p>\n<p>Since the \u201cend\u201d of colonialism, Western military installations and bases were planted all over Africa.<\/p>\n<p>Western intelligence agents have instigated military coups and arranged for regime change by systematic interference in African domestic affairs and manipulation of its civil and military institutions and leaders.<\/p>\n<p>Whenever there is conflict and war, Western countries have showed up uninvited (keep showing up like a bad penny even when openly rejected) dressed as peacemakers, mediators and negotiators.<\/p>\n<p><em>The old mold that the West can only bring peace to Africa was shattered once and for all by Ethiopia on November 2, 2022.<\/em><\/p>\n<p>It is a new day, a new dawn in Africa.<\/p>\n<p><em>Across the African skies is written, \u201cAfrican solutions to African problems.\u201d<\/em><\/p>\n<p><em>Henceforth, there shall be no issue or problem that is of Africa, created by Africans that cannot be solved by Africans, and BY AFRICANS ALONE!\u00a0<\/em><\/p>\n<p><strong>Only the African Union, and the African Union alone has the legitimacy to mediate the GERD dispute<\/strong><\/p>\n<p>Other than the parties to the GERD dispute, only the African Union has the legitimacy and authority to mediate and resolve issues raised by the parties.<\/p>\n<p>The Biden administration\u2019s gofer Mike Hammer wants to make a name for himself as a GERD peacemaker by yapping like chihuahua at the feet of Ethiopia.<\/p>\n<p>Feltman, Hammer\u2019s predecessor, similarly barked threats and hurled insults at the Ethiopian Government in an attempt to psychologically demoralize and demonize Ethiopian leaders into allowing a TPLF takeover and surrender to Egypt on the GERD.<\/p>\n<p>In the end, I dubbed Feltman, \u201c<a target=\"_blank\" href=\"https:\/\/almariam.com\/2022\/01\/05\/scrooge-grinch-jeffrey-feltman-in-addis-ababa-on-ethiopian-x-mas-eve\/\" >Scrooge\/Grinch Jeffrey Feltman of Ethiopia<\/a>.\u201d<\/p>\n<p>Like the \u201ctyrant Jupiter which nations, panic-stricken, served\u201d who tormented Prometheus for stealing fire from the gods, \u201cthe tyrant Biden\u201d will torment Ethiopia for stealing the fire of \u201cAfrican solutions to African problems.\u201d<\/p>\n<p><em>Just like humans had no need for the Titan gods after Prometheus gave them fire to build, fabricate, frame and engineer their own civilization, so the fire of \u201cAfrican solutions to African problems\u201d liberates Africans to take care of their own problems by themselves and for themselves and create a peaceful African civilization.\u00a0<\/em><\/p>\n<p>There is no doubt in my mind the Biden administration feels upstaged and defeated, and indeed made irrelevant, by Ethiopia insisting on an African Union mediation to the resolution of the terrorist TPLF war.<\/p>\n<p>There is nothing the Biden administration did not do to effect regime change in Ethiopia and subordinate Ethiopia to a vassal state.<\/p>\n<p>A year ago to the month, the Biden administration was <a target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/world\/state-department-urges-us-citizens-leave-ethiopia-rcna4663\" >orchestrating a disinformation campaign<\/a> to drive out all Americans and expatriates out of Ethiopia to pave the way for a takeover of power by the terrorist TPLF.<\/p>\n<p>Aah! How the plans of mice and men often go awry!<\/p>\n<p>The Biden administration is biding its time to settle scores with Ethiopia, I believe.<\/p>\n<p>GERD will be the battleground for Biden and Rice to show Ethiopia who the real BOSS is!<\/p>\n<p>For sure, Susan Rice, the Princess of Darkness, who drives Biden\u2019s policy in Ethiopia is waiting for the Ethiopians to let their guard down.<\/p>\n<p><em>In my imagination, Susan Rice is plotting her next moves \u2014 spinning out \u201cmortal thoughts\u201d like the wicked witches in Shakespeare\u2019s Hamlet \u2014 to get even for her failure to deliver the Ethiopian crown to the TPLF.<\/em><\/p>\n<p>Rice, in my imagination, believes she can get even with the Ethiopian government by forcing Ethiopia to surrender its sovereign rights to use the Nile waters to Egypt.<\/p>\n<p>I believe the Biden administration feels outplayed and outfoxed by the African Union on the TPLF mediation.<\/p>\n<p>It wants to claim center stage on the GERD.<\/p>\n<p>There is much distrust of the Biden administration by Ethiopians.<\/p>\n<p>In the May 10, 2022 \u201c<a target=\"_blank\" href=\"https:\/\/www.osac.gov\/Country\/Ethiopia\/Content\/Detail\/Report\/4cdeb520-10f6-4a52-893e-1c3d8c92a864\" >Country Security Report<\/a>,\u201d the US State Department noted the severity of the problem:<\/p>\n<p><em><strong>\u00a0Anti-U.S.\/Anti-Western Sentiment<\/strong><\/em><em>\u200b<\/em><\/p>\n<p><em>Historically there has not been strong anti-U.S. or anti-Western sentiment in Ethiopia.\u00a0However, increased focus on the Tigray crisis, rising inter-communal violence in the country, <\/em><strong><em>and Ethiopia\u2019s stance vis-a-vis its neighbors regarding the Grand Ethiopian Renaissance Dam (GERD) project has been met with a corresponding increase in anti-U.S. sentiment. <\/em><\/strong><em>(Boldface added.)<\/em><\/p>\n<p><em>\u00a0<\/em>There is the old adage, \u201cYou can catch more flies with honey than with vinegar.\u201d<\/p>\n<p>I don\u2019t believe the Biden administration heeds the wisdom of that old adage.<\/p>\n<p><em>Like the tyrant Jupiter who chained Prometheus to a cliffside and tortured him, the Biden administration will demand a pound of flesh (Merchant of Venice, Shakespeare) from Ethiopia for stealing the fire of \u201cAfrican solutions to African problems.\u201d<\/em><\/p>\n<p>That is why I shall sing along with the great Bob Dylan:<\/p>\n<p><em>And it\u2019s a hard, and it\u2019s a hard, it\u2019s a hard, and it\u2019s a hard<br \/>\nAnd it\u2019s a hard rain\u2019s a-gonna fall<\/em><\/p>\n<p>on Ethiopia-Biden administration relations over the GERD!<\/p>\n<p>On the other hand, could it be that I am overly cynical and pessimistic curmudgeon?<\/p>\n<p>Have I become the Seer of Doom and Gloom?<\/p>\n<p>Could it be that I have lent my ears to the seductive whispers of the Olympian goddess Oizys?<\/p>\n<p>______________________________________________<\/p>\n<p style=\"padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/01\/Al-Mariam-WP-Pix.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-227153 size-full\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/01\/Al-Mariam-WP-Pix-e1673338263243.jpg\" alt=\"\" width=\"100\" height=\"100\" \/><\/a>Professor Alemayehu G.
