Since a court ruling <a target=\"_blank\" href=\"https:\/\/www.raadvanstate.nl\/stikstof\/\"  data-link-name=\"in body link\">in 2019<\/a> which found the Dutch were breaking European environmental law, her farm of 100 cows in north Holland has been illegal.<\/span><\/p>\n<p class=\"dcr-h26idz\">Like the other <a target=\"_blank\" href=\"https:\/\/nos.nl\/artikel\/2431406-jaren-na-uitspraak-over-stikstof-zitten-duizenden-boeren-nog-in-onzekerheid\"  data-link-name=\"in body link\">2,500-plus farmers<\/a> whose environmental permission was suddenly invalid, <a target=\"_blank\" href=\"https:\/\/www.noordhollandsdagblad.nl\/cnt\/dmf20221124_50158283?utm_source=google&amp;utm_medium=organic\"  data-link-name=\"in body link\">she wants a future<\/a> where she can earn a living and farm legally again.<\/p>\n<p class=\"dcr-h26idz\">The Netherlands is first to face questions scientists believe will soon come to all intensively farmed areas: how can we balance the needs of the environment with the way we farm and grow? Have we reached \u201c<a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2019\/dec\/12\/peak-meat-climate-crisis-livestock-meat-dairy\"  data-link-name=\"in body link\">peak meat<\/a>\u201d, like <a target=\"_blank\" href=\"https:\/\/www.britannica.com\/topic\/peak-oil-theory\"  data-link-name=\"in body link\">peak oil<\/a>: so much livestock, so much local pollution, that the only <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2021\/mar\/23\/europe-and-us-could-reach-peak-meat-in-2025-report\"  data-link-name=\"in body link\">sustainable future is in reduction<\/a>? They\u2019re questions the US, the world\u2019s largest producer of beef, will also soon have to answer.<\/p>\n<p class=\"dcr-h26idz\">In November, the Dutch government announced the first part of a <a target=\"_blank\" href=\"https:\/\/www.rijksoverheid.nl\/onderwerpen\/omgevingswet\/nationaal-programma-landelijk-gebied\"  data-link-name=\"in body link\">\u20ac24.3bn ($26.3bn) plan<\/a> to buy out up to 3,000 farms and major industrial polluters near protected nature reserves \u2013 if necessary, through compulsory purchase, \u201c<a target=\"_blank\" href=\"https:\/\/www.rijksoverheid.nl\/documenten\/kamerstukken\/2022\/11\/25\/voortgang-integrale-aanpak-landelijk-gebied-en-opvolging-uitspraak-raad-van-state-over-porthos\"  data-link-name=\"in body link\">with pain in our hearts<\/a>\u201d. It is hugely controversial and only <a target=\"_blank\" href=\"https:\/\/www.dutchnews.nl\/news\/2022\/11\/compulsory-purchase-will-be-an-option-to-close-down-farms-ministers\/\"  data-link-name=\"in body link\">initial outlines<\/a> have been announced after a year of <a target=\"_blank\" href=\"https:\/\/unherd.com\/2022\/07\/why-dutch-farmers-are-revolting\/\"  data-link-name=\"in body link\">protests<\/a>, tense <a target=\"_blank\" href=\"https:\/\/www.rtlnieuws.nl\/nieuws\/nederland\/artikel\/5330073\/agractie-gesprek-remkes-lto-kabinet-31-augustus\"  data-link-name=\"in body link\">negotiations<\/a> and a report in October <a target=\"_blank\" href=\"https:\/\/open.overheid.nl\/repository\/ronl-4039eee4ed64ecd5574d2c34f1e1fe24fa8e8f18\/1\/pdf\/wat-wel-kan.pdf\"  data-link-name=\"in body link\">recommending<\/a> buying out the top 500 or 600 polluters within a year.<\/p>\n<p class=\"dcr-h26idz\">The reason is that the <a target=\"_blank\" href=\"https:\/\/www.dutchnews.nl\/features\/2022\/06\/whats-all-the-fuss-about-nitrogen-in-the-netherlands\/#:~:text=Nitrogen%2Dbased%20pollution%20is%20behind,causing%20damage%20to%20rare%20habitats.\"  data-link-name=\"in body link\">emissions<\/a> of ammonia, nitrogen oxides and nitrous oxide are damaging areas of unique, natural landscape known as Natura 2000 habitats, which the country is bound by EU law to protect. The government says this means reducing local nitrogen compound emissions <a target=\"_blank\" href=\"https:\/\/www.aanpakstikstof.nl\/binaries\/aanpakstikstof\/documenten\/publicaties\/2022\/06\/10\/richtinggevende-emissiereductiedoelstellingen-nederland\/Richtinggevende+emissiereductiedoelstellingen+Nederland.pdf\"  data-link-name=\"in body link\">from between 12% and 70%<\/a>, including slashing the Netherlands\u2019 <a target=\"_blank\" href=\"https:\/\/opendata.cbs.nl\/statline\/#\/CBS\/en\/dataset\/80783eng\/table?dl=6B921\"  data-link-name=\"in body link\">118 million farmed animals<\/a> by 30% by 2030, according to <a target=\"_blank\" href=\"https:\/\/www.pbl.nl\/publicaties\/quickscan-van-twee-beleidspakketten-voor-het-vervolg-van-de-structurele-aanpak-stikstof\"  data-link-name=\"in body link\">Netherlands Environmental Assessment Agency<\/a> projections.<\/p>\n<p class=\"dcr-h26idz\">Tjeerd de Groot, a member of the house of representatives in the Netherlands and agriculture spokesman for coalition party D66, advocates halving the numbers of pigs and poultry, raising fewer cows and grazing them on pasture, rather than <a target=\"_blank\" href=\"https:\/\/www.cbs.nl\/-\/media\/_pdf\/2021\/44\/dutch-trade-2021.pdf\"  data-link-name=\"in body link\">importing grain<\/a> and <a target=\"_blank\" href=\"https:\/\/www.cbs.nl\/en-gb\/news\/2022\/27\/the-netherlands-largest-eu-importer-of-brazilian-agricultural-goods\"  data-link-name=\"in body link\">soy<\/a> for feed. \u201cEverywhere you look, there\u2019s a problem with agriculture,\u201d he said, citing the toll the resulting pollution has taken on biodiversity and water quality. \u201cYes, we have been <a target=\"_blank\" href=\"https:\/\/www.cbs.nl\/en-gb\/news\/2021\/25\/the-netherlands-is-the-eu-s-largest-meat-exporter\"  data-link-name=\"in body link\">a big exporter<\/a> but now we are paying a big price in the environment.\u201d<\/p>\n<aside class=\"dcr-qn74s8\"><\/aside>\n<aside class=\"dcr-qn74s8\">\n<blockquote>\n<footer><strong><em>&#8220;The production system of meat and dairy in the Netherlands can no longer be held at this level.&#8221;<\/em><\/strong><br \/>\n<strong>&#8212; Natasja Oerlemans, of the World Wide Fund for Nature Netherlands<\/strong><\/footer>\n<\/blockquote>\n<\/aside>\n<p class=\"dcr-h26idz\">Environmentalists believe the <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/netherlands\"  data-component=\"auto-linked-tag\" data-link-name=\"in body link\">Netherlands<\/a> needs to change all elements of its food system chain to provide a good income for different methods of farming. \u201cAll the signs are red,\u201d said Natasja Oerlemans, head of the food team at the World Wide Fund for Nature (WWF) Netherlands. \u201cThe production system of meat and dairy in the Netherlands can no longer be held at this level. That\u2019s been clear for years.\u201d<\/p>\n<p class=\"dcr-h26idz\">All eyes are on the Netherlands, according to scientists who believe the world needs action to reduce livestock \u2013 rather than relying on voluntary pollution reduction or technological measures that may be unproven at scale.<\/p>\n<p class=\"dcr-h26idz\">\u201cThe major difference to previous measures is a reduction in livestock numbers,\u201d said Dr Helen Harwatt, a senior research fellow at Chatham House and climate policy fellow at Harvard University. In 2019 she led a group of scientists <a target=\"_blank\" href=\"https:\/\/www.thelancet.com\/journals\/lanplh\/article\/PIIS2542-5196(19)30245-1\/fulltext#sec1\"  data-link-name=\"in body link\">calling for action<\/a> to ensure <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2019\/dec\/12\/peak-meat-climate-crisis-livestock-meat-dairy\"  data-link-name=\"in body link\">livestock declines<\/a>. \u201cWe tend to only see technological approaches to reducing nitrogen at the point of production or reducing leakage to the environment, rather than reducing the amount of agricultural production. It\u2019ll be all eyes on the Netherlands to learn from this transition.\u201d<\/p>\n<p class=\"dcr-h26idz\">Livestock \u2013 farmed both for meat and for dairy \u2013 have major environmental impacts, and Harwatt argues that reductions should be part of a broader green action. \u201cCurrently, the aspiration globally is to protect more land for biodiversity, reverse biodiversity loss, reduce greenhouse gas emissions, halt deforestation and increase livestock production,\u201d she said. \u201cThere are currently far more livestock on the <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2018\/may\/21\/human-race-just-001-of-all-life-but-has-destroyed-over-80-of-wild-mammals-study\"  data-link-name=\"in body link\">planet than wild animals<\/a>, and more than three times the human population. Livestock production is <a target=\"_blank\" href=\"https:\/\/www.oecd-ilibrary.org\/sites\/cf68bf79-en\/index.html?itemId=\/content\/component\/cf68bf79-en\"  data-link-name=\"in body link\">forecast to continue increasing<\/a>, as diets transition across the world to include more animal products. Something has to give and it shouldn\u2019t be the climate or biodiversity.\u201d<\/p>\n<p class=\"dcr-h26idz\">Countries such as Denmark and the US may soon face similar predicaments, according to Pete Smith, professor of soils and global change at Aberdeen University in Scotland. \u201cWe <a target=\"_blank\" href=\"https:\/\/www.nature.com\/articles\/s43016-021-00358-x\"  data-link-name=\"in body link\">demonstrated last year<\/a> that animal agriculture is responsible for 57% of greenhouse gas emissions from the food system,\u201d he said. \u201cIt has a disproportionate effect on the climate. We have too many livestock for the climate to support, and it\u2019s the intensity of farming that\u2019s the issue. I\u2019m not surprised the Netherlands is taking the lead as it has the biggest problem.\u201d<\/p>\n<p class=\"dcr-h26idz\">The US, meanwhile, is the world\u2019s <a target=\"_blank\" href=\"https:\/\/www.fao.org\/faostat\/en\/#data\/QCL\"  data-link-name=\"in body link\">largest producer<\/a> of beef, chicken meat and cow\u2019s milk, and is the second largest producer of pork. \u201cIf we compare foods in terms of their nutrient pollution impact per kilogram produced, <a target=\"_blank\" href=\"https:\/\/www.science.org\/doi\/full\/10.1126\/science.aaq0216?siteid=sci&amp;keytype=ref&amp;ijkey=ffyeW1F0oSl6k\"  data-link-name=\"in body link\">nothing is higher than beef<\/a>,\u201d said Harwatt. \u201c<a target=\"_blank\" href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.1713820115\"  data-link-name=\"in body link\">Two-thirds<\/a> of all crop calories produced in the US are used for feed crops. One example is the <a target=\"_blank\" href=\"https:\/\/www.lakeforest.edu\/academics\/majors-and-minors\/environmental-studies\/pollution-on-the-mississippi-river\"  data-link-name=\"in body link\">Mississippi River<\/a>.<\/p>\n<p class=\"dcr-h26idz\">While the US has signed treaties such as the <a target=\"_blank\" href=\"https:\/\/www.gov.uk\/government\/publications\/g7-2030-nature-compact\/g7-2030-nature-compact\"  data-link-name=\"in body link\">G7 2030 Nature Compact<\/a>, pledging to halt biodiversity loss, and has a new <a target=\"_blank\" href=\"https:\/\/www.state.gov\/monica-p-medina-named-special-envoy-for-biodiversity-and-water-resources\/\"  data-link-name=\"in body link\">special envoy on biodiversity and water resources<\/a>, it is not party to the <a target=\"_blank\" href=\"https:\/\/www.cbd.int\/information\/parties.shtml\"  data-link-name=\"in body link\">Convention on Biological Diversity<\/a> \u2013 a potential stumbling block to adopting a Dutch-style plan.<\/p>\n<p class=\"dcr-h26idz\">Dr Matthew <a target=\"_blank\" href=\"https:\/\/www.matthewhayek.com\/research\"  data-link-name=\"in body link\">Hayek<\/a>, assistant professor in environmental studies at New York University, advocates deciding a point of \u201cpeak livestock\u201d and aiming for reduction, rather than trusting climate mitigation strategies such as <a target=\"_blank\" href=\"https:\/\/inhabitat.com\/seaweed-additives-in-animal-feed-to-curb-livestock-emissions\/\"  data-link-name=\"in body link\">seaweed<\/a> additives or <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2022\/jan\/20\/manure-natural-gas-pipeline-factory-farms-greenwashing\"  data-link-name=\"in body link\">manure digesters<\/a>. \u201cThey don\u2019t address part of the problem and their technical efficiency hasn\u2019t been shown at levels of scale \u2013 especially when you compare with just producing and consuming less,\u201d he said.<\/p>\n<p class=\"dcr-h26idz\">\u201cIn the United States, in midwestern states especially, there are still way higher levels of nitrogen concentration and \u2018impaired waters\u2019 than are federally allowed. But states can carve out exemptions, and this is what has been done across Iowa and a lot of corn- and meat-heavy states. There\u2019s just not the legal mechanisms or social pressure to address them \u2013 especially given you have so much social and regulatory capture by the agricultural industries.<\/p>\n<p class=\"dcr-h26idz\">\u201cWe also have a certain amount of nitrogen pollution that is \u2018allowed\u2019. The way that we deal with a lot of \u2018point source\u2019 pollution from industrial animal farming is by spreading it out over fields and miraculously turning it into non-point source pollution, which can\u2019t be strictly regulated,\u201d he added.<\/p>\n<p class=\"dcr-h26idz\">Hayek believes \u201csoft\u201d policies such as <a target=\"_blank\" href=\"https:\/\/plantbasednews.org\/lifestyle\/health\/new-york-city-hospitals-serve-vegan-food-default\/\"  data-link-name=\"in body link\">vegan-by-default menus<\/a> in New York City hospitals could be combined with local regulation, like the 2010 \u201ctotal maximum daily load\u201d limit to improve water quality in <a target=\"_blank\" href=\"https:\/\/www.epa.gov\/chesapeake-bay-tmdl\/chesapeake-bay-tmdl-fact-sheet\"  data-link-name=\"in body link\">Chesapeake Bay<\/a> \u2013 as well as increasing public awareness. \u201cOften, we are not even choosing to eat meat; we are choosing because we don\u2019t recognise that there\u2019s a choice <em>not<\/em> to eat meat,\u201d he said. \u201cWe\u2019re also not really combining the micro scale with the macro scale in our regulatory frameworks. We\u2019re looking at one farm or one field, but we aren\u2019t asking the question: is that nitrogen load in that watershed higher than that watershed can handle?<\/p>\n<p class=\"dcr-h26idz\">In the small, densely populated Netherlands, it might seem easier to address \u201cmacro\u201d policy in a country of <a target=\"_blank\" href=\"https:\/\/www.cbs.nl\/nl-nl\/visualisaties\/dashboard-bevolking\"  data-link-name=\"in body link\">17.8 million people<\/a>.<\/p>\n<p class=\"dcr-h26idz\">But political action here is fraught with conflict, competing interests, anger and distrust.<\/p>\n<p class=\"dcr-h26idz\">Farmers complain of <a target=\"_blank\" href=\"https:\/\/www.lto.nl\/lto-voor-blijvende-boer-vooral-nieuwe-beperkingen\/\"  data-link-name=\"in body link\">hanging in uncertainty for years<\/a>; say pollution sources such as aviation, road travel and industry are scarcely addressed; and assert their sector has made <a target=\"_blank\" href=\"https:\/\/www.rivm.nl\/stikstof\"  data-link-name=\"in body link\">more reductions than any other<\/a>. \u201cPeople in the countryside have been innovating for 30 years to reduce nitrogen \u2013 there\u2019s no other sector that has done as much,\u201d said Kees Hanse, a farmer and windfarm owner in Zierikzee who is standing in Zeeland elections for the <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2022\/nov\/18\/dutch-pro-farming-party-fires-up-the-anti-establishment-vote\"  data-link-name=\"in body link\">growing BBB Farmer-Citizen Movement<\/a>. \u201cWe don\u2019t want to get ever bigger but we will continue to innovate and keep trying to create safe food resources for people. Nitrogen reductions are not about buying up farmers.
