Political negotiations in the spring of 2022 either failed or were <a href=\"https:\/\/responsiblestatecraft.org\/2022\/09\/02\/diplomacy-watch-why-did-the-west-stop-a-peace-deal-in-ukraine\/\"  target=\"_blank\" rel=\"noopener\">blocked<\/a> by Britain and the US.<\/p>\n<p>Russia\u2019s strategy of a limited \u201cSpecial Military Operation\u201d, which relied only on peace-time professional military forces without any reserve forces or conscripts, didn\u2019t succeed, either: this was already clear in early summer 2022, when Russian forces couldn\u2019t encircle Ukrainian forces in the Donbas, and it became obvious when Russia had to evacuate the northern Kharkiv area in September and the southern city of Kherson in November, just a few weeks after holding a referendum to incorporate Kherson and three other Ukrainian regions into Russia.<\/p>\n<p>Ukraine has fiercely defended any and all territories and made full use of its well-fortified positions, the numerical superiority of its troops (<a href=\"https:\/\/en.wikipedia.org\/wiki\/2022_Russian_invasion_of_Ukraine\"  target=\"_blank\" rel=\"noopener\">700k vs. 200k<\/a>), advanced Western weapon systems (including powerful anti-tank and anti-aircraft missiles and long-range, high-precision artillery and artillery missiles), as well as superior reconnaissance provided by drones, Western satellites, and Elon Musk\u2019s Starlink satellite communication system.<\/p>\n<p>Thus, after almost one year, Russian successes are still <a href=\"https:\/\/southfront.org\/military-situation-in-ukraine-on-january-30-2023-map-update\/\"  target=\"_blank\" rel=\"noopener\">limited<\/a> to establishing the southern land bridge from the Donbas to Crimea, including the conquest of Melitopol (150k pre-war inhabitants) in March 2022 and of Mariupol (400k) in April\/May 2022. In recent weeks, after months of fierce fighting, Russian forces, led by Wagner mercenaries, started to crack the first major <a href=\"https:\/\/southfront.org\/military-situation-in-donbass-on-february-4-2023-map-update\/\"  target=\"_blank\" rel=\"noopener\">Ukrainian defense line<\/a> in the Donbas, consisting of the well-fortified settlements of Soledar (10k) and Bakhmut (70k).<\/p>\n<p>In September, in response to the evacuation of the Kharkiv region, Russia began the mobilization and training of 300,000 reserve forces. In recent weeks, Russia <a href=\"https:\/\/kyivindependent.com\/regional\/belarus-weekly-russia-transfers-more-military-equipment-to-belarus-deploys-closer-to-ukrainian-border\"  target=\"_blank\" rel=\"noopener\">has moved<\/a> trainload upon trainload of heavy military equipment to Belarus and conducted joint Russian-Belarusian <a href=\"https:\/\/news.yahoo.com\/belarus-russia-conclude-joint-air-204100310.html\"  target=\"_blank\" rel=\"noopener\">military exercises<\/a>. In the next few weeks, the launch of a large-scale Russian ground and air offensive is to be expected.<\/p>\n<p>A Russian attack from Belarus could again <a href=\"https:\/\/southfront.org\/military-situation-in-ukraine-on-january-30-2023-map-update\/\"  target=\"_blank\" rel=\"noopener\">target<\/a> the capital city of Kiev (3M) or, theoretically, could try to block vital supply routes from Poland to Western Ukraine. Additional attacks could occur in the Donbas towards Kramatorsk (150k) and Slavyansk (100k), in the northeast towards Kharkiv (1.5M), and in the south towards Zaporozhye (700k), Kherson (300k) and Odesa (1M).<\/p>\n<p>However, Russian forces are still not large enough to sustain multiple fronts or to conquer large and well-defended cities, as this would require more than one million troops. Moreover, unlike in early 2022, the northern route from Belarus has been <a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2023-02-03\/ukraine-belarus-border-war-drones-nerves\"  target=\"_blank\" rel=\"noopener\">strongly fortified<\/a> by now. In addition, Ukraine has completed multiple rounds of <a href=\"https:\/\/southfront.org\/war-to-last-ukrainian-accelerates-pressgangs-kidnap-men-for-front-overview-videos\/\"  target=\"_blank\" rel=\"noopener\">mobilization<\/a> and may well launch a <strong>counter-offensive<\/strong> in the Donbas or in southern Ukraine, cutting the Russian land bridge and blocking Crimea.<\/p>\n<p>In the Donbas, it is fair to say that Russia is mostly seen as a \u201cliberator\u201d from nationalist Ukrainian forces, but beyond the Donbas, sympathies for Russia rapidly decrease.<\/p>\n<p>In October, in response to the Ukrainian or <a href=\"https:\/\/swprs.org\/ukraine-war-new-developments\/#crimea-bridge-explosion\"  target=\"_blank\" rel=\"noopener\">British-Ukrainian<\/a> attack against the Crimea bridge, Russia began launching multiple waves of missile and drone attacks against the Ukrainian <strong>energy infrastructure<\/strong>, targeting mostly <a href=\"https:\/\/texty.org.ua\/articles\/108414\/whats-up-with-the-power-how-russia-destroys-energy-infrastructure\/\"  target=\"_blank\" rel=\"noopener\">substations<\/a>, not power plants. Although Russia tries to avoid civilian casualties, the deliberate destruction of civilian infrastructure is to be seen as a war crime, and it hasn\u2019t yet achieved any significant military results (see discussion below).<\/p>\n<p>In recent weeks, the delivery of additional <strong>Western weapon systems<\/strong> has been announced or discussed. The reality is that Ukraine already fields some of the most powerful defensive weapon systems, such as modern anti-tank and anti-aircraft missiles (which have prevented Russian air superiority) and high-precision long-range artillery (including the <a href=\"https:\/\/en.wikipedia.org\/wiki\/M142_HIMARS#Armament\"  target=\"_blank\" rel=\"noopener\">HIMARS\/GMLRS<\/a> system).<\/p>\n<p>The American Patriot missile defense system <a href=\"https:\/\/foreignpolicy.com\/2018\/03\/28\/patriot-missiles-are-made-in-america-and-fail-everywhere\/\"  target=\"_blank\" rel=\"noopener\">failed<\/a> against Iraqi Scud missiles and against Yemeni missiles, and it will struggle against Russian missiles, too. German Leopard battle tanks were <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/germany%E2%80%99s-leopard-2-tank-syria-was-beaten-badly-battle-why-78441\"  target=\"_blank\" rel=\"noopener\">beaten by ISIS<\/a> during the Turkish invasion of northern Syria in 2016, and they <a href=\"https:\/\/www.19fortyfive.com\/2023\/01\/ukraines-new-m1-abrams-and-leopard-2-tanks-are-no-silver-bullet\/\"  target=\"_blank\" rel=\"noopener\">won\u2019t be of much use<\/a> against Russian forces, unless Ukrainian forces are capable of highly coordinated maneuver warfare. American F-16 fighter jets require months of training and will be <a href=\"https:\/\/www.politico.com\/news\/2022\/09\/19\/ukraine-has-shot-down-55-russian-warplanes-00057569\"  target=\"_blank\" rel=\"noopener\">shot down<\/a> within days or hours. As a matter of fact, Russian tanks and Russian planes haven\u2019t had much of an impact in Ukraine, either.<\/p>\n<p>At the strategic level, it mostly comes down to more powerful <strong>missile systems<\/strong>. The <a href=\"https:\/\/en.wikipedia.org\/wiki\/M142_HIMARS#Armament\"  target=\"_blank\" rel=\"noopener\">HIMARS\/GMLRS<\/a> system with a range of 90 km has already been a game changer for Ukraine. Ukraine will now receive <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ground_Launched_Small_Diameter_Bomb\"  target=\"_blank\" rel=\"noopener\">HIMARS\/GLSDB<\/a> \u201crocket-powered bombs\u201d with a range of 150 km, allowing it to strike northern Crimea, all of Donbas, and even Russian positions close to the Ukrainian border (see map below). The next step would be <a href=\"https:\/\/en.wikipedia.org\/wiki\/M142_HIMARS#Armament\"  target=\"_blank\" rel=\"noopener\">HIMARS\/ATACMS<\/a> tactical ballistic missiles with a range of 300 km, reaching most of Crimea, the Crimea bridge, and several Russian cities.<\/p>\n<p>In December, Ukraine already <a href=\"https:\/\/en.wikipedia.org\/wiki\/Engels-2_(air_base)#2022_Russian_invasion_of_Ukraine\"  target=\"_blank\" rel=\"noopener\">attacked<\/a> Russia\u2019s Engels-2 air base with repurposed drones over a distance of 700 km. In recent weeks, Russia was seen preemptively <a href=\"https:\/\/www.newsweek.com\/putin-prepares-moscow-air-defenses-ukraine-fears-ballistic-missile-barrage-1778240\"  target=\"_blank\" rel=\"noopener\">mounting<\/a> air defense systems in Moscow, which is 500 km to 700 km away from Ukrainian borders. Moreover, in recent months a series of mysterious <a href=\"https:\/\/jackmurphywrites.com\/169\/the-cias-sabotage-campaign-inside-russia\/\"  target=\"_blank\" rel=\"noopener\">sabotage operations<\/a> took place in Russia, causing several fires and explosions.<\/p>\n<p>Thus, claims that Ukraine \u201ccannot win this war\u201d or Russia \u201ccannot lose this war\u201d are premature and misguided. Russia lost the Afghanistan war in the 1980s, the US lost pretty much every war since World War II, and the collapse of the Soviet Union didn\u2019t cause a nuclear war.<\/p>\n<p>If the upcoming Russian offensive fails, the Putin government will come under enormous pressure and may collapse; if the Russian offensive succeeds, NATO at some point may have to create a \u201csafe zone\u201d in western Ukraine, similar to the current situation in eastern Syria.<\/p>\n<p>Even high-ranking Russian officials and government adivsers, such as <a href=\"https:\/\/www.business-gazeta.ru\/article\/579646\"  target=\"_blank\" rel=\"noopener\">Sergey Glazyev<\/a> (\u201cRussia doesn\u2019t have a strategy in Ukraine\u201d) and <a href=\"https:\/\/www.business-gazeta.ru\/article\/579007\"  target=\"_blank\" rel=\"noopener\">Sergey Markov<\/a> (\u201cthe results of the year are catastrophic\u201d), have openly acknowledged that Russia has maneuvered itself into a very difficult position.<\/p>\n<p>While the Ukraine war has turned into a US\/NATO <strong>proxy war<\/strong> against Russia, the Russian military, too, is trying to use \u201cproxy forces\u201d through the deployment of Donbas militias and the Wagner \u201cprivate military company\u201d (similar to Blackwater in the US). Wagner, in turn, <a href=\"https:\/\/www.nytimes.com\/2023\/01\/30\/world\/europe\/wagner-convict-ukraine-russia.html\"  target=\"_blank\" rel=\"noopener\">recruited<\/a> almost 50,000 Russian prisoners, who, if they survive for six months, are pardoned by the Russian state.<\/p>\n<p>In terms of <strong>military casualties<\/strong>, by January 2023 the Russian military <a href=\"https:\/\/www.bbc.com\/russian\/features-64377659\"  target=\"_blank\" rel=\"noopener\">suffered<\/a> about 20,000 deaths (12,000 of whom confirmed by name), including about 1,500 officers and four generals. The Donbas militias <a href=\"https:\/\/www.bbc.com\/russian\/features-64377659\"  target=\"_blank\" rel=\"noopener\">lost<\/a> at least 5,000 men, and Wagner lost several thousand mercenaries. Taken together, the total number of deaths on the Russian side is <a href=\"https:\/\/www.bbc.com\/russian\/features-64377659\"  target=\"_blank\" rel=\"noopener\">about 30,000<\/a>, while the total number of dead and wounded is about 100,000. On the Ukrainian side, there are about <a href=\"https:\/\/roloslavskiy.substack.com\/p\/more-than-a-million-ukrainian-soldiers\"  target=\"_blank\" rel=\"noopener\">50,000 deaths<\/a> and about 150,000 dead and wounded in total. Due to the heavy use of artillery, many soldiers lost arms or legs.<\/p>\n<p>Regarding <strong>civilian casualties<\/strong>, Russia <a href=\"https:\/\/www.rt.com\/russia\/569348-number-civilians-killed-donbass-revealed\/\"  target=\"_blank\" rel=\"noopener\">confirmed<\/a> the death of about 5,000 civilians in the Donbas republics, <a href=\"https:\/\/english.pravda.ru\/news\/hotspots\/155336-mariupol\/\"  target=\"_blank\" rel=\"noopener\">including<\/a> about 3,000 civilians in the city of Mariupol. In total, the UN <a href=\"https:\/\/www.ohchr.org\/en\/news\/2023\/01\/ukraine-civilian-casualty-update-30-january-2023\"  target=\"_blank\" rel=\"noopener\">estimates<\/a> that by January 2023, about 7,000 civilians were killed in Ukraine. In addition, there are already about <a href=\"https:\/\/www.upi.com\/Top_News\/World-News\/2022\/12\/12\/Ukraine-refugees-power-Russia-civilian-infrastructure\/9321670868879\/\"  target=\"_blank\" rel=\"noopener\">8 million<\/a> Ukrainian refugees in Europe, including about 3 million in Russia. The number of civilian casualties is still <a href=\"https:\/\/southfront.org\/russia-conducts-operation-with-minimum-civilian-casualties-study-shows\/\"  target=\"_blank\" rel=\"noopener\">relatively low<\/a> for such a high-intensity military conflict.<\/p>\n<p>A <strong>prolonged and inconclusive war<\/strong> may well destroy Ukraine, but it will also greatly weaken Russia and, thus, is in the geostrategic interest of the US. The US followed a similar strategy during the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Iran%E2%80%93Iraq_War\"  target=\"_blank\" rel=\"noopener\">Iran-Iraq war<\/a> of the 1980s, which lasted eight years, killed one million people, and achieved absolutely nothing. During that war, the US provided weapons to both Iraq (including <a href=\"https:\/\/theweek.com\/articles\/441993\/how-western-companies-sneakily-sold-chemical-weapons-components-syria-iraq\"  target=\"_blank\" rel=\"noopener\">components<\/a> of chemical weapons) and, covertly, Iran (the <a href=\"https:\/\/www.history.com\/topics\/1980s\/iran-contra-affair\"  target=\"_blank\" rel=\"noopener\">Iran-Contra scandal<\/a>).<\/p>\n<p>However, as a recent <a href=\"https:\/\/www.rand.org\/pubs\/perspectives\/PEA2510-1.html\"  target=\"_blank\" rel=\"noopener\">RAND report<\/a> noted, this strategy would fail in case of a <strong>\u201cmajor escalation\u201d<\/strong>, i.e. the use of nuclear weapons in Ukraine or a direct confrontation between Russia and NATO. Such a confrontation is unlikely to result in nuclear war between nuclear powers, but it may lead to the destruction of non-nuclear NATO states and US military bases in Europe (i.e. the US \u201cbridgehead\u201d in Europe), to which the US cannot respond without forcing its own nuclear destruction.<\/p>\n<p style=\"text-align: center;\"><strong>Figure<\/strong>: 150 km range of the HIMARS\/GLSDB missile system.
