(Yuri Cortez\/AFP via Getty Images)<\/p><\/div>\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-testid=\"drop-cap-letter\" data-el=\"text\"><em>26 Feb 2023 &#8211; <\/em>Earlier this month, Nayib Bukele, president of El Salvador, unveiled his latest infrastructure project: a massive, \u201cfirst-world\u201d jail that could well become the largest penitentiary in the world, with an alleged <a href=\"https:\/\/www.reuters.com\/world\/americas\/el-salvador-opens-40000-person-prison-arrests-soar-gang-crackdown-2023-02-01\/\"  target=\"_blank\" rel=\"noopener\">capacity<\/a> to hold 40,000 inmates. <a href=\"https:\/\/twitter.com\/nayibbukele\/status\/1629165213600849920?s=46&amp;t=Yw1YfBJQAotgCRpCy6b4Ow\"  target=\"_blank\" rel=\"noopener\">This weekend<\/a>, he announced the transfer of the first 2,000 prisoners to the new facility.<\/p>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-testid=\"drop-cap-letter\" data-el=\"text\">\u201cA common-sense project,\u201d Bukele <a href=\"https:\/\/twitter.com\/nayibbukele\/status\/1620969718235398144?s=20&amp;t=siLSEmGPfJTmPP7RhBL3FQ\"  target=\"_blank\" rel=\"noopener\">called<\/a> it.<\/p>\n<\/div>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-testid=\"drop-cap-letter\" data-el=\"text\">The reality is that the scale of the project defies common sense \u2014 and easy comprehension. And the social implications of the endeavor are no less striking. The citizens of El Salvador have tacitly accepted Bukele\u2019s unprecedented crackdown on crime, and, for the time anyway, are ignoring its broader ramifications.<\/p>\n<\/div>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-testid=\"drop-cap-letter\" data-el=\"text\">The unveiling of the prison came in typical Bukelian fashion. He took over the country\u2019s airwaves to share a 35-minute <a href=\"https:\/\/twitter.com\/nayibbukele\/status\/1620789844627820544\"  target=\"_blank\" rel=\"noopener\">video<\/a> of himself touring the facilities (it was soon posted on his popular Twitter feed, the presidency\u2019s de facto press office). A \u201criot intervention squad,\u201d armed to the teeth, salutes him. And it is slated to become the largest, and most overcrowded, prison in the world.<\/p>\n<\/div>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-testid=\"drop-cap-letter\" data-el=\"text\">The only images available come from the government itself. There is no official information as to which companies were granted the likely lucrative contracts to build it, although <a href=\"https:\/\/www.laprensagrafica.com\/revistas\/El-vacunatorio-que-vale-por-un-hospital-20210621-0116.html\"  target=\"_blank\" rel=\"noopener\">two<\/a> of Bukele\u2019s preferred <a href=\"https:\/\/vozpublica.net\/2022\/09\/21\/empresa-mexicana-construye-el-megapenal-en-san-vicente\/\"  target=\"_blank\" rel=\"noopener\">contractors<\/a> were apparently favored. \u201cNo one knows how it was all financed,\u201d journalist \u00d3scar Mart\u00ednez, who runs the independent newspaper El Faro, told me. \u201cIf, in terms of security, this is similar to a dictatorship, in terms of public spending, this is already a dictatorship.\u201d<\/p>\n<\/div>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font--article-body font-copy gray-darkest ma-0 pb-md\" dir=\"null\" data-el=\"text\">The prison is no white elephant, however. It is a necessity born of Bukele\u2019s policies. Since March of last year, his government has been prosecuting a war on the country\u2019s infamous gangs. To do so, Bukele <a href=\"https:\/\/elpais.com\/internacional\/2022-03-27\/bukele-se-otorga-poderes-extraordinarios-para-enfrentar-la-ola-de-asesinatos-en-el-salvador.html\"  target=\"_blank\" rel=\"noopener\">declared<\/a> a state of emergency, which has since seemingly become permanent.<\/p>\n<\/div>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-testid=\"drop-cap-letter\" data-el=\"text\">At least <a href=\"https:\/\/apnews.com\/article\/crime-nayib-bukele-organized-san-salvador-human-rights-72e1b8f58bddbc2098d9b940fb2049ca\"  target=\"_blank\" rel=\"noopener\">60,000<\/a> Salvadorans have been imprisoned as a result of the crackdown, including hundreds of minors, often in what a recent joint report by Human Rights Watch and Cristosal calls \u201c<a href=\"https:\/\/www.hrw.org\/report\/2022\/12\/07\/we-can-arrest-anyone-we-want\/widespread-human-rights-violations-under-el\"  target=\"_blank\" rel=\"noopener\">indiscriminate raids<\/a>.\u201d The report paints a chilling portrait of authorities run amok, arresting Salvadorans with \u201cno apparent connections to gangs\u2019 abusive activity,\u201d sometimes acting merely on \u201cappearance or social background.\u201d As of November, 90 detainees had <a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2023-01-27\/rights-group-leaked-el-salvador-data-confirm-abuses\"  target=\"_blank\" rel=\"noopener\">died<\/a> in custody, according to the government\u2019s own numbers.<\/p>\n<\/div>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-testid=\"drop-cap-letter\" data-el=\"text\">Even before the crackdown, El Salvador had one of the highest incarceration rates per capita in the world. After the crackdown, the country might extend its lead in this grim statistic.<\/p>\n<\/div>\n<div class=\"article-body grid-center grid-body\" data-qa=\"article-body\">\n<div class=\"mb-md\">Incarceration figures in El Salvador have always been difficult to verify. We have only official figures, which have not been updated for the past year.
