Joe Wilson (R-SC) <\/a>and received 51 cosponsors. It passed in a vote of <a target=\"_blank\" href=\"https:\/\/clerk.house.gov\/Votes\/2023120\" >414-2<\/a>. Only Reps. Thomas Massie (R-KY) and Marjorie Taylor Greene (R-GA) voted against the measure.<\/p>\n<p>The resolution calls for the Biden administration to remain committed to \u201cimplementing the Caesar Syria Civilian Protection Act of 2019,\u201d <a target=\"_blank\" href=\"https:\/\/news.antiwar.com\/2020\/06\/15\/crushing-us-sanctions-to-take-effect-on-syria-this-week\/\" >a law that imposed crippling sanctions on Syria<\/a> that are designed to prevent the country from rebuilding after years of war.<\/p>\n<p>The resolution said that the government of Syrian President Bashar al-Assad was \u201cfalsely claiming\u201d US sanctions impeded the aid response to the earthquake. But it\u2019s a fact that US sanctions hurt the relief effort, something that has been <a target=\"_blank\" href=\"https:\/\/news.antiwar.com\/2023\/02\/07\/syrian-arab-red-crescent-calls-for-lifting-of-sanctions-on-syria-after-earthquake\/\" >detailed by the head of the Syrian Arab Red Crescent<\/a> and <a target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/statements\/2023\/02\/genuine-solidarity-earthquake-survivors-calls-lifting-sanction-induced\" >UN experts<\/a>.<\/p>\n<p>After initially claiming sanctions wouldn\u2019t hurt the relief effort, the Biden administration<a target=\"_blank\" href=\"https:\/\/news.antiwar.com\/2023\/02\/12\/us-eases-some-sanctions-on-syria-for-180-days-after-earthquake\/\" > issued a 180-day sanctions exemption<\/a> for transactions related to earthquake relief. UN experts responded by welcoming the move but said it wasn\u2019t enough and called for the sanctions to be fully lifted.<\/p>\n<p>The House resolution said it \u201cmourned\u201d the victims of the earthquake and portrayed enforcing the Caesar Act as a way to \u201cprotect\u201d the Syrian people. But even before the earthquake, US sanctions on Syria were having <a target=\"_blank\" href=\"https:\/\/news.antiwar.com\/2022\/11\/10\/un-rapporteur-calls-for-lifting-of-us-sanctions-harming-syrian-civilians\/\" >a devastating impact on the civilian population.<\/a> Secretary of State Antony Blinken acknowledged in 2021 that it <a target=\"_blank\" href=\"https:\/\/news.antiwar.com\/2021\/10\/13\/blinken-us-policy-is-to-oppose-the-reconstruction-of-syria\/\" >was US policy to \u201coppose the reconstruction of Syria,\u201d<\/a> and the policy hasn\u2019t changed.<\/p>\n<p><em>Business Insider<\/em> covered Greene and Massie <a target=\"_blank\" href=\"https:\/\/www.businessinsider.com\/marjorie-taylor-greene-votes-against-mourning-earthquake-victims-turkey-syria-2023-3\" >voting against the resolution<\/a> but completely mischaracterized the bill. The report said they voted against \u201cmourning the 50,000 people killed in the deadly earthquakes in Turkey and Syria\u201d and made no mention of the fact that it supported maintaining crushing sanctions on Syria.<\/p>\n<p>The Biden administration has said it\u2019s against regional countries upgrading ties with the Assad government, <a target=\"_blank\" href=\"https:\/\/news.antiwar.com\/2023\/02\/28\/us-doesnt-want-countries-working-with-syrias-assad-on-earthquake-relief\/\" >even if it\u2019s part of an effort to aid in earthquake relief<\/a>. On top of the sanctions and opposing Syria\u2019s engagement with its neighbors, the US maintains an occupation force of about 900 troops in eastern Syria and backs the Kurdish-led SDF in the region, allowing the US to control about one-third of Syrian territory.
