{"id":231223,"date":"2023-03-13T12:00:24","date_gmt":"2023-03-13T12:00:24","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=231223"},"modified":"2023-05-06T05:10:07","modified_gmt":"2023-05-06T04:10:07","slug":"us-shoots-itself-in-the-foot-in-africa","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2023\/03\/us-shoots-itself-in-the-foot-in-africa\/","title":{"rendered":"US Shoots Itself in the Foot in Africa"},"content":{"rendered":"<blockquote><p><em>In Africa as in the rest of\u00a0the world, US\u00a0machinations undermine\u00a0its goals and bring other nations together as they seek to protect themselves from a desperate empire.<\/em><\/p><\/blockquote>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/03\/africa-china-flag-cooperation.jpeg\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-231224\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/03\/africa-china-flag-cooperation.jpeg\" alt=\"\" width=\"400\" height=\"189\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/03\/africa-china-flag-cooperation.jpeg 845w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/03\/africa-china-flag-cooperation-300x142.jpeg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/03\/africa-china-flag-cooperation-768x364.jpeg 768w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><\/p>\n<p><em>8 Mar 2023 &#8211;<\/em> The US can\u2019t seem to understand that the rest of the world, including Africa, doesn\u2019t like to be pushed around. African nations\u2019 refusal to reinforce US foreign policy in the UN General Assembly is a case in point.\u00a0 During the Assembly\u2019s February 16 vote on a resolution \u201cdeploring\u201d Russia\u2019s action in Ukraine, nearly half the nations who abstained were African, <a href=\"https:\/\/news.un.org\/en\/story\/2023\/02\/1133847\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">15 of the 32 <\/a>, although only 54 of the UN\u2019s 193 member nations are African. Those abstaining\u00a0 were Algeria, Angola, Burundi, Central African Republic, Republic of Congo, Ethiopia, Gabon, Guinea, Mozambique, Namibia, South Africa, Sudan, Togo, Uganda, and Zimbabwe.<\/p>\n<p>No African nations were on the list of nations introducing the resolution, and two of the seven who voted no\u2014Eritrea and Mali\u2014were African.<\/p>\n<p>In 2022, South African Minister of International Relations and Cooperation Naledi Pandor <a href=\"https:\/\/www.rt.com\/news\/570059-south-africa-us-russia-bill\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">deplored <\/a> Congressman Gregory Meeks\u2019s <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/7311\/text\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Countering Malign Russian Activities Act <\/a> as \u201ca totally unwarranted\u201d intrusion that goes against international law, and the South African Development Corporation <a href=\"https:\/\/borkena.com\/2022\/08\/31\/russia-sadc-rejects-anti-russian-bill-in-united-states-congress\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">joined South Africa <\/a> in that sentiment. The House had passed the Act on a voice vote, but the Senate at least seems to have realized that it was <a href=\"https:\/\/www.africaintelligence.com\/eastern-africa-and-the-horn\/2022\/10\/25\/us-anti-russia-bill-on-hold,109838323-art\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">counterproductive <\/a>, and not brought it up.<\/p>\n<p>Nevertheless, on February 21, Republican legislators in the House introduced \u201c<a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-resolution\/145\/text?s=1&amp;r=50\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">H.Res.145 <\/a> &#8211; Opposing the Republic of South Africa&#8217;s hosting of military exercises with the People&#8217;s Republic of China and the Russian Federation, and calling on the Biden administration to conduct a thorough review of the United States-South Africa relationship.\u201d<\/p>\n<p>The joint military exercises <a href=\"https:\/\/navyrecognition.com\/index.php\/naval-news\/naval-news-archive\/2023\/march\/12867-trilateral-naval-exercise-mosi-2-between-south-africa-china-russia-begins.html\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">proceeded as planned <\/a>, and security analysts rightly described the proposed US legislation as an act of desperation.<\/p>\n<p><strong>US uses trade preference to bully Ethiopia, China steps up<\/strong><\/p>\n<p>On January 1, 2022, the US canceled Ethiopia\u2019s eligibility for the African Growth and Opportunity Act (AGOA) because of alleged human rights violations during Ethiopia\u2019s Tigray War, a civil conflict waged from November 2020 to December 2022. The act had granted tariff free access to the US market to firms manufacturing in Ethiopia.<\/p>\n<p>At the outset of the war, Ethiopia had the fastest growing economy on the African continent and the tariff free access had been stimulating the growth of its industrial capacity and generating foreign exchange. Two international firms, Hela Indochine Apparel PLC and Submarine Garment, left Ethiopia\u2019s industrial park in Addis Ababa after the tariff free access was suspended, costing 5,000 Ethiopians, mostly poor women, their jobs.<\/p>\n<p>The war ended in December, when federal forces defeated the Tigray People\u2019s Liberation Front (TPLF), a longtime US proxy,\u00a0 but the US is <a href=\"https:\/\/www.thereporterethiopia.com\/28441\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">refusing <\/a> to restore Ethiopia\u2019s tariff free access unless the country agrees to cooperate with a UN investigation of war crimes.<\/p>\n<p>International criminal investigations and prosecutions are typically a form of judicial imperialism designed to advance the foreign policy objectives of the US and its Western allies. Ethiopia has established <a href=\"https:\/\/ehrc.org\/ehrc-welcomes-the-launch-of-public-consultations-on-transitional-justice-policy-options-in-ethiopia\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">its own process <\/a>for investigating and prosecuting war crimes and <a href=\"https:\/\/ehrc.org\/ehrc-welcomes-the-launch-of-public-consultations-on-transitional-justice-policy-options-in-ethiopia\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">moved <\/a> to have the UN investigation terminated.<\/p>\n<p>Meanwhile, as the US attempts to use AGOA as a carrot and stick to impose its will on Ethiopia, China has stepped up to offer Ethiopia tariff free access to its own, much larger market. In early March, Chinese Global Television Network host Zhong Shi <a href=\"https:\/\/news.cgtn.com\/news\/2023-03-01\/High-Talk-Interview-with-Ethiopian-finance-minister-Ahmed-Shide-1hP57VAhsrK\/index.html\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">spoke with <\/a> Ethiopian Finance Minister Ahmed Shide.<\/p>\n<p><strong><em>\u201cChinese Global Television Network host Zhong Shi:<\/em><\/strong><\/p>\n<blockquote><p><em>China will grant zero tariff treatment to 98% of taxable items originating from Ethiopia starting March 1. How important is that for Ethiopia? And what are your expectations when that kicks off?<\/em><\/p><\/blockquote>\n<p>\u201c<strong><em>Ethiopian Finance Minister Ahmed Shide:<\/em><\/strong><\/p>\n<blockquote><p><em>First of all, we would like to commend the leadership of China under President Xi Jinping for offering this zero tariff treatment for Ethiopia&#8217;s taxable export items, and also other countries. This shows very timely, and the proper decision from the People&#8217;s Republic of China to advance our cooperation. This will also facilitate export from Ethiopia to China, which is very, very important and the investment we made in the past, the fundamental objective was to enhance our production capacity. And this new decision is fully welcomed by our prime minister and the government and the companies, Ethiopian companies and international companies who are in Ethiopia, will benefit from this.<\/em><\/p>\n<p>\u201c<em>And as a result of this, the production capacity in Ethiopia will be enhanced, and particularly at this point, where there is multiple challenges of COVID, International price increase due to conflict in Ukraine, climate related problems we have of drought, this will support a Ethiopia&#8217;s growth and development and as a solidarity, the purpose of political China has shown for the spirit is very useful and we are very thankful of this.\u201d<\/em><\/p><\/blockquote>\n<p>China is already Ethiopia\u2019s largest trading partner, source of investment, and project contractor. It is constructing the railroad between Ethiopia\u2019s capital Addis Ababa and Djibouti\u2019s ports on the Gulf of Aden and Indian Ocean, at the interface of Africa, the Middle East, and Asia.<\/p>\n<p>With its economy ravaged by the US\u2019s two-year proxy war, Ethiopia has also turned to China for <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3212289\/why-ethiopia-taking-its-debt-relief-case-china-bypassing-g20\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">debt relief <\/a>, which it hasn\u2019t received from the IMF, where the US has veto power, or from the G20.<\/p>\n<p>Imagining that it is still in an age of economic dominance rather than competition with the world\u2019s other great powers, the US is shooting itself in the foot in Africa again.<\/p>\n<p><em>_______________________________________________<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/04\/Ann-Garrison-e1524738337587.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-110030\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2018\/04\/Ann-Garrison-e1524738337587.jpg\" alt=\"\" width=\"100\" height=\"134\" \/><\/a> <\/em><em>Ann Garrison is an independent journalist based in the San Francisco Bay Area.
