22 Mar 2023 – <\/em>Russian President Vladimir Putin welcomed newly re-elected Chinese President Xi Jinping for a three day summit in Moscow earlier this week. As they conclude their three day meeting, Putin and Xi leave a paper trail of documents demonstrating a significant development in Sino-Russian relations, with both leaders expressing admiration and allegiance for each other\u2019s countries.From the war in Ukraine to economic cooperation to Latin America, the two leaders found themselves eye to eye on a number of issues and even went as far as welcoming the \u201cnew era\u201d with two joint statements: on Deepening the Comprehensive Strategic Partnership of Coordination for the New Era<\/a> and on the Pre-2030 Development Plan on Priorities in China-Russia Economic Cooperation<\/a>.<\/p>\n

Before meeting directly with Putin, Xi published<\/a> an article in Rossiyskaya Gazeta, a Russian government newspaper, emphasizing his commitment to working with the country and further strengthening ties. Putin printed an article of his own<\/a>, revealing his expectations and the significance of the meeting.<\/p>\n

Xi points out how Russia was the first country he visited when he was first elected president in 2013 and in the eight visits he has made since, \u201cI came each time with high expectations and returned with fruitful results, opening a new chapter for China-Russia relations together with President Putin.\u201d<\/p>\n

Mentions of trade and project collaboration with Russia also come up in Xi\u2019s article. \u201cChina has been Russia\u2019s largest trading partner for 13 years running. We have seen steady increase in our two-way investment. Our cooperation on major projects in such fields as energy, aviation, space and connectivity is moving forward steadily. Our collaboration in scientific and technological innovation, cross-border e-commerce and other emerging areas is showing a strong momentum,\u201d Xi wrote.<\/p>\n

Xi also makes reference to the value of international law and the principles of the UN charter, placing China and Russia as key figures in the global order. Xi states:<\/p>\n

China and Russia are firmly committed to safeguarding the UN-centered international system, the international order underpinned by international law, and the basic norms of international relations based on the purposes and principles of the UN Charter. We have stayed in close communication and coordination in the UN, the Shanghai Cooperation Organization, BRICS, the G20 and other multilateral mechanisms, and worked together for a multi-polar world and greater democracy in international relations. We have been active in practicing true multilateralism, promoting the common values of humanity, and championing the building of a new type of international relations and a community with a shared future for mankind.<\/p><\/blockquote>\n

Multipolarity is a running theme for both leaders and Xi emphasizes:<\/p>\n

The world today is going through profound changes unseen in a century. The historical trend of peace, development and win-win cooperation is unstoppable. The prevailing trends of world multi-polarity, economic globalization and greater democracy in international relations are irreversible. On the other hand, our world is confronted with complex and intertwined traditional and non-traditional security challenges, damaging acts of hegemony, domination and bullying, and long and tortuous global economic recovery. Countries around the world are deeply concerned and eager to find a cooperative way out of the crisis.<\/p><\/blockquote>\n

During the meeting, many of the same ideas were reiterated, especially in the opening remarks from both leaders. The remarks were posted<\/a> on the Kremlin website and read:<\/p>\n

In recent years, China has made a colossal leap forward in its development. It has been the object of sincere interest around the entire world, and we are even a bit envious of you.<\/p>\n

China has created quite an effective system to develop the economy and strengthen the state. It is much more effective than what many other countries have, which is an undeniable fact. Market mechanisms go hand in hand with a quite confident policy programme and yield tangible results.<\/p>\n

I am sure that, under your leadership, China will continue to make strides in its development in the years ahead and will, without a doubt, fulfill its goals.<\/p>\n

It is symbolic that exactly ten years ago, we also met here, and it was your first visit to Russia as the President of the People\u2019s Republic of China. Since then, we have made great strides in developing our relations. Our trade has more than doubled, from just over $87 billion, I believe, to almost $200, $185 billion to be exact. We share numerous goals and objectives.<\/p>\n

You personally and all of our Chinese friends devote much attention to Russian-Chinese relations, taking a fair and balanced stance on the majority of topical international issues. We have carefully studied your proposals on resolving the acute Ukraine crisis and we will have an opportunity to discuss this matter. We know that you are guided by the principles of justice and respect for the fundamental provisions of international law and indivisible security for all countries. You are aware as well that we remain open to negotiations. We will, of course, discuss these issues, including your initiatives, which we certainly respect.<\/p>\n

Overall, our interaction in the international arena is promoting the fundamental principles of international order and multipolarity. There are lots of economic cooperation issues. Tomorrow, we will discuss this with the participation of our partners and colleagues. The Chinese side pays a great deal of attention to promoting Cino-Russian relations, because this has its own historical logic and we are two major neighbouring countries. We are partners in comprehensive strategic interaction and cooperation, and this status determines the close relations between our countries.<\/p>\n

Immediately after the successful conclusion of the 20th Congress of the CPC, following the recent session of the Chinese Parliament, and after my successful re-election as Secretary General of the CPC and President of the People\u2019s Republic of China, you immediately sent me messages of greeting. I am aware that a presidential election will take place in your country next year. Thanks to your strong leadership, Russia has made significant progress in recent years in achieving results and expanding prosperity. Yesterday evening, we had a\u00a0detailed discussion of\u00a0all matters related to\u00a0the\u00a0bilateral agenda, as\u00a0well as\u00a0topical international and\u00a0regional issues.<\/p>\n

We have just completed our talks in\u00a0a\u00a0narrow format, where we had quite a\u00a0meaningful and\u00a0frank exchange of\u00a0opinions on\u00a0the\u00a0potential we have for\u00a0further expanding Russian-Chinese ties and\u00a0better coordinating our actions on\u00a0the\u00a0international stage.<\/p>\n

We are now meeting in\u00a0an\u00a0expanded format in\u00a0the\u00a0presence of\u00a0our delegations, so that we can review in\u00a0detail practical aspects of\u00a0our cooperation in\u00a0various spheres.<\/p>\n

Let me remind you that in\u00a0December 2022, Mr Xi Jinping and\u00a0I\u00a0agreed during our\u00a0talks<\/a>\u00a0via videoconference to\u00a0consider setting new benchmarks for\u00a0our cooperation, including both quantitative, as\u00a0well as\u00a0qualitative indicators.<\/p>\n

These agreements paved the\u00a0way to\u00a0the\u00a0drafting of\u00a0two major conceptual documents for\u00a0this visit. I\u00a0am referring to\u00a0the\u00a0Joint Statement on\u00a0Deepening the\u00a0Russian-Chinese Comprehensive Partnership and\u00a0Strategic Cooperation for\u00a0a\u00a0New Era, as\u00a0well as\u00a0the\u00a0Joint Statement on\u00a0the\u00a0Plan to\u00a0Promote the\u00a0Key Elements of\u00a0Russian-Chinese Economic Cooperation until 2030.<\/p>\n

These two documents set forth long-term goals for\u00a0the\u00a0governments, businesses and\u00a0civil society of\u00a0our two countries in\u00a0terms of\u00a0delivering on\u00a0the\u00a0objectives we share, which deal with facilitating national development in\u00a0all areas.<\/p>\n

Regular meetings between our heads of\u00a0government will serve as\u00a0a\u00a0focal point for\u00a0delivering on\u00a0this ambitious objective, and\u00a0the\u00a0agenda for\u00a0this mechanism will cover Russian-Chinese cooperation in\u00a0all its aspects.<\/p>\n

Despite the\u00a0consequences of\u00a0the\u00a0pandemic and\u00a0the\u00a0sanctions pressure, trade reached a\u00a0historic high of\u00a0$185 billion in\u00a02022. This year, we expect Russian-Chinese trade not only to\u00a0reach $200 billion, as\u00a0we agreed with our friends earlier, several years ago, but to\u00a0go beyond this threshold. As\u00a0I\u00a0have already said, trade increased by\u00a0more than 30 percent over the\u00a0past year.<\/p>\n

The\u00a0project to\u00a0align the\u00a0EAEU<\/a>\u00a0and\u00a0the\u00a0Chinese President\u2019s Belt and\u00a0Road initiative opens up further potential for\u00a0our economies.<\/p>\n

When it comes to\u00a0investment, our countries have compiled a\u00a0package of\u00a080 important and\u00a0promising bilateral projects in\u00a0various fields worth around $165 billion.<\/p>\n

Energy cooperation is expanding. Russia is a\u00a0strategic supplier of\u00a0oil, natural gas, including LNG, coal, and\u00a0electricity to\u00a0China. The\u00a0construction of\u00a0nuclear power facilities continues according to\u00a0schedule. Russian business can meet the\u00a0Chinese economy\u2019s growing demand for\u00a0energy, both in\u00a0terms of\u00a0the\u00a0projects currently underway and\u00a0those that are still in\u00a0the\u00a0works.<\/p>\n

Russian gas supplies to\u00a0China are to\u00a0reach at\u00a0least 98 billion cubic metres by\u00a02030, plus 100 million tonnes of\u00a0liquefied natural gas. We have just discussed a\u00a0good project, the\u00a0new Power of\u00a0Siberia-2 gas pipeline across Mongolia. We have reached agreement on\u00a0most of\u00a0the\u00a0deal\u2019s parameters. Russia will export 50 billion cubic metres of\u00a0gas from reliable, stable supplies.<\/p>\n

It is important that our national currencies are increasingly used in\u00a0bilateral trade. We should continue promoting settlements in\u00a0national currencies, and\u00a0expand the\u00a0reciprocal presence of\u00a0financial and\u00a0banking structures in\u00a0our countries\u2019 markets. As\u00a0I\u00a0have already said, at\u00a0this stage, two-thirds of\u00a0payments under trade deals between our countries are made in\u00a0rubles and\u00a0yuan.<\/p>\n

We support using Chinese yuan in\u00a0transactions between the\u00a0Russian Federation and\u00a0its partners in\u00a0Asia, Africa and\u00a0Latin America. I\u00a0am sure that these types of\u00a0payment will grow between Russian businesses and\u00a0their counterparts in\u00a0third countries\u00a0\u2013 as\u00a0I\u00a0said\u00a0\u2013 payments in\u00a0yuan.<\/p>\n

Industrial cooperation is deepening. We have good experience working together in\u00a0civil aircraft construction, shipbuilding, and\u00a0auto manufacturing. We stand ready to\u00a0support Chinese businesses in\u00a0replacing the\u00a0Western enterprises that left Russia.<\/p>\n

Trade in\u00a0agricultural produce is growing even faster\u00a0\u2013 by\u00a041.4 percent in\u00a02022, when it reached $7 billion in\u00a0terms of\u00a0value; importantly, the\u00a0growth was balanced on\u00a0both sides\u00a0\u2013 by\u00a0equal amounts.<\/p>\n

The\u00a0relevant ministries and\u00a0agencies are working to\u00a0ensure that there are high quality standards for\u00a0the\u00a0products supplied, and\u00a0improving the\u00a0regulations for\u00a0mutual access to\u00a0food products.<\/p>\n

Due to\u00a0these improvements, we can expect further growth in\u00a0Russian food exports to\u00a0the\u00a0capacious Chinese market and\u00a0will contribute to\u00a0raising the\u00a0level of\u00a0food security in\u00a0both countries.<\/p>\n

Technological sovereignty is the\u00a0key to\u00a0sustainability. We propose further improving strategic partnerships in\u00a0specific industries. By\u00a0combining our wealth of\u00a0research capacity and\u00a0industrial capabilities, Russia and\u00a0China can become world leaders in\u00a0information technology, cyber security, and\u00a0artificial intelligence.<\/p>\n

Stronger ties between regions help diversify our cooperation, above all in\u00a0trade and\u00a0investment. China has become Russia\u2019s leading partner in\u00a0exploring the\u00a0economic potential of\u00a0the\u00a0Far East. Today investors from China are implementing 52 projects worth $10.8 billion in\u00a0total on\u00a0priority development territories, as\u00a0well as\u00a0the\u00a0free port of\u00a0Vladivostok.<\/p>\n

In\u00a0total, Russia and\u00a0China now have 366 partnerships, including 135 between regions and\u00a0231 between municipalities; and\u00a059 Russian regions have agreements with Chinese regions. About 100 municipalities have sister municipalities and\u00a0partners in\u00a0China.<\/p>\n

The\u00a0transport and\u00a0logistics infrastructure is being improved. Our countries have a\u00a0long land border, so the\u00a0formation of\u00a0China-Europe railway and\u00a0road corridors through Russian territory remains an\u00a0absolute priority in\u00a0order to\u00a0meet the\u00a0needs of\u00a0growing cargo and\u00a0passenger traffic.<\/p>\n

Last year, the\u00a0Blagoveshchensk-Heihe motor bridge was opened in\u00a0June, and\u00a0the\u00a0Nizhneleninskoye-Tongjiang railway bridge was put into operation in\u00a0November. The\u00a0launch of\u00a0traffic on\u00a0bridges will reduce the\u00a0cost and\u00a0time of\u00a0transporting goods between Russia and\u00a0China, expand the\u00a0geography of\u00a0trade and\u00a0increase the\u00a0volume of\u00a0transit with Asia-Pacific countries.<\/p>\n

We believe the\u00a0cooperation with Chinese partners in\u00a0developing the\u00a0transit potential of\u00a0the\u00a0Northern Sea Route is promising. As\u00a0I\u00a0have said, we are ready to\u00a0create a\u00a0joint working body to\u00a0develop the\u00a0Northern Sea Route.<\/p>\n

Tourist and\u00a0youth exchanges, as\u00a0well as\u00a0contacts in\u00a0the\u00a0field of\u00a0science, culture and\u00a0education are being restored after the\u00a0pandemic. In\u00a02022, 6,500 Russian students studied at\u00a0Chinese universities, including 1,600 in\u00a0China, with the\u00a0rest attending remotely. More than 37,000 students from China were trained in\u00a0Russia. Once coronavirus restrictions are lifted, we expect student exchanges to\u00a0increase many times over.<\/p>\n

More than a\u00a0hundred events have been held as\u00a0part of\u00a0the\u00a0cross-years of\u00a0fitness and\u00a0sports that are currently taking place. Bilateral sports ties are becoming particularly important in\u00a0today\u2019s difficult conditions, when the\u00a0Olympic Movement is becoming more and\u00a0more politically biased, and\u00a0Western countries are trying to\u00a0use sports for\u00a0unseemly purposes as\u00a0an\u00a0instrument of\u00a0pressure. We support work towards the\u00a0creation of\u00a0an\u00a0appropriate sports association within the\u00a0Shanghai Cooperation Organisation.<\/p>\n

I\u00a0believe that our multipronged and\u00a0mutually beneficial cooperation will continue to\u00a0grow stronger for\u00a0the\u00a0benefit of\u00a0our countries\u2019 peoples.<\/p>\n

The talks we had yesterday and today, including one-on-one, in a narrow format and in the presence of our delegations were successful, and took place in a warm, comradely, and constructive atmosphere.<\/p>\n

The two joint statements we have just signed set forth a framework and fully reflect the special nature of Russian-Chinese relations, which are at the highest level in all our history, offering a model of a genuine comprehensive partnership and strategic cooperation. Russia and China share solid bonds of neighbourly relations, mutual support and assistance, and friendship between our peoples. We maintain proactive dialogue at all levels.<\/p>\n

The President of China and I remain in touch at all times. Apart from bilateral summits, we meet on the sidelines of international events, and regularly talk to each other on the phone and by videoconference to discuss matters of mutual interest. This enables us to resolve all issues, even the most challenging ones, and to oversee all topical matters on the bilateral and international agenda.<\/p>\n

Of course, trade and economic cooperation remain a priority for us, considering that China has solidly established itself as the leading foreign trade partner for our country. Our two countries have been effective in working together to expand mutual trade and maintain this momentum. Last year, trade increased by 30 percent to set a new record of $185 billion. This year, trade may well exceed $200 billion, which would be a symbolic threshold.<\/p>\n

The Joint Statement concerning the plan to expand key economic cooperation areas until 2030 sets the task of increasing the volume of trade in goods and services multiple times over, deepening ties in eight strategic areas, primarily finance, industrial manufacturing and technology, as well as transport and logistics. The governments of Russia and China, the business circles of our two countries should start without delay the practical study of the provisions of the Statement and agree on a set of measures for implementing them replete with specific mutually beneficial initiatives and projects.<\/p>\n

Expanding settlements between our countries in national currencies is a serious incentive for promoting trade and investment cooperation. As of the end of the first three quarters of 2022, the share of the ruble and yuan in mutual commercial transactions reached 65 percent and continues to grow, which allows us to protect mutual trade from the influence of third countries and negative trends on global currency markets.<\/p>\n

Naturally, energy cooperation which is moving forward at a good pace was reviewed in detail during the talks. China is the leading importer of Russian oil, while Russia is prepared to scale up uninterrupted oil supplies for the Chinese economy.<\/p>\n

The gas sector offers broad prospects for Russian-Chinese cooperation. In 2022, Russia increased gas supplies to China via the Power of Siberia main pipeline by 50 percent, and Gazprom met its Chinese colleagues halfway and made additional deliveries on top of contractual obligations, which, of course, speaks to what a trustworthy supplier and a reliable partner our company is.<\/p>\n

Russian gas exports to China will get a boost from the implementation of the intergovernmental agreement concluded in January on laying the Far Eastern gas route and the implementation of an initiative to build the Power of Siberia-2 gas pipeline across Mongolia. We discussed this in detail and have reached corresponding agreements with Mongolia. This represents about 50 billion cubic metres of gas per year. Russia is also the fourth largest LNG supplier to China, and LNG supplies will expand in the foreseeable future.<\/p>\n

Interaction on peaceful nuclear power is progressing successfully. Russia is helping build nuclear power plants in China: the construction of units 7 and 8 at the Tianwan NPP and units 3 and 4 of the Xudabao NPP is on track, to be completed as scheduled. The implementation of the Long-term Cooperation Programme that was signed during the visit by Rosatom and the China Atomic Energy Authority will help strengthen partnerships in this area.<\/p>\n

We attach great importance to the further strengthening of bilateral industrial cooperation. Chinese automakers are successfully operating on the Russian market and expanding their presence. Major joint projects are being implemented in civil aircraft and helicopter production, non-ferrous metallurgy, space exploration, biotechnology and pharmaceuticals, as well as other science-intensive areas.<\/p>\n

Agriculture is a strategic area of Russian-Chinese partnership. Bilateral agricultural trade is skyrocketing: last year it grew by more than 41 percent. There are opportunities to significantly increase exports of meat, grain and other goods to China.<\/p>\n

Let me note in this context that in general Russia and China intend to actively develop international transport and logistics corridors. The idea is to make greater use of the potential of the Trans-Siberian and Baikal-Amur railways, the Northern Sea Route, and multi-lane trans-Asian highways, to guarantee their stable operation together, and to make the transportation of goods and passengers more efficient.<\/p>\n

In order to ensure that the volume of cargo flows is growing in both directions, we are increasing the capacity of border crossings and consistently expanding the border infrastructure. Thus, two new cross-border bridges opened last year: a motor bridge in the Blagoveshchensk Region and a railway bridge in the Jewish Autonomous Region of Russia.<\/p>\n

Bilateral cultural cooperation is traditionally multifaceted. After the anti-COVID restrictions were lifted, cultural, scientific, educational and tourist exchanges have begun to gradually return to their usual excellent dynamics, which in fact contribute to the further deepening of friendship, mutual understanding and sincere affection between Russian and Chinese citizens.<\/p>\n

Let me remind you that 2022\u20132023 were declared Cross Years of Russian-Chinese Cooperation in Fitness and Sports in our countries. The plan of events is being implemented; there are over 600 events that include such spheres as mass, youth and university sports, sports science, elite sports and Paralympic sports.<\/p>\n

And of course, we are looking forward to welcoming a delegation of Chinese athletes next spring in Kazan at the I Games of the Future International Multisport Tournament in innovative sports. These competitions combine physical activity with digital and scientific elements. This is a very promising initiative that is a draw for young people, which we could promote together with our Chinese friends, and in this regard, we invited them to host the second such Games in China.<\/p>\n

When discussing topical international and regional problems, the President and I affirmed that Russia and China\u2019s views on them are identical or very close.<\/p>\n

We noted the rise of tensions in many regions of the world, and the accumulation of conflict and crisis potential in the global economy and politics. We can see that the practice of applying illegitimate, politically biased sanctions and other restrictions, and the use of other means of unfair competition in the economic struggle is expanding.<\/p>\n

Seemingly unshakable principles, such as non-interference in internal affairs, the rights of countries to a sovereign model of development, freedom of trade, access to modern technologies and even to education, are being violated. And in this context, Russia and China strongly oppose any state or bloc seeking to harm the legitimate interests of any other country in order to obtain military, political and economic advantages.<\/p>\n

Of course, we did not ignore developments around Ukraine. We believe that many of the provisions of the peace plan put forward by China are consonant with Russian approaches and can be taken as the basis for a peaceful settlement when the West and Kiev are ready for it. However, so far, we have not seen such readiness on their part. Moreover, I was just informed that while the Chinese President and I were discussing the possibility of implementing the Chinese peace plan \u2013 and the Chinese President devoted considerable attention to his peace initiatives during our one-on-one conversation yesterday \u2013 the UK deputy defence minister announced that the United Kingdom would supply not only tanks to Ukraine, but also depleted uranium shells.<\/p>\n

It seems that the West really has decided to fight Russia to the last Ukrainian \u2013 no longer in words, but in deeds. But in this regard, I would like to note that if all this comes to pass, then Russia will have to respond accordingly. What I mean is that the collective West is already starting to use weapons with a nuclear component.<\/p>\n

At the same time, I would like to emphasise that Russia and China pursue an independent and sovereign foreign policy. We jointly work to create a more just and democratic multipolar world order, which should be based on the central role of the UN, its Security Council, international law, and the purposes and principles of the UN Charter.<\/p>\n

We consider it important to continue to maintain close coordination within the Shanghai Cooperation Organisation and BRICS, to work in conjunction with the G20, APEC and many other multilateral platforms, and, of course, to continue efforts to link integration processes within the EAEU and the Chinese Belt and Road initiative with an eye to creating the Greater Eurasian Partnership in the future.<\/p>\n

In conclusion, I would like to once again thank Mr Xi Jinping and all our Chinese friends for the productive joint work and to express confidence that the agreements reached during the visit will serve to further strengthen Russian-Chinese friendship and contribute to the well-being and prosperity of our countries and peoples.<\/p>\n

First of all, I would like to thank President Putin for the traditional hospitality and warm welcome extended to me and the Chinese delegation. Three years later, I am back in Moscow on my first foreign visit and state visit to Russia after my re-election as President of the PRC.<\/p>\n

For 10 years, President Putin and I have maintained close communication; we are in contact on strategic matters and promote productive strategic interaction between the two countries.<\/p>\n

I have just had very candid, friendly and productive talks with President Putin. There was an exchange of views on the bilateral agenda, as well as international and regional priorities of mutual interest. A number of new important agreements have been reached.<\/p>\n

We signed the Joint Statement on Deepening Comprehensive Partnership and Strategic Cooperation for a New Era and the Joint Statement on the Plan to Promote Key Elements of Chinese-Russian Economic Cooperation until 2030 and outlined a plan for the further development of bilateral relations and cooperation in all areas in the short term. A large package of cooperation documents was signed.<\/p>\n

President Putin and I summed up the results of developing bilateral relations over the past 10 years and agreed that Chinese-Russian ties have gone far beyond bilateral relations and are of vital importance for the modern world order and the destiny of humankind.<\/p>\n

Bilateral contacts and cooperation are moving forward in all areas based on the principles of neighbourliness, friendship and mutually beneficial cooperation.<\/p>\n

In the new historical circumstances, the parties will evaluate and develop Chinese-Russian relations based on a broad and farsighted outlook, thereby making the greatest possible contribution to the progress of humankind.<\/p>\n

Chinese-Russian multifaceted practical cooperation, which is distinguished by great stability, complementarity and resilience, has been proceeding fruitfully since earlier last year.<\/p>\n

Over the past decade, trade increased by 116 percent, which allowed us not only to consolidate the economic foundations of our bilateral relations, but also to create a meaningful impetus for promoting socioeconomic development both in Russia and China. We had to go great lengths to achieve this result.<\/p>\n

President Putin and I agreed to step up our comprehensive planning efforts at the top level, increase trade in energy, resources and electronics, make our respective value chains more resilient, while expanding cooperation in IT, the digital economy, agriculture and trade in services. We agreed to develop conventional trade sectors alongside emerging industries in a complementary and synchronised manner, and to continue providing for uninterrupted cross-border logistics flows and shipments.<\/p>\n

We spoke out unanimously for expanding cultural and humanitarian exchanges and stepping up twinned relations between our provinces and regions, enabling twin town and cities to step up their relations, and for effectively holding cross years for promoting cooperation in physical fitness and sport. This also includes enabling our people to travel between our two countries with greater ease.<\/p>\n

We stated that as permanent members of the UN Security Council, China and Russia will stand with the international community and firmly defend fundamental international norms as per the goals and principles of the UN Charter.<\/p>\n

We will strengthen our cooperation within multilateral structures, including the SCO, BRICS, and the Group of Twenty, and will promote genuine multipolarity in a bid to facilitate post-pandemic global economic recovery, all while stepping up our constructive efforts to shape a multipolar world and improve global governance. This includes contributing to global food security, energy security and the uninterrupted operation of supply and value chains and working together to shape a community of common destiny for humankind.<\/p>\n

In February, China released its position on the political settlement of the Ukraine crisis. Regarding the Ukraine settlement, I would like to emphasise that we have always upheld our unwavering commitment to the goals and principles of the UN Charter, adopting an objective and unbiased position. We have been proactive in promoting reconciliation and the resumption of talks. In our approach, we proceed from the essence of the matter in question and only seek the truth. We always support peace and dialogue, and firmly stand on the right side of history.<\/p>\n

I hope that President Vladimir Putin and I will maintain close contacts in various formats paving the way to the steady and lasting development of China-Russia relations.<\/p>\n
