<\/em>As the war in Ukraine drags on, the government\u00a0is selling off state assets in a big <a target=\"_blank\" href=\"https:\/\/geopoliticaleconomy.com\/2022\/07\/28\/west-neoliberal-recovery-conference\/\" >privatization spree<\/a>.<\/p>\n<p>US fossil fuel corporations like ExxonMobil, Chevron, and Halliburton are participating in discussions to take over the Eastern European nation\u2019s oil and gas industry, as Kiev pushes to increase production to replace Russian energy exports.<\/p>\n<p>This comes soon after Ukraine\u2019s Western-backed leader, Volodymyr Zelensky, sent a friendly <a target=\"_blank\" href=\"https:\/\/geopoliticaleconomy.com\/2023\/01\/25\/ukraines-zelensky-thanks-us-corporations-big-business\/\" >video message to a US corporate lobby group<\/a>, thanking companies like BlackRock, JP Morgan, Goldman Sachs, and Starlink, and promising \u201cbig business\u201d for others.<\/p>\n<p>In September, Zelensky also symbolically opened the New York Stock Exchange, announcing that his country is \u201copen for business\u201d, <a target=\"_blank\" href=\"https:\/\/geopoliticaleconomy.com\/2022\/09\/09\/zelensky-selling-ukraine-wall-street\/\" >offering more than $400 billion in \u201cpublic-private partnerships, privatization, and private ventures\u201d for US companies<\/a>.<\/p>\n<p><iframe loading=\"lazy\" title=\"US corporations cash in on Ukraine&#039;s oil and gas\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/LXXk0e-nbvg?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>The Ukrainian government has used the war as an excuse to ram through some of the most aggressive anti-worker laws on Earth.<\/p>\n<p>The director of the Kiev-based workers\u2019 rights NGO Labor Initiatives warned of a \u201c<a target=\"_blank\" href=\"https:\/\/www.ips-journal.eu\/topics\/democracy-and-society\/a-full-scale-attack-on-ukraines-labour-rights-6501\/\" >full-scale attack on Ukraine\u2019s labour rights<\/a>\u201d, writing in\u00a0a German government-funded journal that the \u201cwar cannot be used to justify stripping workers of their rights\u201d.<\/p>\n<p>In an attempt to bring an end to this war, China has taken the lead in advocating peace talks. <a target=\"_blank\" href=\"https:\/\/geopoliticaleconomy.com\/2023\/04\/15\/brazil-lula-china-us-dollar-dominance\/\" >Brazil\u2019s President Lula da Silva<\/a> has backed Beijing\u2019s efforts.<\/p>\n<p>The West, on the other hand, has vociferously opposed all attempts at diplomatic negotiations and instead pushed to escalate the <a target=\"_blank\" href=\"https:\/\/geopoliticaleconomy.com\/2022\/06\/26\/cia-special-ops-ukraine-proxy-war-russia\/\" >NATO proxy war on Russia<\/a>, sending <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2023\/mar\/16\/ukraine-poland-fighter-jets-mig-29\" >fighter jets<\/a> and tanks to Kiev.<\/p>\n<p>Ukrainian officials, meanwhile, are treating their country as a for-profit company, frequently travelling to the United States in search of lucrative business opportunities.<\/p>\n<h3>Ukraine\u2019s state energy company Naftogaz woos US corporations, like Iraq War profiteer Halliburton<\/h3>\n<p>The CEO of Ukraine\u2019s state-owned energy company Naftogaz, Oleksiy Chernyshov, flew to Washington, DC this April to meet with US political and corporate officials.<\/p>\n<p>The Financial Times reported that Chernyshov sat down with <a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/c1f06f80-7165-4f07-9fbb-04e225d7d7d9\" >representatives from ExxonMobil and Halliburton<\/a>, following a similar meeting with Chevron in January.<\/p>\n<p>\u201cThe negotiations with big US fossil fuel players are part of a strategic push to increase natural gas production that Ukrainian officials believe could help replace Russian supply to Europe in the years ahead\u201d, the newspaper wrote.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">As the war drags on, Ukraine is selling off state assets in a big privatization spree. In 2017, it was <a target=\"_blank\" href=\"https:\/\/www.sec.gov\/news\/press-release\/2017-133\" >fined $29.2 million<\/a> by the US Securities and Exchange Commission for violating the Foreign Corrupt Practices Act with highly profitable oilfield services contracts in Angola.<\/p>\n<p>Halliburton is also the <a target=\"_blank\" href=\"https:\/\/www.irishtimes.com\/business\/commercial-property\/losses-at-world-s-biggest-fracking-provider-halliburton-1.2510030\" >world\u2019s biggest provider of fracking services<\/a>, or hydraulic fracturing, a controversial form of gas extraction that is so environmentally destructive it was <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2022\/oct\/26\/rishi-sunak-ban-on-fracking-uk-no-10\" >banned in the United Kingdom<\/a>.<\/p>\n<p>Responding to the Financial Times report, economist Yanis Varoufakis, who previously served as Greece\u2019s minister of finance, tweeted: \u201cAnd there you have it. We want them there seriously \u2014 boots on the ground\u201d.<\/p>\n<p>\u201cWe will welcome them\u201d, he added. \u201cWe can do joint production on gas together, PSA agreement \u2014 production sharing agreement \u2014 they can have a licence and produce by themselves, we will welcome it\u201d.<\/p>\n<p>In November, the president of Halliburton in the eastern hemisphere, Joe Rainey, travelled to Ukraine to meet with Chernyshov.<\/p>\n<p>Naftogaz published a press release on its website boasting that it \u201cis <a target=\"_blank\" href=\"https:\/\/www.naftogaz.com\/en\/news\/naftogaz-ta-halliburton-posylyuyut-strategichnu-spivpratsyu\" >strengthening its strategic cooperation with American\u2019s Halliburton<\/a>, one of the world\u2019s largest oilfield services providers, to unlock the new potential of Ukraine\u2019s fields\u201d.<\/p>\n<p>\u201cYour support and visit to Kyiv is a powerful signal for the entire market and the world\u201d, Chernyshov said. \u201cI am grateful to the US government, the American people and you personally for your comprehensive support of Ukraine. We really appreciate it. Bush, had worked for years as <a target=\"_blank\" href=\"https:\/\/ir.halliburton.com\/news-releases\/news-release-details\/dick-cheney-resumes-role-chairman-halliburton-company\" >chairman and CEO of Halliburton<\/a>.<\/p>\n<p>Cheney, a hardline neoconservative, was a key architect of the illegal US invasion of Iraq in 2003. That same year, Halliburton was given what NPR described as a \u201c<a target=\"_blank\" href=\"https:\/\/www.npr.org\/2003\/12\/22\/1559574\/examining-halliburtons-sweetheart-deal-in-iraq\" >\u2018sweetheart\u2019 deal in Iraq<\/a>\u201d.<\/p>\n<p>NPR wrote:<\/p>\n<blockquote><p><strong>Oil services company Halliburton has come under intense scrutiny over its multi-billion-dollar contracts with the U.S. military in Iraq<\/strong>. Congressional critics want to know if the company is engaging in <strong>gold-plating contracts<\/strong> \u2014 <strong>inflating costs and pocketing the difference<\/strong>. Other critics charge that Halliburton has seemingly become another branch of the U.S. military, while the company\u2019s former chief executive officer, Dick Cheney, is now the vice president.<\/p>\n<p>In the first of a three-part series looking at the complex relationship between the defense contractor and the federal government, NPR\u2019s John Burnett examines the scope of <strong>contracts in Iraq held by Halliburton subsidiary Kellogg, Brown &amp; Root, better known as KBR. <\/strong><\/p>\n<p><strong>America\u2019s war on terrorism has created a windfall for KBR<\/strong>. Since Sept. 11, 2001, the company has constructed base camps at more than 60 locations throughout the Middle East and South Asia.
