Matt Gaetz\u2019s <a target=\"_blank\" href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-concurrent-resolution\/30\/text?s=1&amp;r=45\" >resolution<\/a> to remove all US troops from Somalia, even as all signs point to escalation in the fight with Al-Shabaab. AFRICOM, the US Africa Command, and Somalia\u2019s president, Hassan Sheikh Mohamud, are both asking for more US presence, more funds, more weapons, more drones, and fewer restrictions on how they\u2019re used.<\/p>\n<p>The resolution did not call for an end to the drone bombing, only for the withdrawal of US troops.<\/p>\n<p>Gaetz had no expectation that it would pass, but he forced all 435 members of the House to go on record for or against another costly US \u201c<a target=\"_blank\" href=\"https:\/\/twitter.com\/RepMattGaetz\/status\/1635743065200533505\" >forever war<\/a>.\u201d Conceivably they\u2019ll have to answer for their votes in 2024, perhaps to the US\u2019s tiny antiwar community, but more likely to the \u201cAmerica First\u201d political movement that Gaetz shares with Donald Trump.<\/p>\n<p>The vote ensures that the US will maintain a military presence in Somalia until at least after the next election cycle. At least 900 US troops have been stationed in Somalia, playing an advisory role while the national army they train takes heavy casualties on the battlefield against the Islamist al-Shabaab forces.<\/p>\n<p>Located in the strategically significant Horn of Africa, Somalia not only has the longest coastline in Africa, but perhaps the world\u2019s largest untapped coastal oil reserves. In 2021, the Somali government <a target=\"_blank\" href=\"https:\/\/kenyanwallstreet.com\/somalia-signs-7-m-oil-exploration-deal\/\" >signed<\/a> a $7 million oil exploration deal with the Houston, Texas-based company, Coastline.<\/p>\n<p>Though congressional hawks justify the US military presence in Somalia in terms of \u201cfreedom\u201d and counter-terrorism, the country\u2019s geography and potentially massive oil wealth make it a key strategic prize for Washington.<\/p>\n<p>Gaetz and the co-sponsors of the resolution to withdraw from Somalia were all Republicans. Fifty-two Republicans and 50 Democrats voted in favor of a pullout, while 165 Republicans and 156 Democrats voted no. (12 House members did not vote). The vote closely resembled the results on Gaetz\u2019s failed resolution to withdraw from Syria, which brought together a left-right coalition in support while the bipartisan pro-war majority expressed vehement opposition.<\/p>\n<p>In his <a target=\"_blank\" href=\"https:\/\/gaetz.house.gov\/media\/press-releases\/congressman-matt-gaetz-introduces-somalia-war-powers-resolution-force-house\" >press release<\/a>, Gaetz wrote, \u201cWhen the House debated my resolution to withdraw troops from Syria, both Republicans and Democrats argued the <a target=\"_blank\" href=\"https:\/\/uscode.house.gov\/view.xhtml?req=(title:50%20section:1541%20edition:prelim)#:~:text=%2DThat%20the%20President%20is%20authorized,to%20prevent%20any%20future%20acts\" >2001 Authorization for Use of Military Force<\/a> (AUMF) against Afghanistan serves as a global permission slip for every neocon fantasy. But there is a key distinction between the two situations.<\/p>\n<p>In Syria, US troops are violating international law because they are not welcome by the government in Damascus. They are an occupying force violating Syrian sovereignty.<\/p>\n<p>In Somalia, however, <a target=\"_blank\" href=\"https:\/\/www.blackagendareport.com\/masterminding-somalias-misrule\" >President Hassan Sheikh Mohamud<\/a> is all in with US drones in the air and troops on the ground, <a target=\"_blank\" href=\"https:\/\/twitter.com\/TheVillaSomalia\/status\/1526546816275255297?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1526546816275255297%7Ctwgr%5E2a410e8c32e03fbf383e4979556dae560d04e287%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.voanews.com%2Fa%2Fnew-somali-president-welcomes-return-of-us-troops%2F6577228.html\" >tweeting<\/a> his thanks to Joe Biden. They now have a willing collaborator whom many Somalis consider to be their puppet.<\/p>\n<p>Moreover, anti-American sentiment is widespread, and the US presence serves as a recruiting tool for Al-Shabaab. On the same day the House voted not to withdraw troops, Brown University\u2019s <a target=\"_blank\" href=\"https:\/\/tinyurl.com\/muxyfven\" >Costs of War Project reported<\/a>, \u201cThe United States says its goals in Somalia are to eliminate Al-Shabaab and promote peace. The paper documents how U.S. counterterrorism policies are having the opposite effect and ensuring that the conflict continues in perpetuity.\u201d It concluded that Al-Shabaab is still on the rise 16 years after its emergence, and noted, \u201cThe U.S. spends more on counterterrorism in Somalia each year than the Federal Somali Government earns in tax revenue.\u201d<\/p>\n<p>Al-Shabaab arose in response to the US-backed Ethiopian invasion of Somalia, when Ethiopia was led by a longtime US client, the Tigray People\u2019s Liberation Front (TPLF). The TPLF overthrew Somalia\u2019s Islamic Courts Union and occupied the country from 2006 to 2009, while Al-Shabaab flourished in an atmosphere of national resistance. Thus, as TJ Coles documented for The Grayzone, the US is now <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2021\/08\/13\/in-somalia-the-us-is-bombing-the-very-terrorists-it-created\/\" >fighting the very \u2018terrorists\u2019 it created<\/a>.<\/p>\n<p>Al-Shabaab took an oath of allegiance to Al Qaeda, but its connection is more ideological than operational.<\/p>\n<h3>Mission creep<\/h3>\n<p>President Donald Trump increased drone bombing but <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/world-us-canada-55196130\" >withdrew nearly all 700 US Special Forces<\/a> in Somalia at the end of his term, in December 2020.<\/p>\n<p>On May 16, 2022, the day after President Hassan Sheikh Mohammed was <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2022\/5\/15\/somalia-elects-hassan-sheikh-mohamud-as-president\" >re-elected<\/a>, President Joe Biden signed off on a Pentagon proposal to reintroduce troops and establish a \u201csmall persistent presence.\u201d \u201cWe\u2019re working now to evaluate local conditions, including those following the Somali presidential election yesterday,\u201d said Pentagon Press Secretary John Kirby in a <a target=\"_blank\" href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3033345\/us-to-resume-small-persistent-presence-in-somalia\/#:~:text=For%2016%20months%20now%2C%20American,needed%20and%20then%20leaving%20afterward.\" >Defense Department press release<\/a>. \u201cAnd we\u2019re engaging partners in the region, including the Somali government, to determine the best way forward.\u201d<\/p>\n<p>On the same day, the <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/05\/16\/us\/politics\/biden-military-somalia.html\" ><i>New York Times<\/i><\/a> reported that the decision would \u201crevive an open-ended American counterterrorism operation that has amounted to a slow-burn war through three administrations.\u201d The <i>Times <\/i>also reported that \u201cpeople familiar with the matter\u201d said the number of troops would be capped at 450.<\/p>\n<p>Now, roughly a year later, during the April 27 debate about the resolution to withdraw troops from Somalia, Gaetz and Congressman Ryan Zinke, R-Montana, each stated that there are about 900 US troops in Somalia. Gaetz serves on the <a target=\"_blank\" href=\"https:\/\/armedservices.house.gov\/\" >House Armed Services Committee<\/a>, Zinke on <a target=\"_blank\" href=\"https:\/\/appropriations.house.gov\/subcommittees\/military-construction-veterans-affairs-and-related-117th-congress\" >Military Construction, Veterans Affairs, and Related Agencies<\/a>, an <a target=\"_blank\" href=\"https:\/\/appropriations.house.gov\/\" >Appropriations<\/a> Subcommittee, so they would be perfectly positioned to know.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=obHg3JtRah0&amp;t=2s\" >Zinke<\/a>, a former Navy Seal, argued for further escalation by invoking the Hollywood action blockbuster, Black Hawk Down, which dramatized the botched and bloody US military-humanitarian intervention in Mogadishu in 1993.<\/p>\n<blockquote><p>\u201c<i>Thank you, Mr. Chairman, I rise in opposition. But I agree with my distinguished colleagues from Florida that Congress has an obligation to review it. Congress should not abrogate our responsibility. We should ask the tough questions. And ultimately, we should provide the funding necessary and the resources to win. That\u2019s our job.\u00a0<\/i><\/p>\n<p><i>\u201cAnd I agree with you 100%. But as a commander, they are doing more than just guarding an embassy. A force structure of 900 may seem like a large footprint. But those of us who remember Black Hawk Down would suggest otherwise. A force requires medi-vac. Those medi-vac require people that service those aircraft.<\/i><\/p>\n<p><i>\u201cIn case we get in trouble, we need a quick reaction force, a force large enough to defend our troops. Because I, unlike my colleagues, know that if you were to put any American servicemen in harm\u2019s way, we want to ensure we have the adequate force to make sure they\u2019re recovered safely.\u00a0<\/i><\/p>\n<p><i>\u201cThey also have to be fed. Communications. In order to have an effective force, you need a footprint that can do its mission. . . . \u201c<\/i><\/p><\/blockquote>\n<p>When service members with the skill sets that Zinke listed are added to the 900 US Special Forces figure, the total number of troops could be in the thousands.<\/p>\n<p>The Special Forces are already supported by a fleet of US Navy ships off Somalia\u2019s coast, in the Gulf of Aden, the Arabian Sea, and the Indian Ocean, and additional troops at the US military base in neighboring Djibouti.<\/p>\n<h3>Support for Somaliland secessionists<\/h3>\n<p>The Biden administration has been tacitly supporting the secessionist movement in Somalia\u2019s <a target=\"_blank\" href=\"https:\/\/www.blackagendareport.com\/united-statess-pursuit-imperial-military-base-northern-somalia-fuels-brutal-war\" >northern Somaliland State<\/a>, seemingly in exchange for a military base site in the coastal city of Berbera. The plan to work directly with Somaliland\u2014bypassing the Somali government\u2014to establish the base in Berbera is <a target=\"_blank\" href=\"https:\/\/docs.google.com\/document\/d\/15ka2607J92JHree-oo-u-88ipMAdPb6RvrahfYDL82U\/edit\" >outlined<\/a> in the 2023 National Defense Appropriation Act (NDAA).<\/p>\n<p>The plan, however, suffered a major setback when a brutal <a target=\"_blank\" href=\"https:\/\/www.blackagendareport.com\/war-over-us-military-base-quest-somalia-rages\" >war<\/a> broke out between Somaliland secessionists and unionists in the city of Las Anod and the surrounding region of Sool, Sanaag, and Cayn (SSC). Many died, many more were injured, and more than <a target=\"_blank\" href=\"https:\/\/www.trtworld.com\/africa\/more-than-200-killed-nearly-700-wounded-in-somaliland-clashes-65785\" >200,000<\/a> may be displaced in the ongoing conflict.<\/p>\n<p>The secessionist militias are on the outskirts of Las Anod, periodically shelling the city with artillery, and residents anticipate more violence after a Ramadan lull.<\/p>\n<p>US and EU officials <a target=\"_blank\" href=\"https:\/\/www.blackagendareport.com\/useunato-meet-somaliland-secessionists\" >asked Somaliland officials to withdraw<\/a> from the SSC Region, but merely expressed \u201c<a target=\"_blank\" href=\"https:\/\/www.eeas.europa.eu\/delegations\/somalia\/international-partners-joint-statement-situation-laascaanood-and-somaliland-1_en?s=153\" >disappointment<\/a>\u201d when they did not.<\/p>\n<h3>US props up unpopular president<\/h3>\n<p>As the US promotes the division of Somalia, it is propping up the corrupt and nominally functioning national government of President Hassan Sheikh Mohamud, which has no popular support inside or outside the capital of Mogadishu. <a target=\"_blank\" href=\"https:\/\/www.linkedin.com\/in\/peterbailey2\/\" >US Brigadier General Peter Bailey<\/a> issued a revealing set of comments to <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=E9diumjPgs4\" >NBC<\/a>, stating\u00a0 that Somalis \u201cneed democratic reform to make sure the government is recognized as being legitimate.\u201d<\/p>\n<p>Shortly after returning to power, Mohamud \u201c<a target=\"_blank\" href=\"https:\/\/www.voanews.com\/a\/somalia-s-president-vows-total-war-against-al-shabab\/6714508.html\" >declared total war<\/a>\u201d on Al-Shabaab, bidding for a <a target=\"_blank\" href=\"https:\/\/www.voanews.com\/a\/us-announces-9m-in-military-support-to-somalia\/6911634.html\" >new influx of support<\/a> from the US and promising a quick victory.<\/p>\n<p>However, nearly a year later, Al-Shabaab still controls large swathes of land, mostly in central and southern Somalia, through a combination of brute force, racketeering, and sheer terror. Control of contested areas seesaws with dizzying frequency.<\/p>\n<p>One of Mohamud\u2019s key strategies proved to be a spectacular failure. He armed clan militias in central Somalia, claiming to empower local resistance. Some then set up roadblocks to collect illegal taxes in Middle Shabelle, while others converged on Mogadishu to challenge his own authority.\u00a0He responded, comically, that he would <a target=\"_blank\" href=\"https:\/\/somalisignal.com\/mohamud-bans-carrying-of-weapons-in-mogadishu-streets\/\" >ban<\/a> machine guns mounted on vehicles and rocket propelled grenades\u2014weapons that he had distributed\u2014in the streets of Mogadishu.<\/p>\n<p>The strategy of infusing clan politics into the Somali National Army (SNA) led to high casualties and low morale. Many were killed after being lured into remote towns and running out of ammunition.<\/p>\n<p>Among the high-profile casualties was the commander of <a target=\"_blank\" href=\"https:\/\/securityassistance.org\/publications\/security-assistance-in-focus-somalias-danab-brigade\/\" >Danab<\/a>, meaning \u201cLightning,\u201d an elite, US-trained commando brigade. The US has spent <a target=\"_blank\" href=\"https:\/\/www.garoweonline.com\/en\/news\/somalia\/revealed-amount-used-by-us-military-on-somalia-s-special-danab-forces\" >80 million dollars<\/a> to train, equip, feed and pay salaries for Danab. <a target=\"_blank\" href=\"https:\/\/www.bancroftglobal.org\/\" >Bancroft Global<\/a>, a private contractor for the State Department, vets and recruits its members.<\/p>\n<p>The casualty rate is much higher in other branches of the SNA. However, a series of recent events demonstrate that the US is fully in charge of operations.<\/p>\n<p>Ambassador Larry Andr\u00e9, a foreign service veteran, orchestrates from within Mogadishu\u2019s <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=qp21BsW_93k\" >Halane<\/a>, a sprawling and heavily fortified compound like the Green Zone in Iraq.\u00a0In February, Andr\u00e9 arranged public relations offensives by embedding <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/02\/27\/us\/politics\/somalia-commandos-counterterrorism.html\" >New York Times<\/a> and <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=E9diumjPgs4\" >NBC<\/a> reporters with US Special Forces to produce pieces about the conflict.<\/p>\n<p>The <i>New York Times<\/i> confirmed that Somali forces have been taking heavy casualties in recent months. Times correspondent Eric Schmitt described a graduation ceremony for new recruits of Danab, which was shrouded in sadness because the brigade had sustained heavy losses. \u201cMany of the recruits will be rushed to the frontlines to backfill two Danab battalions decimated by an Al-Shabaab attack last month that left more than 100 soldiers dead or injured.\u201d<\/p>\n<p>While public relations led by the US Embassy in Mogadishu was kicking into high gear, the State Department convened a meeting in Washington, DC that included the UK, the United Arab Emirates, Qatar, and Turkey. The meeting took place on <a target=\"_blank\" href=\"https:\/\/www.state.gov\/joint-statement-on-somalia\/\" >February 28, 2023<\/a>. Riley to replace Larry Andr\u00e9.
