September 1976 – <\/em>On 8 Dec 1975 I spoke with Wavy Gravy<\/a>, at the United State Cafe<\/a> on Haight Street<\/a> in San Francisco, about voter apathy<\/a>.<\/p>\n

I pointed to statistics<\/a> showing people were not registering to vote<\/a> and approximately fifty (50) percent of people who could vote<\/a>, were not showing up at polls<\/a>.<\/p>\n

Wavy responded, “<\/span>You mean Nobody is winning Presidential elections?<\/span>“<\/span><\/p>\n

That question became a spark that ignited the Birthday Party’s Nobody for President Campaign.<\/p>\n

Wavy became Nobody’s Fool, I (Curtis)<\/span> became Nobody’s Campaign Manager, and the rest<\/a> is history<\/a>!<\/p>\n

Unfortunately, a jaded two party system rejects this simple fix because Nobody has all the answers and believes: <\/span>if a majority of citizens voted for None of the Above, rather than lesser of evils, voters would have to find someone competent to lead them !!!<\/span><\/span> The media said, “Nobody could argue with that logic.”<\/span><\/p>\n

(2) Change requirements for President:<\/p>\n

(a) Extremely hard civil service exam.
\n(b) Top scores compete in Prezolympics.
\n(c) Top 10 winners become candidates.
\n(d) Election winner becomes President.
\n(e) Gets device implanted in brain that explodes if a lie is told.<\/p>\n

(3) Hire a Ribbon Cutter for President.<\/p>\n

(a) Saved money pays off national debt.<\/p>\n

(4) Declare election day a holiday.<\/p>\n

(a) Voting receipt required for pay.<\/p>\n

(5) Tie election participation to jury duty.<\/p>\n

(a) Those who don’t vote go on jury rolls.<\/p>\n

Nobody brought peace to our time, lowered taxes, balanced the budget, fed the hungry & destitute, established a corporate death penalty<\/a>, created free health care, ordered Congress & Senate to use same benefits as “The People,” reminded everybody Jesus said, “Love<\/u><\/strong>one another” (NOT murder or maim), and …bakes apple pie better than Mom<\/em>!<\/p>\n

“None of the above<\/strong>“, or\u00a0NOTA<\/strong>\u00a0for short, also known as “against all<\/strong>” or a “scratch<\/strong>” vote, is a\u00a0ballot<\/a>\u00a0option in some\u00a0jurisdictions<\/a>\u00a0or\u00a0organizations<\/a>, designed to allow the voter to indicate disapproval of the candidates in a\u00a0voting system<\/a>.<\/span> It is based on the principle that\u00a0consent<\/a>\u00a0requires the ability to withhold consent in an election, just as they can by voting “No” on\u00a0ballot questions<\/a>.<\/span><\/p>\n

Entities that include “None of the Above” on ballots as standard procedure include\u00a0India<\/a>\u00a0(“None of the above”),\u00a0Greece<\/a>\u00a0(\u03bb\u03b5\u03c5\u03ba\u03cc, white), the\u00a0U.S. state<\/a>\u00a0of\u00a0Nevada<\/a>\u00a0(None of These Candidates<\/a>),\u00a0Ukraine<\/a>\u00a0(\u041f\u0440\u043e\u0442\u0438 \u0432\u0441\u0456\u0445<\/em>,\u00a0“against all”<\/em>),\u00a0Belarus<\/a>,\u00a0Spain<\/a>\u00a0(voto en blanco<\/em>, “white vote”),\u00a0North Korea<\/a>\u00a0and\u00a0Colombia<\/a>\u00a0(voto en blanco<\/em>).\u00a0Russia<\/a>\u00a0had such an option on its ballots (\u041f\u0440\u043e\u0442\u0438\u0432 \u0432\u0441\u0435\u0445,<\/em>\u00a0“against all”) until it was abolished in 2006.[1]<\/a>\u00a0Bangladesh<\/a>\u00a0introduced this option (“\u09a8\u09be \u09ad\u09cb\u099f”<\/em>\u00a0,\u00a0“No Vote”<\/em>) in 2008.[2]<\/a>\u00a0Pakistan introduced this option on ballot papers for the\u00a02013 Pakistan elections<\/a>, but the\u00a0Election Commission of Pakistan<\/a>\u00a0later rejected it.[3]<\/a>\u00a0Beginning with the\u00a02016 presidential election<\/a>,\u00a0Bulgaria<\/a>introduced a ‘none of the above’ option, which received 5.59% of the vote in the first round and 4.47% in the run-off.<\/p>\n

When “None of the Above” is listed on a ballot, there is the possibility of NOTA receiving a\u00a0majority<\/a>\u00a0or\u00a0plurality<\/a>\u00a0of the vote, and so “winning” the election. In such a case, a variety of formal procedures may be invoked, including having the office remain vacant, having the office filled by appointment, re-opening\u00a0nominations<\/a>\u00a0or holding another election (in a body operating under\u00a0parliamentary procedure<\/a>), or it may have no effect, as in India and the US state of Nevada, where the next highest total wins regardless.<\/p>\n

United States<\/a><\/p>\n

The origins of the ballot option “None of the Above” in the United States can be traced to when the State of Nevada adopted “None of These Candidates<\/a>” as a ballot option in 1976.[13]<\/a>\u00a0In 1998 in California, citizen proponents of Proposition 23, titled the “None of the Above Act”, qualified a new State ballot initiative through circulated petitions submitted to the Secretary of State,[14]<\/a>\u00a0but the measure was defeated in the March 2000 general election 64% to 36%.[15]<\/a>\u00a0Were it to be passed by the voters, it was meant to require this new ballot option for all state and federal elective offices, exempting only local judicial races; in determining official election results, the “none of the above” voter tally would be discarded in favor of the candidate with the greatest number of votes.[16]<\/a><\/p>\n

No similar options were known to have been permitted, much less approved, on any other state levels, least of all the federal level, as of the middle of August 2016.<\/p>\n
