In<\/span> <span dir=\"ltr\" role=\"presentation\">particular, he has dealt with the process<\/span><span dir=\"ltr\" role=\"presentation\">es<\/span> <span dir=\"ltr\" role=\"presentation\">leading up to the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">outbreak of the Second World War and<\/span> <span dir=\"ltr\" role=\"presentation\">to<\/span> <span dir=\"ltr\" role=\"presentation\">the Hitler<\/span><span dir=\"ltr\" role=\"presentation\">\u2013<\/span><span dir=\"ltr\" role=\"presentation\">Stalin Pact<\/span> <span dir=\"ltr\" role=\"presentation\">of<\/span> <span dir=\"ltr\" role=\"presentation\">1939, which<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">involved the division of Eastern Europe into spheres of interest between Germany<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">and the Soviet Union<\/span><span dir=\"ltr\" role=\"presentation\">. He<\/span> <span dir=\"ltr\" role=\"presentation\">is<\/span> <span dir=\"ltr\" role=\"presentation\">the author<\/span> <span dir=\"ltr\" role=\"presentation\">a voluminous work entitled<\/span> <span dir=\"ltr\" role=\"presentation\">Stalin\u2019s Wars:<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">From World War to Cold War 1939<\/span><span dir=\"ltr\" role=\"presentation\">\u2013<\/span><span dir=\"ltr\" role=\"presentation\">1953<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">which was<\/span> <span dir=\"ltr\" role=\"presentation\">based<\/span> <span dir=\"ltr\" role=\"presentation\">on<\/span> <span dir=\"ltr\" role=\"presentation\">his<\/span> <span dir=\"ltr\" role=\"presentation\">studies in the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Russian<\/span> <span dir=\"ltr\" role=\"presentation\">archives. Roberts is also co<\/span><span dir=\"ltr\" role=\"presentation\">\u2013<\/span><span dir=\"ltr\" role=\"presentation\">author of a book on the<\/span> <span dir=\"ltr\" role=\"presentation\">wartime<\/span> <span dir=\"ltr\" role=\"presentation\">relationship<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">between Churchill and Stalin and has written<\/span> <span dir=\"ltr\" role=\"presentation\">a biography of Georgy Zhukov, Stalin\u2019s<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">most important general during World War II. Most recently, Roberts has written a<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">book<\/span> <span dir=\"ltr\" role=\"presentation\">entitled<\/span> <span dir=\"ltr\" role=\"presentation\">Stalin\u2019s Library: A Dictator and His Books<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><\/span><\/em><\/p><\/blockquote>\n<h3><em><span id=\"page3R_mcid14\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Reasons for War<\/span><\/span><\/em><\/h3>\n<p><span id=\"page3R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><strong><span id=\"page3R_mcid4\" class=\"markedContent\">Frihedsbrevet<\/span>:<\/strong> Why did Vladimir Putin decide in February 2022 to invade Ukr<\/span><span dir=\"ltr\" role=\"presentation\">aine and start the<\/span> <span dir=\"ltr\" role=\"presentation\">biggest land war in Europe since World War II? And when did he make that fateful<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">decision?<\/span><\/span><span id=\"page3R_mcid16\" class=\"markedContent\"><\/span><span id=\"page3R_mcid17\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page3R_mcid17\" class=\"markedContent\"><strong>Geoffrey Roberts:<\/strong> <span dir=\"ltr\" role=\"presentation\">There are many opinions about that.<\/span> <span dir=\"ltr\" role=\"presentation\">It is one of th<\/span><span dir=\"ltr\" role=\"presentation\">ose<\/span> <span dir=\"ltr\" role=\"presentation\">events that historians will <\/span><span dir=\"ltr\" role=\"presentation\">write thousands of articles and books about for decades to com<\/span><span dir=\"ltr\" role=\"presentation\">e.<\/span><\/span><span id=\"page3R_mcid18\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page24R_mcid0\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Some believe that Putin is driven by the ambition to restore the Soviet Union or the <\/span><span dir=\"ltr\" role=\"presentation\">Russian Empire. <\/span><\/span><\/p>\n<p><span id=\"page24R_mcid0\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Others point out that Putin is motivated by the desire to gain control<\/span> <span dir=\"ltr\" role=\"presentation\">of what is called \u201cthe Russian world\u201d, which includes<\/span> <span dir=\"ltr\" role=\"presentation\">regions where the Russian <\/span><span dir=\"ltr\" role=\"presentation\">Orthodox Church and Russian language and culture dominate.<\/span><\/span><span id=\"page24R_mcid1\" class=\"markedContent\"><\/span><span id=\"page24R_mcid2\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page24R_mcid2\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Still others point to Putin launching the war to consolidate his power at home and <\/span><span dir=\"ltr\" role=\"presentation\">save his regime from internal threats and opposition.<\/span><\/span><span id=\"page24R_mcid3\" class=\"markedContent\"><\/span><span id=\"page24R_mcid4\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page24R_mcid4\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">A fourth claim is that the decision to go to war was the w<\/span><span dir=\"ltr\" role=\"presentation\">ork of an isolated, maniacal<\/span> <span dir=\"ltr\" role=\"presentation\">dictator. A dictator surrounded by puppets who was convinced the Russian army <\/span><span dir=\"ltr\" role=\"presentation\">would be welcomed by a majority of the Ukrainian population.<\/span><\/span><\/p>\n<p><span id=\"page24R_mcid5\" class=\"markedContent\"><\/span><span id=\"page24R_mcid6\" class=\"markedContent\"><\/span><span id=\"page24R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">A fifth explanation says that Putin feared a democratic Ukraine with a political order <\/span><\/span><span id=\"page24R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">alternative to<\/span> <span dir=\"ltr\" role=\"presentation\">his<\/span> <span dir=\"ltr\" role=\"presentation\">authoritarian regime in Russia, which could lead disaffected<\/span> <span dir=\"ltr\" role=\"presentation\">Russians to rebel against the Kremlin.<\/span><\/span><span id=\"page24R_mcid7\" class=\"markedContent\"><\/span><span id=\"page24R_mcid8\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page24R_mcid8\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Geoffrey Roberts rejects all these explanations. He believes that Putin went to war to<\/span> <span dir=\"ltr\" role=\"presentation\">prevent Ukraine from developing into an<\/span> <span dir=\"ltr\" role=\"presentation\">increasingly strong and threatening military <\/span><span dir=\"ltr\" role=\"presentation\">bridgehead for NATO on the border with Russia.<\/span><\/span><span id=\"page24R_mcid9\" class=\"markedContent\"><\/span><span id=\"page24R_mcid10\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page24R_mcid10\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">According to Roberts, for Putin<\/span> <span dir=\"ltr\" role=\"presentation\">the decision to invade Ukraine<\/span> <span dir=\"ltr\" role=\"presentation\">was not only about<\/span> <span dir=\"ltr\" role=\"presentation\">the<\/span> <span dir=\"ltr\" role=\"presentation\">immediate<\/span> <span dir=\"ltr\" role=\"presentation\">situation<\/span><span dir=\"ltr\" role=\"presentation\">;<\/span> <span dir=\"ltr\" role=\"presentation\">it was<\/span> <span dir=\"ltr\" role=\"presentation\">about a<\/span> <span dir=\"ltr\" role=\"presentation\">future<\/span> <span dir=\"ltr\" role=\"presentation\">in<\/span> <span dir=\"ltr\" role=\"presentation\">which<\/span> <span dir=\"ltr\" role=\"presentation\">he<\/span> <span dir=\"ltr\" role=\"presentation\">feared<\/span> <span dir=\"ltr\" role=\"presentation\">Russia<\/span> <span dir=\"ltr\" role=\"presentation\">would face<\/span> <span dir=\"ltr\" role=\"presentation\">an existential threat from the West. In that context, Roberts states, it is not decisive<\/span> <span dir=\"ltr\" role=\"presentation\">whether Putin is morbidly paranoid or whether his fantasies have no root in the real<\/span> <span dir=\"ltr\" role=\"presentation\">world. The key is what Putin actually thought and on what basis he made<\/span> <span dir=\"ltr\" role=\"presentation\">the<\/span> <span dir=\"ltr\" role=\"presentation\">decision to go to war;<\/span> <span dir=\"ltr\" role=\"presentation\">for Roberts as a historian, it is about uncovering the logic and <\/span><span dir=\"ltr\" role=\"presentation\">inner dynamics of Putin\u2019s reasoning that preceded the war.<\/span><\/span><span id=\"page24R_mcid11\" class=\"markedContent\"><\/span><span id=\"page24R_mcid12\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page24R_mcid12\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Roberts does this by reviewing Putin\u2019s<\/span> <span dir=\"ltr\" role=\"presentation\">public<\/span> <span dir=\"ltr\" role=\"presentation\">comments and statements<\/span> <span dir=\"ltr\" role=\"presentation\">from spring<\/span> <span dir=\"ltr\" role=\"presentation\">2021 until the invasi<\/span><span dir=\"ltr\" role=\"presentation\">on in February 2022<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">comparing<\/span> <span dir=\"ltr\" role=\"presentation\">them<\/span> <span dir=\"ltr\" role=\"presentation\">with what he has said <\/span><span dir=\"ltr\" role=\"presentation\">since.<\/span><\/span><span id=\"page24R_mcid13\" class=\"markedContent\"><\/span><span id=\"page24R_mcid14\" class=\"markedContent\"><\/span><\/p>\n<p><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">His method is empirical, meaning<\/span> <span dir=\"ltr\" role=\"presentation\">that<\/span> <span dir=\"ltr\" role=\"presentation\">he reconstructs the<\/span> <span dir=\"ltr\" role=\"presentation\">story<\/span> <span dir=\"ltr\" role=\"presentation\">based on what Putin<\/span> <span dir=\"ltr\" role=\"presentation\">says and does<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span> <span dir=\"ltr\" role=\"presentation\">Roberts identifies a common thread of elements and talking points<\/span> <span dir=\"ltr\" role=\"presentation\">that recur all the way th<\/span><span dir=\"ltr\" role=\"presentation\">rough the<\/span> <span dir=\"ltr\" role=\"presentation\">narrative<\/span> <span dir=\"ltr\" role=\"presentation\">\u2013<\/span> <span dir=\"ltr\" role=\"presentation\">the fear of NATO expansion, concern<\/span> <span dir=\"ltr\" role=\"presentation\">about NATO missile defense in Poland and Romania, the transformation of Ukraine<\/span> <span dir=\"ltr\" role=\"presentation\">into an anti<\/span><span dir=\"ltr\" role=\"presentation\">\u2013<\/span><span dir=\"ltr\" role=\"presentation\">Russia<\/span> <span dir=\"ltr\" role=\"presentation\">and<\/span> <span dir=\"ltr\" role=\"presentation\">a<\/span> <span dir=\"ltr\" role=\"presentation\">NATO armed outpost on the border with Russia, criticism of<\/span> <span dir=\"ltr\" role=\"presentation\">Ukraine for<\/span> <span dir=\"ltr\" role=\"presentation\">discriminat<\/span><span dir=\"ltr\" role=\"presentation\">ion<\/span> <span dir=\"ltr\" role=\"presentation\">again<\/span><span dir=\"ltr\" role=\"presentation\">st pro<\/span><span dir=\"ltr\" role=\"presentation\">\u2013<\/span><span dir=\"ltr\" role=\"presentation\">Russians and not implemen<\/span><span dir=\"ltr\" role=\"presentation\">ting<\/span> <span dir=\"ltr\" role=\"presentation\">the so<\/span><span dir=\"ltr\" role=\"presentation\">\u2013<\/span><span dir=\"ltr\" role=\"presentation\">called <span id=\"page26R_mcid0\" class=\"markedContent\">Minsk agreements of 2014 and 2015, which were an attempt to regulate the conflict between the Ukrainian central government and the Russian-backed separatists in eastern Ukraine.<\/span><span id=\"page26R_mcid1\" class=\"markedContent\"><\/span><span id=\"page26R_mcid2\" class=\"markedContent\"><\/span><\/span><\/span><\/p>\n<p><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page26R_mcid2\" class=\"markedContent\">According to Roberts, throughout the run up to the February 2022 invasion, Putin maintained that the Minsk agreements were the only mechanism available to deal with the dispute between Kiev and the Donbass rebels. Roberts also cites Putin\u2019s \u2018infamous\u2019 summer 2021 essay on the historical unity of Russia and Ukraine, in which he laments alleged discrimination against Russians in Ukraine, declaring:<\/span><span id=\"page26R_mcid3\" class=\"markedContent\"><\/span><span id=\"page26R_mcid4\" class=\"markedContent\"> \u201cWe will never allow our historic lands and people close to us to be used against Russia.\u201d<\/span><span id=\"page26R_mcid5\" class=\"markedContent\"><\/span><span id=\"page26R_mcid6\" class=\"markedContent\"><\/span><\/span><\/span><\/p>\n<p><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page26R_mcid6\" class=\"markedContent\">In autumn 2021, the rhetoric sharpened, and on November 18, i.e. a month before Moscow submitted its formal security demands to NATO, Putin proposed legally binding security guarantees from NATO in relation to Ukraine. When his demands were published, they went even further and were not only about Ukraine, but also about the infrastructure NATO had built in its new member states.<\/span><span id=\"page26R_mcid7\" class=\"markedContent\"><\/span><span id=\"page26R_mcid8\" class=\"markedContent\"> Russia\u2019s demands were rejected by the West at the end of January 2022. A few days later, Putin said at a press conference in the Kremlin:<\/span><span id=\"page26R_mcid9\" class=\"markedContent\"><\/span><span id=\"page26R_mcid10\" class=\"markedContent\"><\/span><\/span><\/span><\/p>\n<blockquote><p><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page26R_mcid10\" class=\"markedContent\">\u201cIt is stated in Ukraine\u2019s doctrines that they will take Crimea back, if necessary<br role=\"presentation\" \/>by force. It\u2019s not just something Ukrainian representatives say publicly, it\u2019s<br role=\"presentation\" \/>written down in their documents. Imagine then that Ukraine becomes a<br role=\"presentation\" \/>member of NATO. It is being loaded with weapons and more offensive<br role=\"presentation\" \/>weapons will be deployed on its territory, just like in Poland and Romania \u2013<br role=\"presentation\" \/>who is going to stop it? Imagine Ukraine launching an operation against<br role=\"presentation\" \/>Crimea or Donbass. Crimea is Russian territory. We see that case as settled.<br role=\"presentation\" \/>Imagine that Ukraine is a member of NATO and begins a military operation. So<br role=\"presentation\" \/>what should we do? Fight against NATO? Has anyone even thought about<br role=\"presentation\" \/>that? Apparently not.\u201d<\/span><span id=\"page26R_mcid11\" class=\"markedContent\"><\/span><span id=\"page26R_mcid12\" class=\"markedContent\"><\/span><\/span><\/span><\/p><\/blockquote>\n<p><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page26R_mcid12\" class=\"markedContent\">Roberts hypothesizes that it was the fear of a nuclear-armed Ukraine that prompted Putin to attack at the last minute. The historian refers to Volodymyr Zelensky\u2019s speech at the security conference in Munich five days before the invasion, in which the Ukrainian president aired the idea that Ukraine should acquire tactical nuclear weapons in order to defend itself. None of the Western leaders present objected, <\/span><\/span><\/span><span id=\"page24R_mcid14\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page28R_mcid0\" class=\"markedContent\">according to Roberts, even though such an initiative would have been a violation of the international agreement on the non-proliferation of nuclear weapons.<\/span><span id=\"page28R_mcid1\" class=\"markedContent\"><\/span><span id=\"page28R_mcid2\" class=\"markedContent\"><\/span><\/span><\/span><\/p>\n<p><span id=\"page24R_mcid14\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page28R_mcid2\" class=\"markedContent\">Three days later, Putin was asked whether he considered Zelensky\u2019s words to be bluster or a real statement of intent.<\/span><span id=\"page28R_mcid3\" class=\"markedContent\"><\/span><span id=\"page28R_mcid4\" class=\"markedContent\"><\/span><\/span><\/span><\/p>\n<p><span id=\"page24R_mcid14\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page28R_mcid4\" class=\"markedContent\">Putin replied:<\/span><\/span><\/span><\/p>\n<blockquote><p><span id=\"page24R_mcid14\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page28R_mcid6\" class=\"markedContent\">\u201cWe reckon that his words were primarily directed at us. I would like to say<br role=\"presentation\" \/>that we have heard them. Ever since Soviet times, Ukraine has had broad<br role=\"presentation\" \/>nuclear capabilities.
