{"id":236183,"date":"2023-05-29T12:00:39","date_gmt":"2023-05-29T11:00:39","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=236183"},"modified":"2023-05-27T06:10:02","modified_gmt":"2023-05-27T05:10:02","slug":"why-is-the-african-union-absent-in-sudan","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2023\/05\/why-is-the-african-union-absent-in-sudan\/","title":{"rendered":"Why Is the African Union Absent in Sudan?"},"content":{"rendered":"<p style=\"text-align: center;\"><strong><em>In Sudan, \u2018African solutions to African problems\u2019 is proving to be a hollow mantra.<\/em><\/strong><\/p>\n<p><div id=\"attachment_236185\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/05\/SUDAN-POLITICS-SAUDI-africa-war.webp\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-236185\" class=\"wp-image-236185\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/05\/SUDAN-POLITICS-SAUDI-africa-war.webp\" alt=\"\" width=\"500\" height=\"333\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/05\/SUDAN-POLITICS-SAUDI-africa-war.webp 770w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/05\/SUDAN-POLITICS-SAUDI-africa-war-300x200.webp 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/05\/SUDAN-POLITICS-SAUDI-africa-war-768x512.webp 768w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-236185\" class=\"wp-caption-text\">A woman reacts as she disembarks from Saudi Navy Ship with people from different nationalities evacuated to Saudi Arabia from Sudan, to escape the conflicts, at the Jeddah Sea Port, Saudi Arabia on 8 May 2023.<br \/>[Saudi Ministry of Defense\/Handout via Reuters]<\/p><\/div><em>25 May 2023 &#8211; <\/em>On April 24, just nine days after the beginning of Sudan\u2019s deadly conflict, the Sudanese Armed Forces (SAF) and the rival paramilitary Rapid Support Forces (RSF) said they agreed to a 72-hour ceasefire on the back of two days of \u201cintense\u201d negotiations led by the United States and Saudi Arabia.<\/p>\n<p class=\"p1\">In a statement announcing the much-welcomed nationwide truce, US Secretary of State Antony Blinken urged the warring parties \u201cto immediately and fully uphold the ceasefire\u201d and added that \u201cthe United States will coordinate with regional and international partners\u201d to achieve a permanent peace agreement.<\/p>\n<p class=\"p1\">True to his word, just two days later Blinken had a phone conversation with African Union (AU) Commission Chairperson Moussa Faki about \u201cending the fighting in Sudan\u201d. In an official statement, Blinken said he and Faki agreed that \u201cthe AU\u2019s continued leadership remains essential in pressing the SAF and the RSF to immediately cease military operations and allow unhindered humanitarian access\u201d.<\/p>\n<p class=\"p1\">Despite all the pleasantries about the importance of African leadership in Blinken\u2019s press release, however, the situation was crystal clear: an African nation was engulfed in deadly conflict and, yet again, the US \u2013 the unapologetic doyen of neocolonialism \u2013 was leading the global response. In the face of a crisis unfolding in their own backyard, African leaders and diplomats were reduced to background actors and commentators with no impact.<\/p>\n<p class=\"p1\">Sure, there were some African efforts \u2013 at least on paper \u2013 to ease the violence. Comoros President and current AU Chairman Azali Assoumani said he had phone conversations with SAF head General Abdel Fattah al-Burhan and RSF chief General Mohamed Hamdan \u201cHemedti\u201d Dagalo, on April 23 and 25 <a target=\"_blank\" href=\"https:\/\/au.int\/fr\/node\/42732\" >respectively<\/a>.<\/p>\n<p class=\"p1\">On April 28, in an official statement published by the AU, Assoumani described his deliberations with the two generals as \u201crich, constructive and promising\u201d, and called on \u201call actors of the international community to support the efforts of the African Union to restore peace and stability in Sudan\u201d.<\/p>\n<p class=\"p1\">However, it seems these \u201cpromising\u201d conversations failed to deliver any meaningful results, as an extension to the US-Saudi brokered April 24 ceasefire was secured not by any AU official or African leader, but once again, by the US and Saudi Arabia.<\/p>\n<p class=\"p1\">There was no mention of the AU\u2019s supposedly pivotal leadership when the Saudi-US facilitated talks began in <a target=\"_blank\" href=\"https:\/\/au.int\/en\/pressreleases\/20230506\/statement-chairperson-african-union-commission-reaffirms-imperative-ceasefire\" >Jeddah<\/a> on May 6, either. Left to follow the negotiations from afar, the AU attempted to include itself in the conversation by issuing a statement \u201creaffirm[ing] the imperative of the ceasefire in Sudan\u201d and demanding al-Burhan and Dagalo show respect for \u201cInternational Humanitarian Law and International Human Rights Law\u201d. Nevertheless, there was once again no mention of the AU \u2013 or any African power for that matter \u2013 in the Jeddah Declaration of Commitment to Protect the Civilians of Sudan, which was signed and published on May 11.<\/p>\n<p class=\"p1\">In short, throughout the continuing Sudan crisis, African diplomats were overshadowed and reduced to loquacious spectators by the US.<\/p>\n<p class=\"p1\">Far from coordinating and leading a comprehensive intervention, all the AU has managed to do so far was to release a couple of generic soundbites and express hollow concern for the wellbeing of Sudanese civilians.<\/p>\n<p class=\"p1\">It has been more than a month since fighting erupted in Khartoum but the leading African body has not yet found the time to convene an emergency heads of state meeting to deliberate on the deadly conflict. Many African leaders, however, had time to attend the coronation of King Charles III in London on <a target=\"_blank\" href=\"https:\/\/www.trtafrika.com\/world\/african-leaders-who-attended-coronation-of-king-charles-iii-13144138\" >May<\/a>\u00a06.<\/p>\n<p class=\"p1\">And despite the United Nations and international aid agencies repeatedly voicing concern about the wellbeing of thousands of Sudanese civilians who crossed into Chad to escape the conflict, African leaders have not yet delivered a comprehensive plan to provide for these refugees and others across the region.<\/p>\n<p class=\"p1\">That the US can eclipse the AU at such a crucial and volatile time in Sudanese and African history is alarming and raises important questions about the AU\u2019s capability to lead the continent and maintain African unity and collaboration at a time of crisis.<\/p>\n<h2>What happened to \u2018African solutions to African problems\u2019?<\/h2>\n<p class=\"p1\">In October 2001, speaking to a joint session of parliament on the New Partnership for Africa\u2019s Development (Nepad) in Cape Town, former South African president Thabo Mbeki said, \u201cWe are agreed that we must strengthen democracy on the continent; we must entrench a human rights culture; we must end existing conflicts and prevent new <a target=\"_blank\" href=\"https:\/\/www.news24.com\/news24\/mbeki-positive-on-nepad-20011031\" >conflicts.\u201d<\/a><\/p>\n<p class=\"p1\">Following the establishment of the AU less than a year later, in July <a target=\"_blank\" href=\"https:\/\/au.int\/en\/overview\" >2002<\/a>, African leaders resolved to shun external interventions \u2013 from countries like the US \u2013 and instead implement African solutions to African <a target=\"_blank\" href=\"https:\/\/www.news24.com\/news24\/aus-efforts-to-tackle-problems-strained-20130524\" >problems<\/a>.<\/p>\n<p class=\"p1\">Sudan, under the military leadership of former President Omar al-Bashir, swiftly emerged as one such challenge.<\/p>\n<p class=\"p1\">In 2003, a war erupted between the Sudanese government and rebel groups in Darfur. In the following few years, the conflict claimed some 300,000 lives and displaced more than 2.5 million people.<\/p>\n<p class=\"p1\">To suppress the rebellion against his regime, al-Bashir recruited the assistance of the so-called Janjaweed <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/4\/16\/sudan-unrest-what-is-the-rapid-support-forces\" >militias \u2013 which eventually evolved into the RSF \u2013<\/a>\u00a0and provided them with funding and immunity from prosecution.<\/p>\n<p class=\"p1\">Subsequently, in 2009, the International Criminal Court (ICC) indicted al-Bashir for <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2021\/8\/12\/sudan-omar-al-bashir-icc-war-crimes-darfur#:~:text=The%20ICC%20issued%20an%20arrest,nationwide%20protests%20against%20his%20rule.\" >genocide<\/a>, crimes against humanity and war crimes committed in Darfur, after it found evidence of mass atrocities committed by government <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/report\/2004\/05\/06\/darfur-destroyed\/ethnic-cleansing-government-and-militia-forces-western-sudan\" >forces<\/a>\u00a0and the Janjaweed paramilitaries.<\/p>\n<p class=\"p1\">Unfortunately, the AU \u2013 in a flawed and damaging bid to advance \u201can African solution\u201d to the Sudan problem \u2013 refused to help bring al-Bashir to international justice.<\/p>\n<p class=\"p1\">It advised its member states to ignore the ICC warrant, claiming that the ICC was unfairly targeting African leaders and that al-Bashir\u2019s lawful <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/ozatp-africa-bashir-20100725-idAFJOE66O01V20100725\" >arrest<\/a>\u00a0would endanger attempts to secure peace in the Darfur region and South Sudan.<\/p>\n<p class=\"p1\">In addition to these imprudent and unwarranted anti-ICC actions, it endorsed a sham presidential election in April 2015, which the <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2015\/4\/27\/more-of-the-same-bashir-sweeps-sudan-election\" >opposition<\/a> boycotted and al-Bashir won by 94 percent of the vote, as \u201cthe expression of the will of the voters of <a target=\"_blank\" href=\"https:\/\/reliefweb.int\/report\/sudan\/african-union-election-observation-mission-april-2015-general-elections-republic-sudan\" >Sudan<\/a>\u201d.<\/p>\n<p class=\"p1\">Four years later, the RSF and the Sudanese army conspired to remove al-Bashir from power, following nationwide demonstrations against his 30-year-long despotic rule.<\/p>\n<p class=\"p1\">Although it said it strove to advance peace in Sudan, the AU refused to support international law and international <a target=\"_blank\" href=\"https:\/\/au.int\/en\/overview\" >cooperation<\/a>\u00a0as stipulated in the Constitutive Act of the African Union.<\/p>\n<p class=\"p1\">And while it was supposed to serve the people of Sudan, it disregarded basic democratic norms and the values enshrined in the African Charter on Human and Peoples\u2019\u00a0<a target=\"_blank\" href=\"https:\/\/au.int\/sites\/default\/files\/treaties\/36390-treaty-0011_-_african_charter_on_human_and_peoples_rights_e.pdf\" >Rights<\/a>. It\u00a0mollycoddled a ruthless dictator and suspected war criminal in al-Bashir for years on end.<\/p>\n<p class=\"p1\">Amid widespread repression, insecurity and corruption during al-Bashir\u2019s tenure, it failed to support the pressing sociopolitical and economic interests of ordinary <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2013\/9\/24\/protests-in-sudan-as-fuel-prices-soar\" >Sudanese<\/a>.<\/p>\n<p class=\"p1\">For it was in the years following the meaningless uproar over the ICC warrant that al-Bashir formalised the illiberal Janjaweed militias into the <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Rapid_Support_Forces#:~:text=RSF%20was%20officially%20formed%20in,South%20Kordofan%20in%20April%202013.\" >RSF<\/a>, a development that would have severe ramifications for peace and democracy in Sudan.<\/p>\n<p class=\"p1\">In April 2019, the RSF was involved in the military coup that ousted\u00a0<a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/africa\/who-are-sudans-rapid-support-forces-2023-04-13\/\" >Bashir<\/a>. In June of that year, it led a devastating crackdown on a peaceful sit-in protest in Khartoum that left 120 people dead and hundreds <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2022\/6\/3\/khartoum-massacre-victims-look-for-justice-abroads\" >injured<\/a>.<\/p>\n<p class=\"p1\">Later, it would participate in the October 2021 military coup that toppled the short-lived transitional government of\u00a0<a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/africa\/who-are-sudans-rapid-support-forces-2023-04-13\/\" >Sudan<\/a>\u00a0and thwarted democracy.<\/p>\n<p class=\"p1\">Now, along with the equally repressive Sudanese army, it has plunged Sudan into another cataclysmic conflict.<\/p>\n<p class=\"p1\">The AU claims to be a dynamic and people-centred Pan-African\u00a0<a target=\"_blank\" href=\"https:\/\/au.int\/en\/overview#:~:text=The%20OAU%20was%20the%20manifestation,the%20achievement%20of%20the%20legitimate\" >organisation<\/a>, but it has helped foster a dangerous and regressive military complex in Sudan.<\/p>\n<p class=\"p1\">To be sure, progressive African interventions and solutions should promote democracy and good governance without fear or favour. And to be sure they should be prioritised over any solution or intervention offered by old or new colonial powers with ulterior motives and conflicting interests.<\/p>\n<p class=\"p1\">For a long time in Sudan, however, the AU allowed an illiberal dispensation to fester and remained idle in the face of immense human suffering.<\/p>\n<p class=\"p1\">Enough is enough.\u00a0Sudan is in Africa \u2013 it is not a remote and troubled US outpost.<\/p>\n<p class=\"p1\">It is indeed Africans who should be solving African problems.
