{"id":237804,"date":"2023-06-26T12:00:33","date_gmt":"2023-06-26T11:00:33","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=237804"},"modified":"2023-06-22T04:44:23","modified_gmt":"2023-06-22T03:44:23","slug":"permanent-apartheid-in-palestine-this-is-why-israel-wants-to-reactivate-e1-plan","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2023\/06\/permanent-apartheid-in-palestine-this-is-why-israel-wants-to-reactivate-e1-plan\/","title":{"rendered":"Permanent Apartheid in Palestine: This Is Why Israel Wants to Reactivate E1 Plan"},"content":{"rendered":"<div id=\"attachment_237805\" style=\"width: 560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/06\/palestine-israel.png\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-237805\" class=\"wp-image-237805\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/06\/palestine-israel.png\" alt=\"\" width=\"550\" height=\"366\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/06\/palestine-israel.png 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/06\/palestine-israel-300x200.png 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/06\/palestine-israel-768x512.png 768w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><\/a><p id=\"caption-attachment-237805\" class=\"wp-caption-text\">Palestinians next to a burning fire in the Gaza Strip.<br \/>Photo from Pixabay by Hosyn Salah on November 25, 2018.<\/p><\/div>\n<p><em>16 Jun 2023 &#8211; <\/em>The Israeli government is at it again, actively <a target=\"_blank\" href=\"https:\/\/www.newarab.com\/news\/israeli-e1-settlement-plan-cut-west-bank-half\" >discussing<\/a> the construction of thousands of illegal settlement units as part of a massive settlement expansion scheme known as E1.<\/p>\n<div class=\"post_content\">\n<p>Though Israeli construction in the East Jerusalem area has supposedly been <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/palestinians-israel-settlements\/israel-says-will-stick-with-settlement-plan-despite-european-pressure-idINDEE8B20BF20121203\" >halted<\/a> under international pressure, the Israeli government has found ways to keep the plan alive.<\/p>\n<p>It did so through <a target=\"_blank\" href=\"https:\/\/carnegieendowment.org\/sada\/89215\" >constant expansion<\/a> of the various settlements in the name of \u2018natural expansion\u2019, confiscation of Palestinian land and the ruthless yet <a target=\"_blank\" href=\"https:\/\/resourcecentre.savethechildren.net\/document\/hope-under-rubble-impact-israels-home-demolition-policy-palestinian-children-and-their\/\" >routine demolition<\/a> of Palestinian homes.<\/p>\n<p>But why does Washington, Israel\u2019s main defender and benefactor, oppose, at least verbally, the construction in E1, while turning a blind eye to illegal construction throughout the West Bank?<\/p>\n<p>The answer lies in the fact that E1 will further expand the Jerusalem municipal boundaries, minimize any Palestinian <a target=\"_blank\" href=\"https:\/\/www.alhaq.org\/advocacy\/6359.html\" >demographic presence<\/a> in the city (from the current 42 percent to about 20 percent), and prejudice any political solution that includes East Jerusalem.<\/p>\n<p>East Jerusalem is a Palestinian city, <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/features\/2018\/6\/4\/the-naksa-how-israel-occupied-the-whole-of-palestine-in-1967\" >occupied<\/a> by Israel during the June 1967 war. It is <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2019\/01\/chapter-3-israeli-settlements-and-international-law\/#:~:text=The%20European%20Union%20(EU)%20has,two%2Dstate%20solution%20impossible.%E2%80%9D\" >recognized<\/a> by the United Nations and international law as part of the Occupied Palestinian Territory. Israel should have neither legal rights nor jurisdiction there.<\/p>\n<p>Washington, which rarely cares about the rights of Palestinians, is concerned that, without East Jerusalem as part of the political equation, any discussion of a \u2018two-state solution\u2019 will become forever obsolete.<\/p>\n<p>In other words, the US is more worried about the political, not territorial consequences of the Israeli decision. Indeed, the US\u2019 entire political program in Palestine and Israel is situated within the two-state solution template. Without it, Washington\u2019s role would cease to serve any purpose.<\/p>\n<p>This is precisely why US Secretary of State Antony Blinken <a target=\"_blank\" href=\"https:\/\/www.pbs.org\/newshour\/world\/watch-blinken-gives-remarks-at-2023-aipac-summit\" >criticized<\/a> Israeli settlements during his speech to the American Israel Public Affairs Committee (AIPAC) on June 5.<\/p>\n<p>Though he covered the habitual US commitment to Israel\u2019s security, describing it as \u201cnon-negotiable\u201d and \u201cironclad\u201d, he also warned against \u201cany move toward annexation of the West Bank \u2026 disruption of the historic status quo at holy sites (and) the continuing demolitions of homes.\u201d<\/p>\n<p>These steps, and more, will \u201cdamage prospects for two states\u201d, the cornerstone of US foreign policy in the Middle East.<\/p>\n<p>Israel, on the other hand, is neither interested in a two-state, one-state or any \u2018solution\u2019 to its military occupation and apartheid in Palestine. Instead, Tel Aviv is working towards a specific end, a formula of permanent domination, one that would satisfy its quest for \u2018security\u2019, demographic superiority and \u2018defensible\u2019 borders.<\/p>\n<p>It matters little that Israel\u2019s vision for its own border lines is largely inconsistent with international law. All that matters to the current, in fact, all Israeli governments, are the \u2018national interests\u2019 of the country\u2019s Jewish population, whose future has been linked to the crushing of political aspirations and civil rights of the country\u2019s native Arab, Palestinian inhabitants.<\/p>\n<p>Jerusalem\u2019s particular significance stems from two factors: one, its historical, spiritual, economic and administrative centrality to all Palestinians and, two, the fact that it has been the Holy Grail of Israel\u2019s settler colonialism in Palestine for the last 75 years.<\/p>\n<p>A quick look at the <a target=\"_blank\" href=\"https:\/\/www.economist.com\/sites\/default\/files\/images\/print-edition\/20160116_MAM960_0.png\" >map of Occupied East Jerusalem<\/a> is enough to explain Israel\u2019s ultimate motive in the Palestinian city: Maximum land with an absolute Jewish majority.<\/p>\n<p>For this to take place, much work has to be done, namely ensuring the territorial continuity between the massive illegal Jewish settlement of Ma\u2019ale Adumim and Jerusalem.<\/p>\n<p>Israel\u2019s motives are not a secret. A long <a target=\"_blank\" href=\"https:\/\/jcpa.org\/understanding-israeli-interests-in-the-e1-area\/\" >report<\/a> by the Zionist Jerusalem Center for Public Affairs champions and illustrates Tel Aviv\u2019s objectives in detail. The report warns against allowing \u201csecurity and urban discontinuity between Jerusalem and Ma\u2019ale Adumim, or the reversion of Jerusalem to a border-town status \u2026 that would preclude the city\u2019s eastward development.\u201d<\/p>\n<p>The reference to \u2018eastward development\u2019 is particularly dangerous, as many illegal Jewish settlements have purposely been planted in various parts of the West Bank, all the way to the Jordan Valley for the sole purpose of linking them all up, thus dividing the West Bank into two main regions, south and north.<\/p>\n<p>Considering the current administration and \u2018security\u2019 divisions of the Occupied West Bank, a major territorial division will deny Palestinians any sense of physical continuity, let alone statehood. In other words, apartheid will become permanent and, from Israel\u2019s perspective, also sustainable.<\/p>\n<p>As for the westward expansion, connecting Ma\u2019ale Adumim to the so-called \u201cmetropolitan Jerusalem\u201d through construction in E1 will help Israel resolve a fundamental component of its expansionist strategy. According to the Zionist Jerusalem Center, such a merger will \u201cincorporate both settlement and security as two vital, complementary components of Israel\u2019s national interest.\u201d<\/p>\n<p>And, wherever there is Israeli construction in Occupied Palestine, there is always the destruction of Palestinian properties and confiscation of land.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.eeas.europa.eu\/sites\/default\/files\/documents\/2023\/One-Year%20Report%20on%20Israeli%20Settlements%20in%20the%20occupied%20West%20Bank%2C%20including%20East%20Jerusalem%20%28Reporting%20period%20January%20-%20December%202022%29.pdf\" >According to<\/a> the European Union Office in Palestine, in 2022, 28,208 illegal settlement units \u201cwere advanced\u201d in East Jerusalem and the West Bank, compared to 22,030 in 2021. A higher number is expected in 2023.<\/p>\n<p>As for Palestinian home demolition, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) <a target=\"_blank\" href=\"https:\/\/english.wafa.ps\/Pages\/Details\/135613#:~:text=JERUSALEM%2C%20Wednesday%2C%20May%203%2C,West%20Bank%2C%20including%20East%20Jerusalem.\" >paints<\/a> a grim picture: in the first quarter of 2023 alone, 290 Palestinian structures in East Jerusalem and the West Bank were demolished or seized. This represents an increase of 46 percent, compared to the same period of the previous year.<\/p>\n<p>East Jerusalem has had a major share of this <a target=\"_blank\" href=\"https:\/\/www.oikoumene.org\/resources\/documents\/fact-sheet-east-jerusalem-demolitions-april-2023\" >destruction<\/a>, specifically 95 homes and other structures between January 1 and March 28, according to the World Council of Churches. The outcome has been the displacement of 149 Palestinians. Among them, 88 children have been rendered homeless.<\/p>\n<p>The price of Israel\u2019s major plans in East Jerusalem and the rest of the West Bank is not just humanitarian. It is essentially political, aimed at cutting off Palestinian communities from one another, isolating Jerusalem completely, and ensuring a Jewish demographic majority for generations to come.<\/p>\n<p>Though Secretary Blinken tries to emphasize the danger of such actions to the two-state solution, the real danger lies in the fact that such measures threaten the very fabric of Palestinian society and the political future of the Palestinian people.<\/p>\n<p>Israel\u2019s quest to reactivate its E1 plan requires not just mere condemnation, but tangible and decisive action, especially as Benjamin Netanyahu\u2019s far-right government is more unhinged than ever before.<\/p>\n<p class=\"western\" style=\"line-height: normal; margin: 13.7pt 0in 13.7pt 0in;\">___________________________________________<\/p>\n<p class=\"western\" style=\"line-height: normal; margin: 13.7pt 0in; padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/07\/ramzy_baroud-e1673934475518.jpeg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-217382\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/07\/ramzy_baroud-e1673934475518.jpeg\" alt=\"\" width=\"100\" height=\"93\" \/><\/a> Ramzy Baroud is a journalist, author and editor of <\/em>Palestine Chronicle<em>.
