They are also a major threat to the environment, contaminating land for decades after they are used. In short, cluster bombs do not win wars and will only hurt current and future generations of Ukrainians.<\/p>\n<p>Cluster bombs work by dispersing multiple sub-ammunitions over a wide geographical area to inflict damage on opposing enemy combatants. <a href=\"https:\/\/www.icrc.org\/en\/doc\/assets\/files\/other\/cluster-munitions-factsheet-2010.pdf\"  target=\"_blank\" rel=\"noreferrer noopener\">10-40% of sub-ammunitions fail to detonate<\/a> upon impact and are still active while buried under ground. These \u201cduds\u201d stay active unless disarmed or detonated, meaning that anything\u2014an armed combatant, a group of children, or the family dog\u2014can cause a bomb to explode. In 2021, <a href=\"http:\/\/www.the-monitor.org\/media\/3348257\/Cluster-Munition-Monitor-2022-Web_HR.pdf\"  target=\"_blank\" rel=\"noreferrer noopener\">97% of cluster munition casualties<\/a> were innocent civilians who were killed by unexploded bombs.<\/p>\n<p>Cluster bombs render <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/epdf\/10.1111\/ajps.12577?fbclid=IwAR23-tHyEgHSasKXJK7BrsGK2yITNhpe_iBS6mN7DOK7my08pnvxSfgnFYw\"  target=\"_blank\" rel=\"noreferrer noopener\">agricultural land inaccessible and unsafe<\/a> for use and have been shown to affect the livelihoods of local populations adversely, thereby increasing poverty rates. The long-term effect on <a href=\"https:\/\/www.upr.org\/programs\/2021-03-04\/undisciplined-death-in-the-soil\"  target=\"_blank\" rel=\"noreferrer noopener\">agricultural production<\/a> will be devastating to Ukraine\u2019s economy as one of <a href=\"https:\/\/www.fas.usda.gov\/sites\/default\/files\/2022-04\/Ukraine-Factsheet-April2022.pdf\"  target=\"_blank\" rel=\"noreferrer noopener\">the world\u2019s top agricultural producers of oilseeds and grains<\/a>. Demining efforts are also extremely dangerous, expensive, and time-consuming.<\/p>\n<p>By choosing to arm Ukraine with cluster bombs, the U.S. isolates itself from its closest international allies. More than 120 countries, including <a href=\"http:\/\/www.the-monitor.org\/media\/3348257\/Cluster-Munition-Monitor-2022-Web_HR.pdf\"  target=\"_blank\" rel=\"noreferrer noopener\">23 NATO member states<\/a>, have signed <a href=\"https:\/\/www.clusterconvention.org\/files\/convention_text\/Convention-ENG.pdf\"  target=\"_blank\" rel=\"noreferrer noopener\">the Convention on Cluster Bombs<\/a> which bans the production, stockpiling, use, and transfer of cluster bombs. The <a href=\"https:\/\/www.hrw.org\/news\/2023\/05\/29\/cluster-munition-use-russia-ukraine-war\"  target=\"_blank\" rel=\"noreferrer noopener\">Human Rights Watch has recorded<\/a> Russia\u2019s use of cluster munitions in the ongoing Russia-Ukraine War. By using cluster munitions, Ukraine cedes the moral high ground that it has had over the conflict.<\/p>\n<p>The U.S. can look at its own history to understand why cluster bombs should be banned. During the Vietnam War, the U.S. dropped <a href=\"http:\/\/www.the-monitor.org\/en-gb\/reports\/2022\/lao-pdr\/impact.aspx\"  target=\"_blank\" rel=\"noreferrer noopener\">270 million cluster bombs<\/a> onto the Laotian people and land from 1964-1973. 50 years later, those cluster bombs <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/voices\/2023\/07\/11\/biden-cluster-munitions-ukraine-international-law\/70395635007\/\"  target=\"_blank\" rel=\"noreferrer noopener\">are still killing and injuring everyday Laotians<\/a>. From curious school children to cautious elderly farmers, no one is spared from the threat of a detonating cluster sub-ammunition.<\/p>\n<p>\u201cAs a child in Laos, I grew up watching my father operate on countless victims of [unexploded duds]. I know firsthand the horrors of cluster munitions<em>,\u201d<\/em> Sera Koulabdara, CEO of <a href=\"https:\/\/www.legaciesofwar.org\/\"  target=\"_blank\" rel=\"noreferrer noopener\">Legacies of War<\/a> and chair of <a href=\"http:\/\/www.banminesusa.org\/\"  target=\"_blank\" rel=\"noreferrer noopener\">U.S. Campaign to Ban Landmines<\/a> explains, \u201cthe U.S. administration\u2019s decision to send cluster munitions to Ukraine is short-sighted, inhumane and shows the inability to learn lessons from its own history, and completely disregards international law.\u00a0 As a result, Ukraine will suffer the most in the long-term.\u201d<\/p>\n<p>Cluster bombs are not the only problem with U.S. military aid to Ukraine. \u201cWe must not be stuck in a militarized debate over which kind of so-called military aid\u2014weapons and bombs\u2014should be used to support the Ukrainian people. Instead, we should call for continued and relentless diplomacy at all levels, increased humanitarian assistance, and support for existing forms of civil resistance against occupation\u201d, according to Patrick Hiller, Executive Director of the War Prevention Initiative. By pursuing a variety of nonviolent alternatives, the chances of deescalating the conflict and bringing about a lasting peace increase.
