{"id":244661,"date":"2023-09-25T12:00:50","date_gmt":"2023-09-25T11:00:50","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=244661"},"modified":"2025-01-10T13:49:59","modified_gmt":"2025-01-10T13:49:59","slug":"nato-admits-that-ukraine-war-is-a-war-of-nato-expansion","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2023\/09\/nato-admits-that-ukraine-war-is-a-war-of-nato-expansion\/","title":{"rendered":"NATO Admits That Ukraine War Is a War of NATO Expansion"},"content":{"rendered":"<p><em>19 Sep 2023<\/em> &#8211; During the disastrous Vietnam War, it was said that the US government treated the public like a mushroom farm: keeping it in the dark and feeding it with manure.\u00a0 The heroic Daniel Ellsberg leaked the Pentagon Papers documenting the unrelenting US government lying about the war in order to protect politicians who would be embarrassed by the truth.\u00a0 A half century later, during the Ukraine War, the manure is piled even higher.<\/p>\n<p>According to the US Government and the ever-obsequious New York Times, the Ukraine war was \u201cunprovoked,\u201d the New York Times\u2019 favorite adjective to describe the war.\u00a0 Putin, allegedly mistaking himself for Peter the Great, invaded Ukraine to recreate the Russian Empire.\u00a0 Yet last week, NATO Secretary-General Jens Stoltenberg committed a Washington gaffe, meaning that he accidentally blurted out the truth.<\/p>\n<p>In\u00a0<a href=\"https:\/\/twitter.us19.list-manage.com\/track\/click?u=50ec04f7fdd8f247aecfa0ddf&amp;id=d762fa0eeb&amp;e=f7ac3adb37\"  target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/twitter.us19.list-manage.com\/track\/click?u%3D50ec04f7fdd8f247aecfa0ddf%26id%3Dd762fa0eeb%26e%3Df7ac3adb37&amp;source=gmail&amp;ust=1695441521414000&amp;usg=AOvVaw3msTGcEyNN3uZoEh6aeJ12\">testimony to the European Union Parliament<\/a>, Stoltenberg made clear that it was America\u2019s relentless push to enlarge NATO to Ukraine that was the real cause of the war and why it continues today.\u00a0 Here are Stoltenberg\u2019s revealing words:<\/p>\n<blockquote>\n<p dir=\"ltr\"><em>\u201cThe background was that President Putin declared in the autumn of 2021, and actually sent a draft treaty that they wanted NATO to sign, to promise no more NATO enlargement. That was what he sent us. And was a pre-condition for not invade Ukraine. Of course, we didn\u2019t sign that.<\/em><\/p>\n<p dir=\"ltr\"><em>The opposite happened. He wanted us to sign that promise, never to enlarge NATO. He wanted us to remove our military infrastructure in all Allies that have joined NATO since 1997, meaning half of NATO, all the Central and Eastern Europe, we should remove NATO from that part of our Alliance, introducing some kind of B, or second-class membership. We rejected that.\u00a0<\/em><\/p>\n<p dir=\"ltr\"><em>So, he went to war to prevent NATO, more NATO, close to his borders. He has got the exact opposite.\u201d\u00a0<\/em><\/p>\n<\/blockquote>\n<p dir=\"ltr\">To repeat, he [Putin] went to war to prevent NATO, more NATO, close to his borders.<\/p>\n<p>When Prof. John Mearsheimer, I, and others have said the same, we\u2019ve been attacked as Putin apologists.\u00a0 The same critics also choose to hide or flatly ignore the dire warnings against NATO enlargement to Ukraine long articulated by many of America\u2019s leading diplomats, including the great scholar-statesman George Kennan, and the former US Ambassadors to Russia Jack Matlock and William Burns.<\/p>\n<p>Burns, now CIA Director, was US Ambassador to Russia in 2008, and author of a memo entitled \u201c<a href=\"https:\/\/twitter.us19.list-manage.com\/track\/click?u=50ec04f7fdd8f247aecfa0ddf&amp;id=800164b689&amp;e=f7ac3adb37\"  target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/twitter.us19.list-manage.com\/track\/click?u%3D50ec04f7fdd8f247aecfa0ddf%26id%3D800164b689%26e%3Df7ac3adb37&amp;source=gmail&amp;ust=1695441521414000&amp;usg=AOvVaw14TI2xOOW97pB8xe3eWEka\">Nyet means Nyet<\/a>.\u201d\u00a0 In that memo, Burns explained to Secretary of State Condoleezza Rice that the entire Russian political class, not just Putin, was dead-set against NATO enlargement. We know about the memo only because it was leaked.\u00a0 Otherwise, we\u2019d be in the dark about it.<\/p>\n<p>Why does Russia oppose NATO enlargement?\u00a0 For the simple reason that Russia does not accept the US military on its 2,300 km border with Ukraine in the Black Sea region. Russia does not appreciate the US placement of Aegis missiles in Poland and Romania after the US unilaterally abandoned the Anti-Ballistic Missile (ABM) Treaty.<\/p>\n<p>Russia also does not welcome the fact that the US engaged in no fewer than\u00a0<a href=\"https:\/\/twitter.us19.list-manage.com\/track\/click?u=50ec04f7fdd8f247aecfa0ddf&amp;id=07135808c7&amp;e=f7ac3adb37\"  target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/twitter.us19.list-manage.com\/track\/click?u%3D50ec04f7fdd8f247aecfa0ddf%26id%3D07135808c7%26e%3Df7ac3adb37&amp;source=gmail&amp;ust=1695441521414000&amp;usg=AOvVaw22fZbNYvwQLLL1uEBHPm0o\">70 regime change operations<\/a>\u00a0during the Cold War (1947-1989), and countless more since, including in Serbia, Afghanistan, Georgia, Iraq, Syria, Libya, Venezuela, and Ukraine.\u00a0 Nor does Russia like the fact that many leading US politicians actively advocate the destruction of Russia under the banner of \u201cDecolonizing Russia.\u201d That would be like Russia calling for the removal of Texas, California, Hawaii, the conquered Indian lands, and much else, from the U.S.<\/p>\n<p>Even Zelensky\u2019s team knew that the quest for NATO enlargement meant imminent war with Russia.\u00a0 Oleksiy Arestovych, former Advisor to the Office of the President of Ukraine under Zelensky,\u00a0<a href=\"https:\/\/twitter.us19.list-manage.com\/track\/click?u=50ec04f7fdd8f247aecfa0ddf&amp;id=a860eec631&amp;e=f7ac3adb37\"  target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/twitter.us19.list-manage.com\/track\/click?u%3D50ec04f7fdd8f247aecfa0ddf%26id%3Da860eec631%26e%3Df7ac3adb37&amp;source=gmail&amp;ust=1695441521414000&amp;usg=AOvVaw0t9pir-pu2tWOeAdqqlMKe\">declared<\/a>\u00a0that \u201cwith a 99.9% probability, our price for joining NATO is a big war with Russia.\u201d<\/p>\n<p>Arestovych claimed that even without NATO enlargement, Russia would eventually try to take Ukraine, just many years later. Yet history belies that.\u00a0 Russia respected Finland\u2019s and Austria\u2019s neutrality for decades, with no dire threats, much less invasions.\u00a0 Moreover, from Ukraine\u2019s independence in 1991 until the US-backed overthrow of Ukraine\u2019s elected government in 2014, Russia didn\u2019t show any interest in taking Ukrainian territory.\u00a0 It was only when the US installed a staunchly anti-Russian, pro-NATO regime in February 2014 that Russia took back Crimea, concerned that its Black Sea naval base in Crimea (since 1783) would fall into NATO\u2019s hands.<\/p>\n<p>Even then, Russia didn\u2019t demand other territory from Ukraine, only fulfillment of the UN-backed Minsk II Agreement, which called for autonomy of the ethnic-Russian Donbas, not a Russian claim on the territory.\u00a0 Yet instead of diplomacy, the US armed, trained, and helped to organize a huge Ukrainian army to make NATO enlargement a fait accompli.<\/p>\n<p>Putin made one last attempt at diplomacy at the end of 2021, tabling a\u00a0<a href=\"https:\/\/twitter.us19.list-manage.com\/track\/click?u=50ec04f7fdd8f247aecfa0ddf&amp;id=ebf7d1c0d7&amp;e=f7ac3adb37\"  target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/twitter.us19.list-manage.com\/track\/click?u%3D50ec04f7fdd8f247aecfa0ddf%26id%3Debf7d1c0d7%26e%3Df7ac3adb37&amp;source=gmail&amp;ust=1695441521414000&amp;usg=AOvVaw10pS4_Lu6JeWiyiFNMHbwH\">draft US-NATO Security Agreement<\/a>\u00a0to forestall war.\u00a0 The core of the draft agreement was an end of NATO enlargement and removal of US missiles near Russia.\u00a0 Russia\u2019s security concerns were valid and the basis for negotiations.\u00a0 Yet Biden flatly rejected negotiations out of a combination of arrogance, hawkishness, and profound miscalculation. NATO maintained its position that NATO would not negotiate with Russia regarding NATO enlargement, that in effect, NATO enlargement was none of Russia\u2019s business.<\/p>\n<p>The continuing US obsession with NATO enlargement is profoundly irresponsible and hypocritical.\u00a0 The US would object\u2014by means of war, if needed\u2014to being encircled by Russian or Chinese military bases in the Western Hemisphere, a point the US has made since the Monroe Doctrine of 1823.\u00a0 Yet the US is blind and deaf to the legitimate security concerns of other countries.<\/p>\n<p>So, yes, Putin went to war to prevent NATO, more NATO, close to Russia\u2019s border. Ukraine is being destroyed by US arrogance, proving again Henry Kissinger\u2019s adage that to be America\u2019s enemy is dangerous, while to be its friend is fatal.\u00a0 The Ukraine War will end when the US acknowledges a simple truth: NATO enlargement to Ukraine means perpetual war and Ukraine\u2019s destruction.\u00a0 Ukraine\u2019s neutrality could have avoided the war, and remains the key to peace.\u00a0 The deeper truth is that European security depends on collective security as called for by the Organization for Security and Co-operation in Europe (OSCE), not one-sided NATO demands.<\/p>\n<p><em>\u00a0<\/em>______________________________________________<\/p>\n<p style=\"padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/07\/Jeffrey-D.-Sachs.webp\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-216053\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2022\/07\/Jeffrey-D.-Sachs.webp\" alt=\"\" width=\"125\" height=\"125\" \/><\/a> Jeffrey D.
